CDs vs. Treasury Bills vs. Money Market Accounts: Where Retirees Can Keep Cash

By TheFinanceBase Team 10 min read

For money you may need soon, the choice is mainly about access, timing and protection: a bank money market deposit account (MMDA) keeps cash available without a fixed maturity; a certificate of deposit (CD) trades some access for a stated term and usually a higher, fixed rate; and a Treasury bill (T-bill) locks money until a short government-security maturity unless you sell it early. The right mix depends on when you will spend the money, how much access you need, your tax situation and how your accounts are titled.

None is universally best. Rates, fees, minimums and withdrawal rules vary by institution and change over time, so compare live offers immediately before acting.

What each product actually is

Certificate of deposit (CD)

A CD is a bank time deposit. You agree to leave money with the bank for a stated period, which can range from months to years. The bank generally pays a fixed rate for that term. Taking money out before maturity may trigger an early-withdrawal penalty or the loss of some interest. Terms, minimum deposits, renewal rules and penalty formulas differ by institution. The FDIC describes CDs as accounts in which funds generally remain deposited for a period that may run from months to years: FDIC consumer guidance.

Money market deposit account (MMDA)

An MMDA is a bank deposit account, not a security. It normally has no designated maturity date, so you can keep adding or withdrawing money under the bank’s rules. The account may require a minimum balance, charge a monthly fee if that balance is not maintained, or limit certain transaction methods. The interest rate is variable and can change when the bank changes its pricing. Eligible MMDAs at FDIC-insured banks are covered deposits.

Treasury bill (T-bill)

A T-bill is a short-term, electronic U.S. government security. Treasury currently lists regular terms of 4, 6, 8, 13, 17, 26 and 52 weeks. The minimum purchase is $100, in $100 increments. Bills are sold at a discount or at par. At maturity, you receive the $100 face value (or the applicable face value for a larger purchase); the difference between what you paid and that face value is the interest. Treasury’s official explanation is direct: “When the bill matures, you are paid its face value.” See TreasuryDirect’s Treasury-bill guidance.

You may hold a bill to maturity or sell it earlier through a bank, broker or dealer. An early sale is a securities transaction, not a withdrawal from an insured deposit. The sale price can be above or below what you paid, depending on market rates and demand.

Money market mutual fund: a different product

A money market mutual fund is an investment product offered by a fund company, bank or brokerage. It is not an MMDA and is not an FDIC-insured bank deposit. The FDIC lists mutual funds among products it does not insure. Do not describe a fund as “FDIC-insured cash” merely because a bank or brokerage makes it available. The FDIC’s coverage explanation is at Understanding Deposit Insurance.

Access: matching cash to the date you need it

Money needed for bills and emergencies

An MMDA is generally the simplest place for cash that may be needed without notice. You can usually move money by the methods the bank permits, but check whether the account requires a minimum balance, charges a monthly fee, limits certain withdrawals or delays transfers. “Ongoing access” does not mean every withdrawal method is instant or unlimited.

Money needed on a known date

A CD can fit a known spending date when you can leave the principal untouched until maturity. The maturity date and rate are clear at purchase. If an unexpected expense appears, the bank may permit early withdrawal but charge the disclosed penalty, reducing the interest you keep and, depending on the contract, potentially affecting principal.

Money scheduled across several dates

A T-bill pays at a fixed maturity date. Treasury’s available terms let you select a date that is reasonably close to an expected expense. Selling before maturity can provide liquidity, but the result depends on the market price, the intermediary’s process and the time required to complete the sale and transfer the proceeds. You are selling a security, not exercising a deposit-withdrawal right.

Why a bill ladder can help

A bill ladder staggers purchases so that different bills mature on different dates. You might align maturities with quarterly taxes, insurance premiums or planned withdrawals, while keeping a separate amount in an MMDA for expenses that cannot wait. A ladder is a scheduling technique, not a guarantee of higher returns and not a substitute for determining how much cash your own spending plan requires.

Rate certainty, yield and costs

CDs

For a fixed-rate CD, the contractual rate normally remains in place through the term. Compare the annual percentage yield, term length, minimum deposit, monthly or maintenance charges, automatic-renewal instructions and early-withdrawal penalty. A longer term can make access more costly if your plans change. A “no-penalty” CD, where offered, may have a different rate or other restrictions; read the account agreement rather than assuming all CDs work alike.

MMDAs

An MMDA’s advertised APY can change after you open the account. Confirm whether the quoted rate applies to your entire balance or only to a tier, whether a minimum balance is required, and what fee applies when the balance falls below it. Ask how quickly an external transfer, check or debit becomes usable if you are relying on the account for a near-term payment.

T-bills

For a bill held to maturity, the return is the difference between your purchase price and face value. A bill bought at a discount does not pay periodic interest; the return arrives when Treasury pays face value at maturity. Before buying, check the auction or purchase price, maturity date, minimum and increment, and any brokerage commission or transfer charge. If you may sell early, treat the market price as an additional uncertainty rather than assuming you will receive the original amount.

Because provider pricing changes, compare like with like on the same day: term, APY or bill yield, minimum, account fee, early-exit cost and the date on which your money becomes usable. Do not use a stale rate to choose a product.

Protection: FDIC insurance is not the same as Treasury backing

FDIC insurance applies only to eligible deposits at an FDIC-insured bank. The standard maximum is $250,000 per depositor, per insured bank, per ownership category, including principal and accrued interest. Deposits in the same ownership category at the same bank are added together when the limit is applied. The FDIC states: “FDIC deposit insurance only covers deposits, and only if your bank is FDIC-insured.” Verify the institution’s insurance status and review all accounts you hold there.

Eligible retirement deposits can fall under a separate ownership category. FDIC guidance lists certain retirement accounts, including IRAs and self-directed defined contribution plans; eligible deposits owned by the same person at the same bank are aggregated within that category and insured up to $250,000. The precise result depends on the account owner, titling, institution and applicable rules. Cash in different wrappers should not be assumed to receive identical coverage. See FDIC insured products and ownership categories.

T-bills do not carry FDIC insurance. They are obligations of the U.S. government, which the FDIC describes as backed by the government’s full faith and credit. That is a different protection framework from deposit insurance. A T-bill held in a brokerage account is also subject to the operational and market-price considerations of that account if you sell before maturity.

A money market mutual fund is neither an MMDA nor an FDIC-insured deposit. Its availability through a bank or brokerage does not change that classification.

Taxes retirees should account for

Bank interest

The IRS generally treats interest from bank accounts, money market accounts and CDs as taxable interest. In a taxable account, include the applicable interest under federal rules even if you leave it in the account. State treatment follows the rules of your state.

Treasury-bill interest

T-bill interest is subject to federal income tax but exempt from state and local income taxes. The discount between your purchase price and face value is treated as interest; IRS guidance generally reports it when the bill is paid at maturity. A bill sold before maturity can create a different tax calculation, so retain purchase and sale records.

Retirement wrappers

Tax treatment can differ when a CD, MMDA or T-bill is held inside an IRA or another tax-advantaged retirement account. Your account type, distributions, filing status and state can change the result. The IRS discusses interest income in Topic 403 and publication guidance at Publication 550. Do not project an after-tax yield without considering those facts.

A practical cash-allocation process

  1. List spending dates. Separate expenses due within days, within a few months and later in the year. Include recurring bills, insurance, taxes, medical costs and a reserve for surprises.
  2. Set an immediately accessible amount. Keep the portion that cannot wait in an account whose withdrawal and transfer methods you understand. An MMDA may serve this role, subject to its balance and transaction rules.
  3. Assign known dates to maturities. For money you can leave alone, choose a CD term or T-bill maturity that ends before the planned payment. Avoid placing a required payment in a product whose early-exit cost or sale process you have not tested.
  4. Check protection by ownership category. Add deposits in the same category at the same insured bank, including accrued interest, and compare the total with the $250,000 limit. Review retirement-account titling separately.
  5. Compare the complete cost. Record APY or bill yield, minimum, account fee, early-withdrawal penalty, brokerage or transfer charge and the date proceeds become usable.
  6. Document renewal and maturity instructions. Banks may automatically renew CDs, and a Treasury maturity may return cash that you must reinvest or transfer. Put reminders on your calendar before each date.
  7. Recheck when circumstances change. Revisit the schedule after a large purchase, health event, change in income or change in rates. A ladder that fit last year’s spending may not fit this year’s.

How common retiree situations map to the choices

“I need the money at any time.”

Prioritize access and operational simplicity. An MMDA can provide a bank-based home for this reserve, but verify minimums, fees, transaction limits and transfer timing. Do not put the entire emergency reserve into a CD or a T-bill that would require a penalty or sale to reach.

“I know I will pay a bill in six months.”

A six-month CD, a six-month T-bill term when available, or a combination of maturities may fit. Compare the maturity date with the actual due date and leave a margin for transfer time. A CD’s early-withdrawal penalty and a T-bill’s early-sale price are different exit risks.

“I want to reduce state income tax on cash interest.”

For a taxable account, T-bill interest has a federal tax obligation but is exempt from state and local income taxes. Compare the after-tax result with the available CD or MMDA rate using your own state and federal brackets. The exemption does not make a T-bill free of federal tax or automatically superior.

“My deposits are close to the insurance limit.”

Map every eligible deposit at the same insured bank and ownership category, including interest that has accrued. Retirement accounts may be a separate category, but the exact coverage depends on titling and eligibility. Do not count a money market mutual fund as an insured deposit.

Pitfalls and how to avoid them

  • Confusing an MMDA with a money market mutual fund: read the account name and disclosures. One is a bank deposit that may qualify for FDIC insurance; the other is an investment fund that the FDIC does not insure.
  • Chasing a teaser rate: confirm the balance tier, promotional period, expiration date and fee. A variable MMDA rate can change after opening.
  • Ignoring the maturity date: a CD or T-bill that matures after a required payment can force an expensive or inconvenient exit.
  • Assuming early access is equivalent: a CD may impose a contractual penalty, while a T-bill requires a market sale whose price can move.
  • Overlooking account aggregation: the $250,000 limit applies by depositor, bank and ownership category, not simply per account number.
  • Quoting a gross yield as spendable cash: taxes, fees and the timing of interest affect what you can actually use.
  • Leaving automatic renewal unchecked: a renewed CD may place funds into a new term when you intended to spend them. Review the renewal option before maturity.

Bottom line for a retiree’s cash plan

Use the product that matches the job the cash must do. Keep near-term and emergency money in a properly understood MMDA or another readily accessible deposit arrangement. Use CDs when a fixed term and rate are worth accepting an early-withdrawal penalty. Use T-bills when a government security with a defined short maturity and state/local tax exemption fits your schedule, while recognizing that selling early is a market transaction. Check live rates and terms, confirm protection based on account ownership, and build maturities around actual spending dates rather than selecting a single product for every dollar.
