A data centre is a physical facility that houses computing infrastructure; cloud computing is a way to deliver configurable computing resources over a network. They are not alternatives in the same category: cloud services run on physical infrastructure, which may be operated by a provider or managed by an organization for its own use. The practical choice is between specific ways of providing and managing a workload—not between a building and an invisible technology.
What is the difference between a data centre and cloud computing?
A data centre describes the place and physical infrastructure where computing equipment operates. Cloud computing describes a service-delivery model: users can access configurable resources over a network, with characteristics such as on-demand provisioning, resource pooling, rapid elasticity and measured service.
As an Amazon Associate I earn from qualifying purchases.
That distinction matters when comparing budgets, control and operational responsibilities. A data centre is not automatically a cloud, and choosing cloud does not eliminate the physical infrastructure. The US National Institute of Standards and Technology (NIST) describes cloud infrastructure as having both a physical layer—typically servers, storage and network components—and an abstraction layer that enables cloud characteristics. NIST’s cloud infrastructure glossary explains the physical-layer distinction.
So the useful question is not simply “data centre or cloud?” It is which arrangement best fits a particular workload: for example, infrastructure an organization operates itself, or a cloud service whose resources are provisioned and managed according to a service model. Each option should be evaluated against the workload’s requirements and the provider’s capabilities, not against assumptions that one label guarantees lower cost, better performance or stronger security.

This framing also avoids a common category mistake. A company can run physical infrastructure and expose resources through cloud-like services; a cloud provider can deliver services from its own physical facilities. The facility answers where equipment exists, while the service model describes how computing capability is made available and managed. Those facts can coexist in the same arrangement.
What makes a service cloud computing?
NIST’s definition identifies five essential characteristics. Together, they provide a practical way to assess whether an offering is cloud computing rather than simply computing equipment accessed remotely. NIST published its definition in 2011 as Special Publication 800-145.
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →- On-demand self-service: A consumer can provision computing capabilities as needed without requiring a person at the provider to carry out each request.
- Broad network access: Capabilities are available over a network through standard mechanisms and can be accessed by different client platforms.
- Resource pooling: A provider pools computing resources to serve multiple consumers, assigning and reassigning resources according to demand.
- Rapid elasticity: Capabilities can be provisioned and released to scale with demand. To a consumer, available capacity may appear expansive.
- Measured service: Resource use is monitored, controlled and reported, giving both provider and consumer visibility into service use.
These characteristics describe how resources are accessed and managed, not what a data-centre building looks like. A facility may contain servers and networking equipment without offering the self-service provisioning, pooling, elasticity and measurement that characterize cloud computing. Conversely, a cloud service still relies on physical equipment even when customers interact only with an online interface.
When assessing an offering, look for the characteristics rather than relying on its marketing name. Remote access alone does not establish that a service provides on-demand self-service, pooled resources, elasticity and measured use. The characteristics give organizations a common basis for describing what an implementation actually does.
The definition is a comparison tool, not a product endorsement. In NIST’s 2011 announcement of the final definition, NIST computer scientist Peter Mell said the definition lets agencies and companies determine how far an IT implementation meets the cloud characteristics and models. The announcement attributes that statement to Mell.
What are the cloud service and deployment models?
Cloud service models describe what kind of capability the customer receives and controls. Deployment models describe how the cloud environment is organized or made available. They are separate dimensions: a service model should not be mistaken for a deployment model. For example, “public” identifies a deployment model, while “IaaS” identifies a service model; naming one does not by itself specify the other.

| Model | What the model describes | Control and responsibility |
|---|---|---|
| Software as a Service (SaaS) | The consumer uses the provider’s application running on cloud infrastructure. | The consumer uses the application rather than managing the underlying cloud infrastructure. The exact division of responsibilities depends on the service. |
| Platform as a Service (PaaS) | The consumer deploys applications created or acquired by the consumer onto the provider’s cloud platform. | The provider manages the platform infrastructure; the consumer controls its deployed applications and, where the model permits, their hosting environment settings. |
| Infrastructure as a Service (IaaS) | The consumer provisions processing, storage, networks and other fundamental computing resources. | The consumer controls operating systems, storage and deployed applications, while the provider operates the underlying cloud infrastructure. The consumer may also control selected networking components. |
The descriptions follow NIST SP 800-145. They show why “cloud” alone does not tell a buyer how much day-to-day technical control they will have. A SaaS customer generally consumes an application; an IaaS customer has a more direct role in configuring software environments. The actual contract and service documentation determine the precise responsibilities.
For a comparison, write down the control the workload requires and then check which model supplies it. If the organization needs to administer operating systems and deployed applications, the IaaS responsibility split is different from consuming a provider’s application through SaaS. If it deploys its own application on a provider’s platform, PaaS describes a different division again. These labels are useful starting points, not a substitute for checking the actual service terms and available controls.

Deployment models: public, private, community and hybrid
- Public cloud: The cloud infrastructure is provisioned for open use by the general public. It may be owned, managed and operated by a business, academic or government organization, or a combination, and may exist on or off the provider’s premises.
- Private cloud: The infrastructure is provisioned for the exclusive use of one organization, though it may serve multiple business units. It may be owned, managed and operated by the organization, a third party or both, and may exist on or off premises.
- Community cloud: The infrastructure is provisioned for exclusive use by a specific community of organizations with shared concerns, such as mission, security requirements, policy or compliance considerations. It may be managed by one or more community organizations, a third party or both.
- Hybrid cloud: Two or more distinct cloud infrastructures remain separate but are linked by technology that enables data or application portability, such as cloud bursting for load balancing.
These are NIST’s deployment-model categories, not interchangeable synonyms for “where the servers are.” In particular, a private cloud is defined by exclusive use and cloud characteristics; the word “private” alone does not establish that an environment is cloud computing. The four models are set out in NIST SP 800-145.
Ownership and location are not the only distinctions in these definitions. A private cloud can be operated by the organization, a third party or both, and may be on or off premises. A hybrid cloud is not simply a single environment with two labels: it comprises distinct cloud infrastructures linked in a way that enables portability. When comparing proposals, ask both who can use the infrastructure and how separate environments are connected.
How should an organization compare a data-centre arrangement with cloud?
Start with the workload and the arrangement being considered. “Data centre” can refer to the physical setting or infrastructure, while “cloud” can mean different service and deployment models. A meaningful comparison therefore names the actual service, who operates each layer and what the customer needs to accomplish.
Use the same workload assumptions for each option. If one proposal includes a managed capability and another leaves that work to the organization, the difference should be visible in both the responsibility comparison and the cost estimate. NIST’s evaluation approach is requirements-led: identify what the customer needs and assess whether the service capabilities meet those needs.
Control and responsibility
List the layers that the organization must manage: applications, operating systems, storage, network configuration and underlying infrastructure. Then identify who is accountable for operating each one in the proposed arrangement. The answer varies across cloud models; for instance, NIST’s IaaS description gives consumers control of operating systems, storage and deployed applications while the provider operates the underlying cloud infrastructure.
Do not assume that a service label resolves operational responsibility. Ask the provider to specify the managed components, the customer-managed components and the controls available to the customer. Compare that division with the organization’s technical capacity and governance requirements.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsIt is useful to distinguish control from responsibility: a customer may have configuration choices for some components while the provider operates the underlying infrastructure. The relevant question is not just whether the organization has access to a setting, but whether the proposed arrangement assigns the required operational work and accountability to the right party. Confirm the division in service documentation rather than inferring it from a product category.
Provisioning and capacity changes
For workloads whose resource needs change, examine how quickly the proposed service can provision and release capacity, and whether those changes can be made on demand. On-demand self-service and rapid elasticity are cloud characteristics, but the name “cloud” does not document the exact capacity available, the process for obtaining it or the terms under which the service operates. Confirm those details for the actual offering.

If a workload’s needs are stable, variable or difficult to predict, record that pattern rather than assuming elasticity will automatically make one option preferable. The relevant comparison is whether each arrangement can meet the workload’s capacity needs and what operating or service costs arise under expected use.
Ask how the capacity changes relevant to the workload are requested and released, and what the provider commits to make available. Elasticity is a characteristic to assess, not a guarantee that every requested resource is available on every timetable or under every service arrangement. Compare the actual provisioning capability with the workload’s own operating requirements.

Workload, performance and operating constraints
Describe the workload’s resource profile, network needs and operational constraints before comparing infrastructure. The NIST materials cited here do not establish that either a data-centre arrangement or cloud has a universal performance advantage. Performance suitability must be evaluated for the specific workload and service capabilities being considered.
Include dependencies and constraints that could affect where or how the workload runs. A proposal is not a fit simply because it offers a desired service model; it must meet the workload’s requirements. NIST’s service-evaluation guidance frames selection as matching customer requirements with provider capabilities, rather than prescribing one choice for every organization. See NIST SP 500-322, Evaluation of Cloud Computing Services Based on NIST 800-145, published in 2018.
Make the criteria specific enough to test. For instance, note the resources the workload needs, the network needs it must satisfy and any operational constraints that limit the arrangement. Then evaluate whether each candidate service or infrastructure proposal supports those needs. A general claim that cloud or a facility is faster does not answer the workload-specific question.
Security and compliance
Compare the specific controls, requirements and service arrangement. Neither the physical location of equipment nor the cloud label establishes, by itself, that an option is safer or compliant with an organization’s obligations. The organization must determine whether the proposed controls and responsibilities satisfy its own requirements.
NIST identifies security as a challenge to broader cloud adoption in its cloud-computing project overview, updated September 14, 2026. That is a reason to evaluate security deliberately, not evidence that all cloud services are insecure or that a self-managed facility is inherently more secure.
For each option, make the relevant requirements explicit and identify which controls and responsibilities are part of the arrangement. A provider’s participation does not remove the need to check whether the service meets the organization’s security and compliance needs. Equally, operating infrastructure directly is not, by itself, proof that those needs are met.

Interoperability and portability
Check whether applications and data can move between the services or environments the organization may need to use. Identify dependencies, data movement requirements and switching constraints before committing. NIST identifies interoperability and portability as cloud-adoption challenges; the label on an environment does not guarantee an easy transition.
Make the comparison concrete by asking what must move, what dependencies must be addressed and what constraints could make a change difficult. Evaluate the answer against the organization’s likely operational needs instead of assuming that cloud workloads are automatically portable or that infrastructure under direct organizational control is automatically easier to change.

Hybrid cloud illustrates why the details matter: NIST’s definition calls for distinct cloud infrastructures connected by technology enabling data or application portability. The term does not mean that every application or dataset can move without constraints. Identify the particular portability need, then confirm that the proposed connection and service arrangement address it.
Total cost for the expected use
There is no universal cost verdict in the NIST sources cited here, and they do not provide current comparative prices. Compare the full cost of the specific workload under its expected usage pattern. Include relevant operating and service costs, and make sure both options are scoped to provide the same required capabilities.
For cloud, measured service means resource use can be monitored, controlled and reported; it does not by itself tell a buyer what a particular service will charge. Obtain the applicable service terms and pricing for the workload, then examine how the expected pattern of use relates to those terms. For a data-centre arrangement, identify the operating and service costs relevant to that specific proposal. A price comparison is only useful when it covers equivalent workload requirements and makes its assumptions explicit.
Monthly totals alone can obscure differences in scope. Before comparing quotes, check what capability each includes, which operating responsibilities remain with the organization, and what usage assumptions underpin the quoted amount. This keeps the comparison focused on the cost of meeting the same workload requirements rather than on two offers that happen to display a price.
Measured service can help make resource use visible to provider and consumer, but visibility is not a price guarantee. The service’s applicable terms and pricing still need to be reviewed. NIST’s evaluation guidance likewise supports matching requirements with capabilities, not choosing an option on a generic claim that it is cheaper.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How can you make a requirements-led choice?
Use a workload-specific decision process rather than choosing from the two labels alone. The result may favor one arrangement for a particular workload, but it should follow from requirements and service capabilities rather than a universal claim about cost, security or performance.

- Define the workload. Record what it needs to run, the resources it uses, its network needs and its operational constraints.
- Set the required service outcome. Decide what must be available to users and what capacity changes the workload may need. Distinguish a requirement from a preferred way of meeting it.
- Identify the exact options. State whether each proposal concerns physical infrastructure, a cloud service, or a combination. For a cloud proposal, specify its service model and deployment model rather than treating “cloud” as one uniform product.
- Map responsibilities. For each option, identify who manages the application, operating system, storage, network and underlying infrastructure, and compare that allocation with the organization’s capabilities and requirements.
- Check service fit and controls. Evaluate capacity provisioning, workload fit, security and compliance controls, and any operating constraints against the actual proposal.
- Review portability and interoperability. Identify application and data dependencies, movement needs and switching constraints that matter for the workload.
- Compare equivalent costs. Use the expected usage pattern and include relevant operating and service costs. Make assumptions and included capabilities visible so the comparison does not mistake a narrower offer for a cheaper equivalent.
- Document the decision. Note which requirements determined the choice and which service capabilities support it. Revisit the comparison if the workload or the proposed service changes.
NIST’s 2018 evaluation guidance, SP 500-322, supports evaluating cloud services against customer requirements and provider capabilities. That approach avoids treating “cloud” as an automatic answer while recognizing that a physical data centre and cloud computing describe different things.
A practical comparison record can keep the decision grounded: state the workload, the service or infrastructure proposal, the relevant responsibilities, the criteria the option must meet, and the cost assumptions used. If any of those change—for example, the workload’s needs or the proposed service capabilities—revisit the evaluation rather than relying on an earlier conclusion.

Frequently Asked Questions
Does measured service tell me exactly what a cloud provider will charge?
No. It describes monitoring, control and reporting of resource use, not a universal billing unit or price. Check the particular service’s pricing and terms, then relate them to the usage pattern you expect.
Can I compare two provider quotes by looking only at their monthly totals?
Not reliably unless the quotes cover equivalent workload requirements and clearly state what is included. Differences in service scope, responsibility or expected use can make apparently similar totals misleading.
What should be documented before moving a workload between environments?
Record the application and data dependencies, the movement the workload requires, and any switching constraints that could affect the change. Portability and interoperability are recognized cloud-adoption challenges, so a move should not be assumed to be straightforward.
Does cloud computing mean the organization no longer needs physical infrastructure?
No. Cloud services depend on physical infrastructure, typically including servers, storage and network components, alongside an abstraction layer that enables cloud characteristics.

No. Under NIST’s definition, private-cloud infrastructure is for the exclusive use of one organization, but it may be owned, managed and operated by the organization, a third party or both, and may be on or off premises.
Is a remote computing service automatically cloud computing?
No. Network access is one of the cloud characteristics, but NIST’s definition also includes on-demand self-service, resource pooling, rapid elasticity and measured service. Assess the offering against the full set of characteristics.
Which is more secure or faster: a data centre or cloud?
There is no universal answer supported by the cited NIST material. Compare the specific workload, service capabilities, controls, requirements and operational constraints rather than assuming that either label guarantees better security or performance.
The Bottom Line
A data centre is physical infrastructure; cloud computing is a way of delivering configurable resources over a network using cloud characteristics such as self-service, pooling, elasticity and measured service. Since cloud still runs on physical infrastructure, compare the actual workload arrangements—not the labels. Check responsibility, capacity, workload fit, security and compliance, portability and full cost against the organization’s requirements.
