Neither co-operative-bank nor commercial-bank fixed deposits (FDs) are automatically safer or higher-yielding. A housing society or other co-operative body should choose by checking the specific bank’s DICGC insurance status, the rate for the exact amount and tenor, whether the deposit is callable, withdrawal penalties, governance controls, and the bank’s ability to handle institutional documentation. Eligible commercial banks and qualifying co-operative banks can both be insured, but a primary co-operative society is not itself an insured bank.
The practical decision is therefore bank-by-bank, not sector-by-sector. Compare identical terms on the same date, protect operating liquidity, document approvals, and treat the ₹5 lakh DICGC cover as an aggregate limit for the depositor at one bank—not a limit for every receipt.

What the two FD options have in common
For a society, an FD is a deposit contract with a bank for a specified amount and period. The bank’s published rate, the amount’s classification, and the contract’s withdrawal terms determine the return and liquidity. The label “co-operative” or “commercial” does not create an RBI rule guaranteeing a higher rate in one sector.

DICGC protection is attached to the depositor and capacity
The Reserve Bank of India’s DICGC FAQ states: “Each depositor in a bank is insured upto a maximum of ₹ 5,00,000 (Rupees Five Lakhs) for both principal and interest amount held by him in the same right and same capacity.” The RBI’s 2024 FAME explainer also says DICGC insures “all types of deposits (e.g., Savings, Fixed, Recurring, etc.) with an insured bank.”
For a housing society, the legal society is generally the depositor. The limit combines principal and accrued interest across its savings, current, recurring, and fixed deposits at that bank when held in the same right and capacity. Opening several FDs, using different branches, or taking separate receipts does not create separate ₹5 lakh limits. A different legal capacity can be treated differently under DICGC rules, but the committee should have its auditor or legal adviser confirm that status before relying on it.
Primary co-operative societies are not insured banks. A society placing money with a qualifying co-operative bank may receive DICGC protection as a depositor; the society itself does not become an insured bank merely because it is registered under co-operative-society law.
How deposit size changes the rate discussion
Banks may use a different rate card and approval route for a large or “bulk” deposit. The RBI’s Handbook on Regulations at a Glance (2025) lists these thresholds:

| Bank category | Bulk-deposit threshold listed by RBI |
|---|---|
| Scheduled commercial banks, excluding regional rural banks | ₹3 crore |
| Scheduled urban co-operative banks, tiers 3 and 4 | ₹1 crore |
| Remaining co-operative banks | ₹15 lakh |
The threshold is not a promise of a particular yield. It tells you when the bank may classify the proposed balance as bulk and apply the corresponding published card or negotiated process. Ask the bank to classify your amount in writing and identify the rate card, effective date, and whether the quote is available to a society rather than only to an individual depositor.
How to compare returns fairly
Match all material terms
Obtain current official rate cards from at least one eligible commercial bank and one eligible co-operative bank on the same day. Request a quote for the same principal, tenor, payout choice, and callability. A headline rate is not comparable if one quote is for a retail-sized amount and the other is for a bulk deposit, or if one compounds at maturity while the other pays interest monthly.
- Record the exact tenor, including days or months and the maturity date.
- Specify whether interest is cumulative, paid periodically, or credited to the society’s operating account.
- Ask whether the rate is published or requires a discretionary approval, and preserve the written quote.
- Check whether the bank offers any separate rate for senior citizens; that category ordinarily does not apply to a legal society, so do not assume an individual rate is available.
- Compare the net cash flow after any applicable tax deduction with advice from the society’s auditor.
There is no RBI-backed rule that makes co-operative-bank FDs universally higher-yielding. Rates can move independently, and a higher quote may compensate for a less convenient branch network, tighter withdrawal terms, or a different bulk-deposit policy.

Liquidity: callable, non-callable and premature withdrawal
Callable deposits
A callable FD permits premature withdrawal subject to the contract. Read the penalty formula carefully: the bank may recalculate interest for the actual period held, apply a lower slab, and deduct a penalty. Also check whether the society must give notice, whether the request must be made at the original branch, and whether two authorised signatories or a board resolution are required.

Non-callable deposits
RBI rules permit domestic non-callable term deposits with differentiated rates. “Non-callable” means the proposed contract may not allow ordinary premature withdrawal, so a higher rate can come with a significant loss of access to cash. Ask the bank to state in writing whether any exceptional release is available, what evidence would be required, and whether a lien or loan against the FD is possible. Do not treat a loan facility as equivalent to unrestricted withdrawal: it creates borrowing costs and another approval decision.
Match maturities to the society’s cash cycle
Before investing, reserve enough money for at least six to twelve months of maintenance, repairs, insurance premiums, utilities, payroll, taxes, and statutory payments. Put only the surplus into terms that end before the next major known outflow. A ladder of maturity dates can reduce the need to break one large deposit, but each receipt still counts toward the aggregate DICGC limit at that bank.
What happens at maturity
Give written maturity instructions before the due date. Specify whether principal and interest should renew, whether only principal should renew, or whether the entire amount should move to the society’s operating account. Include the authorised signatories and a contact who can receive the maturity advice.

If a term deposit matures and the proceeds remain unpaid, RBI says the amount earns the savings-account rate or the contracted matured-term-deposit rate, whichever is lower. That default can reduce the return and may also leave money idle in an account that the committee did not intend to use. Set calendar reminders well before maturity and obtain a written acknowledgement of the instruction.

Institutional onboarding and controls
Confirm that the account structure is permitted
An RBI circular on co-operative banks restricts savings accounts for certain societies and institutional bodies. This is a savings-account rule, not a blanket prohibition on every term-deposit arrangement, but the society should obtain written confirmation that the proposed operating account and FD structure are permitted for its legal form. Ask the bank’s compliance team which account type must receive interest and maturity proceeds.
Prepare a complete document pack
Requirements vary by bank and legal form. Commonly requested items include the society’s registration certificate, bye-laws, PAN, address proof, a current office-bearer list, the latest election or appointment record, a board or managing-committee resolution, and identity and address documents for authorised signatories and beneficial owners where applicable. The bank may require a certified copy of minutes and specimen signatures. Ask for the current checklist before the meeting; the canonical RBI material does not establish one universal checklist.
Use maker-checker and dual-authorisation controls
- One officer prepares the FD request and verifies the quote; a different authorised person approves and submits it.
- Require two signatories for opening, premature closure, lien creation, and changes to maturity instructions.
- Record the bank, amount, tenor, rate, callability, insurance status, and purpose in the minutes.
- Store the receipt, application, board resolution, confirmation email, and maturity advice in an accessible audit file.
- Review online-banking permissions and remove former office-bearers promptly after an election or resignation.
A decision process the committee can use
- Map cash needs. List expected maintenance collections and all committed outflows for the next six to twelve months. Keep the required operating reserve outside any non-callable or long-tenor FD.
- Define the investment brief. State the amount available, minimum liquidity required, preferred maturity dates, payout method, and maximum exposure the committee is willing to hold with one bank.
- Collect matched quotes. Obtain official rate cards or written quotes from at least one eligible commercial bank and one eligible co-operative bank for the identical amount, tenor, payout, and callability.
- Verify insurance and identity. Confirm DICGC registration, record the exact legal depositor name, and calculate all existing deposits at each bank in the same right and capacity.
- Clarify bulk classification. Ask whether the amount crosses the relevant RBI threshold—₹3 crore for scheduled commercial banks excluding regional rural banks, ₹1 crore for scheduled urban co-operative banks in tiers 3 and 4, or ₹15 lakh for remaining co-operative banks—and document the rate card used.
- Review the contract. Obtain written terms for premature withdrawal, penalties, notice, lien, nomination, renewal, maturity proceeds, and authorised signatories. Have the auditor or legal adviser review any unusual clause.
- Approve and execute. Pass the resolution, apply maker-checker controls, verify the receipt against the approved terms, and place the evidence in the audit file.
- Monitor. Maintain a deposit register with maturity dates, insurance aggregation, responsible officers, and reminder dates. Reconcile interest and principal when each deposit matures.
Concentration and counterparty checks
DICGC insurance is a backstop, not a substitute for selecting a sound counterparty or managing concentration. Review the bank’s published financial disclosures, its current RBI status, audit information, and the quality of its branch or cash-management service. A bank that offers a marginally better rate but cannot process society resolutions reliably may create operational risk.
When the society’s risk policy calls for diversification, spread deposits across banks or maturity dates only after confirming the administrative cost and the insurance effect. Diversifying receipts within the same bank does not diversify DICGC exposure: all deposits in the same right and capacity are aggregated for the ₹5 lakh limit.

Tax and reporting questions to settle with the auditor
Tax treatment and tax-deducted-at-source obligations depend on the society’s legal form, income, registrations, and the nature of the interest. The canonical RBI material does not verify a single rule for every housing society or other co-operative body. Before investing, ask the auditor how interest should be recognised, whether the bank must deduct TDS, which declarations are valid, and what information belongs in the annual return. Do not assume that a rate quoted before tax is the society’s usable return.
Worked example: why receipts are not separate insurance buckets
Suppose a housing society has ₹12 lakh available after reserving operating cash. It could place three ₹4 lakh receipts at one bank, but those receipts are still aggregated with the society’s other deposits there for DICGC purposes. If principal and interest together exceed ₹5 lakh, the excess is outside the DICGC maximum even though each receipt is below ₹5 lakh. The committee should first check deposits already held at that bank, then decide whether its risk policy requires using another eligible bank or retaining part of the funds in a liquid account.
The same example also shows why a rate comparison must include callability. A non-callable three-year quote may exceed a callable one-year quote, but choosing it for money needed for an upcoming lift repair could force expensive borrowing or an unavailable withdrawal. The correct choice depends on the society’s cash calendar, not the headline percentage alone.

Common mistakes and how to correct them
- “Every FD has a separate ₹5 lakh cover.” Correct the deposit register to aggregate all balances by bank and legal capacity, including interest.
- “A co-operative bank is automatically insured.” Obtain confirmation of DICGC registration and the bank’s qualifying category before placing funds.
- “The highest advertised rate is the best offer.” Match amount, tenor, payout, bulk classification, and withdrawal rights, and preserve the dated quote.
- “We can always break the FD.” Check callable status, penalty, notice, signatory requirements, and any non-callable restriction before approving the investment.
- “Maturity will renew exactly as we expect.” Issue written instructions and calendar reminders; otherwise the proceeds may earn the lower applicable post-maturity rate.
- “The bank will accept any society account.” Ask compliance to confirm the permitted account and term-deposit structure in light of RBI restrictions affecting some institutional savings accounts.
- “The previous committee’s signatories are still valid.” Update resolutions, specimen signatures, and online permissions immediately after office-bearer changes.
Bottom line for a housing society
Choose the FD that fits the society’s documented cash needs and controls, not the sector label. Verify DICGC status, aggregate exposure by bank, compare same-day terms for the same amount and tenor, understand callable versus non-callable treatment, and obtain written maturity and onboarding conditions. Have the auditor settle tax and TDS questions, then execute the investment with a recorded resolution and dual authorisation.
