OpenAI says API and managed-workspace content is not used to train models by default.
That makes privacy configuration and product type more important than a blanket claim that one chatbot is “better.” The official material available for this comparison does not establish a complete, current feature inventory or a reliable country-by-country access ranking. DeepSeek’s English Privacy Policy, last updated February 10, 2026, describes a broad set of information associated with use of its services.
Content you submit
The policy lists prompts and other inputs, voice inputs, uploaded files, photos and chat history. Treat anything pasted into a conversation as data supplied to the service, including text copied from financial statements, business documents or customer records.

DeepSeek says it collects account information and usage logs. The policy also describes approximate location inferred from an IP address. “Approximate” does not mean anonymous: combined with account and activity data, it can still contribute to a profile of service use.
Where processing and storage occur
DeepSeek says it directly collects, processes and stores personal data in the People’s Republic of China. That is a statement about the provider’s described data location and operations, not a conclusion that the service is illegal, insecure or unsuitable in every country. Your regulatory, employer or client requirements may impose a different threshold.
How may DeepSeek use and retain that information?
The policy says DeepSeek may use personal data to provide, maintain and improve services, including training and improving its technology. It does not support assuming that a conversation is used only to answer the immediate question.
Retention depends on purpose
DeepSeek says retention varies with the purpose of processing and the characteristics of the data. For service provision, data may be kept while you have an account. That is not a promise that every record disappears immediately when a chat is deleted, nor does it provide one universal number of days for all data types.

What the policy does not establish

OpenAI says content is stored on its systems and trusted service providers’ systems in the United States and around the world. The statement does not identify one location for every account or request. Cross-border storage can matter for contracts, regulatory assessments and data-residency commitments.
Which privacy controls are available?
ChatGPT’s documented consumer controls are more explicit in the supplied OpenAI guidance than the controls established for DeepSeek’s consumer service. The difference is about published documentation and settings, not proof that one provider has a universally safer architecture.

How do I reduce exposure when using ChatGPT?
Use the controls as a package. Turning off model improvement does not automatically remove existing chats, and deleting a chat does not necessarily change every separate retention or legal record.
- Check the active account. Confirm whether you are in a personal consumer account, a managed workspace or an API project. Do not assume a setting from one surface applies to another.
- Review model-improvement settings. In ChatGPT, open the account’s data-control settings and verify the current choice before submitting material you do not want used for improvement.
- Use Temporary Chat for appropriate one-off conversations. OpenAI says Temporary Chats do not appear in history or get used to improve models. This is a workflow control, not a substitute for removing confidential details from your prompt.

What should you do before entering financial or other sensitive data?
For personal-finance use, the safest practical rule is data minimization: provide the smallest, least identifying excerpt that can answer your question.
- Remove names, addresses, account numbers, card numbers, tax identifiers, login credentials and full transaction descriptions.
- Replace exact amounts with rounded figures when precision is not necessary, or use a synthetic example.
- Do not upload an entire bank statement when a few redacted rows are enough.
- Check whether an employer, client, lender, regulator or contract prohibits sending the information to an external AI service.
- Keep the original document in your approved storage system rather than using a chatbot as the document archive.
- Review connected browser extensions, plug-ins or third-party apps separately; they can receive data even when the underlying model provider has different controls.
How do API, business and managed-workspace terms change the decision?
An API request is not the same privacy event as a personal chat. OpenAI says API and managed-workspace content is not used to train models by default, while organizational controls can govern retention, memory, compliance and who may access content.

Is one service more private because of its storage location?
Storage geography is a material policy difference, but location alone is not a security ranking. DeepSeek describes direct processing and storage in China; OpenAI describes storage on its systems and trusted providers’ systems in the United States and around the world.

The practical question is whether that geography fits your obligations. A person handling European, US, employer-owned or client data should check the relevant transfer mechanism, contractual terms and sector rules with the responsible privacy or legal team. Do not turn a country reference into a categorical claim about surveillance, security or legality.

Use a third-party app only after tracing the data flow
