Banks, credit unions and other lenders set the mortgage rates they offer to individual borrowers. The Bank’s decisions influence lender funding costs and market rates—especially for variable mortgages—but they do not determine your quoted mortgage rate or payment.
The distinction explains why a Bank announcement can affect one mortgage quickly, leave another unchanged and move a five-year fixed rate before the announcement occurs. Your mortgage type, lender’s prime rate, term, credit profile, prepayment features and broader bond-market conditions all matter.

What the Bank of Canada actually sets
The Bank conducts monetary policy by setting a target for the overnight rate—the interest rate financial institutions charge one another for very short-term funds. Its policy interest-rate page describes this role plainly: “The Bank carries out monetary policy by influencing short-term interest rates.” The target is intended to influence economy-wide borrowing, spending, saving and inflation, not to price a particular borrower’s mortgage.

When the target changes, financial-market rates and the cost of short-term funding often respond. Lenders then decide whether, when and by how much to change their own rates. The transmission is an influence through markets and lending businesses, not a rule that automatically changes every mortgage by the same number of percentage points.

Prime rates belong to individual lenders
Each financial institution publishes its own prime rate. The Bank of Canada’s published prime figure is a statistical summary: the rate most commonly posted by the six largest banks. It is a benchmark, not a rate imposed on every bank, credit union, mortgage finance company or broker channel.
The Bank explains that “Each financial institution sets its own prime rate, as a function of its cost of funding, which, in turn, is influenced by the target for the overnight rate set by the Bank of Canada.” A lender can therefore set a prime rate that differs from the Bank-reported typical figure, and it can apply a different discount or premium to your mortgage.
Why the Bank does not target a particular mortgage
Monetary policy is designed for the Canadian economy as a whole. The Bank does not set a rate for your municipality, property, down payment, credit score or renewal date. Lenders price those borrower- and contract-specific risks themselves. Two applicants can receive different offers even when they approach the same lender on the same day.
How a Bank decision reaches your mortgage
Variable-rate mortgages: the prime-rate channel
Many variable mortgages are priced as the lender’s prime rate plus or minus a contractual spread. For example, a contract might state “prime minus 0.80 percentage points.” If that lender raises prime by 0.25 percentage points and the spread is unchanged, the mortgage rate generally rises by 0.25 points. The exact result depends on the contract, the lender’s prime decision and the date the change takes effect.

A variable mortgage can have either a changing payment or a fixed payment. With a variable-payment mortgage, the required payment normally adjusts as the interest rate changes. With a fixed-payment variable mortgage, the scheduled payment can remain unchanged while a larger share goes to interest and a smaller share reduces principal.
Fixed-rate mortgages: the bond and funding channel
A fixed mortgage rate is set for the term you choose, such as five years. Lenders consider the cost of raising funds for that term, competition, expected risk and operating costs. Government-bond yields and other global interest-rate conditions can be important signals for those funding costs.
Consequently, a fixed rate can move without a change in the Bank’s overnight target. The Bank’s May 2020 mortgage explainer noted that Canadian five-year fixed rates fell in 2019 in response to foreign interest rates. A lender may change a fixed offer before a policy announcement, after it, or not at all if its funding costs and competitive position have not changed.

Lenders commonly advertise a posted rate and then offer a discount based on the borrower, property, loan-to-value ratio, term and market conditions. A Bank-reported typical posted rate is therefore useful for tracking broad conditions, but it is not a guaranteed quote. Approval, underwriting and the mortgage contract determine the rate you actually receive.

Current official rate figures—and what they mean
Rate data changes frequently, so every figure needs a date and a description. At the time covered by the available official information, the Bank of Canada displayed a 2.25% target for the overnight rate, effective following its September 2, 2026 announcement. This is the policy target, not a mortgage rate and not necessarily any lender’s prime rate.
The Bank’s rate table showed the following typical posted rates for the six major chartered banks on October 7, 2026:
| Figure | What it represents | Date and qualification |
|---|---|---|
| 2.25% | Bank of Canada target for the overnight rate | Displayed after the September 2, 2026 announcement; policy target, not a mortgage offer |
| 4.45% | Typical posted prime rate | October 7, 2026; calculated from rates posted by the six largest banks |
| 6.19% | Typical posted conventional five-year mortgage rate | October 7, 2026; major-bank posted rate, not an individualized or discounted quote |
These figures can diverge because the overnight target, lender prime decisions and fixed-term funding markets are related but different parts of the pricing system. Refresh them before relying on them for a purchase or renewal decision.

What happens when variable mortgage rates rise
Variable payments
When the rate rises, the required payment on a variable-payment mortgage commonly rises as well. The payment is recalculated under the contract’s amortization rules, so more interest is charged and the borrower pays enough to continue reducing principal according to the schedule.

Fixed payments and the trigger rate
With a fixed-payment variable mortgage, the payment amount may not change immediately. Instead, the interest portion grows. Principal repayment can slow sharply or stop if the interest due reaches the entire scheduled payment. The contract’s “trigger rate” provisions then determine what the lender may require, such as a higher payment, a lump-sum principal payment, a conversion to a fixed rate or another remedy. Lenders do not all use identical wording or procedures; read your own mortgage documents.
The Bank’s historical estimates show why this issue received attention, but they are not current prevalence statistics. In a November 2022 analysis, Bank staff estimated that about 50% of variable-rate fixed-payment mortgages—nearly 13% of all Canadian mortgages—had reached their trigger rate. The estimate did not account for actions borrowers might already have taken or might take later. In a November 2023 note, staff estimated that up to 80% of this mortgage type at federally regulated lenders had reached a trigger rate by the end of November 2023. The Bank called that an upper bound because prepayments and conversions to fixed rates can change the result.
What to check before a rate increase
- Find the mortgage’s current rate, prime-rate spread and payment frequency.
- Confirm whether payments are allowed to change or are contractually fixed.
- Locate the trigger-rate definition, notification process and required remedy.
- Ask the lender for the balance, remaining amortization and payment at several higher-rate scenarios.
- Check available prepayment privileges and any charge for increasing payments or making a lump-sum payment.
Why fixed and variable mortgages can move in opposite directions
A Bank announcement affects short-term borrowing conditions first. A variable mortgage linked to prime may respond soon after the lender changes prime. A five-year fixed mortgage is tied more closely to the lender’s cost of five-year funding and competition for fixed-rate business. Those markets can anticipate future inflation, economic growth and central-bank decisions months ahead.
This creates several normal outcomes:
- The Bank holds its target, but fixed mortgage offers fall because bond yields decline.
- The Bank cuts its target, but a lender’s fixed rates barely move because longer-term funding costs have already priced in the cut.
- The Bank raises its target, and a variable mortgage rate rises after the lender raises prime, while an existing fixed mortgage remains unchanged until renewal.
- Two lenders change their prime rates by different amounts or on different effective dates.
None of these outcomes means the Bank has set an individual mortgage rate. They reflect separate pricing channels and timing.

How to evaluate an offer or renewal
Compare the complete contract, not only the headline percentage. The following dimensions can materially change the cost and flexibility of a mortgage:
| Dimension | Questions to ask | Why it matters |
|---|---|---|
| Rate type | Is it fixed, variable-payment or fixed-payment variable? | Determines how a policy or prime-rate change reaches your payment and balance. |
| Pricing basis | What is the lender’s prime and the exact discount or premium? | “Prime minus” offers are meaningful only relative to that lender’s prime and the contract’s adjustment rules. |
| Term and renewal | When does the term end, and what happens at renewal? | A fixed rate protects payments only for its term; renewal exposes the balance to then-current offers. |
| Prepayment | Can you increase regular payments, make annual lump sums or repay the loan in full? | Flexibility can help reduce interest, while restrictions can make changing lenders expensive. |
| Open or closed | Can the mortgage be repaid early without a substantial charge? | Open mortgages typically permit full early repayment but usually carry higher rates; closed mortgages generally limit prepayment. |
| Payment capacity | Could your budget absorb a higher payment or a larger renewal rate? | The lowest initial rate is not automatically the safest choice if cash flow is tight. |
| Borrower and property factors | How do credit history, loan-to-value ratio, property type and income affect eligibility? | Lenders price risk and may offer different rates or conditions to different applicants. |
Get written offers with the annual rate, payment amount, amortization, fees, prepayment rules and penalty formula. A mortgage broker or comparison service may help you gather Canadian offers, but confirm the provider’s availability, licensing and terms before relying on any quote.
What to do after a Bank rate announcement
- Identify the policy change. Record the new overnight-rate target and effective date from the Bank of Canada.
- Check your lender’s prime. Do not assume the Bank’s published typical prime is your lender’s prime. Ask when any change takes effect.
- Calculate the contract effect. Apply the lender’s prime change to your contractual spread and ask for a revised payment or amortization projection.
- Review trigger-rate exposure. If you have fixed payments on a variable mortgage, obtain the trigger rate, current payment and lender-required options in writing.
- Separate immediate and renewal risk. An existing fixed mortgage normally keeps its contractual rate until term end; a renewal offer reflects conditions at that later date.
- Protect cash flow. Update your budget, preserve an emergency reserve and consider permitted payment increases or prepayments only after checking penalties and other high-cost debt.
Common misconceptions
“The Bank rate and my mortgage rate should be identical.”
The overnight target is a short-term inter-institutional policy rate. A mortgage includes a lender’s funding cost, operating expenses, risk assessment, term structure and profit margin. They serve different purposes and are not expected to match.
“A quarter-point Bank cut guarantees a quarter-point mortgage cut.”
No. A variable mortgage linked directly to prime may follow a lender’s prime adjustment, but the lender decides its prime and timing. Fixed rates respond mainly to longer-term funding markets and may move by a different amount or in the opposite direction.
“The Bank’s posted five-year rate is the rate I can get.”
It is a typical posted rate reported from the six largest banks on a specified date. Discounts, qualification and contract features determine an individual offer, which may be lower or otherwise different.
“A fixed-payment variable mortgage has a fixed rate.”
Its payment can be fixed while its interest rate changes. Rising interest can consume more of the payment and reduce or eliminate principal repayment until the contract’s trigger provisions require action.
The practical answer for borrowers
Use the Bank of Canada’s overnight target as a signal about short-term monetary conditions, not as a quote for your mortgage. For a variable loan, track your lender’s prime, contractual spread, payment rule and trigger rate. For a fixed loan, watch the term-specific funding market and renewal date. Compare the full contract from multiple lenders and test whether your budget can handle higher payments, a slower payoff or a less favorable renewal. The lender—not the Bank of Canada—sets the rate written into your mortgage agreement.
