That means the cheapest wage line is not automatically the cheapest finished product.
For a real sourcing decision, compare factories—not country stereotypes—using the same bill of materials, volume, tooling status, delivery terms, quality evidence and shipment assumptions. The country comparison below is a screening tool; a supplier audit, pilot order and measured delivery history should decide the award.

What the country averages actually measure
The figures available for China, Vietnam and India are useful directional indicators, not quotations from a factory. Electricity rates, labor costs, productivity and logistics rankings describe broad operating conditions. They do not include your product’s material mix, tooling, yield, order size, freight route, tariff classification, taxes, payment terms or inventory cost.
Two factories in the same industrial region can therefore produce very different landed costs and delivery results. Use the national data to form a shortlist, then replace each average with verified supplier evidence.

Cost comparison: wages, productivity, power and tax
| Metric | China | Vietnam | India | How to read it |
|---|---|---|---|---|
| Commercial electricity (2025) | $0.08/kWh | $0.07/kWh | $0.12/kWh | Directional commercial rates cited by NITI Aayog; an industrial contract, demand charges and region can differ. |
| Real output per worker, GDP per hour worked (2025) | $19.8 | $12.4 | $10.7 | Economy-wide productivity proxy, not a factory’s measured cycle time or yield. |
| Annual wages (2025) | $2,642 | $1,591 | $674 | Directional annual labor figures; they are not a fully loaded wage quote for a specific skill or shift pattern. |
| Logistics Performance Index rank (2023) | 19 | 43 | 38 | World Bank rankings reproduced by NITI Aayog; a rank does not predict one supplier’s port, carrier or customs performance. |
| Statutory corporate tax rate (2024) | 25% | 20% | 30% | Headline statutory rates; incentives, minimum-tax rules, local taxes and the company’s tax position can change the effective rate. |
The combination matters more than any single row. China’s higher wage figure is partly offset by the highest cited productivity and the strongest logistics rank. Vietnam combines the lowest electricity rate with lower productivity than China. India’s wage advantage is substantial, but its lower productivity, higher electricity rate and weaker logistics rank can consume that apparent saving.
Why hourly output can outweigh wages
A low wage has value only after you know how many labor hours are required for an accepted unit. If a line needs more operators, more rework or longer machine time, the labor portion of unit cost rises while overhead and working capital remain tied up longer. Ask each factory for standard minutes per unit, planned staffing, first-pass yield, overtime assumptions and the production rate demonstrated during a pilot.
Electricity is product-dependent
The 2025 commercial rates are most consequential for energy-intensive products such as metal processing, plastics, chemicals, ceramics and continuous automated lines. For a hand-assembled product with little machine time, electricity may be a minor cost. Request the factory’s tariff category, demand charges, contracted capacity and the share of your billable cost attributable to power rather than applying the national number directly.

Taxes are not a landed-cost answer
Corporate tax is paid on profit, not added mechanically to every unit. It can still influence supplier pricing and investment decisions, but your model should separately calculate ex-factory price, freight, insurance, duties, import taxes, brokerage, inspection, financing and inventory. Confirm the applicable tariff code and origin rules for the finished product; the same country can be attractive under one classification and expensive under another.
Lead times: what is known and what must be measured
There is no harmonized official China–Vietnam–India dataset that reports factory-to-port lead time for identical products. A fair comparison requires the same specification, approved-sample date, quantity, tooling status, production window, port pair, Incoterm, booking assumptions and buffer.

China’s available macro signal
China’s official manufacturing purchasing managers’ index was 49.7 in June 2025. Its supplier-delivery-time sub-index was 50.2, up 0.2 percentage points; a reading above 50 indicates faster deliveries than the prior month. The National Bureau of Statistics described it as evidence that raw-material supplier delivery time was shorter than in the previous month. This is a monthly economy-wide signal, not an original-equipment manufacturer’s promised completion date.
Vietnam’s capacity is expanding
Vietnamese official statistics show manufacturing and processing consumption increased 11.3% in 2024. The General Statistics Office has identified logistics infrastructure, workforce training and digital customs as priorities for sustaining import and export activity. Those facts support a growing industrial base, but they do not establish that every Vietnamese factory—or every product category—ships faster than China or India. Check local component availability, port congestion and hiring conditions for the specific site.

India needs a factory-specific schedule
The cited comparison does not provide a harmonized India lead-time statistic. Do not infer delivery performance from wages or national output alone. Require a dated production plan that separates engineering approval, tooling, material procurement, first article, ramp, final inspection, booking, customs clearance and destination delivery.
Build a comparable lead-time test
- Freeze one revision-controlled specification and bill of materials for all candidates.
- Record the date each factory receives the same complete technical package.
- Quote tooling, sample approval, production quantity, packaging and inspection under the same Incoterm.
- Require milestone dates for design review, tool trial, first article, line start, completion and cargo handover.
- Run a pilot order large enough to expose procurement and line-balancing issues.
- Measure actual days from purchase order to cargo handover and from handover to your warehouse.
- Set a buffer based on observed variation, not a generic country allowance.
Reliability and quality: why country rankings are insufficient
The cited sources do not publish comparable national defect rates, on-time-in-full percentages or audit-pass rates for the three countries. A country cannot guarantee a supplier’s capability. Reliability has to be scored from factory records, process controls and logistics performance.
Evidence to request from every candidate
- Current ISO certificates, including the certified site, scope and expiry date; verify that the scope covers the process you will buy.
- Process-capability studies for critical dimensions or characteristics, with the sampling plan and calculation method.
- Incoming, in-process and final inspection records, including acceptance criteria and calibration status.
- Nonconformance logs and corrective-action reports showing root cause, containment, owner and closure verification.
- At least 12 months of historical on-time-in-full performance for comparable products, with late-order explanations.
- Current capacity loading by key process, planned overtime and the effect of your volume on existing commitments.
- Sub-tier and material-source information for components that could stop the line.
- Business-continuity, backup-power, disaster-recovery and alternate-carrier plans.
Quality controls that travel with the purchase order
Write measurable acceptance criteria into the specification and purchase contract. Define critical, major and minor defects; sampling level; functional tests; packaging requirements; and who pays for rework, replacement or a repeat inspection. Use an independent pre-shipment inspection for the first orders, then adjust frequency only after the factory demonstrates stable capability. A certificate alone is not proof that your product will pass.

China: strongest ecosystem and productivity case
China is the best initial fit when a project needs a deep network of component suppliers, rapid engineering iteration, broad manufacturing processes or large-scale capacity. The cited productivity proxy is $19.8 of GDP per hour worked, higher than Vietnam’s $12.4 and India’s $10.7, and China ranks 19th in the 2023 Logistics Performance Index comparison.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesThat advantage can be offset by the highest cited annual wages, a 25% statutory corporate tax rate, tariffs, compliance costs and geopolitical or route exposure. Obtain a current tariff classification, origin analysis and shipping scenario instead of assuming that a China-made product will carry one universal duty or transit time.
When China is usually the practical shortlist leader
- Many components must be sourced within a tight engineering schedule.
- The product requires several specialized processes or frequent design changes.
- Demand may scale quickly and the factory must add lines or qualified sub-suppliers.
- Fast replenishment depends on frequent sailings, established export procedures and mature tooling support.
Vietnam: low power cost and a growing export base
Vietnam records the lowest cited commercial electricity cost at $0.07/kWh and annual wages of $1,591, between China and India. Manufacturing and processing consumption grew 11.3% in 2024, indicating industrial expansion. Its 20% statutory corporate tax rate is also the lowest of the three headline rates.
The trade-off is ecosystem depth. A factory may import critical components, so the apparent country advantage can shrink after inbound freight, minimum order quantities, customs and lead-time buffers are included. The 2023 Logistics Performance Index rank of 43 trails China’s 19 and India’s 38 in the cited comparison. Investigate the exact industrial zone, port route, local trucking capacity, labor availability and exposure to congestion.
When Vietnam deserves a serious bid
- Electricity is a meaningful share of conversion cost.
- You want geographic diversification while retaining access to established export infrastructure.
- The product’s components are available locally or a verified inbound supply plan is economical.
- Your volume fits a factory with enough trained operators and room to expand.
India: low nominal wages, but model the full conversion cost
India’s cited annual wage figure is $674, the lowest in the comparison. That advantage should be tested against $10.7 of GDP per hour worked, the lowest productivity proxy; commercial electricity at $0.12/kWh, the highest cited rate; and a 2023 Logistics Performance Index rank of 38.
Rank #4
NITI Aayog’s hand-tools analysis specifically identifies input duties, quality-control restrictions and logistics costs as disadvantages relative to China. Its broader Trade Watch analysis cautions that low wages do not automatically create cost competitiveness when productivity, electricity, compliance and logistics are higher. The practical question is not “What is the wage?” but “What is the cost per conforming unit delivered to our warehouse?”
When India can be the right choice
- Domestic-market access, local engineering or local-content requirements have substantial value.
- The product is labor-intensive and the supplier can prove cycle time, yield and training effectiveness.
- Input sourcing, duty treatment and inland logistics are favorable for the specific bill of materials.
- You can support a longer qualification period and a structured capability-improvement plan.
Construct a landed-cost model before selecting a country
Use one spreadsheet or cost model for every candidate. Keep quoted factory price separate from assumptions so a change in freight, duty or yield is visible rather than hidden in a single “unit cost” cell.
Required cost lines
- Material and purchased components, including inbound freight to the plant.
- Direct labor based on demonstrated hours per accepted unit.
- Energy, tooling amortization, maintenance and factory overhead.
- Scrap, rework and expected yield loss.
- Quality audits, laboratory tests, packaging and labeling.
- Inland transport to port, export documentation, ocean or air freight and insurance.
- Customs duty, import taxes, brokerage, destination handling and final-mile delivery.
- Payment fees, financing, inventory in transit and safety stock.
- Expected warranty, returns and corrective-action cost.
A useful structure is: landed cost per conforming unit = (factory and tooling cost + quality cost + origin logistics + international freight and insurance + duty and taxes + destination logistics + financing and inventory cost + expected failure cost) ÷ accepted units received. Use accepted units, not units shipped, so yield and defects are priced explicitly.
Run sensitivity cases
At minimum, model the base quote, a late-shipment case, a yield deterioration case and a freight or tariff shock. Show the break-even point at which Vietnam’s electricity advantage or India’s wage advantage no longer offsets productivity and logistics. Treat promotional freight quotes, one-time tooling allowances and temporary tax incentives as separate scenarios rather than permanent savings.

- Define the sourcing brief. Freeze drawings, materials, tolerances, annual volume, order pattern, destination, required certifications and target launch date.
- Screen the manufacturing ecosystem. Confirm that each candidate can source the critical bill-of-materials items, perform required processes in-house or through disclosed partners, and export to your destination.
- Audit the site. Check process flow, equipment condition, maintenance, calibration, traceability, worker training, environmental controls, warehouse discipline and segregation of nonconforming product.
- Validate capacity. Reconcile stated monthly capacity with machine counts, cycle times, staffing, current loading, shift pattern and planned overtime. Ask what happens if your order arrives during peak season.
- Approve a controlled sample. Use a signed first-article report against the same revision that will govern mass production. Record open issues and closure dates.
- Place a pilot order. Make the quantity large enough to test procurement, line balance, packaging and export documentation, but small enough to limit exposure.
- Inspect and test. Apply the agreed sampling plan before shipment. Record defects by category, rework, functional failures and corrective actions.
- Measure delivery. Track every milestone from purchase order through warehouse receipt. Calculate on-time-in-full performance and the spread between promised and actual days.
- Review after shipment. Compare actual landed cost, yield, defects and transit time with the quote. Require a corrective-action plan for every material variance.
- Decide on allocation. Increase volume only after repeated evidence. For critical products, qualify a second source or a documented contingency route.
Use a weighted scorecard, not a country preference
Set the weights before reviewing prices so a very low quote does not dominate the decision. The following is an illustrative starting point; change the weights to match your product’s risk.
Best Value
- It can be a gift option
- Comes with secure packaging
- Helpful in various ways
| Decision axis | Illustrative weight | Evidence to score |
|---|---|---|
| Landed unit cost | 30% | Comparable model including yield, duties, freight, tooling, working capital and failure cost. |
| Lead time and variability | 20% | Pilot milestones, actual cargo-handover days, transit history and recovery plan. |
| Quality capability | 20% | Capability studies, inspection records, audit findings, defect history and corrective-action closure. |
| Compliance and continuity | 15% | Labor and environmental controls, customs exposure, sanctions screening, backup power and alternate sources. |
| Logistics execution | 15% | Port pair, sailing frequency, inland transport, customs clearance, packaging and buffer-stock requirement. |
Score each factory on the same five-point scale, retain the underlying evidence and record confidence separately. A supplier with a high score based on unverified promises should rank below one with slightly higher cost but demonstrated performance.
Common failure modes and fixes
Choosing the lowest wage
Failure: The model uses annual wages as the main cost input. Fix: Replace it with labor hours per accepted unit, yield, supervision, overtime and rework from a pilot.
Comparing incompatible lead-time quotes
Failure: One factory quotes production days after tooling while another includes tooling, approval and port delivery. Fix: Use identical milestone definitions, Incoterms, port pairs and buffers.

Failure: An ISO logo is treated as proof of conformity. Fix: Verify certificate scope and combine it with capability data, inspection records and observed pilot results.
Ignoring imported inputs
Failure: A low local conversion price hides expensive or unreliable inbound components. Fix: Map every critical input, origin, duty, minimum order and replenishment time.
Using a country-level logistics rank as a delivery promise
Failure: The national LPI rank is converted into a supplier schedule. Fix: Measure the actual factory-to-warehouse route and maintain a realistic safety-stock policy.
Bottom-line decision rules
- Choose China first when ecosystem depth, rapid iteration, productivity and scalable capacity outweigh wage, tariff or geopolitical concerns.
- Choose Vietnam first when electricity cost and diversification matter, and the factory can prove local or efficiently imported component supply.
- Choose India first when domestic-market access or engineering value is material and a supplier can demonstrate enough productivity, yield and logistics control to overcome the higher conversion burden.
- Do not award on country averages. Award on a verified landed-cost model, a controlled pilot, objective quality evidence and measured delivery performance.
China is the strongest general-purpose benchmark in the cited data, Vietnam is a credible lower-power-cost diversification option, and India can be competitive in the right product and market context. The final answer for any purchase order comes from the factory’s evidence and the route to your customer—not from a national wage table.
