CDs are bank time deposits. Eligible deposits receive FDIC insurance within the applicable limits, but early access and renewal terms come from the bank contract. Treasury bills are short-term U.S. government securities sold at auction. They do not carry FDIC insurance, pay their return at maturity rather than through coupons, and have a federal tax advantage because their interest is exempt from state and local income tax. The sections below show how to compare the two without assuming a universal winner.

The short answer for retirees
A CD ladder is often the easier fit when you value a bank relationship, want FDIC deposit insurance, and can match each CD’s term to a known spending date. A Treasury-bill ladder can be more attractive when state and local tax savings matter, you want direct U.S. government obligations, or you prefer short maturities that can be rolled into new auctions.

That description is a starting point, not a recommendation. A high-rate CD can beat a Treasury bill after tax in one situation, while a lower-rate CD can lose after accounting for state tax. A bill ladder can make principal available on a planned schedule, but it does not pay a monthly coupon and its future reinvestment rate is unknown. A CD may permit early redemption, impose a penalty, or prohibit access entirely, depending on the specific agreement.

How each ladder works
CD ladder
A certificate of deposit is a time deposit held at a bank for a stated term. The FDIC describes typical terms ranging from about three months to five years or longer, although each bank sets its own menu. You place separate amounts into CDs with different maturity dates instead of putting all the money into one term.
For example, a retiree might divide funds among several terms so one CD matures every few months. At each maturity, the principal can be spent, moved to another account, or reinvested in a new CD. The exact interest-payment schedule varies: a CD may pay interest monthly, quarterly, annually, or at maturity. Read the disclosure rather than assuming that a CD produces cash every month.
Automatic renewal is another contract detail. If you do nothing at maturity, the bank may roll the principal into a new CD, often at the rate then offered for that term. The renewal rate is not guaranteed in advance.
Treasury-bill ladder
Treasury bills are short-term U.S. government securities. TreasuryDirect lists regular bill maturities of 4, 6, 8, 13, 17, 26, and 52 weeks. Bills are sold at par or at a discount. At maturity, the Treasury pays the face value; the difference between what you paid and that face value is the interest. TreasuryDirect summarizes the result this way: “When they mature, we pay you the face value.”

Bills do not make periodic coupon payments. A ladder therefore creates a sequence of maturity proceeds rather than a stream of monthly interest checks. You decide at each maturity whether to spend the proceeds or buy another bill. A new bill’s rate is set at its auction, so a ladder does not lock one yield for all future rungs.
TreasuryDirect permits purchases in $100 increments, with a $100 minimum. An account holder can schedule reinvestment into another bill of the same term when buying the original bill or up to four business days before maturity. If no reinvestment is scheduled, proceeds go to the designated bank account or Certificate of Indebtedness at maturity. Procedures can differ when the bill is held through a bank or brokerage, so follow that institution’s instructions.

Safety: FDIC insurance is not the same as a Treasury guarantee
What FDIC coverage does for CDs
The FDIC’s standard insurance amount is $250,000 per depositor, per insured bank, for each account ownership category. The limit includes accrued interest. Deposits in multiple accounts owned in the same category at the same bank are generally added together for the limit, rather than receiving a separate $250,000 allowance for each account.
To use a CD ladder safely, verify that the product is actually a deposit at an FDIC-insured bank and calculate total balances at that bank and ownership category. A brokered CD may be a deposit placed at an insured bank, but the paperwork should identify the issuing institution and coverage. Splitting deposits among banks or ownership categories can affect coverage, but the detailed rules can be complex.
What protects a Treasury bill
Treasury bills are not deposits and therefore are not FDIC-insured. The FDIC describes them as backed by the full faith and credit of the U.S. government. That is a different protection mechanism from deposit insurance. Calling a Treasury bill “FDIC-insured” is incorrect.

Credit protection also does not eliminate market risk before maturity. If you hold a bill to maturity, the scheduled payment is its face value. If you sell earlier, the market price can differ from face value because interest rates, demand, time remaining, and the selling venue affect the price.

Match maturities to withdrawals
Start with a cash-flow calendar rather than a product. List regular living expenses, insurance premiums, tax payments, medical costs, and large one-time purchases. Then choose maturity dates that place principal in your account before the money is needed. Keep an appropriate amount outside both ladders for immediate expenses because neither product is identical to cash on demand.
A bill ladder can provide predictable dates if you select staggered terms. The proceeds arrive at maturity, not as monthly coupons, so you must decide whether to transfer or reinvest them. A CD ladder can provide similar staggered dates, but the timing of interest payments and the consequences of early withdrawal depend on each contract.
Accessing a CD early
Read three items before opening any CD:
- Whether early redemption is permitted at all.
- The exact penalty, such as a stated number of months of interest, and whether the penalty can reduce principal.
- Whether the product is callable, market-linked, or otherwise subject to special restrictions.
Even a penalty-free CD can have processing delays or conditions. Treat an early-redemption feature as a backup, not as a substitute for a separate emergency reserve.
Selling a Treasury bill early
TreasuryDirect says bills can be sold before maturity, but TreasuryDirect itself is not a checking account. A sale exposes you to the market price at that time. A bill trading below its purchase price can produce a loss if sold early, even though the bill would have paid face value at maturity. Brokerage handling, fees, and settlement procedures can also differ from TreasuryDirect procedures.

Taxes and the after-tax yield comparison
IRS Topic 403 identifies interest from bank accounts and CDs as taxable interest income. Interest from Treasury bills, notes, and bonds is subject to federal income tax but exempt from state and local income taxes. Your actual tax bill depends on filing status, federal bracket, state and local rules, other income, deductions, and whether the investment is held in a tax-advantaged account.
Compare like with like using the rates available for the same purchase date and similar maturity. A simple framework is:
- Estimate the CD’s taxable interest under your federal, state, and local situation.
- Estimate the bill’s federal tax while excluding state and local tax on the Treasury interest.
- Account for any early-withdrawal penalty, brokerage charge, or other cost that applies to the product.
- Compare the amount and date of cash you can actually use, not just the advertised annual percentage yield.
Do not assume that the state-tax exemption makes Treasury bills superior in every case. A CD with a sufficiently higher pretax rate can still produce more after-tax income. Conversely, a retiree in a state or locality with meaningful income tax may find the Treasury exemption valuable even when the headline rates look similar. Obtain tax advice for situations involving estimated payments, required distributions, trusts, or unusual ownership.
How to build a Treasury-bill ladder
- Set the spending schedule. Decide how often you want principal available and how much each maturity should provide. Bills pay at maturity, so include the date you will need the cash.
- Select available terms. Choose among the regular 4-, 6-, 8-, 13-, 17-, 26-, and 52-week maturities listed by TreasuryDirect. A shorter term may align better with near-term expenses; a longer term may reduce how often you reinvest.
- Choose the holding channel. TreasuryDirect offers direct purchases, while a bank or brokerage may provide different trading, transfer, and sale procedures. Confirm those procedures before committing money.
- Enter an amount in the permitted increments. TreasuryDirect states a $100 minimum purchase in $100 increments.
- Review the auction and maturity details. The rate is set at auction. Record the expected maturity date and the account that will receive proceeds if you do not reinvest.
- Decide on reinvestment. Schedule reinvestment into another bill of the same term at purchase or no later than four business days before maturity, or leave the instruction off if you expect to spend the proceeds.
- Recheck each rung. A ladder’s future rate changes with each auction. At every maturity, compare the current auction, your spending needs, and your tax position before rolling the money forward.
How to build a CD ladder
- Define the cash-flow dates. Identify the amount you need at each date and keep near-term emergency cash outside the ladder.
- Verify the institution and insurance. Confirm that the issuing bank is FDIC-insured and that the product is a deposit. For a brokered CD, identify the actual issuing bank.
- Compare the full contract. Record the term, interest rate or APY, interest-payment schedule, minimum deposit, early-redemption rule, penalty, automatic-renewal setting, renewal rate policy, and any call feature.
- Check coverage before funding. Add the new principal and accrued interest to your existing deposits at the same bank and ownership category. Keep the total within the applicable insurance limit or use a structure you understand.
- Stagger maturities. Divide the funds among terms that produce the dates you need. The ladder can use equal amounts or larger amounts for known expenses; the choice should follow your cash-flow plan.
- Turn off unwanted automatic renewal. If you expect to spend or shop for a new rate at maturity, follow the bank’s procedure to change the renewal instruction before the deadline.
- Maintain a maturity log. Note each maturity date, expected proceeds, renewal deadline, and coverage calculation. Update it when rates, balances, or ownership change.
Reinvestment risk: the trade-off both ladders share
A ladder reduces the danger of having every dollar mature at one unfavorable time, but it does not guarantee a single rate. Each new CD renewal uses the bank’s then-current offer. Each new Treasury bill uses the next auction’s rate. If rates fall, later rungs may earn less; if rates rise, money already locked in a longer CD or bill may earn less than a new issue.

Longer terms can reduce the number of reinvestment decisions but can also reduce flexibility. Shorter terms return principal sooner and let you respond to changing rates, while requiring more frequent decisions. Choose the interval that you can monitor reliably, especially if cognitive load, health, or caregiving responsibilities make frequent account tasks difficult.

Which option fits common retiree situations?
You need a known amount on a known date
Use maturity dates as the primary filter. Either product can work if the dates and amounts line up. A CD may require an early-withdrawal penalty if your estimate is wrong; a bill can be sold, but its market price may be unfavorable. Leave a margin or separate reserve for expenses that could arrive early.
You live in a state or locality with income tax
Treasury-bill interest is exempt from state and local income taxes, while CD interest is generally taxable interest income. Calculate the after-tax result using the actual offers rather than comparing advertised rates alone.
You want deposit insurance and a bank statement
An FDIC-insured CD provides that form of protection within the $250,000-per-depositor, per-bank, per-ownership-category limit. Confirm the institution and aggregate balances, including accrued interest. Treasury bills provide a government obligation instead, not FDIC coverage.
You may need to sell before maturity
Neither choice is frictionless. A CD may prohibit redemption or charge a penalty. A bill can be sold before maturity, but its market value may be below face value and the transaction depends on the holding channel. Keep genuinely accessible cash outside the ladder.
You want fewer ongoing decisions
A longer CD ladder can reduce the frequency of transactions, but automatic renewal can move money into an unattractive rate or an unwanted term unless you monitor notices. TreasuryDirect can schedule same-term reinvestment, yet each auction still changes the rate. Automation reduces keystrokes, not the need to review maturity dates and spending needs.
Common mistakes and how to avoid them
- Calling Treasury bills FDIC-insured. They are not deposits. Describe their backing by the U.S. government separately from FDIC coverage.
- Assuming every CD has the same withdrawal rule. Read the individual agreement; fixed-rate, market-linked, callable, and brokered products can differ.
- Treating a bill like a coupon bond. Bills pay face value at maturity rather than periodic coupon interest.
- Using a historical rate table as today’s quote. The FDIC snapshot dated March 16, 2026 does not establish October 2026 offers. Check live bank disclosures and current Treasury auction results.
- Ignoring accrued interest in insurance calculations. Interest counts toward the FDIC coverage limit.
- Putting all maturities on one date. A single maturity can create a large reinvestment decision and a cash shortfall. Stagger dates around actual expenses.
- Leaving automatic renewal unchecked. A renewed CD may have a different rate and term. Record the cancellation or change deadline.
- Comparing pretax rates only. Apply the federal, state, and local tax treatment to the actual yield and account type.
- Assuming a ladder guarantees income. A ladder schedules principal availability. Treasury bills do not pay monthly coupons, and CD interest timing depends on the contract.
A practical review checklist
- Have you listed expenses and the exact dates cash is needed?
- Does each maturity provide enough principal after accounting for taxes and penalties?
- For CDs, have you confirmed FDIC insurance, ownership category, early-redemption terms, call features, and renewal instructions?
- For bills, have you confirmed the term, auction date, maturity date, reinvestment instruction, and destination of proceeds?
- Have you compared after-tax yields on the same date and similar maturities?
- Is emergency cash separate from money that cannot be accessed cheaply?
- Can you monitor notices, auctions, maturities, and account balances, or does the process need to be simplified?
- Will a sale, withdrawal, or renewal create a tax, penalty, or coverage issue?
Bottom line for retirees
Choose the ladder that best matches your withdrawal calendar and after-tax objective, then verify the exact contract or auction terms. CDs offer FDIC coverage for eligible deposits within the insurance rules but can restrict early access and may renew automatically. Treasury bills offer short maturities, U.S. government backing, and state-and-local-tax exemption, but they pay at maturity, are not FDIC-insured, and require a plan for reinvestment or spending proceeds. Because current rates change, the defensible comparison is always between live offers, comparable maturity dates, and your own tax and liquidity needs.
