DA versus basic pay, HRA and dearness relief: What each salary component means

By TheFinanceBase Team 11 min read

Basic Pay, Dearness Allowance (DA), House Rent Allowance (HRA) and Dearness Relief (DR) are different parts of an Indian salary or pension calculation. Basic Pay is the pay attached to a serving employee’s post and Pay Matrix level. DA is an inflation-linked percentage of Basic Pay for serving employees. HRA helps with eligible rented-home costs and has its own service-rule and tax conditions. DR is the inflation-linked payment for pensioners and family pensioners, calculated on basic pension rather than Basic Pay.

For Central Government employees covered by the latest Department of Expenditure order, DA is 60% of Basic Pay from 1 January 2026. For covered Central Government pensioners and family pensioners, DR is 60% of basic pension or family pension from the same date. Those figures do not automatically apply to every state employee, public-sector worker or private-sector employee.

Basic Pay, DA, HRA and DR at a glance

Component Who receives it Calculation base What it is for Tax treatment
Basic Pay Serving employee Pay Matrix level under the applicable pay rules Core pay attached to the post and level Fully taxable under the cited Income Tax Department table
Dearness Allowance (DA) Serving employee Percentage of Basic Pay Compensation for inflation and changes in the cost of living Separate remuneration element; fully taxable
House Rent Allowance (HRA) Eligible serving employee Employer’s HRA rules, location and housing conditions; tax exemption uses a statutory formula Help with eligible rented-home costs Exemption is conditional and limited to the least-of-three formula
Dearness Relief (DR) Pensioner or family pensioner Percentage of basic pension or family pension Compensation for inflation after retirement Pension-side payment, distinct from employee DA

The quickest way to distinguish them is to ask four questions: who receives the amount, what figure it is calculated from, what problem it addresses and whether the tax rule is full taxation or conditional exemption.

What Basic Pay means

Basic Pay is the anchor amount in the revised Central Government pay structure. The Department of Expenditure defines it as the pay drawn in the prescribed level in the Pay Matrix under the 7th Central Pay Commission recommendations accepted by the Government. The definition excludes other forms of pay, such as special pay.

Because it is tied to the employee’s level and cell, Basic Pay is not a generic synonym for “salary.” Gross salary may include Basic Pay, DA, HRA and other allowances before deductions such as tax, pension contributions or insurance. A payslip can therefore show a Basic Pay figure that is substantially lower than gross earnings.

Why Basic Pay matters

  • It is the base used for DA in the Central Government orders discussed here.
  • It is one of the figures used when applying the HRA tax formula.
  • It provides the reference point for many service benefits and retirement calculations, subject to the specific rule governing that benefit.
  • It is fully taxable as salary under the cited Income Tax Department classification.

Do not add special pay or every allowance to Basic Pay unless the applicable service rule expressly says to do so. The 7th CPC definition is narrower than the everyday use of “basic salary.”

What Dearness Allowance (DA) means

DA is a separate allowance paid to serving employees. Its purpose is to offset the effect of rising prices and cost-of-living changes. In the Central Government structure covered by the cited orders, it is expressed as a percentage of Basic Pay.

Current Central Government DA rate

A Department of Expenditure order dated 6 October 2025 increased DA from 55% to 58% of Basic Pay with effect from 1 July 2025. A later order dated 22 April 2026 increased it again, from 58% to 60% of Basic Pay with effect from 1 January 2026. The 60% figure is therefore the current rate stated by that 2026 order for the Central Government employees it covers; it is not a universal India-wide rate.

How DA is calculated

The basic arithmetic is:

DA = Basic Pay × applicable DA percentage

For example, an employee with Basic Pay of ₹40,000 and a 60% DA rate has:

₹40,000 × 60% = ₹24,000 DA

This is an illustration of the percentage calculation, not a separate entitlement for employees outside the order’s coverage. If the employee’s Basic Pay changes, the rupee value of DA changes even when the percentage stays at 60%.

DA is not part of Basic Pay

The October 2025 order says DA continues to be a distinct element of remuneration and is not treated as pay within the meaning of Fundamental Rule 9(21). That distinction matters when a rule refers specifically to Basic Pay. An allowance can be paid every month and still remain separate from the Basic Pay figure used in another calculation.

What HRA means

HRA is a housing-related allowance for an eligible serving employee. Whether an employee receives it, and how much, depends on the employer’s service rules, the location classification, the accommodation available and whether the employee occupies eligible housing. The Central Government’s 7th CPC HRA implementation is listed in the Department of Expenditure’s orders and indices.

HRA therefore answers a different question from DA. DA adjusts employee remuneration for inflation; HRA addresses housing costs. HRA is not automatically calculated as a percentage of DA, and the employer’s entitlement rule is separate from the income-tax exemption rule.

When HRA can be tax-exempt

For income-tax purposes, the Income Tax Department states that the exempt amount is the least of these three amounts:

  1. Actual HRA received.
  2. 40% of salary, or 50% of salary when the house is in Mumbai, Kolkata, Delhi or Chennai.
  3. Rent paid minus 10% of salary.

For this calculation, the cited definition of salary is Basic plus DA where DA forms part of retirement benefits, plus turnover-based commission. It is not automatically the same as gross salary shown on a payslip.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Conditions behind the HRA exemption

  • The accommodation must not be owned by the employee claiming the exemption.
  • Actual rent must be paid for the period for which the exemption is claimed.
  • The rented home must be occupied during that period.
  • If the employee lives in an owned house or pays no rent, no HRA exemption is available under the cited guidance.
  • Where rent paid is less than 10% of salary, the stated formula produces no HRA exemption.

These are tax-exemption conditions. An employer may have separate rules governing whether HRA is paid in the first place, including rules for government accommodation or location-based rates.

HRA example using the least-of-three rule

Assume, purely for illustration, that an employee receives ₹18,000 HRA, has salary for this purpose of ₹50,000 per month, pays ₹16,000 monthly rent and lives in a city other than Mumbai, Kolkata, Delhi or Chennai. The three amounts are:

  • Actual HRA: ₹18,000.
  • 40% of salary: ₹20,000.
  • Rent minus 10% of salary: ₹16,000 − ₹5,000 = ₹11,000.

The exempt amount is the least figure, ₹11,000. The balance of HRA, ₹7,000, remains taxable. The example shows why a high HRA payment does not by itself create an equal tax exemption.

What Dearness Relief (DR) means

DR is paid on the pension side to pensioners and family pensioners. Its purpose is to compensate for the rise in living costs after retirement. It is not an allowance for a serving employee and should not be confused with DA, even when the percentage is identical.

Current Central Government DR rate

A Department of Pension & Pensioners’ Welfare order dated 24 April 2026 increased DR from 58% to 60% of basic pension or family pension, including additional pension or additional family pension, with effect from 1 January 2026. The order covers the Central Government civilian, defence, railway and All India Service pensioners and family pensioners, among other listed groups.

How DR is calculated

The basic formula is:

DR = basic pension or family pension × applicable DR percentage

For example, a covered pensioner with basic pension of ₹30,000 at 60% DR would receive ₹18,000 DR:

Why DR is the pension counterpart to DA

Both payments respond to inflation, but their bases and recipients differ. DA is calculated on a serving employee’s Basic Pay. DR is calculated on a pensioner’s basic pension or family pension. A pensioner does not receive DA merely because a serving employee in the same department receives it; the pensioner’s payment is governed by the DR order.

DA versus Basic Pay: the practical difference

Question Basic Pay DA
What is it? Pay attached to the post and Pay Matrix level A separate inflation-linked allowance
Who gets it? Serving employee Serving employee
What is the base? Pay Matrix level and cell Percentage of Basic Pay
Does it include the other? No; DA is separate No; DA is calculated from Basic Pay
Tax treatment in the cited table Fully taxable Fully taxable
2026 Central Government figure No single percentage; determined by level and cell 60% from 1 January 2026 for employees covered by the 22 April 2026 order

For a Basic Pay of ₹40,000, the 60% DA example produces ₹24,000 DA, but the Basic Pay remains ₹40,000. The two figures should appear as separate lines on a payslip.

DA versus DR: employee payment and pension payment

Feature DA DR
Recipient Serving employee Pensioner or family pensioner
Base Basic Pay Basic pension or family pension
Purpose Offset cost-of-living increases during service Offset cost-of-living increases after retirement
Latest cited Central Government rate 60% from 1 January 2026 60% from 1 January 2026
Issuing authority in the cited orders Department of Expenditure Department of Pension & Pensioners’ Welfare

The matching 60% rates do not make DA and DR interchangeable. They are separate payments under separate orders and are calculated on different underlying amounts.

Tax treatment: what is taxable and what may be exempt

Basic Pay and DA

The cited Income Tax Department table marks Basic salary and DA as fully taxable. They are salary components, not tax-free reimbursements. A higher DA rate therefore increases taxable salary unless another specific provision applies.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

HRA

HRA is the exception among these four components because part of it can be exempt when the statutory conditions and least-of-three formula are satisfied. The unexempt portion remains taxable. The exemption is based on actual rent, the defined salary figure, the city category and actual HRA received—not simply on the percentage printed in an employer’s allowance schedule.

DR and pension taxation

DR is a pension-side payment and is distinct from employee DA. Its treatment should be read with the pensioner’s applicable income-tax rules and pension documents. The specific materials cited here establish the DR rate and purpose; they do not create a blanket tax exemption for DR.

How to identify each component on a payslip or pension statement

  1. Find the Basic Pay or basic pension line. For an employee, check the Pay Matrix level and cell; for a pensioner, check the basic pension or family pension before relief.
  2. Check the status of the recipient. A serving employee should see DA; a pensioner or family pensioner should see DR.
  3. Read the percentage and effective date. The 2026 Central Government orders use 60% from 1 January 2026, but an employer or pension authority may be governed by a different circular.
  4. Separate HRA from tax exemption. The HRA paid line is not the same as the HRA exempt amount reported for tax. Apply the least-of-three calculation only when rent and occupancy conditions are met.
  5. Check the period covered. A revised rate may apply retrospectively from its effective date, with arrears or an adjustment appearing later according to the issuing authority’s implementation.
  6. Compare the document with the governing order. Use the circular named on the payslip, salary statement or pension payment order rather than assuming that a rate seen online applies to every employer.

Common situations and the correct answer

“Is HRA calculated on Basic Pay?”

Not in one universal way. The employer’s HRA entitlement is controlled by its service rules, location classification and accommodation conditions. For income-tax exemption, the formula uses actual HRA, a percentage of the defined salary and rent paid minus 10% of that salary. That defined salary generally includes Basic plus DA only where DA forms part of retirement benefits, plus turnover-based commission. Therefore, do not assume that HRA is simply a fixed percentage of Basic Pay for every employer or that the tax formula uses gross salary.

“Can I claim HRA if I live in my own house?”

No HRA exemption is available under the cited guidance when the accommodation is owned by the employee claiming it. The exemption also requires actual rent payment and occupation of the rented accommodation for the relevant period. An employer’s decision to show an HRA amount on a payslip does not override those tax conditions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“Is DA taxable?”

Yes. The cited Income Tax Department table marks DA as fully taxable. DA remains a separate remuneration element for service-rule purposes, but “separate” does not mean tax-free.

“What is the current DA rate?”

For Central Government employees covered by the Department of Expenditure order dated 22 April 2026, DA is 60% of Basic Pay from 1 January 2026. State governments, public-sector employers and private employers can set different rates or effective dates, so the applicable circular for the employee’s employer controls.

“What is dearness relief for pensioners?”

DR is the pension equivalent of an inflation adjustment. It is paid to eligible pensioners and family pensioners as a percentage of basic pension or family pension. The cited 24 April 2026 order sets DR at 60% from 1 January 2026 for the Central Government groups covered by that order.

Why the same percentage can produce different rupee amounts

Percentages have meaning only when the base is identified. At 60%, an employee with Basic Pay of ₹40,000 receives an illustrative DA of ₹24,000, while a pensioner with basic pension of ₹30,000 receives an illustrative DR of ₹18,000. The percentage is the same, but the underlying amounts and legal payments are different.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The same principle applies inside HRA. Two employees can receive different tax exemptions even with identical HRA because their rent, salary definition, city category and actual occupancy differ. A percentage printed in a policy document is not enough to determine the final taxable amount.

Which figures can change and which document to use

  • DA and DR rates: These can change through new government orders and normally carry an effective date. Use the latest order applicable to the employee or pensioner’s category.
  • Basic Pay: This changes when the employee moves within the Pay Matrix, receives an increment or is otherwise re-fixed under the applicable pay rules.
  • HRA entitlement and rates: These depend on the employer’s HRA rules, city classification and accommodation status. They are not determined by the DA order.
  • HRA tax exemption: This must be recomputed for the relevant tax year and rental period using actual HRA, qualifying salary, rent and the city rule.

The 60% DA and DR figures discussed here are date-specific Central Government figures effective 1 January 2026. They should not be copied onto a state, public-sector or private-sector payslip without checking that employer’s circular.

A compact decision framework

  1. Are you working or receiving a pension? Working employees look for DA; pensioners and family pensioners look for DR.
  2. What is the base amount? Use Basic Pay for DA and basic pension or family pension for DR.
  3. Is the amount housing-related? If yes, identify HRA and then test the separate tax conditions.
  4. Are you checking tax or payroll entitlement? Payroll entitlement comes from service rules; tax exemption comes from the Income Tax Department’s formula and conditions.
  5. What is the effective date and coverage? Match the percentage to the issuing authority’s order and the employee or pensioner category.
