SEBI’s Credit Risk-o-Meter is a visual label for a bond’s existing credit rating—not a new rating and not a complete safety score. It places the rating into one of six color-coded bands so investors can scan issuer credit risk quickly. The underlying rating still comes from a credit rating agency (CRA), and investors must separately assess market risk, liquidity, security, maturity, call features and other terms.
SEBI issued the disclosure framework on October 7, 2026. It takes effect 45 days later, on November 21, 2026. Until that date, a platform or issuer may not yet display the meter under this circular’s requirements.

What the Credit Risk-o-Meter shows
The Credit Risk-o-Meter converts a CRA’s rating symbol into one of six standardized descriptions and colors. Its purpose is faster disclosure: an investor can recognize whether a security falls into the lowest, very low, low, moderate, moderate-default or high-to-very-high default-risk band without first interpreting every rating symbol.

The meter does not perform a second credit analysis. A CRA evaluates the specific debt security and assigns a symbol such as AAA, AA or BBB. The meter then presents that symbol in the band prescribed by SEBI. Required disclosures must still name the CRA and show the actual rating.

SEBI requires issuers and online bond platform providers (OBPPs) to make clear that the meter represents only the security’s credit risk. It is not investment advice, a recommendation to buy, or a measure of every risk attached to the investment.
Credit rating and meter: the practical difference
| Item | Credit rating | Credit Risk-o-Meter |
|---|---|---|
| What it is | A CRA’s rating symbol for a particular debt security. | A standardized visual risk band derived from that rating. |
| Who assigns or determines it | The CRA that analyzes the issuer and security. | SEBI’s prescribed mapping determines the band and color from the disclosed rating. |
| What it communicates | The detailed rating opinion expressed through symbols and any accompanying rationale. | A quick indication of the security’s credit-risk category. |
| Does it add an independent analysis? | Yes. The CRA’s rating process is the underlying analysis. | No. It is an additional presentation of the rating, not a second opinion. |
| What it does not cover | It is not a guarantee against loss and does not by itself cover market or liquidity risk. | It covers only credit risk and expressly does not replace review of other investment risks. |
Think of the rating as the underlying data and the meter as a standardized visual translation. A favorable color does not turn a bond into a risk-free deposit, and a lower band does not tell you whether the coupon compensates you for the risks you are taking.
The six SEBI risk bands and their rating mappings
The circular specifies six bands for long-term and short-term ratings. The wording matters: BBB is classified as “moderate credit risk,” while BB is classified as “moderate risk of default.” Those are different regulatory labels.

| Low credit risk | A+, A, A− | A2 | Neon Yellow |

| Moderate risk of default | BB+, BB, BB− | A4+ | Dark Orange |
| High to very high risk of default | B+, B, B−, C+, C, C−, D | A4, D | Red |
The meter is a banding convention, not a promise that every security in one band will behave identically. For example, two BBB-rated bonds can have different maturities, covenants, seniority, collateral and liquidity. Those differences remain your responsibility to investigate.
How multiple CRA ratings are handled
A debt security can carry ratings from more than one CRA. In that case, the meter reflects the lowest rating. The other ratings may still be disclosed beside it, but they do not produce a more favorable meter color.

Example: ratings that differ by one or more notches
Suppose one CRA assigns AA− and another assigns A+. The meter uses A+, placing the security in the “low credit risk” band, even though AA− would fall in “very low credit risk.” This rule prevents the visual label from overlooking the weakest disclosed rating.
What to read beside the meter
- Every CRA name and its actual rating symbol.
- The date of each rating and whether it is solicited or otherwise qualified in the documents.
- Any rating outlook, watch status, downgrade, upgrade or rating rationale supplied by the CRA.
- Whether ratings apply to the specific tranche or security you are considering, rather than only to the issuer generally.
The lowest-rating rule simplifies comparison, but it does not explain why agencies disagree. Read the rating rationale and issue documents when the symbols are not aligned.
Where investors should see the meter
The framework applies to listed and proposed-to-be-listed issuances of non-convertible securities, commercial papers, securitised debt instruments, security receipts, and structured debt or market-linked debentures. It covers both public offers and private placements.
SEBI calls for the disclosure in:
- Offer documents and abridged prospectuses.
- Private placement memoranda.
- Issuer advertisements.
- Advertisements published by online bond platform providers.
- OBPP websites and mobile applications.
OBPP listing and detail pages
On an OBPP, the meter must appear on the bond listing page and the individual bond-detail page before an investment action button. The placement is intended to ensure that the credit-risk category is visible before you select an action such as applying or investing.
Advertisements and monochrome formats
If an advertisement explicitly refers to a security’s rating, the meter must appear in that advertisement as well. A monochrome advertisement must include a QR code that leads to the prescribed color version, so the standardized color category remains available to readers.

When the rules take effect and how updates work
SEBI issued the circular on October 7, 2026, with a 45-day implementation period. The provisions come into force on November 21, 2026. As of October 13, 2026, the effective date had not arrived, so do not assume every currently displayed bond page already follows these requirements.

That timing matters because the visual category can change after a downgrade or upgrade; an old screenshot or cached listing may not reflect the current disclosure.
Investor checks during the transition
- Check the date of the rating and meter shown on the page or document.
- Look for a later exchange or depository notification if the rating has recently changed.
- Confirm the actual CRA symbols rather than relying on color alone.
- If the page appears inconsistent with the issue document, ask the platform or issuer for the current rating and explanation before investing.
What the meter does not measure
SEBI’s prescribed disclaimer is explicit: “The Credit risk-o-meter is based on evaluation of the credit risk of the issuer and does not constitute investment advice or a recommendation to invest. Investments in debt securities are also subject to market and liquidity risks.”
Market risk
Bond prices can fall when market yields rise, even if the issuer’s credit quality is unchanged. If you sell before maturity, the price you receive can therefore be below your purchase price. The meter does not forecast interest-rate movements or protect your principal from price volatility.
Liquidity risk
A security may be difficult to sell at a fair price because few buyers are available. A high or low meter band does not tell you the likely bid-ask spread, trading frequency or time needed to exit. Review listing information and the issue’s trading history where available.

Terms and structural features
The meter does not summarize coupon type, maturity, call or put options, payment ranking, covenants, collateral, concentration limits, tax treatment or minimum lot size. These terms can materially change the outcome for an investor even when two instruments share the same rating band.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Unsecured bonds and the special warning for perpetual instruments
For an unsecured debt instrument, the word “unsecured” must appear in bold red text under the circular’s disclosure requirements. An unsecured holder does not have identified collateral to claim if the issuer defaults, so recovery can differ materially from that of a secured instrument.
SEBI separately warns about unsecured perpetual bonds, including AT1 bonds. Their structural features can include no fixed maturity, coupon discretion or cancellation, loss absorption and subordination. The circular’s prescribed warning states:
“The Credit Risk-o-Meter is based on evaluation of the credit risk of the issuer and does not reflect the unique structural risks associated with Unsecured Perpetual Bonds (such as AT1 Bonds). These instruments may carry the risk of total loss of invested capital. Investors are advised to read the Information Memorandum/Private placement Memorandum carefully before investing.”

That warning means a favorable meter cannot be treated as an all-in risk assessment for a perpetual instrument. Read the information memorandum or private placement memorandum for loss-absorption triggers, distribution restrictions, call provisions, ranking and any terms that could postpone or eliminate payments.

A step-by-step way to use the meter before investing
- Identify the exact security. Match the ISIN, tranche, maturity and issuer name on the platform to the offer document. A rating for the issuer or another tranche may not apply to your security.
- Read the meter and the rating symbols together. Note the six-band description, color, CRA name, rating symbol and rating date.
- Check for multiple ratings. Verify which rating is lowest and confirm that the meter reflects it. Investigate any difference between agencies.
- Read the rating rationale. Look for leverage, cash-flow, refinancing, sector, parent-support and default-recovery considerations identified by the CRA.
- Review security and ranking. Determine whether the bond is secured, senior, subordinated, junior, perpetual or otherwise loss-absorbing. Confirm collateral and enforcement terms rather than inferring them from the meter.
- Evaluate market and liquidity risk. Consider duration, coupon structure, expected trading activity and whether you can hold to maturity. A sale before maturity exposes you to market pricing.
- Calculate the cash-flow outcome. Check coupon frequency, payment dates, yield convention, redemption amount, call dates, taxes and fees. Compare the promised return with the possibility of delayed or missed payments.
- Read every risk disclosure. Use the offer document, abridged prospectus or private placement memorandum as the controlling source for terms and risks.
- Confirm the information is current. Check for rating-change notices and, on an OBPP, whether the meter was updated within the required 24-hour period after a depository notification.
- Decide whether the risk fits your plan. The meter organizes information; it does not make the suitability decision for you.
Common mistakes the six colors can cause
Treating green as a guarantee
“Lowest credit risk” is a relative category within the mapped ratings, not a guarantee of repayment or a government-backed deposit insurance label. Issuer finances, market conditions and instrument terms can change.
Assuming adjacent bands are interchangeable
BBB and BB are not the same category. SEBI deliberately labels BBB “moderate credit risk” and BB “moderate risk of default.” Moving from one band to the next can represent a meaningful change in expected credit risk.
Ignoring a weaker second rating
Looking only at the most favorable CRA symbol defeats the lowest-rating rule. Find every disclosed rating and start your analysis with the weakest one.
Using the meter as a yield recommendation
The meter says nothing about whether the coupon or yield is adequate compensation. A higher-yielding bond may carry higher default, liquidity or structural risk that the color cannot quantify.
Overlooking the exact issue terms
Two bonds from the same issuer can have different seniority, collateral, maturity and covenants. Always match the meter to the exact ISIN or tranche and read its own documents.
How issuers and platforms must present the information
The framework is designed to make the disclosure prominent and consistent. Issuers and OBPPs must show the CRA name and actual rating along with the meter, rather than substituting a color for the underlying symbol. On OBPP pages, the meter must be visible before an investment action button. Advertisements that mention a rating must include the meter; monochrome versions must point to the prescribed color version with a QR code.
These presentation rules improve visibility, but they do not eliminate the need to read the underlying documents. A platform page is a starting point for screening, while the offer document or information memorandum contains the legally relevant terms and risk factors.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsA concise decision framework
| If you see… | What it tells you | What you still need to do |
|---|---|---|
| Lowest credit risk / AAA or A1+ | The security falls in SEBI’s lowest mapped credit-risk band. | Check market, liquidity, ranking, collateral and issue terms; repayment is not guaranteed. |
| Very low or low credit risk | The mapped rating is in the AA/A range or equivalent short-term category. | Compare agency rationales, maturity, spread, liquidity and structural protections. |
| Moderate credit risk / BBB or A3 | The security is in the BBB/A3 band, which SEBI calls moderate credit risk. | Examine cash-flow resilience, refinancing exposure and compensation for risk. |
| Moderate risk of default / BB or A4+ | The security is in a band SEBI labels moderate risk of default. | Require a clear reason for accepting the higher default risk and review recovery terms. |
| High to very high risk of default / B through D or A4/D | The mapped rating indicates the highest-risk band in the framework. | Understand that default and loss risks are substantial; read every structural and liquidity warning before proceeding. |
Bottom line for bond investors
Use the Credit Risk-o-Meter as a fast, standardized credit-risk signpost. Use the CRA rating, rationale and issue documents for the detailed analysis. When ratings differ, the meter uses the lowest one. Then assess market and liquidity risk, security and ranking, maturity, cash flows and any special structure such as an unsecured perpetual bond. The framework becomes effective on November 21, 2026, 45 days after SEBI’s October 7, 2026 circular; until then, its new display obligations are not yet in force.
