There is no single winner across these three construction-related stocks. Caterpillar (CAT) has the strongest disclosed 2025 profitability and operating cash generation. United Rentals (URI) offers equipment-rental cycle exposure and has published 2026 revenue and operating-cash-flow guidance, but the available material does not provide synchronized leverage or valuation figures. Fluor (FLR) has substantial backlog and infrastructure awards, yet its 2025 loss, negative operating cash flow and a large adverse legal ruling indicate materially higher execution and cash-conversion risk. A definitive valuation ranking requires CAT, URI and FLR multiples captured on the same date.
At-a-glance comparison
| Company | Business model | 2025 revenue and growth | Profitability measure | Operating cash flow | Cash and debt information disclosed | Visibility | Cyclicality | Same-date forward P/E and EV/EBITDA |
|---|---|---|---|---|---|---|---|---|
| Caterpillar (CAT) | Heavy-equipment manufacturing across Construction Industries, Resource Industries, Power & Energy and Financial Products, supported by dealers and financing | $67.6 billion sales and revenues; up 4% year over year | 16.5% operating margin; 17.2% adjusted | $11.7 billion enterprise operating cash flow | $10.0 billion enterprise cash; debt amount not stated in the supplied company evidence | Dealer network, equipment demand and recurring parts/service support | High exposure to construction, mining, energy and global capital spending cycles | Not stated on a synchronized date |
| United Rentals (URI) | Construction and industrial equipment rental, with a diversified fleet and utilization-driven economics | 2025 revenue not stated; 2026 total-revenue guidance of $16.8–$17.3 billion | Investor materials describe industry-leading margins; a comparable figure is not stated | 2026 guidance of $5.3–$6.1 billion net cash from operating activities | Comparable cash and debt figures not stated | Fleet utilization, rental rates, fleet age and customer diversification | Rental demand and used-equipment pricing move with construction and industrial activity | Not stated on a synchronized date |
| Fluor (FLR) | Engineering, procurement and construction services, with significant reimbursable work | $15.5 billion revenue; growth rate not stated | $504 million adjusted EBITDA; reported a $51 million GAAP loss | Negative $387 million operating cash flow | $2.2 billion cash and marketable securities; debt amount not stated | $25.5 billion backlog and $12.0 billion in 2025 new awards | Project timing, claims, cost overruns, awards and customer capital budgets drive results | Not stated on a synchronized date |
These figures are not interchangeable. Caterpillar’s operating margin is a manufacturer’s consolidated measure. Fluor’s adjusted EBITDA excludes items that remain relevant to shareholders, and a rental company’s economics depend heavily on fleet utilization, depreciation, rental rates and resale values. Use the table to establish direction, not to treat unlike metrics as a precise league table.

What each company actually does
Caterpillar: equipment, dealers and financing
Caterpillar sells and supports machines used in construction, mining, energy and other industrial applications. Its Construction Industries and Resource Industries businesses are tied to customer capital spending, while Power & Energy adds another end-market set. Financial Products and the global dealer network can support equipment sales, parts, service and customer financing. That combination gives CAT manufacturing scale and an installed base that can generate aftermarket activity, but it also leaves earnings exposed to global equipment cycles, commodity-sensitive mining investment and construction budgets.
United Rentals: renting the fleet instead of selling it
United Rentals owns or controls a large equipment fleet and earns revenue when contractors and industrial customers rent machines. The key operating levers are rental rates, time utilization, fleet productivity, maintenance cost, fleet age and the gains or losses realized when equipment is sold. Diversification across construction and industrial customers can reduce dependence on any one project type. However, the company still participates in the same broad cycle: weak construction starts or industrial investment can lower demand, while higher interest rates and equipment costs can pressure returns.

Fluor: project execution and reimbursable contracts
Fluor provides engineering, procurement and construction services. Reimbursable backlog can provide revenue visibility because customers pay allowable project costs plus a fee under the contract structure. That visibility does not eliminate risk: project claims, cost estimates, schedule changes, customer decisions and legal outcomes can change cash flow and profit. Infrastructure-related awards add potential demand, but awards must still be converted into profitable, cash-generating execution.
Growth: reported results versus forward guidance
Caterpillar’s 2025 growth came with a margin trade-off
Caterpillar reported 2025 sales and revenues of $67.6 billion, 4% above the prior year. Chief Executive Joe Creed described the period as the company’s centennial year and said it produced the highest full-year sales and revenues in Caterpillar’s history, including a single-quarter record of $19.1 billion. Revenue growth is useful, but investors should not read it as automatic earnings growth: the 2025 operating margin was 16.5%, down from 20.2% previously. The adjusted operating margin was 17.2%.
United Rentals has an explicit 2026 outlook
United Rentals’ published 2026 guidance calls for total revenue of $16.8 billion to $17.3 billion and net cash from operating activities of $5.3 billion to $6.1 billion. A range is more informative than a point estimate because it shows management’s expected uncertainty. To judge whether growth is high quality, investors should compare the eventual result with rental-rate changes, fleet additions, utilization, maintenance spending and used-equipment sale proceeds. The available investor material does not supply a directly comparable 2025 revenue-growth percentage or margin number.

Fluor’s backlog is not the same as recognized revenue
Fluor reported $15.5 billion of 2025 revenue, $25.5 billion of backlog and $12.0 billion in new awards during the year. Backlog exceeding one year of revenue can provide substantial work visibility, but it is a pipeline rather than guaranteed profit. A project may be renegotiated, delayed, cancelled or completed at a different margin than originally expected. For FLR, backlog quality, contract mix and cash conversion matter as much as the headline amount.
Margins and cash generation
Caterpillar leads the disclosed profitability evidence
CAT’s 16.5% 2025 operating margin, or 17.2% on the adjusted measure supplied, is the clearest profitability disclosure among the three companies. The decline from 20.2% shows why margin direction matters: even with 4% sales growth, manufacturing costs, product mix, pricing, dealer conditions and end-market demand can reduce operating leverage. Caterpillar also generated $11.7 billion of enterprise operating cash flow and held $10.0 billion of enterprise cash in 2025. Those figures indicate strong disclosed cash generation, although the evidence supplied here does not include a debt balance or a free-cash-flow calculation.
Fluor’s EBITDA does not offset the cash-flow warning
Fluor reported $504 million of adjusted EBITDA in 2025, but also a $51 million GAAP loss and negative $387 million operating cash flow. Adjusted EBITDA can help isolate operating performance, yet it does not pay project costs, settle claims or fund working capital by itself. The negative operating cash flow means that cash conversion was a central issue in 2025. Fluor also identified a $643 million adverse effect from a Santos ruling, demonstrating how a legal or project-specific event can overwhelm otherwise positive backlog and EBITDA.

URI needs like-for-like rental metrics
The available United Rentals material characterizes the company as a growth and industry-margin leader but does not state a comparable operating or EBITDA margin. Rental businesses require additional measures: average fleet age, dollar utilization, physical utilization, rental rates, depreciation, maintenance capex and proceeds from used-equipment sales. Without those data, placing URI’s margin beside CAT’s operating margin or FLR’s adjusted EBITDA margin would create false precision.

The supplied evidence does not give synchronized debt balances for CAT, URI and FLR, so it cannot support a reliable ranking of leverage. This is a material limitation because manufacturers, rental companies and contractors use debt differently.
- For Caterpillar, separate corporate borrowings from financing receivables and other obligations associated with Financial Products. The stated $10.0 billion enterprise cash figure should not be treated as net cash without the matching debt definition.
- For United Rentals, debt funds fleet purchases, and leverage can look high even when rental demand and asset values are healthy. Analyze net debt against EBITDA, fixed-charge coverage, fleet age and the company’s ability to sell equipment through a downturn.
- For Fluor, the stated $2.2 billion of cash and marketable securities provides liquidity context, but it does not establish net debt because a debt total is not supplied. Working-capital swings, customer advances, claims and restricted cash can matter as much as the cash headline.
Before making a debt comparison, collect each company’s balance-sheet date, gross debt, cash definition, lease liabilities and trailing or forward EBITDA from the same reporting period. Then calculate net debt/EBITDA and interest coverage using consistent definitions.

Valuation: why no winner can be named yet
A valuation call requires market prices and earnings or EBITDA estimates captured on one date. The evidence available for this comparison does not provide same-date forward P/E or EV/EBITDA multiples for any of the three stocks. Publishing a ranking anyway would mix dates and potentially mix analyst estimates, making the result misleading.
| Valuation measure | What must be collected | Current evidence |
|---|---|---|
| Forward P/E | Same closing share price date and the same forward EPS basis for CAT, URI and FLR | Not stated |
| EV/EBITDA | Same-date enterprise value, consistent net-debt treatment and comparable forward EBITDA estimates | Not stated |
| Price-to-free-cash-flow | Consistent trailing or forward free-cash-flow definition, including fleet and project working-capital effects | Not stated |
When the data are refreshed, interpret multiples alongside business quality. A low P/E may reflect a cyclical peak, a project loss or unusually depressed earnings. EV/EBITDA can be distorted if EBITDA excludes material project charges or if rental depreciation and fleet replacement needs are treated inconsistently. Fluor’s backlog and CAT’s cash generation may justify different multiples, while URI’s value depends on the durability of rental rates and utilization.

Caterpillar risks
- Construction, mining and energy customers can defer equipment purchases when economic conditions weaken.
- The 2025 margin decline shows that revenue growth does not guarantee stable profitability.
- Dealer inventory, foreign-exchange movements, input costs and financing conditions can affect orders and margins.
United Rentals risks
- Lower utilization or rental rates can reduce revenue while fleet ownership costs continue.
- Large fleet investment creates depreciation, financing and maintenance requirements.
- Used-equipment prices can fall during a downturn, reducing disposal gains and asset values.
- The available material does not establish current leverage or valuation, so an investment decision requires an updated filing and market-data review.
Fluor risks
- Cost overruns, schedule delays, claims and contract disputes can turn backlog into losses.
- The $643 million Santos ruling effect illustrates legal-event sensitivity.
- Negative $387 million operating cash flow and the $51 million GAAP loss show that backlog and adjusted EBITDA did not translate into 2025 cash earnings.
- Large awards can increase execution exposure if projects are won at inadequate margins.
Which stock fits which investor thesis?
Choose CAT when disclosed quality and cash generation lead the decision
CAT is the clearest candidate for an investor prioritizing demonstrated profitability and cash generation in the supplied figures. The trade-off is cyclical exposure and the evidence that margins can contract even while sales rise. A buyer should still verify current order trends, dealer inventory, debt and valuation before investing.

Choose URI when rental-cycle exposure is the objective
URI suits a thesis built around contractor and industrial rental demand, fleet productivity and management’s 2026 outlook. Its $16.8–$17.3 billion revenue guidance and $5.3–$6.1 billion operating-cash-flow guidance provide explicit targets. The decision depends on whether utilization and rental rates can support fleet investment through the cycle, which requires leverage and valuation data not included here.
Choose FLR only with tolerance for execution and cash-flow volatility
FLR offers backlog and infrastructure-award visibility, but the 2025 loss, negative operating cash flow and Santos ruling effect make it the highest-risk profile in this evidence set. The thesis requires confidence in contract execution, claims resolution and conversion of backlog into cash, not simply confidence in infrastructure spending.
A practical checklist before buying any of the three
- Record the share price and valuation estimates on the same date for CAT, URI and FLR.
- Reconcile each company’s revenue, operating profit or EBITDA definition and cash-flow measure.
- Collect gross debt, cash, lease liabilities and the balance-sheet date; calculate net debt consistently.
- For CAT, review end-market orders and margin progression.
- For URI, review utilization, rental rates, fleet additions, maintenance spending and used-equipment prices.
- For FLR, review backlog quality, reimbursable versus fixed-price work, claims, awards and operating cash flow.
- Stress-test a downturn: lower equipment demand for CAT, weaker utilization and resale values for URI, and project delays or adverse claims for FLR.
- Compare the expected return with the risks rather than selecting the stock with the lowest unverified multiple.
Bottom line
On the disclosed operating evidence, Caterpillar is the strongest all-around performer: it combined $67.6 billion of 2025 revenue with a 16.5% operating margin and $11.7 billion of enterprise operating cash flow. United Rentals is the most direct rental-cycle play and has useful 2026 guidance, but its leverage and valuation still need a synchronized data refresh. Fluor’s $25.5 billion backlog and $12.0 billion of awards provide visibility, yet its loss, negative operating cash flow and legal exposure demand the greatest execution-risk discount. No defensible CAT-versus-URI-versus-FLR valuation ranking can be made until same-date forward P/E and EV/EBITDA figures are assembled.
