Neither a bank-owned data centre nor cloud is universally better. The right choice depends on the workload, its impact tolerance, recovery objectives, legal jurisdiction, control requirements, provider and subcontractor exposure, internal skills and whole-life cost. Cloud can provide elastic capacity and faster delivery, but outsourcing does not transfer accountability: the bank remains responsible for the service, its data and its resilience. A directly controlled facility offers more hands-on control, yet still carries cyber, staffing, hardware, power, software and disaster-recovery risks. Many banks use a workload-by-workload or hybrid approach, provided the extra integration and governance are justified.
What do “data centre” and “cloud” mean for a bank?
A comparison is meaningful only when the operating models are defined. “Data centre” may mean a facility owned and operated by the bank, a colocation site where the bank owns the equipment but rents space and power, or a privately hosted service managed by another company. These options differ materially in physical control, staffing and contractual dependency.

Cloud is a service model in which computing, storage, networking or managed platforms are delivered through a provider’s facilities. Public, private and hybrid clouds can have different tenancy, location, encryption, support and portability characteristics. A cloud contract for virtual machines is not equivalent to a managed database or a software service: the more managed the service, the more operational decisions are made by the provider and its subcontractors.
For a bank, the relevant question is therefore not “Where are the servers?” but “Can this operating model deliver the critical operation through disruption, with effective oversight and an executable recovery and exit plan?” The Basel Committee’s definition is concise: “Operational resilience is defined as the ability of a bank to deliver critical operations through disruption.”

Is cloud computing safe for banking workloads?
Cloud can be safe for banking workloads when the architecture, controls, contract and oversight match the workload’s risk. It is not inherently secure or compliant, and moving a system to a bank-owned facility does not remove the same underlying cyber and continuity threats.
Where cloud can improve resilience
- Elastic capacity can absorb demand spikes in mobile banking, payments or fraud-screening services without permanently sizing hardware for the highest peak.
- Multiple availability zones or regions can separate failure domains, provided the bank designs, pays for and tests the replication and failover rather than assuming it is automatic.
- Managed patching, monitoring and security services can add expertise that a smaller internal team could not economically maintain.
- Standardized infrastructure can shorten provisioning and recovery work for new environments.
Where cloud introduces additional exposure
- A provider outage, control-plane failure or regional incident can affect many dependent systems at once.
- Subcontractors may operate parts of the service, support chain or data-processing environment. The bank must understand that chain and monitor material changes.
- Proprietary APIs, managed databases and high data-egress charges can make migration slow or expensive.
- Concentration among a small number of large providers can create dependency across several important services and broader systemic concerns.
- A provider’s administrative access, logging design, key-management arrangement or data-location options may not meet the bank’s control objectives without additional configuration and contractual rights.
Elizabeth McCaul, a Member of the Supervisory Board of the European Central Bank, stated in a 2024 speech: “At the heart of the Guide is the clear expectation for banks to retain full responsibility for their outsourced services.” That principle applies whether the outsourced component is infrastructure, a managed platform or a complete business application.

Not automatically. Direct control can make configuration, physical access and change approval easier to observe, while a major cloud provider may offer scale, specialized security teams and geographically separated facilities. Security depends on the controls and operating discipline in the specific design, not on the label attached to it.
Control and accountability
In a bank-operated facility, the bank controls hardware selection, network segmentation, administrator privileges, maintenance windows and recovery procedures. It also bears responsibility for every layer, including firmware, hypervisors, backup systems, power, cooling and physical security. In cloud, responsibility is divided: the provider secures its underlying service, while the bank secures identities, configurations, workloads, data, keys and use of the service. The exact boundary changes by service type and must be documented.
Security controls to test in either model
- Strong identity controls, privileged-access separation, just-in-time administration and rapid revocation.
- Encryption in transit and at rest, with a key-management design that gives the bank appropriate control and recoverability.
- Centralized, tamper-resistant logs covering administrator actions, data access, configuration changes and security events.
- Vulnerability management, secure build standards, independent testing and timely remediation.
- Incident detection, notification, evidence preservation and coordinated communications with supervisors and customers.
- Physical and environmental safeguards, backup power, fire protection and alternate processing capacity.
How do data centres and cloud compare for banking requirements?
The table below compares the models under the same service-level assumptions. A well-designed private facility can outperform a poorly designed cloud deployment, and vice versa.

| Decision axis | Bank-owned or directly controlled facility | Cloud service | Questions to verify |
|---|---|---|---|
| Resilience and recovery | Control over equipment and site design; the bank must fund and operate secondary sites, backups, testing and replacement capacity. | Can provide multiple zones or regions and rapid scaling; recovery depends on the provider’s architecture, the selected services and the bank’s configuration. | What are the impact tolerance, recovery time objective and recovery point objective? Are provider-wide and regional outages tested? |
| Control and governance | Direct authority over infrastructure and changes, with extensive internal duties and specialist staffing. | Shared responsibility; provider controls some layers and the bank must maintain effective oversight, approvals and evidence. | Who can configure, observe, change and recover each component? Can supervisors and auditors obtain appropriate access? |
| Security and data | Data location and key custody can be set directly, but the bank must implement and operate all security layers. | Offers broad security tooling and location choices, subject to service settings, provider access and subcontracting. | Where is data processed and stored? Who controls keys? How are logs, incidents and deletion verified? |
| Third-party and concentration exposure | Lower dependence on an infrastructure provider, but reliance remains on hardware vendors, telecoms, software suppliers, facilities and staff. | Dependency on the provider, its financial health, support model and subcontractor chain; multiple critical services may share one provider. | What concentration exists across important functions? What notification and approval rights cover material subcontractor changes? |
| Portability and exit | Migration is under the bank’s technical control, but legacy systems and proprietary equipment can still create lock-in. | Exit may require data conversion, replacement of managed services, network redesign and substantial egress or migration work. | Can data be exported in usable formats? Are termination, transition assistance, deletion and continued-service terms executable? |
| Economics and capability | Large fixed investment in sites, hardware, licenses, power, maintenance and personnel; costs can be predictable at steady utilization. | Usage-based spending and faster capacity changes; costs can rise with peak demand, data movement, managed services and duplicated environments. | What is the full lifecycle cost, including migration, testing, resilience copies, licenses, staff, idle capacity and exit? |
Which banking workloads fit cloud, a data centre or a hybrid design?
Customer-facing digital channels
Mobile and web front ends often benefit from elastic capacity and geographically distributed delivery. Keep authentication, transaction authorization, secrets and sensitive data flows subject to explicit segmentation and monitoring. A cloud design should include a degraded-mode plan for provider or connectivity failure, not just an autoscaling policy.

Analytics, modelling and batch processing
Risk calculations, regulatory reporting preparation and fraud-model training may suit cloud when workloads are bursty and data can be governed by jurisdiction and retention rules. Verify that data copies, temporary files, model artifacts and support access follow the same classification as the source data.
Core transaction platforms
A core ledger or payment engine has tight consistency, availability and recovery requirements. Cloud is possible, but the bank must prove end-to-end latency, dependency behavior, recoverability, operator access and provider-outage handling. A directly controlled or privately hosted platform may be preferred where specialized legacy hardware, deterministic operations or jurisdictional constraints dominate; that preference does not remove the need for tested alternate processing.
Development, testing and non-production environments
Cloud can shorten environment creation and support temporary workloads. Use masked or synthetic data where possible, enforce automatic expiration and prevent test credentials or logs from becoming an uncontrolled copy of production information.
Hybrid architectures
Hybrid can place the most tightly controlled data or transaction components in one environment while using cloud for customer interfaces, analytics or recovery capacity. It adds network dependencies, identity integration, observability gaps, duplicated skills and more complex incident ownership. Adopt it to solve a specific control or continuity problem, and document who coordinates recovery across the boundary.

How should a bank decide between a data centre and cloud?
Use a workload-level assessment rather than a bank-wide slogan. The following sequence creates an auditable decision.
- Classify the operation. Identify the business service, data categories, legal entities, jurisdictions, customer impact and dependencies. Mark whether it supports a critical or important function.
- Set impact tolerances and recovery objectives. Define the maximum tolerable disruption, recovery time objective, recovery point objective, transaction-loss tolerance and required operating capacity during a crisis.
- Map failure domains. Include site, region, network, identity, DNS, control plane, software release, supplier, cyberattack and operator-error scenarios. Require recovery paths that do not depend on the failed component.
- Assess control and security requirements. Specify administrator separation, encryption and key custody, logging, data location, retention, deletion evidence, vulnerability remediation and incident-notification deadlines.
- Assess the provider and subcontracting chain. Review financial and operational stability, support coverage, resilience evidence, audit and supervisory access, material subcontractors and change-notification rights.
- Test portability and exit before signing. Export representative data, rebuild a service in the proposed alternate environment and measure time, data loss, skills and cost. A document that cannot be rehearsed is not an exit plan.
- Model whole-life economics. Include migration, refactoring, licenses, connectivity, duplicated resilience capacity, data movement, monitoring, specialist staff, decommissioning and potential exit assistance—not only monthly infrastructure charges.
- Obtain accountable approval. Record the rationale, residual risks, compensating controls, risk acceptance, supervisory considerations and review triggers such as a major architecture or subcontractor change.
What does EU DORA require when a bank uses cloud?
The Digital Operational Resilience Act (DORA) is an EU framework for financial entities; it should not be presented as a worldwide law. It has applied since January 2025 and covers ICT risk management, incident reporting, resilience testing and oversight of ICT third parties. The framework also provides for oversight of ICT providers designated as critical.
DORA does not make cloud automatically compliant. The bank still needs an ICT-risk framework, tested continuity arrangements, incident processes and evidence that important services can continue within their impact tolerances. Requirements must be mapped to the bank’s legal entity, service classification and national supervisory context.
For ICT subcontracting that supports critical or important functions, the European Banking Authority describes pre-contractual assessment and due diligence, together with monitoring across the subcontracting chain. Its page lists 22 July 2025 as the application date for the final report’s standards. Contracts and operating procedures should identify who approves, monitors and exits each material subcontractor.
The Basel Committee’s consolidated operational-risk material is described on its page as a draft version under consultation. It summarizes relevant principles, including management and board understanding of outsourcing risk, contingency plans, comprehensive contracts and appropriate authority access; it should not be treated as a final binding rule merely because it appears in a consolidated document.

What do recent incident figures say about relative safety?
They show that ICT and cyber risk are material, but they do not establish that cloud or bank-owned facilities are safer. The European Banking Authority reported approximately EUR 6.5 billion in bank losses from new IT-risk events in 2024, compared with approximately EUR 2.8 billion in 2023. It also reported that 58% of surveyed banks experienced at least one cyberattack in the second half of 2024, compared with 55% in the first half.
An EBA Risk Assessment Report published in June 2026 recorded more than 18,000 DORA-related incident reports through March 2026. That is the number of reports received under the regime, not necessarily the number of unique attacks, outages or affected banks. None of these figures identifies hosting model as the cause, so they should inform control investment rather than a claim of cloud or data-centre superiority.
What should a cloud or hosting contract contain?
- Precise service descriptions, dependencies, locations, performance measures and recovery objectives for each critical service.
- Rights to audit, obtain information and permit supervisory access, including evidence from relevant subcontractors.
- Incident definitions, notification time limits, cooperation duties, forensic access and communications procedures.
- Rules for data ownership, processing locations, encryption, key management, retention, backup and verified deletion.
- Advance notice and approval or objection rights for material subcontractor, location, architecture and service changes.
- Business-continuity commitments, independent testing evidence and participation in bank-led recovery exercises.
- Portability formats, export tooling, transition assistance, termination rights, continued service during migration and deletion certificates.
- Clear liability, service-credit and dispute terms that do not obstruct regulatory access or urgent protective action.
What are the most common decision mistakes?
Choosing by infrastructure price alone
Raw compute or floor-space prices omit resilience copies, connectivity, monitoring, migration, specialist staff, licensing, idle capacity and exit. Compare a five-to-ten-year lifecycle model with the same recovery objectives.
Assuming a second region equals recovery
Replication may copy corruption, compromised credentials or a bad release. Recovery must include clean backups, isolated administration, dependency restoration, transaction reconciliation and a tested decision to fail over or operate in a degraded mode.
Ignoring concentration
Putting several critical functions on one provider can simplify operations while increasing correlated-failure exposure. Track concentration by provider, region, identity system, network and subcontractor—not only by application.

Leaving exit until termination
Exporting data is not the same as rebuilding a service. Test schema conversion, keys, interfaces, performance, staff availability, licensing and customer communications before the bank is under time pressure.
Treating compliance as a provider certificate
Certifications and audit reports are inputs, not substitutes for the bank’s own risk assessment, configuration evidence, testing and board-level oversight.
Implementation checklist for a defensible decision
- Inventory critical operations and all technology and subcontractor dependencies.
- Assign data classifications, jurisdictions, retention periods and access roles.
- Document impact tolerances, recovery objectives and minimum service levels.
- Design independent failure domains, immutable or offline recovery copies and clean-room recovery options where appropriate.
- Validate identity, key management, logging, monitoring and privileged-access controls.
- Run provider-outage, cyberattack, ransomware, regional-loss and corrupted-backup exercises.
- Measure actual recovery time, recovery point, data reconciliation and customer impact.
- Review concentration across providers and shared enabling services.
- Rehearse export and migration using representative production-scale data.
- Keep contracts, architecture diagrams, responsibility matrices and test evidence current; trigger reassessment after major changes.
Frequently Asked Questions
Can a bank use public cloud for regulated customer data?
Yes, where the bank’s jurisdictional, confidentiality, resilience and supervisory requirements are met. The decision requires documented controls for location, access, encryption, subcontractors, incident handling and recovery; a public-cloud label alone neither permits nor prohibits the use.
Does colocation remove the risks of outsourcing?
No. Colocation can give the bank control of its equipment while leaving dependence on the facility operator for space, power, cooling, physical access and sometimes connectivity. Those services need the same due diligence, continuity testing and contractual oversight as other outsourced components.
How often should a bank test cloud disaster recovery?
The appropriate frequency depends on the service’s criticality, impact tolerance, technology change rate and supervisory expectations. Testing should be risk-based and include realistic provider, identity, network and data-corruption failures, with remediation tracked to closure rather than treating a tabletop exercise as proof of recoverability.
What is a practical first step before migrating a core banking system?
Create a dependency and recovery map for the existing service, then run a small-scale proof that exports data, rebuilds interfaces and meets measured recovery objectives in the proposed target environment. Use the results to price migration, identify missing skills and decide whether the target architecture can support a controlled fallback.
