Delhi NCR residents whose PAN is covered by the Aadhaar-linking rule must pay the prescribed ₹1,000 fee, submit their Aadhaar through the Income Tax e-Filing portal’s Link Aadhaar service, and then wait for the request to be processed. The amount is a nationwide fee for delayed linking and for making an inoperative PAN operative; it is not a Delhi-specific charge. Payment verification can take 4–5 working days, while Income-tax Rules, 2026 provide that the PAN becomes operative within 30 days from the date Aadhaar is intimated.
This process applies generally to residents of Delhi, Haryana, Uttar Pradesh and Rajasthan who do not qualify for an exemption. The official procedure is: validate PAN and Aadhaar, choose Continue to Pay Through e-Pay Tax, pay the generated challan, return to Link Aadhaar, and submit the linking request.

Who in Delhi NCR has to pay the ₹1,000 PAN-Aadhaar linking fee?
The rule generally covers an individual whose PAN was allotted on or before 1 July 2017 and who is eligible to obtain Aadhaar. Delhi NCR has no state-wide exemption in the department’s guidance, so an ordinary resident of Delhi, Haryana, Uttar Pradesh or Rajasthan should assume the requirement applies unless another exemption fits.
The ₹1,000 amount is described by the Central Board of Direct Taxes (CBDT) as a fee for delayed Aadhaar intimation and for making an inoperative PAN operative. It is prescribed nationwide, not priced separately for the NCR.

Who is exempt?
- Residents of Assam, Jammu and Kashmir, or Meghalaya.
- Non-residents under the Income-tax Act.
- A person aged 80 or more during the relevant previous year.
- A person who is not an Indian citizen.
A separate transition affects people whose PAN was issued using an Aadhaar Enrolment ID. They were required to replace that enrolment ID with the actual Aadhaar number by 31 December 2025; from 1 January 2026, the PAN could become inoperative if that replacement was not made.
How do I pay ₹1,000 PAN-Aadhaar linking fee online?
Use the e-Filing portal’s pre-login or logged-in Link Aadhaar service. The payment and linking are two connected parts of one request: paying the challan does not by itself submit the Aadhaar intimation.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minute- Open Link Aadhaar. On the Income Tax e-Filing home page, select Link Aadhaar under Quick Links, or open the same service from the Profile area after signing in.
- Validate the identifiers. Enter your PAN and Aadhaar number and select Validate.
- Start the payment route. Select Continue to Pay Through e-Pay Tax.
- Select the current Act and verify your contact details. Choose Income-tax Act, 2025, enter your PAN again, confirm it, and provide a mobile number for the one-time password (OTP).
- Choose the challan labels. In e-Pay Tax, select Income Tax, then Other Receipts (500), and the subtype Fee for delay in Linking PAN with Aadhaar. The payment manual identifies minor head 500 under major head 0021 in a single challan.
- Generate and pay. Accept the pre-filled ₹1,000 amount, generate the challan, and complete payment through the bank or payment mode offered. Save the challan receipt, transaction reference and payment date.
- Return to Link Aadhaar. Validate PAN and Aadhaar again, then submit the linking request. You can do this before logging in or after logging in.
How long does PAN reactivation take after payment?
There are two different clocks. The portal’s current user manual says payment verification can take 4–5 working days. After the fee has been paid and Aadhaar is intimated, rule 162 of the Income-tax Rules, 2026 says the PAN becomes operative within 30 days from the date of intimation.

Therefore, a successful payment should not be treated as immediate reactivation. Use Link Aadhaar status or Link Aadhaar/View Status to check the request after submission.
What does an inoperative PAN affect?
CBDT states that a fee of ₹1,000 continues to apply to make the PAN operative by intimating Aadhaar. While the PAN remains inoperative, the circular lists these effects:
- Tax refunds are not issued.
- Interest is not payable on those refunds for the inoperative period.
- Tax deducted at source (TDS) or tax collected at source (TCS) can be deducted or collected at higher rates.
- Some e-Filing access may be limited, with the dashboard prompting the user to pay the requisite fee and link Aadhaar.
What should I do if the portal says “payment details not found”?
Do not pay a second time immediately. The department’s manual says to wait 4–5 working days for the payment to be verified, then start the Link Aadhaar request again. Confirm that you entered the Aadhaar number belonging to that PAN.

When PAN and Aadhaar details do not match
If the name, date of birth or another identity field differs, correct the PAN record through Protean or UTIITSL, or correct the Aadhaar record through UIDAI, before retrying. The records must agree sufficiently for online validation.
When online linking still fails
The department’s FAQ advises biometric authentication at a dedicated Protean or UTIITSL centre. Carry your PAN, Aadhaar and a copy of the paid ₹1,000 challan. Biometric authentication can involve a separate charge; the cited official material does not state its amount.
When the identifiers are cross-linked
If your Aadhaar is linked to another PAN, or your PAN is linked to another Aadhaar, the manual says a request to the Jurisdictional Assessing Officer may be required for delinking before the correct linkage can be completed.

Should I use self-service or assisted help?
Most straightforward cases can be completed online. Assisted help is more appropriate when identity data conflicts, identifiers are cross-linked, or repeated submissions fail.

What records should I keep?
Retain the paid challan, transaction reference, payment date, PAN and Aadhaar details used, and screenshots or acknowledgements from the Link Aadhaar submission. These records establish that the fee was paid and support a biometric or Assessing Officer escalation if the portal cannot match the payment.

Is the ₹1,000 amount a penalty or a tax payment?
The official notices describe it as a prescribed fee for delayed Aadhaar linking and for making an inoperative PAN operative. It is paid through an e-Pay Tax challan under Other Receipts, rather than as income tax on your earnings.

Does paying the challan automatically complete Aadhaar linking?
No. After payment is verified, you must return to Link Aadhaar, validate the identifiers again and submit the request. The operative date is counted from Aadhaar intimation, not simply from the day you generated the challan.
Can higher TDS or TCS continue after I submit the request?
The higher-rate consequence applies while the PAN is inoperative. Check Link Aadhaar/View Status and allow the processing period under rule 162 before assuming the PAN has returned to operative status.
Is the biometric-authentication charge included in ₹1,000?
No separate biometric amount is specified in the cited official guidance. Treat any centre charge as additional and ask the authorised centre for its current fee before proceeding.
