To claim the disability pension under the renamed Pradhan Mantri Samajik Sahayata Yojana (formerly NSAP, with portals that may still show IGNDPS), prepare proof of disability, identity, age, BPL status, payment-account details and a photograph. The core checklist is a disability certificate, age proof, Aadhaar, BPL Family ID and Member ID, voter (EPIC) and ration-card numbers, a bank or post-office account and a recent passport photograph. Your State or Union Territory can require its own form or additional evidence, so verify the final list with the implementing office before filing.
The document checklist
Use this as the national starting checklist. Take originals for inspection and several self-attested photocopies unless the receiving office tells you to use a different method.

| Document or detail | What it should establish | Important qualification |
|---|---|---|
| Disability certificate | Type of disability and percentage of disability | It must be issued by an authorised medical authority. |
| Age proof | Date or age of the applicant | A birth certificate or school certificate is preferred. A ration card or voter ID may be considered when those are unavailable; a government-hospital Medical Officer may issue an age certificate when no valid document exists. |
| Aadhaar number | Identity and scheme-record matching | Give the number in the format requested by the local form or portal. |
| BPL evidence | Household eligibility under the below-poverty-line category | Keep both the Family ID and the Member ID available. |
| Voter information | Elector identity | Record the EPIC number, even if the office does not retain a photocopy of the card. |
| Ration-card information | Household and BPL records | Have the ration-card number ready and carry the card if available. |
| Bank or post-office account details | Direct benefit credit | Use an account that can receive government transfers and make sure the account-holder details match the application records as closely as possible. |
| Recent passport-size photograph | Application identification | Carry more than one recent copy in case the form or verification desk requires an extra photograph. |
The office may ask for an application form, consent or declaration, and verification records in addition to these papers. Those items are controlled locally rather than fixed by one national form.
Disability certificate
This is the central eligibility document. It should state the disability category and the assessed percentage, and it must come from an authorised medical authority. Check that the applicant’s name, date of birth and other identifying details are legible and consistent with Aadhaar and the application. If the certificate is old, damaged or records a percentage below the current threshold, ask the designated medical authority whether a reassessment or replacement is needed; the pension office itself generally cannot change a medical assessment.
#1 Best Overall
Age proof
A birth certificate or school certificate is the preferred evidence. The national checklist also identifies a ration card or voter ID as possible alternatives where the preferred records are unavailable. If no valid document exists, a Medical Officer at a government hospital may issue an age certificate. Ask the receiving office which alternative it will accept before paying for copies or making a trip, because local verification practice can differ.
Aadhaar, voter and ration records
Write down the Aadhaar number, voter-card EPIC number and ration-card number exactly as shown. A single spelling, date-of-birth or family-record mismatch can delay manual verification. Carry the physical cards or official electronic versions when possible, but do not assume that showing a number alone replaces a document copy if the local form asks for one.
BPL Family ID and Member ID
The application needs evidence of the household’s BPL status and the applicant’s place within that household. Keep both identifiers: the Family ID identifies the household, while the Member ID identifies the individual. If a recent household change has not appeared in the BPL record, ask the local Panchayat, municipality or designated welfare office how to update the record before submitting the pension claim.
Bank or post-office account details
The benefit is intended for direct credit. Take the passbook or another account document showing the account number and branch or post-office details. Confirm the spelling of the account holder’s name and the account status before filing. If the applicant is a child or cannot operate an account, ask the implementing authority how it records the permitted account holder or guardian; do not substitute another person’s account without written local instructions.

Use a recent passport-size photograph that clearly identifies the applicant. Carry spare copies and keep a digital copy if you are using an online service that requests an upload. The required dimensions, file size and background can vary by portal.
What changed on 14 October 2026
The Union Cabinet approved continuation of the National Social Assistance Programme for 2026–27 through 2030–31 and renamed it Pradhan Mantri Samajik Sahayata Yojana. Its disability component is called Pradhan Mantri Divyangjan Pension Yojana. News On AIR reported that the benchmark-disability requirement is being reduced from 80% to 40%.
The revised provision removes the minimum age. That means a claim can potentially begin from birth, provided the applicant satisfies the other conditions and the State or Union Territory has implemented the revised procedure. A child is therefore not automatically excluded because of age, but the child still needs the required disability evidence, BPL records, identity details and an acceptable payment arrangement.

1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsCentral assistance is ₹375 per month for beneficiaries aged 0–79 and ₹625 per month for beneficiaries aged 80 and above. These are the national central amounts reported with the 2026 decision; a local authority should explain how any state-level implementation or payment administration applies.
Rank #3
The Cabinet information reported a five-year programme outlay of ₹53,428 crore and an expected 3.20 crore beneficiaries across 36 States and Union Territories. Detailed revised guidelines were still expected within three months of the 14 October decision. During that transition, a portal or printed form may still use the former name IGNDPS or display the older 80% wording. Do not assume an old screen is the final rule: ask the office to confirm which version applies to your filing.
Does 40% disability qualify, and can a child apply?
Applicants at 40% or more
Under the revised national benchmark, 40% is the stated threshold instead of 80%. The percentage must be recorded on the disability certificate issued by the authorised medical authority. A person whose certificate shows 40% should present it with the other eligibility evidence, while recognising that local systems may take time to update.
Children and applicants with no minimum age
The revised rules remove the minimum-age condition, so eligibility can start from birth subject to disability, BPL, identity and verification requirements. For a minor, contact the implementing office before submission to confirm how it wants the guardian’s details, the child’s identity records and the receiving account documented. The national checklist does not establish a single guardian-account procedure for every State or Union Territory.

Where to submit the claim
Online access is not uniform nationwide. Check the UMANG app or portal and the NSAP service for your State or Union Territory. A service may use the new name, the former NSAP name or IGNDPS during the transition.

Rural applicants
Start at the Gram Panchayat. The Panchayat can tell you whether it accepts the form, conducts a preliminary check or forwards the case to a block office or designated department. Ask for a receipt or acknowledgement showing the date and any reference number.
Urban applicants
Start at the municipality or Urban Local Body. The municipal welfare desk may direct verification or payment questions to a block-level or state department. Keep the acknowledgement and ask how to track the application after it is forwarded.
Online submission
- Open UMANG or the NSAP service and select the disability-pension service available for your location.
- Check whether the screen uses Pradhan Mantri Samajik Sahayata Yojana, Pradhan Mantri Divyangjan Pension Yojana, NSAP or IGNDPS.
- Enter the applicant’s details exactly as they appear on the identity and BPL records.
- Upload or enter the disability certificate, age evidence, Aadhaar, Family ID, Member ID, EPIC number, ration-card number, account details and photograph in the requested format.
- Save the application number, acknowledgement page or confirmation message. Ask the local office how to correct a rejected upload or complete an in-person verification.
Online versus offline filing
| Issue | Online route | Offline route |
|---|---|---|
| Where to begin | UMANG or the NSAP service, if enabled for your State or Union Territory | Gram Panchayat in rural areas; municipality or Urban Local Body in urban areas |
| Document handling | Enter numbers and upload files in the portal’s format and size limits | Carry originals for inspection and copies for the file |
| Transition risk | The service may still display IGNDPS or the former 80% threshold | The desk may use a transitional printed form |
| Status proof | Save the application number or digital acknowledgement | Obtain a stamped receipt or written acknowledgement |
| Help with mismatches | Usually requires the designated office or help desk | You can ask the receiving official which record must be corrected before filing |
How to make the file ready before you travel
- Check names and dates. Compare the disability certificate, Aadhaar, age proof, BPL record, voter record and ration card. Note any difference and ask which authority can correct it.
- Separate originals from copies. Keep originals in a protective file and carry the copies the office can retain. Never surrender an original without a receipt.
- Record every identifier. Write the Family ID, Member ID, EPIC number, ration-card number, Aadhaar number and bank or post-office account number on a separate sheet.
- Prepare a payment check. Confirm that the account is active and that the account-holder information is clear on the passbook or account document.
- Carry contact details. Note the Panchayat, municipal, block or department desk where you filed, the date, the official’s name if provided and the acknowledgement number.
State and Union Territory differences
The national list does not guarantee identical forms or verification in every location. A State or Union Territory may add a declaration, local residence evidence, a medical-board workflow, a particular bank format or another record. Those additions do not replace the core evidence of disability, identity, age, BPL status, payment details and photograph; they supplement it. Confirm the final list with the local implementing authority and follow the current instructions on its form or portal.

The portal still says IGNDPS or asks for 80%
Save a screenshot or note the wording, then contact the Panchayat, municipality or designated department. Explain that the Cabinet decision of 14 October 2026 changed the name and benchmark and ask whether the office is accepting a transitional application or waiting for revised guidance.

- Helpful in various ways
No birth or school certificate is available
Ask whether the office will accept a ration card or voter ID as alternative age evidence. If no valid document exists, ask about an age certificate from a Medical Officer at a government hospital. Get the office’s acceptance confirmed before submitting.
The applicant has 40% but an older record shows 80% as the requirement
Present the authorised disability certificate and request a current-rule review. If the local system has not been updated, obtain a written acknowledgement and ask which department will process the claim under the transition.
Identity details do not match
Do not alter a certificate yourself. Ask the authority that issued the inconsistent record whether it must be corrected, or ask the receiving office which supporting declaration it accepts. Keep copies of both the original record and any correction request.
No application status is visible
Use the acknowledgement number with the online service or return to the office that accepted the claim. The published material does not establish a national processing-time or rejection-rate statistic, so the local desk is the appropriate source for a status estimate.
Payment amounts and programme scale
| Age of beneficiary | Central assistance reported for 2026 | Rule status |
|---|---|---|
| 0–79 | ₹375 per month | Amount announced with the continued programme |
| 80 and above | ₹625 per month | Amount announced with the continued programme |
The amounts are central assistance figures, not a promise that every location will use an identical payment workflow. Ask the implementing authority how the approved claim is credited and whether the State or Union Territory has an additional administrative step.
