A delivery challan can replace an invoice only in the specific situations listed in Rule 55 of the CGST Rules, such as job work, movement for a reason other than supply, or removal of liquid gas when the quantity is not known. An e-way bill is a separate movement document. Where Rule 138 applies, you may need an e-way bill even when the goods travel on a delivery challan.
Before dispatch, classify the movement, choose the invoice or Rule 55 challan, calculate the consignment value, check the current exemptions for the goods and route, and then determine who must generate the e-way bill. The official rules and notifications can change, so confirm the position applicable on the dispatch date.

At a glance: invoice, delivery challan and e-way bill
| Document | What it does | When it is normally used | Does it replace the other documents? |
|---|---|---|---|
| Tax invoice | Records a taxable supply of goods and the applicable GST. | Each dispatch that is itself a supply, subject to the applicable invoicing rules. | No. A required e-way bill is a separate requirement. |
| Delivery challan | Documents a permitted movement in lieu of an invoice. | Rule 55 situations, including job work, movement for reasons other than supply, and specified liquid-gas movements. | No. Rule 55(3) points to Rule 138 when an e-way bill is required. |
| E-way bill | Electronically records prescribed movement details. | Generally, covered movement with a consignment value exceeding ₹50,000, including movement for reasons other than supply and inward supply from an unregistered person, subject to exceptions. | No. It does not prove a supply or substitute for an invoice or a valid challan. |
The comparison follows Rule 55 and Rule 138 of the CGST Rules. The table is a practical summary, not an exhaustive list of exemptions.

A tax invoice records the supply
A tax invoice is the document for a supply of goods. It identifies the supplier and recipient, describes the goods and value, and records the GST charged under the applicable invoicing rules. If each removal of goods is a separate supply, each removal requires the relevant invoice. The fact that the same customer is billed regularly does not, by itself, turn several dispatches into one month-end supply.

A delivery challan explains a permitted movement without an invoice
A delivery challan is not a general-purpose substitute for an invoice. Rule 55 allows the consignor to issue a serially numbered challan in lieu of an invoice at the time of removal only for the situations specified in that rule. The challan tells the consignee, transporter and authorities what is being moved and why the invoice is not being issued at that point.
An e-way bill documents the movement electronically
An e-way bill addresses transport rather than the underlying tax document. Rule 138 applies to prescribed movements in relation to a supply, for reasons other than supply, and due to inward supply from an unregistered person. Its requirement is tested separately from whether the goods travel with an invoice or a delivery challan.
First decide whether the movement is a supply
Use this sequence before printing either document:
- Identify the commercial event. Is ownership being supplied to a customer, or are the goods moving for processing, repair, testing, storage, return or another non-supply purpose? Do not assume that a movement between locations is outside GST; classify the transaction under the applicable GST rules.
- Check whether the invoice obligation has arisen. If the dispatch is a supply and no specific rule permits a challan in lieu of an invoice, issue the tax invoice for that dispatch.
- Check Rule 55. If the movement fits one of the permitted cases, prepare a compliant delivery challan instead of an invoice at removal.
- Run the Rule 138 check independently. Determine the consignment value, mode of transport, route and any exemption or special rule before the vehicle starts moving.
This separation prevents the common error of treating a challan as evidence that no e-way bill is needed.
When Rule 55 permits a delivery challan
Rule 55 lists the circumstances in which the consignor may issue a delivery challan in lieu of an invoice at removal:
- Liquid gas: the quantity is not known at the time of removal.
- Job work: goods are transported to or from a job worker for processing.
- Movement for a reason other than supply: the goods are being moved, but the movement is not itself a supply.
- Other notified supplies: the Board has specifically permitted the use of a challan.
The challan must be serially numbered, with the serial number not exceeding 16 characters, and must be issued in one or multiple series. Rule 55 also contains a defined case in which goods are being transported for supply but the invoice could not be issued at removal; the supplier then issues the tax invoice after delivery. That narrow provision is not permission to defer every invoice until month-end for administrative convenience.
Can I transport goods on a delivery challan without an e-way bill?
Sometimes, but not merely because a challan is being used. Rule 55(3) says that goods transported on a delivery challan in lieu of an invoice are to be declared as specified in Rule 138. The challan therefore does not remove a separate e-way bill obligation.

The general value test
Rule 138(1) generally requires a registered person causing movement of goods to furnish e-way bill information before movement when the consignment value exceeds ₹50,000 and the movement is:
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →- in relation to a supply;
- for a reason other than supply; or
- due to inward supply from an unregistered person.
For this purpose, the rule defines consignment value by reference to the value declared in the invoice, bill of supply or delivery challan, including applicable central tax, state or Union territory tax, integrated tax and cess. The ₹50,000 figure is a general threshold, not an all-purpose safe harbour.
Why the threshold is not the whole answer
Rule 138 contains exemptions and special cases. The official rules PDF names, among other examples, certain listed goods and movement by non-motorised conveyance as cases where an e-way bill is not required. It also contains special inter-State job-work and handicraft provisions in which generation is required irrespective of consignment value. The exact result can depend on the current amendment, notification, goods, state or Union Territory and route.
The consolidated rules PDF available from CBIC is dated 2020, and the CBIC e-way bill FAQ is dated 2019. Use the current rule text and notifications for the dispatch date rather than treating those documents as a live exemption checker. The statutory wording is available in the CGST Rules PDF and the older explanatory material in the CBIC e-way bill FAQ.
Can I send goods on a delivery challan and make one invoice at month end?
Not when each dispatch is itself a supply. CBIC answers this directly in its GST FAQ: “If on every instance you are making a supply then an invoice needs to be issued.” You cannot routinely send each customer order on a challan and consolidate all of those supplies into one monthly invoice simply because monthly billing is more convenient. Read the answer in the CBIC GST Frequently Asked Questions.

A challan may be appropriate where the movement genuinely falls within Rule 55, such as job work or a movement other than supply. If the invoice could not be issued at removal in the specific Rule 55(4) situation, issue it after delivery as that rule requires. Keep the commercial facts and the document sequence consistent; relabelling ordinary sales as “movement other than supply” creates a mismatch that the transport document cannot cure.

Who should generate the e-way bill: consignor, recipient or transporter?
Responsibility depends on who causes the movement and how the goods are transported. The following is the operational outline in Rule 138:
| Transport situation | Who generally generates or completes the e-way bill | Important qualification |
|---|---|---|
| Consignor transports the goods itself | The consignor, as the registered person causing the movement. | It must still provide the required movement and document details before transport. |
| Recipient transports the goods itself | The recipient may generate it in the circumstances covered by the rule. | The underlying invoice or challan must match the actual movement. |
| Goods are handed to a road transporter | The registered consignor or recipient may generate it. If the registered person has not done so, the road transporter can generate it from the Part A information and transporter details supplied by the registered person. | Giving goods to a transporter does not shift the responsibility to provide accurate source information. |
| Rail, air or vessel | The special provisions for that mode apply, including transport-document details where required. | Do not automatically apply the road procedure to another mode. |
Once generated, the e-way bill number is made available to the supplier, recipient and transporter under the rule. Confirm the mode-specific requirements in the current Rule 138 text before dispatch.
What information must a delivery challan contain?
Rule 55 prescribes the core particulars. Prepare the document so that another person can identify the parties, goods, value and reason for movement without relying on an informal note.
- Date and a serial number, with the serial number not exceeding 16 characters.
- Name, address and GST identification details of the consignor and, where applicable, the consignee.
- HSN code and a description of the goods.
- Quantity of the goods.
- Taxable value.
- Tax rate and tax amount where the movement is for supply to the consignee.
- Place of supply for an inter-State movement.
- Signature.
Rule 55 specifies triplicate copies in the case it describes: the original goes to the consignee, the duplicate to the transporter and the triplicate remains with the consignor. Follow the copy requirement applicable to your movement and retain the document trail with the corresponding order, job-work instruction or other commercial record.
CBIC’s invoice-rules page provides the rule framework and related forms: GST invoice rules.
Step-by-step dispatch workflow
1. Describe the movement in plain language
Write an internal description such as “sale to registered customer,” “sent to job worker,” “return to owner,” or “liquid gas—quantity unknown at removal.” If the team cannot state the reason, it is not ready to select a challan category.

2. Select the primary document
For a supply, issue the tax invoice unless a specific applicable rule says otherwise. For a Rule 55 movement, issue the delivery challan with all required particulars. Do not use a blank challan as a temporary substitute while waiting for a routine sales invoice.
3. Calculate the consignment value
Use the value declared in the invoice, bill of supply or challan, including the applicable GST and cess elements specified by Rule 138. Document how the value was calculated, especially when several packages move under one consignment.
4. Check the current Rule 138 position
Compare the value and movement type with the general threshold, then check the current exemptions and special cases for the goods, transport mode, state or Union Territory and route. A value below ₹50,000 does not override a rule that requires generation irrespective of value, and a value above the threshold is not the only fact that matters because exemptions exist.
5. Assign generation responsibility
Decide whether the consignor, recipient or transporter will generate the e-way bill. For road transport, give the transporter accurate Part A information if the transporter is expected to generate it. For rail, air or vessel, use the applicable mode-specific process.
6. Match every identifier
Check that the invoice or challan number, dates, party details, goods description, quantity, value, place of supply and transport details agree. A correct e-way bill cannot repair a wrong tax invoice or an invalid challan.
7. Release the vehicle only after the required documents exist
Give the driver or transporter the document set required for the movement and ensure the e-way bill number is available when Rule 138 requires it. If a fact changes before departure—vehicle, consignee, quantity or value—update the applicable record before the movement proceeds.

Common transport examples
| Example | Primary document | E-way bill question | Key caution |
|---|---|---|---|
| A manufacturer dispatches finished goods sold to a customer. | Tax invoice for the supply. | Apply Rule 138 to the consignment value, route, mode and exemptions. | Do not replace each sales invoice with a delivery challan and issue one invoice at month end. |
| A principal sends goods to a job worker. | Delivery challan under Rule 55, if the movement fits the job-work provision. | The challan still points to the Rule 138 check. Special inter-State job-work provisions may apply irrespective of value. | Record the job-work purpose and use the required copy set. |
| Goods move to another location for a reason other than supply. | Delivery challan under the relevant Rule 55 category. | Rule 138 can apply to movement for a reason other than supply, not only to sales. | “Not a sale” is not the same as “no e-way bill.” |
| Liquid gas leaves the premises before its quantity is known. | Delivery challan under the liquid-gas provision. | Check the consignment-value and any special movement rules independently. | Complete the later tax documentation required by the applicable transaction facts. |
| Goods are received from an unregistered supplier and transported inward. | Use the document appropriate to the underlying transaction and the applicable GST rules. | Rule 138 expressly includes inward supply from an unregistered person in its covered movements. | Do not restrict the e-way bill review to outbound sales. |
Frequent mistakes and how to correct them
Using a challan for every customer dispatch
Why it fails: A delivery challan is available only for specified Rule 55 situations. Correction: classify each dispatch as a supply or another permitted movement and issue the invoice whenever the dispatch is a supply.
Assuming the challan removes the e-way bill obligation
Why it fails: Rule 55(3) directs challan-based transport to Rule 138. Correction: perform the e-way bill test after preparing the challan.
Treating ₹50,000 as a universal exemption
Why it fails: the threshold is the general rule and special cases or exemptions can alter the result. Correction: check the current notification and the goods, mode and route.
Making the transporter responsible without supplying usable data
Why it fails: a transporter can generate the road e-way bill only from the information supplied by the registered person. Correction: give complete and matching Part A and document details and agree who will generate before pickup.
Copying the invoice value incorrectly onto the challan
Why it fails: the e-way bill’s consignment value is tied to the value declared in the relevant invoice, bill of supply or challan and includes the specified taxes and cess. Correction: reconcile the value calculation with the document used for the movement.
Using an old exemption list as if it were current
Why it fails: the readily available CBIC rules PDF is dated 2020 and the e-way FAQ is dated 2019. Correction: verify amendments, notifications and state or Union Territory requirements on the dispatch date.
Dispatch checklist for a business
- Have we identified whether this is a supply, job work or another permitted movement?
- Is a tax invoice required for this particular dispatch?
- If using a challan, which Rule 55 category applies?
- Does the challan contain its date, serial number, party details, HSN, description, quantity, value, applicable tax details, place of supply and signature?
- Have we calculated consignment value using the relevant invoice, bill of supply or challan and the applicable taxes and cess?
- Does Rule 138 require an e-way bill for this value and movement?
- Have we checked current exemptions and special rules for the goods, mode, route and state or Union Territory?
- Who is generating the e-way bill: consignor, recipient or transporter?
- Do the invoice or challan, e-way bill and transport details match?
- Are the required original, duplicate and triplicate copies with the right parties?
Where to verify the rules
Start with Rule 55 and Rule 138 in the CGST Rules, then review the CBIC GST invoice-rules page and the CBIC GST FAQ. Because the consolidated PDF and the e-way FAQ carry older dates, confirm the latest amendments, notifications and state or Union Territory requirements before relying on an exemption or a mode-specific rule. The practical rule is simple: the invoice or challan explains the transaction, while the e-way bill—when required—authorises and records the prescribed movement information.
