There is no defensible country-level winner. Chinese manufacturers can have scale and vertical-integration advantages in some APIs, while India is a major API exporter that also relies heavily on Chinese inputs. The decision must be made for the exact API, specification, manufacturing site, destination market and supply plan—not from nationality alone.
What the evidence actually supports
Country averages cannot answer an active-pharmaceutical-ingredient (API) request for quotation (RFQ). A credible comparison uses equivalent grade and specification, quantity, Incoterms, freight, duties, lead time, payment terms, testing, validation and supplier-qualification costs. The available evidence does not provide a matched, current China-versus-India price series, supplier-level audited failure rates or on-time-delivery records.

China’s vertically integrated manufacturers retain scale and cost advantages in some sectors, according to NITI Aayog’s trade analysis. That is sector context, not proof that a particular Chinese site will have the lowest landed cost for your molecule. India is simultaneously an API exporter and a significant importer, so an Indian supplier may itself depend on Chinese starting materials, key starting materials (KSMs) or intermediates.

India’s API trade position is mixed
NITI Aayog’s 2025 API analysis, published with 2026 reporting, records Indian API exports of $10.0 billion and imports of $7.4 billion. Those are trade values under the report’s API classification and ITC Trade Map source; they are not counts of suppliers, measures of quality or quotations for a specific product.
The same analysis says India’s five largest API product categories represented $6.2 billion, nearly 84% of API imports. China supplied 76.4% of India’s nitrogen-heterocyclic-compound imports and 86.1% of its antibiotic imports in the cited categorization. These percentages describe particular trade categories and the report’s 2025 classification, not every API.
A separate release from the Department of Pharmaceuticals, Government of India reports approximately USD 4.35 billion of FY2024–25 imports across 200 API, bulk-drug and drug-intermediate HSN categories. China accounted for USD 3,204.67 million, or 73.71% by value. Because this is an HSN-based aggregate, do not present 73.71% as China’s share of every ingredient or of global API production. The two datasets use different scopes and should not be added together.

Conversely, China’s large share of selected Indian imports does not show that every Chinese plant is interchangeable, compliant or available for a particular specification.
Cost: compare landed economics, not country labels
Why an apparently cheap quote can lose
Ex-works or FOB price is only one input. A supplier with a lower unit price can become more expensive after ocean or air freight, insurance, import duty, broker charges, financing, sampling, release testing, validation, rejected-batch exposure and the cost of qualifying a replacement. Conversely, a higher quote can be economical if it offers reliable lead times, fewer analytical surprises or documentation that fits an existing filing.
Cost can also change with order pattern. A low minimum order may help a launch buyer avoid excess inventory, while a large minimum order may reduce the nominal price but tie up working capital and increase retest or expiry risk. Compare annualized demand, campaign size, packaging configuration and retest period rather than comparing only a single drum price. Ask whether a quoted price applies to one shipment, a scheduled annual volume or a firm take-or-pay commitment.
Build a like-for-like RFQ
- Specify the same API name, form, grade, assay range, impurity limits, residual-solvent limits, microbiological requirements, packaging and retest or expiry expectations.
- Ask every candidate to quote the same quantity, minimum order, annual volume and volume tiers, currency, payment terms and delivery schedule.
- Record the Incoterm (such as EXW, FOB or CIF), port or destination, freight mode, insurance responsibility, duties and customs costs.
- Add buyer-side costs: audit, analytical method transfer, independent testing, process validation, regulatory filing support, sample destruction and inventory carrying cost.
- Model a full landed-cost range for normal delivery and for a delay, partial shipment or failed batch. Keep one-time qualification expenses separate from recurring unit cost.
For transparency, put every assumption beside the quote: exchange-rate date, freight validity, duty classification, insurance basis and expected clearance time. A quote that omits these inputs is not directly comparable with one that includes them. Recalculate when the shipment mode, destination or annual volume changes.
No published source here establishes a molecule-specific price premium for either country. Treat any broad claim that one country is always cheaper as an unverified generalization.

Quality is a site-and-process question
An API’s quality profile depends on the manufacturing process, controls, raw materials, equipment, analytical methods and change history. Two plants in the same country can present very different risk, and an Indian supplier can have upstream Chinese dependencies that matter to continuity and impurity control.
FDA’s Q7A Good Manufacturing Practice guidance states: Supplier approval should include an evaluation that provides adequate evidence (e.g., past quality history) that the manufacturer can consistently provide material meeting specifications.
It recommends complete analysis of at least three batches before a buyer reduces its own testing, with periodic verification of certificates of analysis (CoAs).
Evidence to request from either country
- The legal manufacturer, physical site address and every subcontracted or outsourced manufacturing step.
- Quality history, audit reports or summaries, significant deviations, corrective and preventive actions (CAPA), recalls and complaint trends relevant to the API.
- Representative batch records, CoAs and chromatograms or other raw analytical data, with a clear chain of custody for samples.
- The current specification, impurity profile, residual-solvent and elemental-impurity controls, and evidence that methods are suitable for the intended use.
- Change-control rules, advance-notification commitments and procedures for handling out-of-specification results.
- Capacity for the exact API, campaign scheduling, equipment constraints, inventory policy and dependence on KSM or intermediate suppliers.
Compare impurity profiles against your regulatory filing and historical data. Q7A notes that profiles can change when the process or material origin changes; a seemingly small source change can therefore require investigation, testing or a regulatory update.
Ask how samples are selected and retained, how laboratory data are reviewed, and who releases each batch. Confirm that the CoA identifies the actual batch and site, not merely a corporate headquarters or distributor. Where testing is outsourced, identify the laboratory and the responsibility for investigating discrepant results.
Quality review should cover data integrity and communication as well as laboratory numbers. Establish who must be notified of a deviation, out-of-specification result, process change, new raw-material source or site transfer, and how much advance notice the buyer receives. A supplier that cannot explain these controls creates risk even when initial samples pass.
Regulatory readiness depends on destination
United States
For U.S.-bound APIs, the FDA’s importing guidance says imported or offered-for-import APIs must comply with applicable Federal Food, Drug, and Cosmetic Act and 21 CFR requirements. Foreign establishments that manufacture, repack, relabel or salvage imported APIs generally must register. Foreign manufacturers must list commercially distributed APIs, and the manufacturer’s API listing is supplied at import.
Verify the current registration and listing for the actual site and product, along with any drug-master-file or filing support your application requires. Registration is not a substitute for an audit, batch qualification or confirmation that the material matches the filed process.

India
The Central Drugs Standard Control Organization (CDSCO) explains that import, manufacture, sale and distribution are governed by the Drugs and Cosmetics Act 1940 and Rules 1945. Bulk drugs and APIs are regulated, and the substance and manufacturing site require registration for import into India, followed by the applicable import-licensing process.
Rank #3
Ask for current registration evidence tied to the product and site, not a generic company certificate. Confirm that the proposed documentation, labeling and importer responsibilities fit the specific Indian route and dosage-form manufacturer.
China and current GMP evidence
The National Medical Products Administration (NMPA) says drug GMP certificates stopped being issued on December 1, 2019; authorities instead inspect manufacturers’ GMP compliance. A supplier presenting an old-style “GMP certificate” label should therefore be asked for current inspection and compliance evidence rather than treated as automatically qualified.
NMPA also says new export inspection and certificate-of-pharmaceutical-product (CoPP) rules took effect in January 2026, replacing the earlier export-certificate regulation. Issued CoPPs are available in NMPA’s Chinese and English databases. Check the relevant database record and export documents for the exact site and product, and distinguish them from legacy certificate claims.

For any destination, separate three questions: is the site legally authorized, is the product and process supported in the buyer’s filing, and can the shipment be exported with the documents required at the border? A positive answer to one does not establish the others. Document the date each registration, listing, inspection record and export certificate was checked, because status can change.
Trade data that matters for continuity planning
India’s dependence on Chinese supply in selected categories is a continuity issue, not a verdict on Indian manufacturing quality. If your Indian supplier relies on Chinese KSMs, an interruption at the upstream site can affect both “India” and “China” options in different ways. Ask for a mapped bill of materials, approved alternate sources and the time required to qualify a substitute.
Map physical and commercial routes separately. A supplier may manufacture in one country, buy an intermediate in another, and ship through a third-country port. Record lead times for each leg, customs dependencies, inventory locations and the point at which a delay becomes a production interruption. Ask whether the supplier has previously allocated scarce batches and how allocation decisions are communicated.
Government reporting also describes an industrial-policy effort to expand domestic production. A Department of Pharmaceuticals release says approximately 56,800 metric tonnes per annum of capacity had been established for 28 of 41 critical products under India’s production-linked incentive bulk-drugs scheme. This indicates policy-supported capacity development; it does not prove that a particular supplier has competitive pricing, available slots or a qualified process for your API.

Do not change the evaluation standard by country. A practical scorecard should capture the following evidence for each site and API:
Rank #4
- Commercial: comparable Incoterm, minimum order, volume tiers, currency, payment terms, freight, insurance, duties and calculated landed cost.
- Quality: specification fit, three-batch qualification results, impurity profile, CoA reliability, audit findings, deviation and CAPA performance, change notification and independent-testing requirements.
- Regulatory: destination-market registrations or listings, site inspection status, product filing or DMF support where relevant, current export documents and an identified regulatory contact.
- Supply: demonstrated capacity for the exact API, lead-time history, inventory, campaign plan, upstream dependencies, geographic exposure, logistics routes and business-continuity arrangements.
- Qualification burden: analytical work, audit travel or remote-audit effort, validation, filing changes, approval time and the cost and timing of a second source.
Set pass/fail gates for critical requirements before applying any weighted price score. A quote that fails an impurity limit, lacks traceable site records or cannot support the destination filing should not win because of a lower unit price.
Use documented evidence rather than sales assurances. For example, score a stated annual capacity only after confirming equipment suitability, campaign timing and available slots for the buyer’s volume. Score continuity only after reviewing alternate KSM sources, safety-stock commitments and notification terms. Keep the weighting visible so procurement, quality and regulatory teams can challenge assumptions before award.
Step-by-step second-source qualification
- Define the use case. Freeze the API identity, grade, specification, annual demand, destination markets and required approval date.
- Identify the actual site. Obtain the legal entity, address, manufacturing steps, laboratory location and subcontractors. Reject documents that identify only a trading company.
- Screen regulatory status. Check the applicable FDA registration and listing, CDSCO registration where India is the destination, and current NMPA inspection or export records for a Chinese site.
- Review quality history. Examine audits, deviations, CAPA, complaints, recalls, change controls and evidence of consistent batch performance.
- Qualify samples. Test representative batches with validated or fit-for-purpose methods, compare impurity profiles and investigate any discrepancy with the supplier’s CoA.
- Complete the three-batch assessment. Follow Q7A’s recommendation for complete analysis of at least three batches before reducing in-house testing, unless your quality unit documents a justified alternative.
- Audit and approve. Audit critical operations and data integrity, close findings with dated CAPA commitments and document the approval decision.
- Validate the commercial route. Confirm packaging, shipping lane, temperature or humidity controls, customs documents, insurance, payment terms and realistic lead times.
- Write the continuity plan. Set safety stock, trigger points, alternate KSM sources, notification periods and the procedure for a sudden site or process change.
- Monitor after approval. Periodically verify CoAs, trend results, review change notices and re-audit according to risk. Approval is an ongoing control, not a one-time certificate check.
Common mistakes and how to correct them
“China is always cheaper.”
Correction: compare total landed cost under identical specifications and delivery terms. Include qualification, testing, delay and inventory costs.
“India-made means independent of China.”
Correction: map KSM and intermediate dependencies and ask how an upstream disruption would affect allocation and lead time.
“A GMP certificate proves quality.”
Correction: evaluate the actual site, process, batch evidence and current inspection status. For China, remember that NMPA says GMP certificates have not been issued since December 2019.
“A regulatory registration replaces technical qualification.”
Correction: treat registration or listing as one regulatory prerequisite. You still need specification fit, analytical qualification, audit evidence and a documented change-control agreement.
“Trade-share data is a supplier ranking.”
Correction: use the 73.71% China share in India’s FY2024–25 HSN import aggregate, and the category-specific NITI Aayog percentages, only to understand concentration and exposure. They do not rank individual plants.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minute“The first passing sample is enough.”
Correction: assess multiple representative batches and retain an appropriate level of in-house testing. A single sample cannot demonstrate sustained process control or reveal how impurity profiles behave across campaigns.

Decision framework
Select the supplier that meets all mandatory quality and destination-market requirements at an acceptable risk-adjusted landed cost. If two candidates pass, favor the one with stronger batch evidence, transparent upstream mapping, dependable lead-time performance and a credible second-source plan—even when its quoted unit price is not the lowest.
For a high-concentration API, qualify a second site or route before a disruption forces an emergency change. For a low-volume or highly regulated product, the analytical and filing burden may outweigh a small unit-price difference. For a commodity with multiple qualified sites, logistics and working-capital terms may dominate the decision. In every case, document why the selected site is suitable for the specific product and destination rather than treating country as a proxy for quality.
Frequently Asked Questions
Are China-made APIs cheaper than India-made APIs?
Sometimes, particularly where Chinese scale and vertical integration reduce production cost, but no country-wide price winner can be established. Compare the same specification, volume, Incoterm, freight, duties, testing, qualification expense and delivery risk to calculate landed cost.
Recommended Free Tools
Which is better for pharmaceutical raw materials, China or India?
Neither is universally better. Choose the site that demonstrates consistent batch quality, destination-market compliance, transparent upstream sourcing, suitable capacity and an acceptable risk-adjusted landed cost for the exact ingredient.
How do I verify an API manufacturer’s GMP and FDA status?
Identify the actual legal manufacturing site, review audit and batch evidence, and check current destination records. For U.S. supply, verify applicable FDA establishment registration and API listing. Do not treat a generic certificate or distributor statement as sufficient.
What should I compare when qualifying a second API source?
Compare specification and impurity-profile fit, three-batch analytical results, quality history, change controls, regulatory registrations or listings, capacity, lead times, upstream dependencies, landed cost and the time and expense required for approval.
Does India’s dependence on Chinese APIs make an Indian supplier unsuitable?
No. It does mean that upstream KSM and intermediate sources should be mapped. An Indian site may be fully capable while still sharing a disruption risk with a Chinese option if both rely on the same upstream material.
Is an old Chinese GMP certificate still valid evidence?
NMPA says drug GMP certificates stopped being issued on December 1, 2019. Request current inspection and compliance evidence, and verify applicable export documentation and CoPP records in the relevant NMPA databases.
The Bottom Line
Bottom line: Country is a screening variable, not a qualification decision. Select the China- or India-based site that proves specification control across batches, meets the destination market’s requirements, offers transparent upstream and logistics information, and delivers the best risk-adjusted landed economics. Keep a qualified second source when concentration or approval risk justifies it.
