Do States With No Income Tax Have Higher Property or Sales Taxes?

Not necessarily. A state can forgo a broad individual income tax and still have low, average, or high property and sales taxes. The outcome depends on the state’s entire revenue mix, local governments, exemptions, and your own income, home value, spending, and location. “Higher” might mean a higher statutory rate, a larger tax bill, more tax revenue collected, or a bigger share of your income; those are different comparisons.

The Tax Foundation’s 2026 State Tax Competitiveness Index illustrates the variation. Among states without a broad individual income tax, Tennessee ranks 47th for sales-tax competitiveness and 32nd for property-tax competitiveness, while Nevada ranks 41st and 9th, respectively. New Hampshire ranks first for sales-tax competitiveness but 44th for property-tax competitiveness. These are rankings of tax structure and competitiveness—not estimates of what a typical household pays.

What “no income tax” means

In this context, “no income tax” means no broad individual income tax as classified by the Tax Foundation’s 2026 State Tax Competitiveness Index. The Index lists eight states in that category: Alaska, Florida, Nevada, South Dakota, Tennessee, Texas, Wyoming, and New Hampshire.

The label does not mean residents are free of all income-related taxes or all taxes. It describes the absence of a broad state tax on individual earnings. Tax rules can still differ for particular types of income, and local governments may impose their own taxes or fees. New Hampshire is an important date-sensitive example: its tax on interest and dividends was fully phased out in January 2025. Older articles that describe that levy as current are out of date.

Every state must finance schools, roads, public safety, health programs, courts, and other services. If a state collects little or no broad individual income tax, it may rely more heavily on sales taxes, property taxes, severance taxes, business taxes, excise taxes, fees, federal transfers, tourism-related collections, or a combination of those sources. The mix differs substantially from one state to another.

Why there is no universal property-or-sales-tax tradeoff

States choose different revenue portfolios

A state with oil, gas, mineral, or other natural-resource revenue can finance services without placing the same burden on residents as a state that relies mainly on retail sales. Tourism-heavy states may collect substantial taxes from visitors, while states with large local tax bases may leave more revenue-raising responsibility to counties, cities, and school districts. Comparing only one tax category therefore misses the mechanism that replaces income-tax revenue.

State and local taxes are combined in real household bills

Property tax is generally assessed and collected locally, even when state law sets assessment rules or limits. A homeowner’s bill can vary by county, municipality, school district, special district, exemptions, assessment ratio, and the market value assigned to the property. A statewide average or state-government collection figure cannot tell you what a particular address will owe.

Sales tax also has layers. A state rate can be supplemented by county, city, transit, tourism, or special-district rates. The combined rate at the register and the list of taxable goods and services determine the household’s actual cost. Two states with similar headline rates can produce different annual bills if one taxes groceries, services, or other purchases that the other exempts.

Economic incidence is broader than the resident tax return

Taxes collected in a state are not necessarily paid entirely by its residents. Visitors may pay sales, lodging, fuel, rental-car, or other consumption taxes. Businesses can bear taxes directly or pass some costs through prices, wages, or investment decisions. The U.S. Census Bureau’s 2023 State Government Finances Technical Documentation warns: “Comparing only the total taxes collected by each state is not enough to understand the economic impact of those states’ taxes – one must also understand how those taxes are collected.”

What the 2026 Tax Foundation rankings actually show

The Tax Foundation’s 2026 Index describes tax systems as of July 1, 2025. In each component, rank 1 is the most competitive structure and rank 50 is the least competitive. A component rank is not a tax rate, an average tax bill, or a ranking of the total burden on a household. Component ranks also do not average mechanically into a state’s overall rank.

State Sales-tax component rank Property-tax component rank How to read it
Tennessee 47 32 Sales-tax structure ranks near the bottom of the 50 states; property-tax structure is also below the midpoint.
Nevada 41 9 Sales-tax structure ranks relatively weakly, while property-tax structure ranks among the more competitive.
New Hampshire 1 44 State sales-tax structure ranks best, but property-tax structure ranks near the bottom.

The table directly defeats a single rule. Tennessee and Nevada both lack a broad individual income tax, yet their relative sales and property rankings differ. New Hampshire has no state-level general sales tax and, after the January 2025 phaseout of its interest-and-dividends tax, no broad individual income tax; its Index profile still places property-tax competitiveness near the bottom. “No income tax” does not predict a state’s position in either component.

How property taxes can be higher—or lower—for you

Look at the effective bill, not only the rate

Property-tax rates may be quoted as a millage rate, a percentage of assessed value, or another local measure. The relevant household figure is the bill after the jurisdiction’s assessment rules, caps, exemptions, credits, and special assessments are applied. A modest rate on a high assessed value can cost more than a high rate on a lower assessed value.

Compare the same kind of location

For a relocation decision, obtain actual tax bills or official calculators for the specific county, municipality, and school district. A statewide average can conceal large differences between an urban neighborhood, a suburb, and a rural area. Check whether a homestead exemption, senior exemption, veteran benefit, agricultural classification, or assessment cap would apply to your household; eligibility and savings are local and fact-specific.

Account for housing price and reassessment

Your tax exposure follows the property value and local reassessment rules. Buying a more expensive home in a low-rate state can create a larger bill than buying a less expensive home in a higher-rate state. Ask how often assessments change, whether a sale resets assessed value, and whether limits apply to annual increases.

How sales taxes can be higher—or lower—for you

Use the combined rate at your address

Start with the state rate, then add every applicable local rate. The rate at a city border, shopping district, airport, or tourist area may differ from the rate at your home. For online purchases, destination-based rules can apply, so the seller may charge the rate where the item is delivered rather than the seller’s location.

Map your taxable spending

A household that spends heavily on taxable goods pays more than a household with the same income that spends on exempt necessities or services. Make a twelve-month list of major categories—groceries, prepared food, vehicles, clothing, home improvements, utilities, subscriptions, travel, and taxable services—and verify each state’s treatment. A state with a high headline rate can still produce a smaller annual bill for a household whose purchases are largely exempt; the reverse can also occur.

Separate resident spending from visitor-funded revenue

States that attract substantial tourism may collect sales and excise taxes from nonresidents. That revenue can reduce pressure on other taxes, but it does not automatically lower the rate paid by residents. It does mean that state collection totals should not be interpreted as a resident-only burden.

A practical method to compare two states

Use identical assumptions for both locations. Changing the home price, income, or spending pattern halfway through the exercise makes the result meaningless.

  1. Define the household. Record filing status, wages and other income, expected deductions or exemptions, number of dependents, home value, vehicle purchases, and annual spending by category.
  2. Check individual-income rules. Confirm whether either state taxes wages, interest, dividends, capital gains, retirement income, or business income, and apply the rules for the relevant tax year. Do not rely on an old “no income tax” list; New Hampshire’s interest-and-dividends tax, for example, ended in January 2025.
  3. Choose comparable properties. Use homes with similar purchase prices and characteristics, then obtain the specific county, city, school-district, and special-district tax information. Apply exemptions and assessment limits only when the household qualifies.
  4. Calculate sales tax on actual purchases. Use the combined state-and-local rate for the intended shopping location and classify each spending category as taxable or exempt. Include large, infrequent purchases such as cars, appliances, or building materials.
  5. Add other recurring charges. Include local income or payroll taxes where applicable, vehicle or registration taxes, utility taxes, insurance-related assessments, lodging or fuel taxes, and mandatory fees that substitute for general-tax revenue.
  6. Test different scenarios. Run at least a lower- and higher-home-value case, a low- and high-taxable-spending case, and a different locality within each state. The result should show which assumptions drive the difference.
  7. Compare services and risks. Examine what local taxes fund, such as schools, emergency services, roads, and transit. Also check property reassessment rules, constitutional limits, and the possibility of future rate or exemption changes.

Why state-only tax tables can mislead

The Census State Government Tax Collections Survey covers state governments, not the combined state-and-local collections a resident experiences. The Census government-finance program reports data by state and local government level, allowing those categories to be examined separately. A state-only property-tax figure can therefore look small simply because counties, cities, and school districts collect the tax directly.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

State collection totals also reflect who is taxed and where economic activity occurs. A state may collect substantial sales taxes from visitors or from transactions involving businesses and nonresidents. Conversely, a state may shift responsibility to local governments, where the same public services are financed outside the state-level total. Use the government level and tax base that match your question before drawing a conclusion.

Common mistakes when evaluating “tax-free” states

  • Equating no income tax with low total taxes. The missing income-tax line may be offset by consumption taxes, property taxes, fees, or taxes on business and natural resources.
  • Treating a component rank as a household ranking. The Tax Foundation’s rank measures structure and competitiveness, not the bill for your income and address.
  • Using a state average for a local decision. Property and sales taxes can change materially across county, city, school, and special districts.
  • Comparing rates without tax bases. A rate is only meaningful alongside assessed value, taxable purchases, exemptions, and caps.
  • Ignoring one-time or occasional costs. Vehicle purchases, moving-related spending, construction materials, transfer charges, and registration fees can alter the first-year comparison.
  • Relying on outdated descriptions. Tax laws change. New Hampshire’s interest-and-dividends tax phaseout in January 2025 is a concrete example of why the tax year matters.
  • Counting revenue as resident burden. Collections can include taxes paid partly by visitors, businesses, or other nonresidents.

What the evidence supports for the eight states

The available evidence supports a cautious conclusion rather than a single winner. Alaska, Florida, Nevada, South Dakota, Tennessee, Texas, Wyoming, and New Hampshire all fit the broad no-individual-income-tax category used by the 2026 Index, but they finance government differently. New Hampshire combines no state-level general sales tax with comparatively weak property-tax competitiveness. Tennessee’s sales-tax component rank of 47 signals a less competitive sales-tax structure even though it has no broad individual income tax. Nevada’s property-tax rank of 9 shows that a no-income-tax state can have a comparatively competitive property-tax structure while still ranking 41st for sales taxes.

Those facts do not establish that one state is cheaper for every household. They show why the answer must be modeled around the person moving, the home being purchased, the locality selected, and the goods and services consumed.

The bottom line for a move or budget

States without a broad individual income tax do not universally impose higher property or sales taxes. Some rely more on sales taxes, some on local property taxes, and some on visitors, natural resources, business taxes, fees, or federal support. To determine whether a particular state is cheaper for you, compare individual-income taxes, the effective property bill at the exact address, combined sales taxes on your actual purchases, and other local charges under the same household assumptions. A state ranking can describe tax structure; only a location-specific household calculation can estimate your burden.
