Do Roth Conversions Have to Be Completed by December 31?

Generally, yes. For a traditional IRA amount to be converted and treated as a Roth conversion in a particular federal tax year, the conversion transaction must occur by December 31 of that year. A January transaction normally belongs to the new tax year. The important exception in appearance—but not in tax-year result—is a 60-day rollover: if you receive a traditional IRA distribution in December and deposit it into a Roth IRA in January within 60 days, the distribution is still generally taxable in the December distribution year.

Use the custodian’s year-end processing deadline, not just December 31 on the calendar, when planning. The Internal Revenue Service sets the tax rules, but it does not publish each financial institution’s cutoff time or processing schedule.

What “completed by December 31” means

The relevant date is when the conversion or distribution occurs under the method you use. A direct trustee-to-trustee transfer is generally treated as occurring when the trustees complete the transfer. A same-trustee transfer follows the same calendar-year principle. With a 60-day rollover, the traditional IRA distribution date determines the tax year; the later Roth IRA deposit does not move that income into the next year.

The IRS describes a traditional-IRA-to-Roth-IRA conversion as a rollover regardless of the method: “The conversion is treated as a rollover, regardless of the conversion method used.” See IRS Publication 590-A (2025), PDF. To claim a conversion for 2026, for example, arrange for the applicable transaction to occur in 2026. A conversion completed in January 2027 generally is a 2027 conversion, even if you started the paperwork in December 2026.

How each conversion method affects the deadline

Method How it works What controls the tax year Main operational issue
Trustee-to-trustee transfer You direct the traditional IRA trustee to send assets directly to the Roth IRA trustee. The transfer must be completed within the calendar year you want to use. The custodian may require processing time beyond the day you submit the request.
Same-trustee transfer One institution holding both IRAs moves the specified amount from the traditional IRA to the Roth IRA. Completion in that calendar year. Internal processing, asset liquidation, or market-holiday schedules can affect completion.
60-day rollover You receive a traditional IRA distribution and contribute it to a Roth IRA within 60 days. The date of the original distribution controls the distribution’s tax year; the rollover must still satisfy the 60-day rule. Missing 60 days, withholding, and having a distribution and Roth contribution in different calendar years can complicate reporting.

Publication 590-A identifies all three approaches. A direct transfer generally avoids having the money paid to you personally, while a 60-day rollover puts you in charge of redepositing the funds on time. The IRS’s rollover guidance is available at Rollovers of retirement plan and IRA distributions.

The 60-day rule does not extend the tax year

Suppose a traditional IRA distribution is made on December 29, 2026. You have 60 days to roll the eligible amount into a Roth IRA, so the 60-day period can run into February 2027. That timing does not postpone the tax year for the distribution. The taxable amount is generally income for 2026, the year the distribution occurred, even if the Roth contribution is made in January 2027.

Publication 590-A states: “These amounts are taxable in the year distributed, even if the 60-day period expires in the next year.” The IRS gives this type of late-December example in its discussion of rollovers completed after the 60-day period; see Publication 590-A (2025), HTML.

Can you convert an IRA in January and count it for last year?

Generally, no. A conversion completed in January is normally reported for the January transaction year. You cannot make a new January conversion retroactively become a December conversion merely because you intended to convert before year-end or because you had begun an online request in December.

What if the distribution happens in December but the Roth deposit happens in January?

That can still be a valid 60-day rollover if the deposit is completed within 60 days and other rollover requirements are met. The distribution’s taxable amount remains associated with the December year. You may therefore have a distribution reported for one year and the Roth rollover reflected in the next year’s account activity. Keep the distribution statement, deposit confirmation, and dates together for tax preparation.

Why a conversion can create an income-tax bill

A Roth conversion is not automatically tax-free. The untaxed portion of the traditional IRA amount converted is generally included in gross income and taxed at ordinary income-tax rates for the conversion year. A properly completed conversion generally avoids the 10% additional tax on early distributions, but that exemption does not remove ordinary income tax.

Your taxable amount depends on the composition of your IRAs. Nondeductible contributions create after-tax basis, and the basis calculation can be affected by all of your traditional, SEP, and SIMPLE IRAs rather than only the account from which you converted. Withholding, other distributions, and the amount left unconverted can also affect the result. Review the Form 8606 instructions when you have after-tax basis, and obtain qualified tax advice for a multi-IRA or otherwise complicated situation.

IRS Tax Topic 413 explains that taxable amounts not rolled over are generally included in income for the year of distribution. The topic is available at Tax Topic no. 413, Rollovers from retirement plans. State income-tax treatment can differ from federal treatment, so the federal December 31 rule does not by itself determine your state liability.

How to complete a year-end conversion safely

  1. Choose the tax year and amount. Decide how much you want treated as a conversion in the current calendar year. Estimate the ordinary income it may add, including the effect of any existing IRA basis.
  2. Confirm the account type and destination. Verify that the source is an eligible traditional, SEP, or SIMPLE IRA amount and that the destination is a Roth IRA. Ask whether the assets will transfer in kind or be sold and moved as cash.
  3. Prefer a direct transfer when practical. Request a trustee-to-trustee or same-trustee conversion so the money is not paid to you. This reduces the risk of missing the 60-day redeposit deadline and avoids personal receipt of the distribution.
  4. Ask for the custodian’s actual cutoff. Ask when the request must be submitted, when assets must be liquidated, whether weekends and market holidays count, and what date the institution considers the conversion complete. Request written confirmation of the cutoff and completion date.
  5. Submit early enough for completion. A December 31 request that remains pending is not necessarily a December conversion. Build in time for identity checks, transfers between institutions, asset sales, rejected instructions, and corrections.
  6. Check the transaction record. Confirm the source account shows a distribution or transfer and the Roth IRA shows the corresponding contribution or conversion. Save confirmations, dates, amounts, and any withholding information.
  7. Prepare for tax reporting. Expect information returns from the custodian and use the applicable Form 1040 instructions. If basis or other complications apply, complete Form 8606 as instructed rather than treating the Roth deposit date as the only relevant date.

What happens if the transaction is still processing on December 31?

The IRS publications establish the federal tax-year rule, not a universal definition of when every custodian’s pending request becomes complete. Some institutions may require instructions days earlier; others may set a time-of-day cutoff or stop processing before a holiday. If the custodian has not completed the transfer by December 31, ask whether it will be dated and reported in the following year. Do not assume that submitting an online form, receiving a confirmation number, or initiating a liquidation guarantees current-year treatment.

Tax treatment follows the applicable distribution or transfer date, not the date you hoped the transaction would use.

Reporting a December-to-January 60-day rollover

A 60-day rollover that crosses December 31 can produce two calendar years of paperwork. The distribution is generally reported for the year in which the traditional IRA paid it. The Roth contribution occurs in the year you make that deposit, but it is reported as a conversion rather than as an ordinary annual Roth contribution. Match the forms to the actual dates and retain evidence of the rollover.

IRS Instructions for Form 1040 (2025) direct taxpayers to the IRA publications for detailed reporting. If the amount was not fully rolled over, the unrolled taxable portion is generally included in income for the distribution year. If federal income tax was withheld from the distribution, you generally must replace the withheld amount to roll over the full gross distribution; otherwise the withheld amount may be treated as distributed.

Rules that often cause confusion

The one-rollover-per-year rule

The IRS says the one-rollover-per-year limit does not apply to traditional-IRA-to-Roth-IRA conversions. That exception concerns the annual one-rollover restriction; it does not eliminate the 60-day deadline, the income-tax rules, reporting requirements, or other rollover limitations.

Conversions generally cannot be undone

For tax years beginning after December 31, 2017, the IRS does not allow a Roth conversion to be recharacterized back to a traditional IRA contribution. A market decline after conversion therefore cannot ordinarily be fixed by reversing the transaction. Confirm the amount and tax impact before authorizing the conversion.

A conversion is different from a regular Roth contribution

A conversion moves retirement money from a traditional IRA into a Roth IRA and can be taxable. A regular Roth IRA contribution is a new contribution subject to income and annual-limit rules. Do not label a conversion as a prior-year regular contribution simply because you made the deposit in January.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Year-end decision checklist

  • Identify the calendar year in which you want the conversion recognized.
  • Use a direct trustee transfer when it fits your circumstances and the custodian can complete it on time.
  • If using a 60-day rollover, record the distribution date and calculate the exact 60-day deadline.
  • Ask the custodian for its submission and completion cutoffs, including holiday and time-of-day rules.
  • Estimate ordinary income, basis, withholding, and state-tax effects before converting.
  • Keep confirmations and reconcile the source and Roth account records after completion.
  • Use the correct Form 1040 and Form 8606 instructions for the year of the distribution and conversion.

Federal rule, individual result

For federal purposes, a Roth conversion intended for a given tax year generally must be completed by December 31, while a 60-day rollover completed in January remains tied to the year of the December distribution. The exact taxable amount, state treatment, and whether a custodian can finish the transaction before its cutoff depend on your facts and the institution’s procedures. When the conversion involves basis, multiple IRAs, withholding, or a large income increase, have a tax professional review the transaction before year-end.
