1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsGST registration follows the state, not merely the legal entity. If your business has a branch or other place of business in another state, CBIC’s registration FAQ says you generally need a fresh registration in that state. You cannot move an existing GSTIN from one state to another by filing an amendment. For a genuine relocation, the usual route is to cancel the old-state registration and apply afresh in the destination state. Changes that stay within the same state are handled through amendment, normally within 15 days of the change.
This guide explains how to classify the problem, which portal workflow applies, and how to avoid the mistakes that create duplicate registrations, rejected applications, or compliance gaps. It reflects CBIC and GST Portal guidance available as of 17 October 2026; screens, rules and forms can change, so confirm the live portal and current law before filing.

The state-wise GST rule in plain English
GST registration is state-specific. The state selected in an application must match the state of the principal place of business entered in that application. The principal place is the primary business location for that registration; additional places are recorded separately within the same state.
CBIC’s registration FAQ says that an existing taxpayer opening a branch office in another state must seek a fresh registration in that state. It also describes the state-wise framework under which a person liable to register applies in each state from which outward supplies are made or intended. That does not mean every sale to a customer in another state automatically requires a second GSTIN; the critical question is where the relevant business activity or place of business is located and whether the facts create a registration obligation under the current law.
#1 Best Overall
A GSTIN therefore cannot be treated as a nationwide licence for every office, warehouse or branch. Map each physical location and the supplies made from it before choosing a registration route.
Choose the correction route before touching the portal
Most errors fall into one of four routes: a fresh registration, an in-state amendment, cancellation followed by a fresh registration, or correction of an application that has not yet produced a registration. Use the issue—not the convenience of a familiar form—to choose the route.
| What changed or went wrong | Correct route | State question | Timing or approval point |
|---|---|---|---|
| A branch or other registration-relevant place is in another state | Submit a fresh registration application in that state | The principal place in the new application must be in the selected state | No specific filing period is stated in the cited guidance; apply when the legal obligation arises |
| The business permanently moves from State A to State B | Cancel the State A registration, then apply afresh in State B | An amendment cannot transfer the GSTIN between states | Cancellation and fresh registration are separate portal workflows |
| Address, legal name or specified management detail changes but remains in the same state | File an amendment to the existing registration | The registration state does not change | CBIC’s FAQ says file within 15 days of the change; some core fields require officer approval |
| A state was selected incorrectly in Part A of a new application | Do not plan on an inter-state amendment; correct the application through the portal route available for its status, or use cancellation and fresh registration if a registration has already issued | The selected state and principal-place address must agree | The portal states that the state cannot be edited in the principal-place section after selection in Part A |
| A second premises is in the same state | Consider adding it as an additional place under the relevant registration, subject to the current form and facts | Both locations remain in the registration state | Address amendments may require officer approval and supporting documents |
Mistake 1: using one GSTIN for a location in another state
Why it happens
Businesses often assume that a company, partnership or proprietor has one nationwide GST identity. The state-wise design instead links each registration to a state and a principal place of business. A head office may hold a GSTIN in one state while a factory, branch or other registration-relevant location operates in another.

How to diagnose it
- List every office, shop, factory, warehouse and other location from which outward supplies are made or intended.
- Write the state beside each location and identify which GSTIN, if any, is tied to it.
- Check whether the second-state location is merely receiving goods for the first state’s operations or is itself a place of business involved in supplies. The exact liability depends on the current law and facts.
- Compare the principal-place address on each registration certificate with the physical location actually used.
How to fix it
If the facts require registration in the second state, submit a fresh application there. Select that state and enter a principal place located in it. Do not add an out-of-state branch as an additional place under the first state’s GSTIN merely because the same legal entity owns both locations.

- Ideal for a bookworm
- Compact for travelling
Before filing, reconcile the legal name, constitution of business and authorised signatory details with the existing registration, then provide whatever supporting documents the current application requests. Keep a written location-to-GSTIN map so invoices, returns and internal records use the registration connected to the correct state.
Mistake 2: selecting the head-office state for a different state’s premises
What the portal requires
The GST Portal application separates the principal place of business from additional places. The principal place must be in the state selected for that application. Portal instructions state that the state cannot be edited in the principal-place section after it is selected in Part A.
Pre-submission check
- Confirm the state in Part A before entering the address.
- Read the state name on the principal-place screen and compare it with the lease, ownership or other premises record you will submit.
- Ensure the city, district and PIN code belong to that state.
- Use additional-place fields only for other premises within the same state.
- Have a second person review the state and address before final submission.
If the wrong state is already selected
Do not assume an amendment will move the application or an issued GSTIN. If the application is still pending, follow the live portal’s instructions for correcting, withdrawing or otherwise handling that application status; the exact controls can change. If a registration has already been granted, the inter-state move rule applies: cancellation of the old registration and a fresh application in the correct state, rather than an amendment.
Mistake 3: trying to amend an interstate relocation
CBIC’s FAQ gives the answer directly: “No, Amendment application form can’t be filled for change in place of business from one state to the other because GST registrations are state-specific.” A relocation from State A to State B is not an address edit inside the old GSTIN.

Relocation workflow
- Identify the effective move. Record when the old premises stopped being the relevant place of business and when the new premises became operational. The date matters for your compliance records and for choosing the correct reason in the portal.
- Review the old registration. Check pending returns, notices, tax payments and other obligations before requesting cancellation. Cancellation does not erase liabilities that arose while the registration was active.
- Open the cancellation service. On the GST Portal, go to Services > Registration > Application for Cancellation of Registration.
- Complete the cancellation details. Enter the information requested by the current form and select the reason that matches the relocation. The GST Portal manual describes this as a separate cancellation workflow.
- Submit and monitor the status. Save the acknowledgement and watch for portal communications or notices. Respond through the prescribed channel if the officer requests clarification.
- Apply in the destination state. Start a fresh registration application, select State B, and provide a principal place of business located in State B.
- Separate the records. Preserve the old GSTIN’s invoices, returns and correspondence, and begin using the new registration only according to its approval and effective details.
The cited guidance does not establish a universal cancellation completion time or a single document list. Use the live form and applicable rules for the destination state and the particular business.
Mistake 4: missing the 15-day amendment window
CBIC’s registration FAQ says an amendment application should be filed within 15 days from a change in registration particulars. Treat the date of the underlying change—not the date someone notices the error—as the trigger for the internal deadline.
Changes that commonly need amendment
- Legal name or other core registration particulars.
- The principal place of business or an additional place within the same state.
- Specified details of partners, directors or other management, where the applicable form requires them.
- Other particulars that the current registration form permits you to amend.
Approval is not the same for every field
The registration rules distinguish core changes that require officer approval after verification from other particulars that may be amended on submission. An address or legal-name change should therefore not be treated as automatically effective the instant the form is filed. Check the application status and any notice on the portal.

- Maintain a register of changes with the event date, affected state, GSTIN and responsible owner.
- Set an internal review target earlier than day 15 so documents can be collected.
- Classify the field as core or non-core using the current form and rule.
- Submit the amendment and retain the acknowledgement, attachments and subsequent approval or notice.
- If the 15-day period has passed, file promptly and document the reason for delay; do not postpone the correction because the deadline was missed.
Mistake 5: confusing an additional place with an out-of-state branch
Additional place within the same state
The portal’s additional-place section is designed to record another business location under the same state registration. For example, a second warehouse in the same state may be evaluated for addition to the existing registration, subject to the current form, supporting evidence and the nature of activities there.
Rank #4
Branch in another state
CBIC treats a branch registered in another state as requiring fresh registration in that state. The fact that the premises are owned by the same entity, use the same brand or report to the same head office does not turn an out-of-state location into an additional place under the first state’s GSTIN.
Two-question test
- Is the premises in the same state shown on the GSTIN’s registration?
- Does the current registration and law permit that location to be recorded as an additional place for the activities being conducted?
If the answer to the first question is no, stop the amendment and evaluate a fresh state registration.
Mistake 6: assuming every amendment is automatically approved
Some amendments are subject to officer verification. The rules identify changes such as legal name, principal or additional business address, and specified management details as categories that can require approval. Other particulars may take effect upon submission, subject to the applicable rule.
How to manage a pending amendment
- Record the application reference number and submission date.
- Check the portal status regularly rather than treating submission as approval.
- Read every notice and respond with the requested clarification or document within the stated channel and period.
- Do not submit duplicate amendments simply because the first is pending; first determine whether the portal permits an additional filing.
- Update internal master data only to the extent supported by the approved or effective amendment status.
Step-by-step: a clean new-state registration
- Build the state file. Name the destination state, principal premises, constitution of business and authorised signatory. Keep the existing state’s GSTIN separate.
- Start the registration application. Select the destination state in Part A and verify the selection before continuing.
- Enter the principal place. Use the address of the primary business location in that state. Do not substitute the head-office address from another state.
- Add other premises only if they are in the same state. A location in another state is a separate registration question.
- Attach current supporting documents. Follow the live portal’s document prompts rather than relying on an old checklist.
- Review before submission. Confirm state, address, legal name, business constitution and contact details character by character.
- Save evidence. Retain the acknowledgement, submitted form and all attachments for the state file.
Examples that show the difference
Example: head office in Delhi, branch in Maharashtra
The Maharashtra premises is in a different state from the Delhi registration. It should not be typed into Delhi’s additional-place section simply because both locations belong to one company. Evaluate and, where required, obtain a fresh Maharashtra registration with a Maharashtra principal place.
Best Value
- It can be a gift option
- Comes with secure packaging
- Helpful in various ways
Example: two warehouses in Karnataka
Because both locations are in the same state, evaluate whether the second warehouse can be recorded as an additional place under the Karnataka registration. Use the amendment route if the current form and facts support it, and provide the required evidence.
Example: the registered office moves from Gujarat to Rajasthan
This is an interstate relocation, not an address amendment. Follow the cancellation workflow for the Gujarat registration and submit a fresh Rajasthan application with the Rajasthan premises as principal place.
Example: the legal name changes but the premises stays in Kerala
The state has not changed, so an amendment is the relevant route. File within 15 days of the change and expect officer approval if the field falls within the core categories.
Controls that prevent repeat errors
- Location register: Keep one row per premises with state, address, activity, principal/additional status and linked GSTIN.
- Application checklist: Make state selection and principal-place matching mandatory sign-off items.
- Change calendar: Start a 15-day countdown whenever a registration particular changes.
- Document ownership: Assign a person to collect premises and legal-entity evidence before the filing window closes.
- Status log: Record acknowledgements, approval dates, notices and responses for every application.
- Invoice and master-data controls: Prevent staff from selecting a GSTIN that belongs to a different state than the supplying location.
- Periodic review: Reconcile the location register to leases, licences, accounting records and the GST Portal profile.
Limits of the general guidance
CBIC’s registration FAQ Part 2 is an older official document, published approximately in 2017. Current registration rules and portal screens should control where they have changed. The general framework above does not decide threshold exceptions, special-category registrations, place-of-supply questions, or the liability of a particular activity. Those issues depend on the taxpayer’s facts and the law in force when the filing is made.
When the facts are unusual—such as shared premises, a warehouse operated by another entity, a change in constitution, multiple registrations in one state, or a pending notice—obtain advice based on the exact records and verify the current GST Portal instructions before choosing cancellation or a fresh application.
