At the end of 2024, 310.31 million people in mainland China were aged 60 or older—22.0% of the population—while the total population fell by 1.39 million in one year. Births (9.54 million) were fewer than deaths (10.93 million), producing a natural growth rate of -0.99 per thousand. The combination of fewer births, longer lives and a contracting working-age share is reshaping pensions, health care, household finances, labor markets and economic policy.
How large and how fast is China’s aging population?
The latest annual release from China’s National Bureau of Statistics (NBS), published in 2025 for 2024 data, shows a large older population and a second consecutive year of overall population decline. The percentages below use the official population denominator for each year, so they should not be compared without noting the year and age definition.

These are mainland China resident-population statistics, not a combined total for mainland China, Hong Kong, Macao and Taiwan. The 22.0% figure is a 60-and-over share; it must not be described as the 65-and-over share. The World Bank’s June 2024 China Economic Update says China crossed its cited “aged society” threshold in 2023 using the 65-and-over measure.

Fewer births make each older generation larger relative to the next
The central demographic mechanism is declining fertility. The World Bank reports a major fertility decline after 1980, during the one-child era, as incomes and education increased, particularly for women. The result is a much smaller inflow into younger age groups. Official data show births of 9.02 million in 2023 and 9.54 million in 2024, both below the number of deaths.

The one-child policy accelerated the reduction in cohort size, but it is not the sole explanation for today’s low fertility. Later marriage and childbearing, housing and education costs, demanding work schedules, and changing preferences all affect decisions about having children. The available official and World Bank material establishes these mechanisms but does not assign a precise percentage of the fertility decline to each one.
People are living longer
Rising longevity increases the number of people surviving into older age. Better medical care, nutrition, public health and living standards mean that cohorts born decades ago are reaching retirement and advanced ages in greater numbers. Aging therefore reflects both the smaller number of children entering the population and the larger number of adults reaching old age.
The age structure is cumulative
Demographic change works through cohorts. Even if births temporarily rise, the large generations already approaching retirement will continue to shape the age structure for many years. That is why a short-term improvement in births does not quickly reverse the rise in the 60-plus population.
Is China’s population shrinking?
Yes. In both 2023 and 2024, deaths exceeded births, creating negative natural growth. The population fell from 1,409.67 million in 2023 to 1,408.28 million in 2024. The smaller decline in 2024 does not change the underlying arithmetic: without enough births or net migration to offset deaths, total population contracts.
Population decline and aging are related but different. A country can age while its population still grows, and it can shrink without having a very old age structure. China is experiencing both processes at once: the number and share of older people are rising while the total and younger cohorts are falling.

How does aging affect China’s economy?
Labor supply and productivity
When younger cohorts shrink and the older share expands, the labor force grows more slowly or contracts. Employers may face tighter recruitment, higher wage or training costs and greater competition for experienced workers. The 16–59 population was 857.98 million, or 60.9% of the total, at the end of 2024.
A smaller labor force does not automatically mean lower living standards. Output can be protected by higher productivity, better capital equipment, automation, improved management, skills upgrading and greater participation by groups that are underrepresented in paid work. The World Bank’s China analysis says the economic challenges of aging can be overcome with policies that increase labor-force participation and extend productive working lives. It specifically points to affordable childcare, better work-life balance, eliminating gender bias in hiring, a higher retirement age, skills upgrading and lifelong learning.

Pensions and public finances
More retirees relative to contributors put pressure on pay-as-you-go basic pensions. Governments must balance benefit adequacy with contribution rates, fiscal transfers and the size of the contributor base. China’s 14th Five-Year national aging plan calls for broader basic-pension coverage, gradual retirement-age reform, wider enterprise and occupational pensions, and development of a third pillar that includes personal pensions.
The 2024 retirement reform decision also calls for a nationally coordinated basic old-age insurance system and stronger regulation of pension funds. National pooling can spread demographic and economic risks between regions, while supplementary pensions can reduce reliance on the basic scheme. The distributional result will depend on each worker’s contribution history, employment status and access to supplementary plans.
Health care and long-term care
Older populations generate more demand for chronic-disease management, rehabilitation, medicines, accessible housing, home modifications, transport and assistance with daily activities. Care is not limited to hospitals: families, home-care workers, community facilities and residential institutions all form part of the system.

China’s national aging plan calls for long-term-care insurance beginning with people who have severe disability needs, together with community and rural eldercare, medical-care integration and support for older people who are alone or otherwise vulnerable. The cited national documents do not provide a current, nationally comparable figure for a caregiver or eldercare-bed shortfall, so claims of a single nationwide deficit should be treated cautiously.

Household budgets and inequality
Families may need to finance more years of retirement, medical treatment and assistance for parents while also supporting children. Where formal services are limited, unpaid family care can reduce working hours or push a household member out of paid employment. The effects vary by urban or rural location, region, income, health status and pension coverage. The World Bank’s 2024 analysis considers both long-term growth and inequality, but the cited sources do not establish one national percentage for the household care burden.
Consumption and the silver economy
Older consumers tend to increase demand for health services, safer homes, mobility products, accessible design, leisure, financial services and care. In a January 2024 opinion, China’s State Council defined the silver economy as “a series of economic activities that provide products or services for the elderly and prepare for old age.” The policy asks for greater scale, standardization, industry clustering and branding.
This is both a welfare agenda and a potential source of economic activity. Companies still have to meet affordability, safety and consumer-protection requirements; a growing market does not mean every product or investment will succeed.
What retirement-age change is China implementing?
China began a gradual statutory retirement-age increase on 1 January 2025. The transition lasts 15 years and is designed to use small steps, flexible choices and differentiated rules rather than one immediate change.

| Worker category | Previous statutory age | Target statutory age after transition |
|---|---|---|
| Men | 60 | 63 |
| Women in the category previously retiring at 50 | 50 | 55 |
| Women in the category previously retiring at 55 | 55 | 58 |
The National People’s Congress decision sets the 15-year framework; it does not mean every worker’s age changed by three or five years on the first day. Implementing rules provide for flexible retirement choices subject to minimum-age and contribution conditions. Workers therefore need to check the applicable category, contribution record and local implementation rather than rely on a single national date.
Raising the statutory age can enlarge the contributor base, preserve experienced labor and improve lifetime pension finances. It can also create adjustment costs for people in physically demanding jobs, workers with health limitations and younger people waiting for vacancies. The flexible and classified approach is intended to manage those differences.
What policies address fertility and childcare?
The 2024 reform decision calls for reducing the costs of childbearing, childcare and education; expanding maternity support; developing childcare subsidies; and using employer, community and family-based childcare models. It also calls for public services that follow people who move between regions, an important issue for migrant and mobile households.
These measures address the practical barriers that can turn a desired family size into a smaller actual family. They do not guarantee a rapid fertility rebound: decisions also reflect housing markets, employment conditions, education expectations and personal preferences. Policy should therefore be judged by whether it lowers risks and costs for families, not by an assumption that a specific birth target will be achieved.
How is China expanding pensions and eldercare?
Pension coverage and multiple pillars
The national aging plan combines wider basic-pension enrollment with gradual retirement reform, enterprise and occupational pensions, and personal pensions. A multi-pillar structure can diversify retirement income, but coverage and contribution levels differ across formal employees, flexible workers, rural residents and people with interrupted careers.

Community, rural and integrated care
Policy favors a mix of home, community and institutional services, with stronger provision in rural areas. Medical-care integration is meant to connect prevention, treatment, rehabilitation and daily support instead of treating eldercare as a separate social-service silo. Special attention is directed to older people who are disabled, living alone or otherwise vulnerable.
Long-term-care insurance
The national plan supports a long-term-care insurance framework that begins with severe disability needs. This is distinct from ordinary medical insurance: medical insurance pays for covered treatment, while long-term-care arrangements address assistance with daily living. Eligibility, financing and service design determine how much protection households ultimately receive.
What does population aging mean for households and workers?
- Retirement planning: Treat the statutory age as a moving framework during the 2025–2040 transition and verify the rules that apply to your employment category and contribution record.
- Income diversification: Basic pension benefits remain central, but enterprise, occupational and personal pensions can provide additional sources of retirement income where available.
- Care planning: Discuss who will provide or pay for assistance if a parent becomes disabled. Home adaptations, community services and formal care have different costs and availability.
- Skills and employability: Longer working lives make continuing education, health maintenance and transferable skills more valuable for both employees and employers.
- Family cash flow: Budget for the possibility of supporting parents and children at the same time, while recognizing that care responsibilities differ sharply by region and household resources.
How should China be compared with other aging economies?
Simple rankings can mislead because countries reach old age through different combinations of fertility, longevity, migration, labor participation and retirement rules. A meaningful comparison with Japan, South Korea or European economies should use the same definitions and examine:

- formal-care capacity and family-care expectations;

Using a 60-plus percentage for one country and a 65-plus percentage for another, or mixing statutory retirement ages with actual retirement behavior, can reverse the apparent ranking.
Bottom line: aging is a structural economic transition
China’s demographic challenge is measurable now: 310.31 million people were at least 60 in 2024, births were below deaths, and the total population declined. The causes—lower fertility and longer lives—cannot be reversed quickly. Policy is therefore operating on two tracks: make it easier for families to raise children while adapting institutions to a larger older population.
The main economic levers are longer and more productive working lives, higher participation, stronger skills, better childcare, sustainable pensions, integrated health and long-term care, and age-friendly goods and services. How well those measures are financed and delivered across urban, rural and regional divides will determine whether aging becomes mainly a drag on household security or a manageable transition supported by productivity and new forms of demand.
