India’s GST exemption took effect on 22 September 2025 and covers individual policies, including family floater and senior-citizen policies. A renewal is not excluded simply because it is a renewal. Group health insurance remains taxable at 18%. An add-on is covered when it is embedded in an individual health policy and the combined product is sold for one price; the official guidance does not automatically settle separately priced or separately invoiced riders.
What changed, and on what date?
The 56th GST Council recommended the health-insurance exemption on 3 September 2025. The legal change followed in Notification No. 16/2025-Central Tax (Rate), dated 17 September 2025, which made the zero-GST treatment effective on 22 September 2025. Keep those dates distinct: the recommendation date is not the date on which the tax treatment changed.

The Department of Financial Services (DFS), Ministry of Finance, describes the measure as an exemption from GST on eligible individual health-insurance services. The government has said its purpose is to make insurance more affordable and encourage wider coverage. That stated objective is not a promise that every insurer’s renewal quote will fall by a fixed percentage.

The decisive question is who is insured under the contract, not whether the policy is new or renewed. The DFS implementation guidance and the GST Council’s recommendation cover an individual, an individual and the individual’s family under a family floater, and senior-citizen individual policies.
#1 Best Overall
| Policy structure | GST treatment from 22 September 2025 | What to verify |
|---|---|---|
| Individual health policy | Exempt (zero GST), if it is an eligible health-insurance product | Policyholder and insured-party details on the schedule and invoice |
| Family floater | Exempt when the contract covers the individual and that individual’s family | That the family members are insured under the same individual/family contract |
| Senior-citizen individual policy | Exempt under the individual-policy category | Policy structure, not merely the age of one insured person |
| Employer or other group health policy | 18% GST continues, according to DFS guidance | Whether the employer, association or other group is the contracting policyholder |
Calling a policy “personal” in a sales conversation is not enough. Read the certificate, schedule and invoice to determine whether the contract is individual or group insurance. A policy purchased through an employer may still be administered for each employee, but the relevant classification is the contract’s insured-party and policyholder structure.
Do renewals receive the exemption?
Yes. The official material does not carve renewals out of the exemption. A renewal premium can be exempt when the underlying contract is an eligible individual policy and the time-of-supply rules place the relevant premium in the post-22 September 2025 period.
Renewal status by itself therefore answers only part of the question. Before paying, check these items:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- The policy is individual or an eligible family floater, rather than group cover.
- The renewal notice identifies the premium and GST as separate lines, so you can see what has actually been charged.
- The premium’s relevant tax events fall under the post-effective-date rules, especially if payment, invoicing or coverage dates straddle 22 September 2025.
- The benefits, sum insured, deductible, co-pay, waiting periods and exclusions have not changed in a way that explains a different total price.
Do not let a policy lapse solely to try to obtain the exemption. A break in coverage can affect waiting-period continuity, renewal terms and claims eligibility. Compare the insurer’s actual renewal document with the prior schedule and preserve continuous cover unless you have independently decided to change policies for substantive insurance reasons.

How instalment premiums are treated
The DFS FAQ gives a specific rule for premiums collected in instalments: examine the date on which each instalment is paid. An eligible instalment paid before 22 September 2025 follows the earlier GST treatment; an eligible instalment paid on or after 22 September 2025 is exempt.
| Instalment payment date | Eligible individual policy treatment |
|---|---|
| Before 22 September 2025 | Earlier GST regime applies to that payment |
| On or after 22 September 2025 | Exempt, provided the policy is an eligible individual policy |
This instalment rule is not the same as a blanket statement that payment date always controls every premium. The FAQ treats instalments separately. A single advance payment that crosses the effective date is governed by the transition rule under section 14 of the Central Goods and Services Tax Act.
What if one premium straddles 22 September 2025?
For a single premium or advance arrangement around the changeover, the FAQ applies section 14 of the CGST Act. Consider three events:
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors- When the insurance service is supplied.
- When the insurer issues the invoice.
- When the insurer receives payment.
According to the FAQ, if at least two of these events occur on or after 22 September 2025, the new exemption applies. If two occurred before that date, the earlier rate applies. This is why a renewal invoice cannot always be classified by looking only at the renewal date or only at the date money left your bank account.

Example: payment before the effective date
Suppose an eligible individual policy’s invoice and payment were both completed before 22 September 2025, while the cover period extends beyond that date. Two of the three relevant events occurred before the effective date, so the prior treatment applies to that transaction under the FAQ’s section 14 explanation.
Example: invoice and payment after the effective date
If the invoice is issued and payment is received on or after 22 September 2025, the two post-effective-date events point to the exemption for an eligible individual policy, subject to the insurer’s correct determination of the supply event.
Why the distinction matters
“Renewal after 22 September” is not a complete legal test for an advance that was invoiced or paid earlier. Keep the invoice, receipt, policy schedule and any payment acknowledgement so the three dates can be checked if the tax line is disputed.

Are add-ons and embedded covers exempt?
The official FAQ draws a line based on how the extra feature is packaged and billed. It expressly addresses an individual health-insurance product with additional features such as travel cover or personal-accident cover when the combined product is sold for one price. In that situation, the entire product is exempt.
Rank #4
The Department of Financial Services’ FAQ states that an “individual health insurance policy with additional features like travel cover and personal accident cover sold as a single product” is exempt in its entirety when it is sold for a single price.
| How the feature is provided | What the official guidance establishes | Practical action |
|---|---|---|
| Embedded in the individual health product and sold for one combined price | The entire product is exempt, according to the FAQ | Check that the invoice presents one product and one price |
| Separately priced on the same invoice | Not expressly resolved by the cited FAQ | Ask the insurer how GST was classified for that line and request written clarification |
| Separately invoiced or issued as its own contract | Not automatically covered by the bundled-product statement | Read the rider or policy wording and its tax invoice independently |
Do not extend the single-price answer to every optional rider. A “free” or included-looking benefit may still appear as a separately itemised service in the policy documents. Conversely, an insurer may genuinely sell the cover as one combined product. The invoice, schedule and contract wording are the evidence for your particular transaction.
How to check a renewal bill
Use this short review before accepting the quote:
- Identify the contract type. Confirm whether it is an individual policy, a family floater, or group insurance.
- Read the tax line. For an eligible individual policy after the effective date, ask why GST appears if the invoice still shows a tax charge.
- Separate base premium from tax. Compare the pre-tax premium with the previous year instead of assuming the total should fall by 18%.
- Inspect add-ons. Determine whether travel, personal-accident or other features are part of one product at one price or are separately priced or invoiced.
- Check dates. For instalments, record each payment date. For a single advance near the changeover, record service, invoice and receipt dates.
- Preserve records. Save the renewal notice, final invoice, payment receipt, policy schedule and any insurer response.
If the bill appears inconsistent, contact the insurer’s customer-service or grievance channel with the policy number and invoice details. Ask for the specific legal basis for the GST line and request a corrected invoice or written explanation. A tax dispute should not be handled by allowing health cover to expire.
Will the total renewal premium definitely fall?
No. The exemption removes GST from the eligible insurance service; it does not freeze the insurer’s underlying premium. A renewal quote can change because of age, claims experience, medical inflation, revised benefits, sum insured, underwriting, deductibles, co-pay or other policy terms. The official sources establish the tax treatment, not a guaranteed reduction in the final amount charged.
Best Value
- It can be a gift option
- Comes with secure packaging
- Helpful in various ways
For a meaningful year-on-year comparison, place these figures side by side:
- Last year’s pre-tax premium.
- This year’s pre-tax premium.
- GST shown on each invoice.
- Any administrative or service charges.
- Changes to coverage, limits, waiting periods, deductibles and exclusions.
An eligible individual policy may show zero GST while still having a higher total premium if the insurer’s base rate or benefits changed. Conversely, a lower total does not prove that the entire reduction came from GST removal.
Common renewal questions answered by the rules
My renewal date is 20 September. Should I wait through the grace period?
Do not choose a grace-period strategy solely to chase the exemption. The applicable treatment depends on the contract classification and the relevant supply, invoice and payment events; instalments have their own payment-date rule. Confirm the insurer’s dates and keep continuous coverage rather than intentionally creating a lapse.
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Is a family floater treated as group insurance because several people are covered?
No. The FAQ and GST Council material treat an individual and that individual’s family under a family floater as an eligible individual arrangement. A group policy, such as employer-sponsored cover, is a different contractual structure and remains subject to 18% GST under DFS guidance.
Does every rider become tax-free when attached to an individual policy?
No universal rule is stated for every rider. The express exemption covers additional features such as travel or personal-accident cover when they are sold as one product for one price. Separately priced, separately invoiced or separately contracted add-ons require policy-specific confirmation.
Does reinsurance change what I see on my retail invoice?
The GST Council recommendation includes reinsurance of the eligible individual policies. That does not turn a group retail policy into an exempt policy or determine how an insurer must display your customer invoice. Your invoice still depends on the policy you purchased and its billing structure.
Bottom line for renewals and add-ons
From 22 September 2025, GST is exempt on eligible individual health-insurance policies, including qualifying family floaters and senior-citizen policies. Eligible instalments paid from that date are exempt, while transition cases for a single advance require the section 14 check of service, invoice and payment dates. Group health insurance remains at 18%. For add-ons, the clear exemption is for additional features bundled into one individual product sold for one price; separately priced or invoiced riders are not resolved by that statement alone. Use the actual contract and invoice, and maintain continuous cover while you obtain clarification.
