China and Japan do not face the same debt problem. China’s central issue is a fragmented, property-linked local-government debt structure in which liabilities of local government financing vehicles (LGFVs) sit partly outside the official budget. Japan has a far larger reported gross public-debt stock, but its risks are shaped by population aging, rising interest costs and the way public assets, domestic investors, currency and maturities cushion that burden. Neither country’s headline ratio, by itself, proves an imminent sovereign funding crisis.
The useful comparison is therefore not “which country has the bigger number?” It is how each government borrows, who ultimately bears the obligations, how quickly liabilities must be refinanced, and what happens to growth, banks and public services if adjustment is delayed.

Are China and Japan experiencing the same kind of debt crisis?
No. Official assessments describe material fiscal and financial risks in both countries, but not an identical acute default or funding event. The IMF’s 2025 assessment of China describes sovereign risk as moderate and notes favorable domestic financing conditions. The World Bank focuses on contingent liabilities, local refinancing and the effect of weaker land-lease revenue and the property downturn. Japan’s IMF assessments also identify a high debt burden, while the 2026 summary rates sovereign debt-distress risk as moderate because of Japan’s domestic investor base, reserve-currency status, maturity structure and public financial assets.

China’s vulnerabilities are concentrated in local entities and their connection to property markets. Japan’s are concentrated in the interaction between a very large sovereign debt stock, aging-related spending and interest-rate normalization.

The comparison in one view
| Dimension | China | Japan |
|---|---|---|
| What the headline measure can miss | Official figures cover central government and on-budget local debt. LGFV obligations can sit outside that perimeter or be treated as contingent liabilities. | Gross debt does not show public financial assets, the net-debt measure, investor base, maturity profile or valuation conventions. |
| Main pressure | Local borrowing, LGFV refinancing, declining land-lease income and the property adjustment. | Aging-related health and long-term-care spending and a rising interest bill as rates and debt-service costs adjust. |
| How stress can spread | Refinancing problems can reduce local spending and investment, pressure regional banks and widen disparities between provinces. | Higher yields can worsen debt dynamics and affect banks and other institutions holding government bonds. |
| Important mitigants | Large domestic savings and policy control support funding capacity. Debt swaps can improve terms and transparency. | Deep domestic demand for government bonds, yen reserve-currency status, long maturities and public financial assets reduce gross-debt risk. |
| Essential comparison rule | Separate official on-budget debt from estimates that include LGFVs, and state the year and methodology. | Distinguish gross from net debt and identify the balance-sheet perimeter and valuation method. |

China’s debt problem: the liabilities behind the official budget
Official debt and broader exposure are different measures
The World Bank reports China’s total government direct, or on-budget, debt at 61% of GDP in 2024. Under that definition, the figure grew at a compound annual rate of 14% from 2015. Local-government direct debt was 35% of GDP, equal to 58% of total government debt in the World Bank’s calculation.
Those figures do not include every obligation that may depend on public support. LGFVs borrow to finance infrastructure and other projects associated with local governments, but their debts are not automatically part of the authorities’ official on-budget total. The World Bank cites an IMF estimate of LGFV outstanding debt equal to 46% of GDP in 2023. That is an estimate of off-budget exposure, not an addition that can simply be combined with the 61% figure without checking definitions and overlap.
The IMF’s 2025 China assessment says LGFV debt is about four times the Ministry of Finance’s estimate of hidden debt. It also describes shorter average maturities for LGFV borrowing—about three years, compared with roughly seven years for official debt—and greater reliance on nonbank financial institutions. Those features make rollover and liquidity conditions especially important: a borrower can face stress when a payment comes due even if its long-term asset value appears adequate.
Why property and land-lease revenue matter
Local governments have used land-lease income to support budgets and public investment. The property downturn weakens that revenue stream while leaving recurring expenditure, infrastructure commitments and debt service in place. Local governments and LGFVs that relied heavily on land transactions are therefore more exposed than areas with stronger tax bases or less property dependence.

The World Bank warns that continued local debt accumulation can constrain growth and widen regional income disparities. Lower-income provinces face greater debt challenges, so a uniform national ratio can conceal very different repayment capacities. A province may need to cut investment or seek refinancing while another still has fiscal room.
How a local debt problem reaches the wider economy
- Refinancing: Shorter LGFV maturities require frequent access to lenders and bond markets. A loss of confidence can force expensive rollover or emergency support.
- Local spending: Debt service can crowd out maintenance, social services and productive investment, reducing near-term demand and long-term growth.
- Financial institutions: Banks and nonbank lenders may hold LGFV claims or depend on local projects, linking public-sector stress to financial-sector balance sheets.
- Property feedback: Weaker land revenue can constrain local budgets, while reduced public investment and confidence can further depress property activity.
- Regional divergence: Highly indebted, lower-income regions may cut spending more sharply than richer areas, slowing convergence.
These are mechanisms of economic strain, not proof that all LGFV debt will be transferred to the central government or that a nationwide default is imminent.

What the RMB 10 trillion debt swap does—and does not do
The World Bank reports an announced RMB 10 trillion local debt-swap program. It converts some off-budget obligations into lower-cost on-budget debt, improving transparency and potentially reducing interest and refinancing risks.
A swap changes the creditor terms and reporting perimeter; it does not automatically extinguish the underlying obligation. The World Bank cautions that the program may not reduce the aggregate official-plus-off-budget burden. Further measures, including restructuring debts that cannot be serviced on existing terms, may still be needed. Calling the swap a repayment or elimination of debt would therefore be inaccurate.
Why China can have funding capacity and still face a debt overhang
China’s ample domestic savings and policy control support its ability to finance government-related borrowers. The IMF’s 2025 consultation consequently assesses sovereign risk as moderate rather than treating the country as dependent on foreign-currency funding.

Financing capacity does not make every project economically sound. Poor returns, weak property demand and excess local investment can lower productivity even when lenders continue to roll over loans. The central question is not only whether China can borrow, but whether debt-funded assets generate enough income to support future spending without repeated transfers or restructurings.
Japan’s debt problem: a large sovereign stock meeting demographic and rate pressure
The gross-debt figure is exceptionally high
The IMF’s 2025 Article IV debt table projects Japan’s gross public debt at 233.1% of GDP in 2025. This is a gross-debt projection from that report, not a realized year-end observation and not a directly comparable measure to China’s 61% on-budget figure.
Japan’s challenge is the persistence of a very large, reported general-government debt stock. Even small changes in the average interest rate applied to that stock can eventually have a large budget effect, although the timing depends on maturities and the speed at which bonds are refinanced.
Aging raises spending as rates raise financing costs
The IMF’s 2025 assessment expects Japan’s debt burden to rise from 2030, driven by a higher interest bill and spending on health and long-term care as the population ages. These pressures can reinforce one another: more tax revenue is needed for age-related services just as debt service consumes a larger share of the budget.
Population aging also affects potential growth and the tax base. A slower-growing workforce makes it harder to reduce the debt-to-GDP ratio through nominal growth alone, while demand for pensions, medical care and long-term care remains structurally high.

Why gross debt is not Japan’s entire balance sheet
The IMF’s 2026 Article IV summary reports consolidated general-government financial assets of 118% of GDP as of 2025 Q3 and general-government net debt of 89% of GDP under its stated balance-sheet framing. These figures must be read with their date and accounting perimeter. Public assets are not interchangeable cash: holdings can be illiquid, fluctuate in value or belong to institutions with separate policy purposes. The summary also excludes equity holdings from the headline net-debt measure, so it would be wrong to subtract every reported asset from gross debt as if the result were immediately available to repay bonds.
Japan’s deep domestic investor base and the yen’s reserve-currency role are additional mitigants. They reduce dependence on foreign-currency borrowing and make a sudden stop less likely than the gross ratio alone might suggest. They do not remove the need for fiscal adjustment if interest and age-related costs continue to rise.
Financial-system resilience and remaining sensitivities
The Bank of Japan’s Financial System Report, published April 23, 2025, states: “Japan’s financial system has been maintaining stability on the whole.” The report says Japanese banks had sufficient capital and stable funding to withstand stress comparable to the global financial crisis and other specified scenarios.
It also calls for vigilance as global-market, geopolitical, interest-rate, real-estate and non-bank-financial-intermediary risks evolve. Rising yields can lower the market value of bond holdings, alter banks’ funding costs and increase the government’s refinancing bill. Those are transmission concerns, not evidence that Japan has entered a sovereign debt crisis.

| Figure | Country and measure | Year and qualification |
|---|---|---|
| 61% of GDP | China total government direct/on-budget debt | 2024, World Bank |
| 35% of GDP | China local-government direct debt | 2024, World Bank; 58% of total government debt under its definition |
| 46% of GDP | China LGFV outstanding debt estimate | 2023, IMF estimate cited by the World Bank; off-budget exposure |
| RMB 10 trillion | China announced local debt-swap program | World Bank, 2024; lowers some costs and improves transparency but does not necessarily reduce total debt |
| 233.1% of GDP | Japan gross public debt | 2025 projection, IMF 2025 Article IV |
| 118% of GDP | Japan consolidated general-government financial assets | 2025 Q3, IMF 2026 Article IV summary |
| 89% of GDP | Japan general-government net debt | 2025 Q3, IMF 2026 Article IV summary and stated balance-sheet framing |
China’s 61% and Japan’s 233.1% answer different questions. The first is an official on-budget measure; the second is a gross general-government projection. Combining China’s 46% LGFV estimate with its on-budget figure also requires care because definitions and possible overlaps differ. A credible comparison always labels the perimeter, vintage and methodology beside the number.

What determines whether high debt becomes a crisis?
Debt ratios are starting points, not verdicts. Assess both countries using the following questions:
- Who holds the debt? A largely domestic investor base can reduce external funding risk, although domestic banks and households can still suffer losses.
- What currency is owed? Borrowing in a currency the government controls limits exchange-rate mismatch. It does not prevent inflation, financial repression or loss of purchasing power.
- When does it mature? Short maturities create frequent rollover needs. China’s estimated LGFV maturity of about three years is therefore more liquidity-sensitive than the roughly seven-year average cited for official debt.
- What is the interest-growth relationship? If effective interest rates rise above nominal economic growth for long enough, stabilizing debt requires larger primary surpluses or other adjustment.
- Are liabilities visible? Off-budget entities can delay recognition of losses. Transparency may raise reported debt while reducing uncertainty about who is responsible.
- What assets and revenues support repayment? Public assets, tax capacity and stable operating income matter more than an asset total that cannot be liquidated or does not generate cash.
- How strong are fiscal institutions? Clear rules for local borrowing, restructuring and transfers can limit contagion; unclear guarantees can encourage risk-taking.
China versus Japan: different adjustment paths
China’s likely pressure point is local restructuring
China’s adjustment challenge is to make local obligations transparent, refinance viable projects at sustainable costs and recognize losses where projects cannot repay. The property downturn makes this harder because land-related revenue no longer supports local budgets as reliably as before. Central support can prevent disorderly defaults, but repeated refinancing without improved cash flow can preserve debt overhang and suppress growth.
Japan’s likely pressure point is gradual fiscal crowd-out
Japan’s pressure builds through the budget: interest costs and age-related health and long-term-care spending absorb more resources over time. Its deep market and long maturities can spread the adjustment rather than trigger an abrupt stop, but they do not make the arithmetic disappear. Fiscal choices about taxes, benefits, health-care efficiency and growth determine how much adjustment is required.
Why a “Japanification” prediction is too strong
Property adjustment and debt overhang provide useful comparison points, but the official evidence supports comparing mechanisms, not declaring that China will reproduce Japan’s experience. China’s local-government and LGFV structure, development stage, capital controls and policy institutions differ from Japan’s. Japan’s aging profile, sovereign market and public balance sheet differ from China’s. Similar symptoms—weak growth or high leverage—can therefore produce different policy responses and outcomes.
What households and investors should watch
Readers assessing economic news should focus on changes in cash flow and refinancing conditions rather than a single annual ratio.
- In China: watch land-lease revenue, property sales, LGFV refinancing costs, the maturity schedule of local obligations, the treatment of nonperforming projects and differences between provinces.
- In Japan: watch government-bond yields, the effective interest bill, health and long-term-care spending, wage and nominal-growth trends, bank bond exposures and the composition of public assets.
- For both: check whether a policy measure transfers debt between entities, extends maturities, lowers interest costs or actually reduces the consolidated obligation. Those are different outcomes.
For personal finances, a sovereign debt headline is not a standalone instruction to buy or sell an asset. Currency exposure, interest-rate sensitivity, diversification and time horizon determine how an individual portfolio is affected.
Bottom line: two debt structures, not one race to a crisis
China’s central risk is hidden or contingent local leverage tied to LGFVs, property markets and declining land-lease revenue. Japan’s central risk is the budgetary weight of a much larger gross debt stock as aging raises health and long-term-care spending and higher rates increase interest costs.
China’s domestic savings and policy control provide funding capacity, while Japan’s domestic investor base, yen status, maturity structure and public assets mitigate its gross-debt burden. Those protections are not free: China still faces growth and refinancing costs, and Japan still faces difficult long-run fiscal choices. The most accurate conclusion is that neither headline ratio predicts a crisis on its own; the perimeter, maturity, currency, creditors, assets, growth and institutional response determine the risk.
