A chargeback is the payment-reversal process that may result when the issuer sends that challenge through the card network. The terms overlap in everyday consumer language, but they are not identical. A seller-issued refund, a network dispute, and a statutory billing-error claim are three different routes with different participants, deadlines and rules.
For a purchase problem, ask the seller for a remedy first, then contact the card issuer promptly if the matter is unresolved. If the problem may be a U.S. billing error, send the required written notice to the issuer’s billing-inquiries address within the legal time limit; a telephone call alone may not satisfy that requirement.

The short answer: dispute is the case; chargeback is the reversal
When you tell your card issuer that a transaction is wrong, you are opening or asking about a dispute. The issuer evaluates the complaint under the applicable law, card-network procedures and its own process. If the issuer routes the matter through the network and the transaction value is taken back from the merchant’s side, that payment reversal is commonly called a chargeback.
Merchant-facing explanations generally use “dispute” for the case and “chargeback” for the resulting reversal. Consumer guidance often uses “chargeback” more broadly to mean asking the card company to reverse a payment. Neither word, by itself, tells you whether the seller has issued a refund, whether a statutory billing-error rule applies, or whether the issuer has made a final decision.

| Question | Merchant refund | Network dispute or chargeback | U.S. FCBA billing-error process |
|---|---|---|---|
| Who starts it? | The cardholder asks the seller; the seller processes the refund. | The cardholder challenges the transaction with the issuer. | The cardholder sends a qualifying written billing-error notice to the issuer. |
| What is being challenged? | The seller’s handling of a return, cancellation or service problem. | The transaction under the network’s reason and evidence rules. | A billing error covered by the Fair Credit Billing Act (FCBA), if the facts qualify. |
| Who handles it? | The merchant and its payment processor. | Issuer, acquiring bank, merchant and card network. | The issuer under statutory investigation and notice requirements. |
| What can the result be? | A credit from the seller to the card account. | A payment reversal that removes transaction value from the merchant side. | A correction of the account after the issuer investigates and resolves the claim. |
| Which deadlines apply? | The seller’s stated policy and processing time. | Network, issuer and acquirer deadlines that vary by case. | Specific statutory timing, including a general 60-calendar-day written-notice window for covered errors. |
A dispute can therefore lead to a chargeback, but it does not automatically do so. A merchant refund can solve the problem without a network case, and a statutory billing-error notice is a legal route that can operate alongside—but is not interchangeable with—network procedures.
Three routes a cardholder should keep separate
1. Request a refund from the seller
A refund is voluntary action by the merchant. Contact the seller when the issue concerns the goods or services you bought, such as a delivery problem, cancellation or a disagreement about the promised remedy. State what you expected, what happened, and the specific remedy you want. Keep the order record, the seller’s policy and every response.
If the seller agrees, the seller submits a credit through its processor. That is not a chargeback: no issuer-led reversal is needed. Ask when the credit was submitted and monitor the card account for it. If the seller refuses or does not respond, you can still contact the issuer promptly about the transaction.

2. Dispute the transaction through the issuer and network
A network dispute starts with the cardholder’s complaint to the issuer. The issuer decides whether the facts fit a network category and, when appropriate, sends the case through the acquiring bank and card network. The merchant receives notice through its acquirer and may answer with records. The issuer then reviews the available material and decides whether the chargeback stands or is reversed.
Network rules are not a single worldwide law. The applicable reason, network, issuer, acquirer, card product and country can change the documents required and the response deadline. Your issuer’s instructions control the consumer side; a merchant should use its processor or acquirer’s current instructions.
3. Use the U.S. FCBA billing-error process when it applies
The FCBA is a statutory process for covered credit-card billing errors. Eligibility depends on the transaction and the facts; calling an issuer about any dissatisfaction does not automatically make it an FCBA claim. For a covered error, your written notice generally must reach the issuer within 60 calendar days after the first statement containing the error was sent. Send it to the billing-inquiries address shown for disputes, not simply the address used for payments, and keep a copy and proof of delivery.

The Consumer Financial Protection Bureau advises cardholders to call the card company and report the problem right away, but its guidance also describes the importance of the written notice for the statutory procedure. The Federal Trade Commission says an issuer generally acknowledges a covered written complaint within 30 days and resolves it within 90 days. Those are general statutory-process figures, not guarantees that every complaint qualifies or that every investigation follows the same schedule.
How to challenge a charge as a cardholder
- Identify the transaction. Record the merchant name as it appears on the statement, transaction date, amount and the account or card involved. Check whether the charge is duplicated, unfamiliar or different from what you authorized.
- Choose the right first contact. For a goods or services problem, contact the seller and request a refund or other remedy. For a transaction you do not recognize or a suspected misuse of the card, contact the issuer immediately. Do not wait for a seller response when delay could affect account security.
- Contact the issuer promptly. Use the issuer’s phone, online dispute channel or written process. Explain the facts in chronological order and ask which documentation and deadline apply to your case. The issuer—not the merchant—determines whether it will open a network case.
- Send an FCBA notice when the legal route fits. If you are asserting a covered U.S. billing error, send a signed written notice to the issuer’s billing-inquiries address within the 60-day window. Include your name, account information, the disputed amount, the statement date and why you believe the account is wrong. Retain the letter and delivery record.
- Preserve evidence. Keep receipts, order confirmations, cancellation requests, delivery records, photographs, contracts, the merchant’s policy and all messages. Provide copies through the channel the issuer specifies and keep the originals.
- Track the account and notices. Save the case number, dates and every decision. If the issuer gives a temporary credit during an investigation, treat it as provisional until the issuer’s written resolution says otherwise; do not assume it is the final outcome.
- Read the decision carefully. The result may reflect network rules, statutory rules, or both. If the issuer says the claim does not qualify, ask which rule or missing evidence led to that conclusion and what review or documentation options its process provides.
A seller’s promise to refund does not stop the issuer’s deadlines. Conversely, opening a dispute does not cancel the need to give the merchant relevant information or to meet the FCBA written-notice rule if you are relying on that statute.
What happens on the merchant side
Notice travels through the acquiring bank
The issuer may send the dispute to the acquiring bank, which notifies the merchant. The notification normally identifies the transaction and the applicable case category or reason. The merchant should follow the response channel and deadline supplied by its processor or acquirer rather than rely on a generic internet timetable.

Evidence must answer the specific allegation
Useful records can include a receipt, shipment confirmation, delivery information, proof of cancellation or refund, terms accepted at checkout and relevant customer communications. The merchant should explain how each record addresses the stated reason, not upload unrelated material. Submitting evidence does not guarantee that the issuer will reject the dispute.
The issuer reviews the record
After the merchant responds, the issuer reviews the cardholder’s complaint and the merchant’s material under the applicable rules. It may uphold the chargeback or reverse it. The merchant’s processor or acquirer is the source for current network stages, formatting requirements and deadlines. Mastercard publishes a merchant chargeback guide, but a merchant should still use its acquirer’s current instructions because procedures and case requirements can change.

| Timing | What it means | Qualification |
|---|---|---|
| 60 calendar days | General deadline for a written notice of a covered U.S. FCBA billing error to reach the issuer after the first statement containing the error was sent. | CFPB guidance reviewed April 15, 2024; applies only when the statutory coverage and facts fit. |
| 30 days | General period in which the issuer acknowledges a covered written billing-error complaint. | FTC consumer guidance; an acknowledgment is not the final decision. |
| 90 days | General period for the issuer to resolve a covered billing-error complaint. | FTC consumer guidance; this is not a guarantee for every transaction or jurisdiction. |
| Network response periods | Deadlines for the issuer, acquirer and merchant to submit information at each case stage. | Not one universal number; varies by network, reason, issuer, acquirer and country. |
| Seller refund timing | When a merchant submits and posts a credit. | Controlled by the seller and processor, not by the FCBA or a network chargeback timetable. |
Missing the 60-day FCBA window can affect statutory rights, while a network deadline can expire on a different schedule. A prompt call to the issuer is sensible even while you gather a written notice, but calling alone may not satisfy the FCBA requirement described by the CFPB.

Examples that show the difference
The seller agrees to fix a service problem
You contact the seller, provide the order details and receive confirmation that it will issue a credit. This is a merchant refund. The issuer is not deciding the merits of the complaint, and no chargeback is necessary unless the promised credit fails and you pursue another route.
The seller denies responsibility
You preserve the contract, messages and proof of what was delivered, then ask the issuer whether the transaction can be disputed. If the issuer sends it through the network, the acquiring bank notifies the merchant, the merchant submits records and the issuer decides under the relevant rules. That sequence is a network dispute that may produce a chargeback; it is not guaranteed.
The statement contains a covered billing error
You identify the statement on which the error first appeared and send a written notice to the billing-inquiries address within 60 calendar days. The issuer generally acknowledges the complaint within 30 days and resolves it within 90 days under the FTC’s description of the FCBA process. The statutory investigation is distinct from any network case the issuer may also use.

Common mistakes and how to avoid them
- Using “chargeback” to mean every refund. A seller credit and an issuer-led payment reversal have different owners and records. Ask who is issuing the credit and under which process.
- Waiting for the seller until a deadline passes. Contacting the seller first is generally sensible for a quality or delivery problem, but it does not extend issuer or statutory deadlines.
- Sending the letter to the payment address. Use the billing-inquiries address specified for disputes and keep delivery evidence.
- Assuming an unfamiliar charge is automatically covered. Eligibility depends on facts, the card product, the network rules and applicable law. Report a suspected unauthorized transaction promptly and follow the issuer’s instructions.
- Uploading a pile of records without an explanation. Organize evidence by date and tie each document to the allegation the issuer or acquirer identified.
- Treating provisional credit as final. An investigation can result in a later adjustment. Follow the issuer’s written decision and continue monitoring statements.
- Using another country’s rule as a U.S. answer. The legal timing above is U.S.-specific. Visa’s United Kingdom consumer information describes chargeback as not being a legal right there; that does not eliminate U.S. statutory billing-error or claim-and-defense protections.
What merchants can do before a dispute occurs
Clear transaction descriptors, accessible cancellation and refund instructions, shipment and delivery records, and prompt, documented customer-service responses give an issuer useful context. Store records in a form your processor accepts and make sure staff know where the acquirer’s current dispute deadlines appear.
Visa describes Verifi as a business solution for managing disputes. Its availability, terms and any commercial arrangement are not established here, so merchants should evaluate it only through their normal acquiring or network channels rather than assume that a tool changes the underlying rules.
Which route should you use?
| Your situation | First action | Next step if unresolved |
|---|---|---|
| The merchant can correct the problem and agrees to refund. | Get the refund promise and timing in writing. | Monitor the credit; contact the issuer promptly if it does not arrive. |
| You do not recognize the transaction or suspect card misuse. | Contact the issuer immediately and follow its security instructions. | Provide requested information and preserve account records. |
| The seller disputes your account of a purchase or will not respond. | Contact the issuer and ask about a network dispute. | Submit organized proof and meet the issuer’s stated deadline. |
| You believe the statement contains a covered U.S. billing error. | Send written notice to the billing-inquiries address within 60 calendar days of the first statement containing the error. | Track the acknowledgment and resolution; the FTC describes general 30-day and 90-day periods. |
The practical rule is simple: use “refund” when the seller is crediting you, “dispute” when you are challenging the charge with the issuer, and “chargeback” when describing the network reversal that may follow. Then verify which legal and network deadlines apply to your particular transaction.
