In India’s Employees’ Pension Scheme (EPS), leaving a covered job does not automatically require you to take a payout. If your eligible service is below the pension threshold, you generally compare two routes: claim the formula-based withdrawal benefit or preserve the service with a scheme certificate. Preserved service can be combined with a later spell of covered employment.
The choice concerns EPS pensionable service, not the separate balance in your Employees’ Provident Fund (EPF) account. Your age, recorded service, contribution history and the current EPFO claim process determine what you can file.

EPS and EPF are different benefits
EPS is the pension component administered by the Employees’ Provident Fund Organisation (EPFO). EPF is the provident-fund accumulation built from contributions and interest. This article deals with EPS withdrawal benefit and the preservation of pensionable service; it does not explain withdrawal of your EPF balance.

An EPS withdrawal benefit is not a refund of an individually identified “EPS balance.” The scheme calculates the amount using prescribed tables and service and wage inputs. The fact that an employer contributed to EPS does not mean you can request that employer’s contributions as a personal account balance.

What happens when you leave covered employment
Under EPS, the key question is whether you have completed the eligible service needed for a monthly pension. A member who leaves before completing that service can generally choose a withdrawal benefit. A member below age 58 can instead choose a scheme certificate, which records the service for possible use with a later period of covered employment.
EPS paragraph 14 links the withdrawal-benefit rule to the eligible service specified for monthly pension and to the earlier of exit or age 58, as applicable. Once you have reached pension age, do not assume that the under-58 certificate choice still applies; your entitlement must be assessed under the pension provisions.
The ten-year threshold, including the 9 years 6 months rule
Monthly member pension is generally associated with at least ten years of eligible service and the applicable pension age. EPFO’s 2024 Pension Manual states that if eligible service is 9 years 6 months or more, it is counted as ten years for pension eligibility. The manual’s wording is: “If the eligible service is 9 years 6 months or more, the eligible service is counted as 10 years and the member becomes entitled for pension.”

This rounding point can change the decision. Someone whose record shows 9 years 7 months is not in the same position as someone with 9 years 4 months. Before filing a claim near the boundary, reconcile the dates and service periods in your EPFO record. The service that counts is eligible EPS service, not simply the time shown on an employment letter.
Your two routes when service is below the pension threshold
| Route | Immediate result | Effect on future pension service | Typical filing form |
|---|---|---|---|
| Withdrawal benefit | Formula-based EPS payment calculated under the applicable withdrawal table | The paid-out spell is not retained as service to aggregate toward a later pension | Form 10C |
| Scheme certificate | No immediate withdrawal benefit for the preserved spell | The recorded spell can be carried forward and combined with a later spell of pensionable service in covered employment | Form 10C |
The practical trade-off is immediate money versus continuity. A person who expects to return to an employer covered by EPS may value the certificate because an earlier spell can help build the ten-year requirement later. A person who does not expect further covered employment may prefer to examine whether the withdrawal benefit is appropriate, subject to the scheme’s eligibility rules and the accuracy of the service record.

How a scheme certificate preserves service
EPFO’s Form 10C instructions explain that when a member with a certificate takes up covered employment again, the earlier service period is carried forward and combined with the fresh spell. The Employees’ Pension Scheme, 1995, paragraph 12 describes the effect by stating that the “certificate shall be reckoned for pension along with the fresh spell of pensionable service.”
The certificate does not create a cash balance or guarantee a particular pension amount. It preserves a service record. The eventual pension calculation still depends on the service and pensionable wages recognized under the rules when the pension becomes payable.
How the withdrawal benefit is calculated
For contributory service from 16 November 1995, the 2024 Pension Manual describes calculation under Table D. Relevant past service before that date is handled through Tables A and B. The calculation uses the scheme’s service and wage inputs rather than a member-by-member ledger of “your EPS contributions.”
Because the amount is formula-based, two people who leave with similar-sounding employment histories can receive different results if their recognized service, pensionable wages or pre-1995 service treatment differs. Review the service and wage information used for the claim instead of estimating the benefit by adding employer deductions.
Age changes what you should file
Below age 58 and under the pension threshold
This is the situation in which the choice between withdrawal benefit and a scheme certificate is most relevant. Form 10C is used for either route. Consider whether you may return to EPS-covered employment before choosing a payment that ends the usefulness of that service spell for aggregation.

Below age 58 with at least ten years, including the rounding rule
Do not treat this as an ordinary under-ten-year withdrawal case. Once eligible service reaches ten years, including 9 years 6 months or more when the rounding rule applies, monthly-pension eligibility becomes the central issue. Form 10D is the pension claim form, while Form 10C is associated with withdrawal benefit or a scheme certificate in the circumstances covered by its instructions.

At or above age 58
At age 58, assess entitlement under the pension rules rather than assuming that an under-58 scheme-certificate election remains available. Your recorded service and the date and circumstances of exit matter. If the record indicates pension eligibility, the relevant route may be a pension claim rather than a withdrawal claim.
Check your record before making an irreversible choice
- Confirm the exit date. Check that the employer has reported your date of exit in the EPFO member account. An unrecorded or incorrect date can block or misroute a claim.
- Map every covered employment spell. Include earlier employers, transferred accounts and any existing scheme certificates. The ten-year assessment is based on eligible EPS service across covered employment, not only your latest job.
- Check the service total against 9 years 6 months. If you are close to that point, compare the dates and months shown in the EPFO record with your employment and contribution history before filing.
- Review contribution gaps. Confirm that contributions appear for the periods you believe should count. A service period affected by an employer contribution default may not be included in the withdrawal calculation until the dues are recovered, although the employer remains responsible for the default.
- Decide whether future covered employment is realistic. A likely return to EPS-covered work makes service preservation more consequential than it is for someone leaving the covered workforce permanently.
- Select the appropriate claim route. Use Form 10C for a withdrawal benefit or scheme certificate. Use Form 10D for a monthly pension claim when the pension rules and your service record support it.
Form 10C: what it covers
Form 10C is the form associated with the two under-threshold choices: withdrawal benefit and scheme certificate. The form instructions describe the certificate option for a member who has not reached pension age and explain how the earlier service is carried forward if covered employment resumes.
Complete the choice only after checking whether all service has been linked or transferred. If an earlier account or certificate is missing, filing against the latest member account alone can produce an incomplete service calculation.
Form 10D: when a monthly pension is the issue
Form 10D is used for a monthly pension claim, not for taking the under-ten-year withdrawal benefit. If your eligible service reaches the pension threshold, including the 9 years 6 months rounding rule, evaluate pension eligibility and pension age before selecting Form 10C.

The applicable pension age and the circumstances of your exit can affect the claim. The form should follow the service and age assessment, not replace it.
Online claims: treat old portal guidance cautiously
An EPFO online-claim FAQ published in 2017 lists more than six months and less than 9.5 years as conditions for online Form 10C claims, along with account and portal requirements. That page is old, so verify the current member portal’s requirements and your service record before relying on those online filters.
The same FAQ’s two-month statement concerns PF final settlement through Form 19 in the online-claim context described there. It should not be presented as a universal two-month waiting rule for EPS withdrawal benefit. EPS eligibility and the current filing workflow must be checked separately.

You left after eight years and expect another covered job
Compare a withdrawal benefit with a scheme certificate. The certificate keeps the eight-year spell available for combination with later covered service; taking the withdrawal benefit pays the formula-based benefit but does not preserve that spell for aggregation.
Your record shows 9 years 5 months
Do not file automatically. First establish whether an omitted month, linked account or corrected contribution record moves eligible service to 9 years 6 months. The rounding rule can change the pension analysis.

Your record shows 9 years 6 months or more
Have the record assessed as ten years for pension eligibility under the Pension Manual’s rule. The question is no longer simply whether to withdraw an under-threshold benefit; evaluate the monthly-pension route and the applicable age provisions.
Your employer failed to deposit contributions
Reconcile the missing period and ask EPFO how it is being treated. The cited manual notes that service during an employer default may not count for withdrawal calculation until dues are recovered. The employer’s default does not transfer responsibility for the missing payment to you, but it can affect what the record currently recognizes.
You are already 58
Do not assume the under-58 certificate election is still open. Obtain an age-and-service assessment under the pension rules and use the form that matches that entitlement.

Choosing withdrawal benefit converts the relevant service spell into a scheme-calculated payment. That spell is not kept as pensionable service to combine with a later covered job. Choosing a scheme certificate instead preserves the service record, but provides no immediate payout for that spell. The decision therefore affects both today’s cash and the possibility of meeting the pension-service requirement later.
A practical decision framework
- Choose preservation as the priority when you are below age 58, have less than the pension threshold, and have a credible chance of returning to EPS-covered employment.
- Investigate pension eligibility first when your service is 9 years 6 months or more, or when your combined records may reach ten years.
- Consider withdrawal only after record checks when future covered employment is unlikely and the EPFO record clearly supports the claim.
- Pause and correct the record when the exit date, linked accounts, certificate, wage data or contribution history is incomplete.
Records to keep
Save your member-account statement, exit-date confirmation, service history, claim acknowledgement, any scheme certificate and correspondence about missing contributions. These documents make it easier to demonstrate earlier service if you re-enter covered employment and need the old spell combined with the new one.
Rules and portal screens can change. Before submitting, confirm the current EPFO instructions, the form’s available options and the service reflected in your member account. Individual age, exit date, eligible service and contribution records determine the outcome.
