Circle targets about 40 new markets as stablecoin demand grows globally

Circle plans to expand USDC into about 40 emerging and developing countries, focusing on Southeast Asia, Latin America, Africa and the Middle East. The plan, reported by Reuters on October 16, 2026, is a proposed expansion rather than a completed rollout: Circle has not published a definitive country list or launch timetable.

The strategy combines wider USDC availability with payment infrastructure. Circle’s announced acquisition of Tazapay, partnerships supporting settlement in more than 190 countries, and institutional minting and redemption access are intended to make stablecoins useful for cross-border payments and settlement—not only cryptocurrency trading.

What Circle’s 40-market plan means

Circle co-founder, CEO and chairman Jeremy Allaire said blockchain is moving from an early-adopter phase into mainstream scaling. In practical terms, Circle wants USDC to be available through local financial and payment channels in roughly 40 additional emerging and developing markets.

“We’re kind of going through an inflection point…a transition right now, and that transition is essentially moving from the early adopter phase of blockchain technology into the mainstream scaling phase,” Allaire told Reuters.

The public announcement identifies four broad regions, not the individual countries. “About 40” describes management’s target, so it should not be read as 40 completed launches or as a promise that every country in those regions will receive the same products.

Which regions are being targeted?

  • Southeast Asia
  • Latin America
  • Africa
  • The Middle East

Circle has not disclosed a final country-by-country list, sequencing, or expected launch dates. A syndicated secondary summary used “about 50” once, but Reuters’ original report consistently described the plan as about 40 markets.

Why stablecoin demand is rising in these markets

Stablecoins are digital tokens designed to maintain a stable value against a reference currency. Their usefulness in the targeted regions comes from combining blockchain settlement with digital access to a dollar-denominated payment instrument.

Cross-border settlement

Businesses can use stablecoins to move value between payment providers and counterparties without waiting for every institution in the chain to reconcile a traditional transfer. Circle and its partners are applying USDC to cross-border settlement and asset transfers, while payment-network connections are designed to support local payout options.

Digital financial utility

Allaire’s description points to uses beyond speculative trading. Stablecoins can serve as a settlement asset for companies, platforms and automated systems. Circle has cited machine-to-machine payments as one emerging application, where software can send or receive value according to programmed instructions.

More predictable access to dollars

USDC’s dollar reference can be useful to users and businesses that need to price invoices or hold transaction balances in dollars. The benefits depend on local rules, access to compliant on- and off-ramps, banking relationships and the ability to convert the token into local currency.

USDC’s momentum and its position against USDT

Reuters reported that USDC circulation reached $73.3 billion in the second quarter of 2026, up 19% from a year earlier. Reuters characterized Circle as holding roughly 25% of the global stablecoin market, compared with nearly 60% for Tether’s USDT.

Those figures show Circle expanding from a smaller base while competing with the larger USDT network. They do not by themselves establish which token is available in a particular country, which local payout rails it can use, or which asset will be cheaper or faster for a specific transfer. Those outcomes depend on local partners, blockchain congestion, compliance requirements and exchange liquidity.

How Tazapay and Circle’s payment network support expansion

Tazapay’s local infrastructure

Circle announced the planned acquisition of Tazapay on September 8, 2026. Circle said Tazapay would add more than 60 banking and fintech partners and local payout rails covering more than 100 markets. Tazapay reports annualized payment volume above $25 billion, with about 60% of its transaction volume already involving stablecoins.

An acquisition announcement is not the same as a completed transaction or an immediate launch in every market. Integration, regulatory approvals and partner availability can affect when the infrastructure becomes usable.

Settlement and institutional access

A connection with Nium supports settlement across more than 190 countries. Standard Chartered provides integrated access for institutional customers to mint and redeem USDC. Together, these relationships address two practical problems in international payments: moving funds between jurisdictions and converting between traditional money and the token.

Circle Payments Network

Circle’s payment-network strategy is intended to connect regulated financial and payment participants rather than requiring every business to build its own blockchain settlement operation. The value of that approach will depend on coverage, pricing, transaction limits, compliance checks and the local payout methods available in each market.

Regulation will shape the rollout

Reuters identified clearer rules as an adoption catalyst and cited the U.S. GENIUS Act. The report described the Act’s effective date as January 2027, which was still in the future when Reuters published its October 16, 2026 report.

Regulation matters at several points in the transaction: who may issue or distribute a stablecoin, how reserves and redemptions are handled, which businesses may provide payment services, and what customer-identification and sanctions controls apply. Rules differ across the 40 intended markets, so a regional announcement cannot be treated as uniform legal availability.

What Circle must solve to reach the target

  • Country-by-country licensing: Each market may require separate approvals for issuance, distribution, exchange or payment services.
  • Reliable local exits: Users need compliant ways to convert USDC into local bank balances or cash-equivalent payment methods.
  • Liquidity and settlement economics: Fees, blockchain choice, confirmation times and available trading liquidity affect whether businesses adopt USDC.
  • Partner integration: Banking and fintech relationships must be connected operationally, not merely announced.
  • Competition: Circle will compete with USDT, banks and established payment companies for the same settlement flows.

What is confirmed—and what is not

Confirmed information includes Circle’s approximate 40-market objective, the four named regions, USDC’s reported Q2 2026 circulation and market share, and the infrastructure figures associated with Tazapay, Nium and Standard Chartered.

Circle has not publicly supplied the complete list of countries or a timetable for entering them. Until those details are released, the announcement is best understood as an expansion strategy backed by payment infrastructure, not evidence that USDC is already available on identical terms throughout Southeast Asia, Latin America, Africa or the Middle East.
