Neither is always cheaper. A balance transfer usually wins when you qualify for a low or 0% promotional APR, the transfer fee is modest, and you can repay the entire balance before the introductory period ends. A debt-consolidation loan can cost less when its fixed, all-in APR and fees are lower than the debts you are replacing and its term is short enough to avoid unnecessary interest. Compare total dollars paid and the payoff date—not just the new monthly payment.
What determines the cheaper option?
The cheaper choice is the one that produces the lower total cost for the same starting balance and a realistic payoff date. That cost includes interest, transfer or origination fees, annual fees, and any charges that apply during repayment. A low monthly payment can be misleading: the Consumer Financial Protection Bureau (CFPB) warns that it may simply reflect a longer repayment period, which can increase the amount paid overall.

| Feature | Balance-transfer card | Debt-consolidation loan |
|---|---|---|
| How debt is combined | An existing card balance is moved to another credit card. | Several debts are paid off with one installment loan, leaving one scheduled payment. |
| Typical pricing structure | A low or 0% introductory APR may apply for a limited period, followed by a higher regular APR. | Usually a stated APR over a fixed term; some offers may have variable or introductory pricing. |
| Upfront charge | Usually a percentage or fixed balance-transfer fee. CFPB reported a 4.3% average fee among the 25 largest issuers in the second half of 2024; the average minimum fee was $5.51. | Origination and other lender fees vary by offer; a comparable industry average was not stated in the CFPB figures. |
| Payment pattern | You must pay enough each month to finish before the promotional APR expires if you want to avoid post-promotion interest. | The payment is scheduled over the selected term, so a longer term generally means more interest even when the monthly bill is lower. |
| Main failure risk | A remaining balance can accrue the regular APR after the promotion; late payment or new purchases can make the economics worse. | A low payment can conceal a long, expensive term; home-equity borrowing also puts the home at risk. |
How a balance transfer is priced
The promotional APR is temporary
Most balance-transfer promotional rates last for a limited time, according to the CFPB. The exact number of months is set by the card offer. When that period ends, any unpaid balance is generally subject to the card’s regular, non-promotional APR. A 0% label therefore describes only the introductory window, not the entire life of the debt.

Before applying, record the promotion’s start date, end date, regular APR, minimum payment formula, and the issuer’s rules for losing the promotion. Do not assume that an application approval date and the promotion’s start date are identical.
The transfer fee is part of the balance
A transfer fee is charged when the debt moves. CFPB’s 2025 report found an average balance-transfer fee of 4.3% among the 25 largest issuers in the second half of 2024, up from 3.9% in 2022. The report also found an average minimum fee of $5.51. These are market averages, not a quote for any particular card.
For a simple estimate, multiply the transferred amount by the stated percentage and add any applicable minimum. A $10,000 transfer at 4.3% would add $430, making the starting balance $10,430 before any interest or other charge. Check whether the issuer applies a minimum fee, caps the fee, or treats the fee as part of the card balance for credit-limit purposes.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteSet a payoff payment, not merely the minimum
To finish during the promotion, divide the balance plus the transfer fee by the number of promotional months. In the $10,000 example with a $430 fee and an 18-month promotion, $10,430 ÷ 18 is about $580 per month. That is a planning target, not a guarantee that the issuer’s minimum-payment calculation will produce it. Pay more than the target if you need a margin for statement timing, posted fees, or an unexpectedly early promotional end date.

If that payment does not fit your budget, the transfer may still reduce interest for a while, but it is unlikely to be the cheapest complete solution unless you have a clear plan for the balance after the promotion.
New purchases can undermine the savings
The CFPB warns that using a balance-transfer card for purchases may remove the grace period. Interest can then accrue on purchases until the entire balance—including the transferred amount—is paid. Keep everyday spending on a separate card or use another payment method until the transfer balance is gone, and read the card agreement for its payment-allocation rules.
Late payments can change the rate
A payment more than 60 days late can trigger a higher rate on all balances, according to the CFPB. Set autopay for at least the required minimum, then make the additional payoff payment separately if your cash flow varies. Confirm that payments are credited by the issuer’s cutoff time, not merely scheduled by you.

How a debt-consolidation loan is priced
Use APR and total repayment together
A consolidation loan replaces multiple debts with one installment account. Compare the annual percentage rate (APR), not only the advertised interest rate. The CFPB describes APR as the standard apples-to-apples measure because it incorporates interest and certain fees over a year.

Ask for the amount financed, APR, origination fee, any application or documentation charge, monthly payment, number of payments, and total of payments. Verify whether the rate is fixed for the full term or is a teaser or variable rate that can change.
A longer term can reverse the apparent savings
Extending repayment lowers the required monthly payment by spreading the balance across more months. It also gives interest more time to accumulate. Compare loans over the same payoff horizon as the balance-transfer plan. If a 24-month loan is compared with a 60-month loan solely because the latter has a smaller payment, the comparison is not measuring price fairly.
Also check whether the loan sends funds directly to creditors or deposits money into your bank account. If you receive the funds, you remain responsible for paying every old account in full; missed payoff instructions can leave you with both the loan and the card balances.

A home-equity loan or line of credit can offer a different rate structure, but it is secured by your home. The CFPB says failure to repay can lead to foreclosure. Closing costs may be hundreds or thousands of dollars, which can outweigh a rate reduction on a modest balance. Include appraisal, title, recording, and other disclosed costs in the total-cost calculation, and do not treat home equity as a risk-free substitute for unsecured debt.

Compare both offers step by step
- Freeze the starting balance. List each debt’s current principal, APR, minimum payment, and payoff date. Use the same total balance in both scenarios.
- Choose a realistic payoff horizon. Base it on the largest monthly amount you can reliably pay, not on a promotional minimum or an aspirational budget.
- Gather the balance-transfer terms. Record the transfer fee, introductory APR, promotion end date, regular APR, annual fee, minimum-payment rule, and any penalty-rate provision.
- Gather the loan terms. Record APR, fixed or variable status, origination and other fees, term, monthly payment, total of payments, prepayment rules, and how the funds will reach creditors.
- Calculate the transfer scenario. Add the transfer fee and annual fee to the amount owed. Determine the payment required to reach a zero balance by the promotion’s end. Model the remaining balance and regular APR if that payment is not affordable.
- Calculate the loan scenario. Add financed fees to the principal if the lender does so, then use the disclosed total of payments. If you may pay faster, ask whether extra payments reduce principal without a fee and recalculate the payoff date.
- Compare total dollars and dates. The lower monthly payment is not the winner unless it also produces an acceptable total cost and a payoff date you can live with.
- Stress-test the plan. Recalculate for a late payment, a lost promotional rate, a 10% lower monthly budget, or a one-time emergency expense. Reject a plan that fails under ordinary setbacks.
Worked examples (illustrative, not quotes)
The following examples show how the arithmetic works. They use hypothetical terms to demonstrate the decision; your offers may differ.
| Scenario | Assumed terms | Approximate result |
|---|---|---|
| Balance transfer paid in promotion | $10,000 transferred; 4.3% fee ($430); 18 months at 0% APR; no annual fee | $10,430 total if paid in full; about $580 per month for 18 months |
| Consolidation loan, shorter term | $10,000 principal; 12% fixed APR; 24 months; no fee | About $471 per month; about $11,297 total payments |
| Consolidation loan, longer term | $10,000 principal; 14% fixed APR; 36 months; no fee | About $342 per month; about $12,304 total payments |
Under these assumptions, the transfer costs less in total, but it requires the highest monthly payment. The 36-month loan has the easiest payment and the highest total cost. If the transfer holder can pay only $300 per month, the $10,430 balance will not be cleared in 18 months; the regular post-promotion APR would then determine the eventual cost. That is why affordability and total cost must be evaluated together.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. When a balance transfer is usually the better fit
- You qualify for a genuinely low promotional APR and understand the regular APR afterward.
- The transfer fee plus any annual fee is smaller than the interest you would otherwise pay.
- Your budget can support the payoff amount required before the promotion ends.
- You can stop adding purchases to the transfer card.
- You have a backup plan for a temporary income interruption without missing a payment.
A transfer is not a bargain merely because the introductory rate is 0%. The fee, the payment needed for a zero balance, and the post-promotion rate determine whether the offer works.
When a consolidation loan is usually the better fit
- The loan’s fixed APR and all fees are lower than the rates on the debts being replaced.
- The selected term is no longer than necessary to make the payment manageable.
- A fixed schedule will prevent continued card borrowing and make repayment behavior more reliable.
- You can verify the total of payments and have no costly collateral requirement.
- The loan remains affordable after accounting for rent, utilities, insurance, food, and an emergency reserve.
A loan can be the less expensive choice even with a higher monthly payment than a long-term alternative, because the shorter schedule limits interest. Conversely, a low advertised rate can lose its advantage after origination fees or an extended term are included.

How your credit profile affects the answer
The CFPB notes that people whose debt problems have damaged their credit may not qualify for the lowest balance-transfer or consolidation-loan rates. Approval, credit limits, fees, and terms can all differ from the headline offer. Applying for several accounts in a short period may also create hard inquiries, depending on the issuer or lender.
Request the full pricing disclosure before accepting an offer. If the approved transfer limit is too small to move the whole balance, calculate the cost of splitting the debt rather than assuming the advertised promotion applies to everything. For a loan, confirm that the approved amount actually retires the targeted accounts and does not leave a high-rate remainder.
Scams and misleading offers to avoid
The Federal Trade Commission warns that companies promising to lower card rates may add their own fees along with undisclosed balance-transfer and other charges. FTC Director Richard Cordray said in 2014 that “Credit card offers that lure in consumers and then hit them with surprise charges are against the law.” Do not pay a third party simply to obtain a rate you could request directly from an issuer or lender.

- Verify that a promised “0%” rate states its duration, transfer fee, regular APR, and late-payment consequences.
- Check whether a debt-relief company is charging a separate service fee in addition to the card or loan costs.
What to do if neither option fits
If the required payment is unaffordable, taking on another account may postpone rather than solve the problem. The CFPB recommends considering nonprofit credit counseling before adding new debt. A nonprofit counselor can review your budget and discuss alternatives such as a structured debt-management plan. Compare the counselor’s fees, participating creditors, payment schedule, and effect on account use in writing; do not assume counseling automatically lowers every rate or principal balance.
Contact card issuers directly as soon as you expect difficulty. Ask about hardship programs, reduced-rate arrangements, or a temporary payment plan, and request the terms in writing. Keep making at least the required payment until a new agreement is confirmed.
Decision checklist
- Have I written down the transfer fee, loan fees, annual fees, and any closing costs?
- What exact date does the promotional APR end?
- What payment clears the transfer balance before that date?
- What APR applies to any balance left afterward?
- Is the loan APR fixed, and what is the total of all payments?
- Does the lower payment come from a materially longer term?
- Can I avoid new purchases on the transfer card?
- What happens after one late payment or a 60-day delinquency?
- Will a secured loan put my home or another essential asset at risk?
- Can my budget support the plan after ordinary emergencies?
The practical rule
Choose the balance transfer when the fee and any annual charge are lower than the interest avoided and you can repay the entire balance during the promotional period. Choose the consolidation loan when its fixed, all-in cost is lower over the payoff period you will actually use, or when a fixed schedule materially improves your ability to finish repayment. If neither payment survives a realistic budget, nonprofit credit counseling is safer than choosing by headline rate alone.
