The lowest-cost choice depends on the price the merchant gives each method, your card’s fees and rewards, any credit-card interest, currency-conversion costs, and whether you must pay to obtain cash. Compare the complete cost of this transaction—not just the shelf price—before you pay.
The framework below works for U.S. purchases and highlights issues that become important abroad. Merchant discounts, surcharges, cash-access costs, and acceptance rules vary by location, so verify the terms shown at the checkout and in your cardholder agreement.

What “cheapest” means for one purchase
Start with the amount you would pay using the merchant’s base price. Then adjust that amount for every cost or benefit caused by the payment method.
| Cost or benefit | Cash | Card | What to verify |
|---|---|---|---|
| Merchant pricing | A cash discount may reduce the price. | A surcharge may increase the price. | Read the posted price, checkout screen, receipt, and any sign describing a discount or surcharge. |
| Payment and account fees | Usually no card fee, but obtaining cash can cost money. | Purchase, ATM, reload, foreign-transaction, or other fees may apply depending on the card and use. | Check the cardholder agreement and the fee schedule for this transaction type. |
| Rewards or benefits | None from the payment itself. | Rewards count only if you will actually receive and use them. | Confirm the earning rate, exclusions, expiration rules, and redemption value. |
| Interest | None. | Credit-card interest applies if you carry the balance or otherwise incur interest. | Check whether the purchase will be paid by the due date and which annual percentage rate applies. |
| Currency conversion | You may pay an exchange spread when obtaining foreign cash. | The issuer may charge a foreign-transaction fee; a merchant or terminal may offer its own conversion. | Compare the local-currency amount, issuer terms, and any offered conversion amount. |
| Access and acceptance | Cash must be available and safely carried. | The merchant, network, terminal, and account must accept the card. | Confirm acceptance before relying on one method, especially while traveling. |
A useful calculation is:
Net cash cost = purchase price − cash discount + cost of obtaining cash.

Net card cost = purchase price + surcharge + transaction fees + applicable account costs + interest − realistic rewards or benefits.
Choose the lower result only after checking that the method is accepted and practical. If a fee or benefit is uncertain, treat it as unknown until you confirm the terms rather than assuming it is zero.
Step-by-step: compare cash and card at the checkout
- Write down the same starting price. Use the price for the identical item or service, including taxes or mandatory charges when the merchant displays them differently by payment method.
- Ask about a cash discount. Some merchants lower the price for cash. Have the cashier state the final cash total, and keep the receipt. There is no single discount rule that applies to every location, so do not assume a discount is available.
- Check for a card surcharge. Look at the terminal, menu, invoice, or posted notice. Confirm whether the surcharge is a fixed amount or a percentage and whether it applies to your card type.
- Review your card’s fee terms. For a prepaid card, possible fees include purchase, ATM withdrawal, cash reload, and foreign-transaction fees. For a debit or credit card, check the agreement for purchase, currency, cash-advance, or account fees relevant to this payment.
- Subtract only rewards you will realize. A points balance that you cannot redeem, a reward with restrictions, or a benefit you would not otherwise buy is not an immediate saving. Use the value you reasonably expect to receive.
- Add interest when it can occur. If this is a credit-card purchase and you will carry the balance, include the interest for the period you are comparing. If you will pay in full under your terms, interest may be zero for that purchase, but verify how your agreement treats the balance.
- Confirm acceptance and access. Make sure the merchant accepts the card or that you have enough cash. Include a withdrawal fee, transportation cost, or other direct cost if obtaining cash is necessary.
How card type changes the calculation
Prepaid cards
Prepaid cards can charge for several separate actions. The Consumer Financial Protection Bureau advises: “Consider how you plan to use the card. Then look at the fees for the ways you might use the card.” Match the fee list to your actual behavior: buying in a store, withdrawing cash, reloading, checking a balance, or paying in another currency.
Some prepaid terminals ask you to choose “debit” or “credit.” The CFPB explains that this selection “determines how the payment is processed and may also impact the fee you’re charged” (last reviewed August 27, 2024). Read the on-screen disclosure and your card agreement before selecting an option. The label does not necessarily mean the card is a conventional debit or credit account.
Debit cards
Debit purchases generally draw from your deposit account rather than creating a credit balance, but the exact fee depends on the account and network. Check for out-of-network ATM charges, foreign-transaction fees, and any account conditions that could be triggered by the purchase. A card that has no purchase fee can still be expensive if you must withdraw cash to avoid a merchant surcharge.

Credit cards
Credit cards combine possible rewards with the risk of interest. The CFPB describes annual percentage rates as important but notes that “they are only one important element of the price you pay for using a credit card.” Include annual fees or other account costs only to the extent they are attributable to the decision you are making; do not count an annual fee twice when comparing several purchases.
Paying the statement balance by the due date may avoid interest under the agreement, but carrying a balance can quickly outweigh a small reward. A card is not cheaper merely because it earns points.

Use a break-even test for the specific transaction:
Realized reward value − incremental fees − applicable interest − merchant surcharge.
If the result is positive, the card costs less than the undiscounted alternative before considering cash-access costs. If it is negative, cash may be cheaper—provided the merchant actually offers the same base price or a discount and you can obtain cash without a larger fee.

For an illustration only, suppose an item costs $100, a merchant adds a 3% card surcharge, your card gives 2% rewards, and you will pay no interest. The card’s $3 surcharge exceeds the $2 reward, so the card costs $1 more than paying the $100 cash price. Replace every figure with your merchant’s and card’s actual terms; these percentages are not typical-rate claims.

International purchases: local currency or merchant conversion?
Check foreign-transaction terms first
Fees can apply to a foreign-currency transaction, a purchase made outside the United States, or a transaction processed by a foreign merchant. The relevant fee is set by your issuer and card agreement, so check those terms before traveling rather than relying on a general assumption about your card network.
Understand dynamic currency conversion
A terminal or merchant may offer to convert a local-currency charge into your home currency. The merchant or conversion provider can set the offered rate. Compare the displayed home-currency amount with the local-currency amount and the rate and fees that your issuer would apply. Declining merchant conversion and paying in local currency may be preferable when your card’s terms provide a clearer or lower-cost conversion, but the correct choice depends on those actual terms.
Compare the complete foreign-cash cost
Cash abroad can involve an exchange spread, an ATM fee, a fee from your own institution, or a withdrawal limit. These costs are specific to the country, machine, account, and amount. Obtain the final amount you will receive and the total debit to your account before deciding that cash is cheaper.

Plan for acceptance and backup
Some merchants accept only cash, while others are card-only or require a particular network. Carry a backup method, keep emergency cash separate, and avoid assuming that a card accepted in one city or country will work everywhere. A cheaper theoretical method is not useful if it is refused at the point of sale.
Cash-specific costs people overlook
- Getting the cash: A paid ATM withdrawal, exchange-counter spread, transport cost, or minimum withdrawal can erase a cash discount.
- Unused foreign currency: If you obtain more cash than you spend, converting the remainder later can create another spread or fee.
- Security and loss: Lost cash generally cannot be canceled or disputed. Carry only what you need and store the rest securely.
- Record keeping: Cash receipts may be the only record of a purchase. Keep them for returns, reimbursements, warranties, and tax documentation.
- Exact change and deposits: A merchant may not be able to make change, or a cash-intensive transaction may require a deposit or verification. Ask before committing to cash.
The available card-cost guidance does not establish a universal cash-access price. Check your bank, ATM operator, exchange provider, and the merchant for the costs that apply to you.

| Situation | Usually favors | Reason to verify before paying |
|---|---|---|
| Merchant offers a cash discount larger than your card’s net rewards | Cash | Confirm the final discounted total and the cost of obtaining cash. |
| Merchant adds a card surcharge and you will carry a credit balance | Cash, if accessible | Both the surcharge and interest reduce the card’s value. |
| Card has no applicable fee, you pay in full, and rewards exceed any surcharge | Card | Make sure the reward is actually earned and redeemable. |
| Foreign purchase with a card foreign-transaction fee | Depends | Compare the issuer fee, merchant conversion offer, and cost of obtaining local cash. |
| Merchant accepts only one method | Accepted method | There is no savings from a method you cannot use; check for a backup. |
| Prepaid card with different debit and credit processing fees | Depends | Read the on-screen fee disclosure and card agreement for that selection. |
Worked comparisons using your own figures
Cash discount versus card rewards
- Record the regular price.
- Record the cash price after the discount.
- Calculate the card total after any surcharge.
- Subtract the rewards value you will actually receive.
- Add any fee tied to the purchase or account.
- Choose the lower final amount, provided both methods are accepted.
Do not compare a discounted cash price with a card price that omits a surcharge, or compare rewards with their face value when redemption is restricted.
Credit purchase that may accrue interest
Estimate the interest for the balance and period covered by your decision, using the rate and method in your card agreement. Add that estimate to the card total. If the balance might remain unpaid longer than expected, use a conservative estimate or choose the method that does not create debt. The CFPB emphasizes that fees and interest are part of the price of credit, not separate from it.

Travel purchase with a conversion offer
- Note the merchant’s local-currency price.
- Note the home-currency amount offered by the terminal, including any stated markup.
- Check your issuer’s foreign-transaction fee and conversion terms.
- Compare that result with the total cost of obtaining and carrying local cash.
- Save the receipt showing the currency and amount charged.
Common mistakes and how to correct them
Looking only at the sticker price
Fix: Ask for the final cash and card totals after discounts, surcharges, taxes, and mandatory fees.

Assuming every card is fee-free
Fix: Read the agreement for the specific card, account, transaction type, and country. Prepaid, debit, and credit products can have different schedules.
Counting rewards while carrying interest
Fix: Add the interest that will actually accrue. If it exceeds the reward value, the reward does not make the purchase cheaper.
Accepting merchant currency conversion automatically
Fix: Compare the offered home-currency amount with a local-currency charge under your issuer’s terms. Ask the terminal to display the choice clearly before confirming.
Ignoring cash access
Fix: Include ATM, exchange, transport, and security considerations. A cash discount is not a saving if obtaining the cash costs more than the discount.
Assuming a rule from another location applies
Fix: Treat discounts, surcharges, acceptance, and cash-access practices as transaction- and location-dependent. Verify the merchant’s disclosure and applicable local requirements.
A one-minute checklist
- What is the final cash total?
- What is the final card total after any surcharge?
- Will this card charge a purchase, ATM, reload, foreign-transaction, or other relevant fee?
- What reward or benefit will I realistically receive?
- Will credit-card interest apply, and for how long?
- Am I being offered currency conversion, and have I compared it with paying in local currency?
- Is the method accepted, and do I have a practical backup?
- Have I checked the cardholder agreement and kept the receipt?
Bottom line
Choose cash when its verified discount and low access cost beat the card’s net rewards and the card would add a surcharge, fee, or interest. Choose a card when the merchant price is the same or lower, the card’s fees are known, you will avoid interest, and the rewards or protections are worth more than any surcharge. For international purchases, compare local-currency pricing with both your issuer’s terms and the merchant’s conversion offer. The cheapest method is the one with the lower complete cost for this transaction—not a permanent winner between cash and cards.
