Does the shared ownership income limit apply after you buy?

Usually, no. In England, the £80,000 (outside London) or £90,000 (London) gross household-income ceiling is primarily an eligibility test when you buy into shared ownership. A later pay rise does not, by itself, mean you must sell your existing shared-ownership home or move out. The answer changes if you are applying for another shared-ownership purchase, or if your lease contains a property-specific requirement.

The key distinction: keeping your home versus buying another one

The phrase “the income limit” is used for several different situations. Separate these before deciding what a salary increase means.

Situation What the income rule means What you should do
Keeping the shared-ownership home you already bought A later increase is not stated as an automatic reason to lose the home. Continue meeting your lease obligations and check the lease for any specific notification or ownership conditions.
Applying for another shared-ownership home Existing shared owners seeking another purchase must continue to meet the general eligibility rules, including the income ceiling, under Homes England’s Capital Funding Guide. Ask the provider to assess you under the rules for that new application.
Buying a larger share (staircasing) The available share sizes and process are controlled mainly by the lease and programme terms, rather than a universal staircasing schedule. Read the lease and key information document, then obtain the provider’s current staircasing instructions.
Using the Right to Shared Ownership This is a separate route for eligible tenants buying a stake in their rented home. Its applicants must satisfy its own eligibility requirements, including the income test. Check the Right to Shared Ownership guidance when making that initial application.

What the income limit actually tests

The current UK Government shared-ownership eligibility guidance states a gross household-income limit of £80,000 a year outside London and £90,000 a year in London. “Household income” is not simply the applicant’s salary: the provider assesses the income of the household applying for the purchase. The figures are annual gross amounts, before tax and other deductions.

The income ceiling is only one part of the initial test. The guidance also says the applicant must be unable to afford all of the deposit and mortgage payments needed to buy a suitable home on the open market. A household below the threshold can still fail another part of the assessment; being above it can prevent a new shared-ownership purchase even when the household believes the property is affordable.

These figures describe the eligibility conditions for buying into the scheme. They are not presented on the GOV.UK eligibility page as an annual income test that existing owners must repeatedly pass simply to remain in the home they have completed on.

What happens when your income rises after completion?

There is no automatic “sell or leave” consequence in the stated rule

If your salary, bonus or other household income rises after you complete your purchase, that increase alone does not mean you have to surrender the home. The official material does not describe a general rule requiring an existing owner to sell, repay the purchase or leave solely because income has crossed £80,000 outside London or £90,000 in London.

This is different from the checks carried out before completion. At that stage, the provider establishes whether the household is eligible and whether it can afford the proposed share. After completion, your rights and obligations are principally set out in the shared-ownership lease and any applicable programme terms.

London has an explicit post-purchase statement

The Greater London Authority’s 2024 Capital Funding Guide for shared ownership addresses this question directly: “Subsequent to first share purchase, households with income exceeding £90,000 can remain in shared ownership.” That is clear confirmation for the London programme that crossing the London threshold after the first share purchase does not, by itself, end the household’s existing shared ownership.

The London statement should not be stretched into a guarantee about every later transaction. It does not remove lease conditions, decide whether you qualify for another property, or determine how a sale, transfer or staircasing application must be handled.

England is not one identical contractual arrangement

Shared ownership in England is delivered through different providers and funding programmes. The income figures are national eligibility figures stated by GOV.UK, while the details of your home are in your lease and key information document. If you are concerned about a specific obligation—such as adding or removing a leaseholder, transferring the property, subletting, selling or staircasing—read those documents and ask the landlord or housing association for a written explanation.

If you want to buy another shared-ownership home

A later application is a new eligibility event. Homes England’s Capital Funding Guide, which covers grant-funded schemes, says that existing shared owners seeking another shared-ownership purchase must continue to meet the general eligibility criteria, including the applicable income limit.

That rule does not contradict the position on your current home. It distinguishes two actions:

  • Remain in the home already purchased: a later income increase is not stated as a stand-alone reason for losing it.
  • Apply for another shared-ownership purchase: the provider must assess whether you satisfy the rules for that new purchase, including the household-income ceiling and the other affordability and eligibility conditions.

Tell the provider that you already own a shared-ownership property, give them your current household-income information and ask which programme rules apply to the proposed purchase. Do not assume that a previous approval carries forward, particularly if the new property is in a different region or under a different funding arrangement.

How a higher income affects staircasing

Staircasing means buying additional shares in the home you already part-own. It is not the same as applying for a second shared-ownership property. The available increments, valuation process, fees and deadlines are governed by the lease and the relevant programme.

Current GOV.UK staircasing guidance says that, for some homes bought on or after 1 April 2021, the owner may be able to buy 1% each year for the first 15 years. Other leases may require minimum increments of 5%, 10% or 25%. The 1% option is therefore not a universal entitlement and cannot be assumed from the purchase date alone.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The guidance directs owners to check the lease and key information document for the staircasing amounts available on their property. A pay rise does not tell you which increment you may buy, what valuation applies or whether a particular administrative step is required. Use the lease as the starting point and obtain the provider’s current procedure before spending money on a valuation or mortgage change.

A sensible staircasing sequence

  1. Locate the lease, key information document and any later variation or memorandum of staircasing.
  2. Confirm which share sizes are permitted and whether your home qualifies for a 1% annual option.
  3. Ask the provider for its current application form, valuation requirements, fees and timescales.
  4. Check with your lender or mortgage adviser how the extra share would be funded and whether affordability has to be reassessed.
  5. Have a conveyancer review the transaction if the provider or lender requires one, and keep copies of the valuation and completion documents.

London and elsewhere in England

Location or programme Income figure or rule How to interpret it after purchase
England outside London GOV.UK states £80,000 gross household income or less for eligibility to buy. The stated material does not make a later rise, by itself, an automatic reason to leave an existing home. Lease and programme terms still control individual actions.
London GOV.UK states £90,000 gross household income or less for eligibility to buy. The GLA’s 2024 guide expressly says a household exceeding £90,000 after its first share purchase can remain in shared ownership.
A further shared-ownership purchase Homes England requires existing shared owners seeking another purchase to continue meeting general eligibility criteria, including the income limit. Expect a fresh provider assessment; do not treat continued occupation of the first home as proof of eligibility for a second one.
Right to Shared Ownership A separate tenant-to-owner route with its own income and other eligibility tests. Use the Right to Shared Ownership guidance for that application, rather than relying on the rules for an existing owner.

The Right to Shared Ownership is a separate entry route

The Right to Shared Ownership allows some eligible social-housing tenants to buy a stake in the home they rent. It is not a special permission for an existing shared owner to keep a property after an income rise, and it is not a staircasing rule.

An applicant using this route must pass the relevant eligibility checks, including the income requirement. If your question concerns a new application under the Right to Shared Ownership, identify that route explicitly when speaking to the landlord or provider. The fact that you already own, or once owned, a shared-ownership home does not replace the eligibility assessment for this different scheme.

What to do if your salary has gone over the threshold

1. Identify the transaction you are considering

Write down whether you only want to remain in your current home, buy additional shares, sell or transfer, or apply for another shared-ownership property. The answer depends more on that objective than on the size of the pay rise.

2. Confirm the relevant geography

Use the £80,000 figure for a purchase outside London and £90,000 for a London purchase, subject to the programme’s rules. If the proposed home is in London but your existing home is elsewhere, the new application is assessed under the rules applicable to the new home and programme.

3. Read the documents for your property

Find the lease and key information document. Look specifically for clauses on staircasing, assignment, sale, subletting, changes to household or leaseholders, and notices to the provider. A general income explanation cannot override a contractual clause.

4. Ask the provider a narrowly framed question

For example: “I completed my first share purchase on [date]. My gross household income is now above the threshold. I intend to [remain/staircase/sell/apply for another home]. Which eligibility and lease rules apply?” Supplying the intended action prevents a provider from answering the wrong question.

5. Check affordability separately

If you are staircasing or seeking another purchase, consider the mortgage, deposit, valuation, legal costs, service charge and rent implications. A higher income may improve borrowing capacity, but it does not remove the need to satisfy the provider’s scheme rules or the lender’s underwriting.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

6. Get regulated advice for a high-value decision

For a proposed sale, transfer, major staircasing transaction or second purchase, a solicitor or conveyancer familiar with shared ownership can interpret the lease. A regulated mortgage adviser can assess borrowing without assuming that scheme eligibility and mortgage affordability are the same test.

Common misunderstandings to avoid

  • “Over the limit means I must sell.” The stated rules do not impose that automatic outcome on an existing owner solely because income rises.
  • “I stayed eligible once, so I can buy another home.” A further purchase is a new application and may require you to meet the income ceiling again.
  • “All shared owners can buy 1% every year.” That option applies only to some homes bought on or after 1 April 2021; other leases use different minimum increments.
  • “London’s rule applies everywhere.” The GLA statement is London programme guidance. It should not be presented as a universal guarantee about every English lease or later purchase.
  • “The income test answers every lease question.” Selling, transferring, changing leaseholders and staircasing involve contractual and procedural rules that must be checked separately.
  • “Household income means my basic salary.” The eligibility figures are gross household-income limits, so the provider considers the household applying, not just one applicant’s base pay.

Bottom line for an owner whose pay has increased

If you have already completed your first shared-ownership purchase in England and your household income later exceeds the applicable threshold, you normally do not have to leave merely because of that increase. London’s 2024 GLA guidance says this expressly for households above £90,000 after the first share purchase. Treat a planned second purchase as a separate eligibility question, and treat staircasing, selling or changing the ownership as lease-specific transactions. The safest next step is to identify the action you want to take, read your lease and ask the provider to confirm the rules in writing.
