Sometimes. U.S. federal tax treatment depends on where the money came from, whether contributions were pre-tax or after-tax, your filing status, your total income and the tax year. Traditional IRA and workplace-plan withdrawals are generally taxable; pension and annuity payments can be fully or partly taxable; qualified Roth distributions can be tax-free; and Social Security may be partly taxable.
A taxable percentage is not the same as your tax rate. For example, the rule that allows up to 85% of Social Security benefits to be included in taxable income does not mean an 85% tax bill. State income-tax rules are separate and require state-specific guidance.

Which retirement income is taxable?
The source and tax history of the money determine the starting point. The same retiree may receive several types of payments, each reported differently.

Is Social Security taxable?
Social Security is not automatically tax-free. For benefits received in tax year 2025, the Internal Revenue Service compares your combined income with a base amount for your filing status. Combined income is adjusted gross income, tax-exempt interest and one-half of annual Social Security benefits.
2025 base amounts
| Filing status | Base amount used in the comparison | Higher threshold associated with the 85% maximum |
|---|---|---|
| Single, head of household or qualifying surviving spouse | $25,000 | $34,000 |
| Married filing jointly | $32,000 | $44,000 |
| Married filing separately, lived apart from spouse for the entire year | $25,000 | Rules are restricted; use the applicable IRS worksheet |
| Married filing separately, lived with spouse at any time during the year | $0 | Use the applicable IRS worksheet |
If the comparison amount is above the applicable base, part of your benefits may be taxable. Under the usual federal rules, as much as 85% may be included in taxable income when the higher thresholds and worksheet calculations apply. The thresholds are not tax brackets, and 85% is not a tax rate. Do not multiply your annual benefit by 85% and treat that figure as your tax bill; complete the worksheet for the relevant tax year.
How to estimate whether benefits enter taxable income
- Add your adjusted gross income, tax-exempt interest and one-half of your Social Security benefits.
- Identify the base amount for your filing status and the tax year.
- Compare combined income with that base. If it is higher, use the Social Security benefits worksheet to calculate the taxable portion.
- Include the worksheet result with your other taxable income and apply your overall deductions, credits and tax rates.
Other income can push more of a benefit into taxable income. Tax-exempt interest is included in the combined-income test even though that interest is generally not itself subject to federal income tax.
Do you pay tax on a traditional IRA or 401(k) withdrawal?
Usually, yes. Traditional IRA contributions may have been deductible in whole or in part, and pre-tax employer-plan contributions generally were excluded from income when made. The deductible contributions and their earnings are generally taxed as ordinary income when distributed.

After-tax basis can make part of a withdrawal tax-free
If you made nondeductible IRA contributions or put after-tax money into a plan or annuity, that portion is basis. A distribution that includes basis is not entirely taxable, but you must calculate the taxable and nontaxable shares under the applicable IRS rules. Keep records of nondeductible contributions; without them, you may have difficulty proving the tax-free portion.
Rollovers are different from spending a distribution
A properly completed rollover can defer tax, while a distribution you keep is generally taxable to the extent it consists of pre-tax money. Follow the receiving-account and timing rules for the specific rollover. A check made payable to you can trigger mandatory withholding and a deadline to complete the rollover; a direct trustee-to-trustee transfer generally avoids that withholding.
Are Roth IRA and Roth 401(k) withdrawals taxable?
Roth contributions are made with money already included in income, so contributions are not deducted when made. A qualified Roth distribution is generally not included in income, including earnings, when the account’s requirements are met.

Roth IRA ordering and qualification rules matter. In general, a qualified distribution requires the five-year period to be satisfied and one of the qualifying conditions, such as reaching age 59½, disability or death. A withdrawal that does not meet the qualified-distribution rules can have taxable earnings even though regular contributions are generally distributed first under the ordering rules.

Designated Roth employer accounts
For a designated Roth account in an employer plan, contributions are included in income when made. Earnings are tax-free on distribution only when the distribution is qualified—generally after at least five years from the first contribution to that designated Roth account and after age 59½, disability or death. Do not assume every account labeled “Roth” follows identical withdrawal rules.
Are pension and annuity payments taxable?
A pension or annuity is fully taxable when you have no remaining investment or basis in the contract. If you paid after-tax amounts, each payment can contain a tax-free return of that investment and a taxable portion representing the remaining income.
How the taxable portion is determined
The IRS generally requires the simplified method for qualified-plan annuities that start after November 18, 1996. The method spreads your after-tax investment over an expected number of payments. Older contracts, nonqualified annuities or unusual payment options may use different rules, so rely on the payer’s tax statement and the applicable IRS instructions.

Withholding on periodic pension payments
Taxable pension and annuity payments are generally subject to federal withholding. You can usually elect or adjust withholding for periodic payments with Form W-4P. The election changes the amount sent to the IRS during the year; it does not determine the final tax shown on your return.

What happens if you withdraw retirement money before age 59½?
A taxable distribution from a qualified retirement plan, IRA or nonqualified annuity before age 59½ may be subject to an additional 10% tax. The additional tax applies to the taxable portion, not automatically to the entire amount, and exceptions can apply.
Examples of exceptions
- Disability or death.
- Substantially equal periodic payments that meet the required conditions.
- Certain separation-from-service situations, including rules that can apply to qualified plans.
- Terminal illness and other exceptions listed in current IRS guidance.
An exception to the additional tax does not necessarily make the distribution income-tax-free. For example, a pre-tax IRA withdrawal may still be ordinary income even when the 10% additional tax is avoided.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What are required minimum distributions?
Required minimum distributions (RMDs) are separate from the early-withdrawal rules. Traditional IRA owners generally must begin taking RMDs by April 1 of the year after reaching age 73. Later annual deadlines generally apply after that first distribution year.
Employer-plan rules can differ. Some employees who are not 5% owners may be allowed to delay RMDs until retirement under the plan’s rules. Beneficiaries have their own deadlines and distribution schedules. Your birth year, account type, ownership status, employment status and beneficiary designation can change the answer.

Why an RMD matters for taxes
An RMD from a traditional account is generally taxable to the extent it represents pre-tax money. It usually cannot be rolled back into the same tax-deferred account as a rollover. Missing an RMD can trigger an additional tax, although current law and correction procedures may reduce it when the mistake is corrected promptly. Verify the amount and deadline with the current IRS instructions or a qualified tax professional.
How does withholding affect the tax you actually owe?
Withholding is an advance payment, not a final assessment. Your return compares total tax with amounts withheld and estimated payments. Too little withholding can leave a balance due or estimated-tax obligations; too much produces a refund but does not reduce the underlying tax.
Eligible rollover distributions
For 2026, IRS Publication 505 states that an eligible rollover distribution from a qualified employer plan generally has 20% federal withholding on the taxable amount unless it is transferred directly or another permitted treatment applies. The 20% is not your tax rate and may be higher or lower than your eventual liability.
Practical withholding steps
- Review the payer’s distribution statement and identify the gross amount, taxable amount and withholding.
- Estimate tax on all income sources, including Social Security, pensions, wages, interest and account distributions.
- Submit Form W-4P for periodic pension or annuity payments, or the applicable withholding form for other payments.
- Recheck withholding after a large distribution, a change in filing status or a change in other income.
Federal versus state tax on retirement income
This article addresses U.S. federal individual income tax. States may exempt, partially tax or fully tax Social Security, pensions, IRAs and other income under different definitions and thresholds. A state-specific answer requires your state of residence, the tax year and current state instructions. Do not use the federal Social Security thresholds to predict a state bill.
A decision checklist for your retirement tax return
- List each payment by source: Social Security, pension, annuity, traditional account, Roth account or other income.
- For each account, determine whether contributions were pre-tax, deductible, after-tax or Roth.
- Confirm whether any distribution was qualified, an ordinary withdrawal, an early distribution, a rollover or an RMD.
- Use the Social Security worksheet for the correct tax year and filing status.
- Separate withholding from the taxable amount and from your final tax liability.
- Check age, disability, death, separation-from-service and other exception rules before adding an early-distribution tax.
- Review RMD deadlines and amounts for every traditional IRA, workplace plan and inherited account.
- Apply state rules separately.
Where to get help
The IRS directs older taxpayers to its Interactive Tax Assistant and current publications covering Social Security, IRAs, pensions and RMDs. Tax Counseling for the Elderly offers free tax-return preparation to qualified individuals through participating organizations. Bring Forms 1099-R and SSA-1099, basis records, rollover documentation and withholding information to any preparer.
Bottom line
Retirement income is taxed according to its source and tax history, not according to a single “retirement income” rule. Traditional withdrawals and many pension payments are generally taxable; qualified Roth distributions are generally tax-free; and Social Security can be partly taxable when combined income exceeds the filing-status thresholds. Use the worksheet and current-year IRS instructions, then evaluate withholding, early-distribution rules, RMDs and state taxes separately.
