The Internal Revenue Service eliminated conversion recharacterization after 2017. A market decline, changed income, an unexpectedly large tax bill, or simple regret does not create an exception.
That rule is different from the rules for a regular annual IRA contribution. In some circumstances, you can still recharacterize a direct contribution from one IRA type to the other, or correct an excess contribution. Those procedures do not undo a conversion. The first step is therefore to identify exactly what happened, when it happened, and how the custodian recorded it.

Can I undo a Roth conversion?
For federal tax purposes, a Roth conversion made for a tax year beginning after December 31, 2017 cannot be recharacterized as though it had been made to a traditional IRA. The IRS states this rule in Publication 590-A (2025): “A conversion of a traditional IRA to a Roth IRA, and a rollover from any other eligible retirement plan to a Roth IRA, made in tax years beginning after December 31, 2017, cannot be recharacterized as having been made to a traditional IRA.”

A taxpayer could recharacterize a 2017 conversion by the due date of that year’s federal return, including extensions, subject to the applicable requirements. That historical window does not apply to a conversion for 2018 or any later tax year.

What the rule means in practice
- A conversion that moved money from a traditional IRA or an eligible retirement plan into a Roth IRA remains a conversion for its tax year.
- You cannot use a trustee-to-trustee transfer, a market-loss calculation, or a later contribution to relabel a modern conversion as traditional IRA money.
- The tax result must be handled through the return for the conversion year and the applicable reporting forms.
- If the transaction was processed incorrectly by a custodian, that is an operational-error question, not an automatic right to recharacterize a conversion. The outcome depends on the records and facts.
First determine which IRA transaction occurred
People often use “contribution,” “rollover,” and “conversion” interchangeably. The tax treatment is not interchangeable. Review the account statements, transaction confirmations, Form 1099-R and Form 5498, and any instructions you gave the custodian.
Roth conversion
A conversion moves traditional IRA funds, or funds from an eligible retirement plan, into a Roth IRA. The amount that is taxable is generally included in gross income for the conversion year, except for amounts representing basis. A conversion can require Form 8606 reporting.
A conversion is not an annual IRA contribution. It is not limited by the annual contribution limit, but the income inclusion and reporting rules apply in the year the conversion occurs. Once a post-2017 conversion has been completed, the IRS does not provide a recharacterization route back to a traditional IRA.
Regular IRA contribution
A regular contribution is an annual contribution made directly to a traditional IRA or Roth IRA. It is separate from a conversion and from any other rollover. Under the IRS rules, certain regular contributions can still be recharacterized from one IRA type to the other by a timely trustee-to-trustee transfer, with the contribution’s allocable net income or loss.
Whether a contribution qualifies depends on the contribution year, the type of contribution, the timing, and the transfer procedure. Use the current rules in Publication 590-A and the instructions for the applicable tax year rather than assuming that a contribution recharacterization can be done after any deadline.
Excess contribution
An excess contribution is a contribution that exceeds the applicable limit or is otherwise impermissible. It has its own correction and excise-tax rules. Publication 590-A describes a 6% excise tax and a timely withdrawal method that includes associated earnings, with deadlines and calculations that depend on the circumstances.

Correcting an excess contribution is not a way to reverse a Roth conversion. Treating the two transactions as the same can lead to incorrect withdrawals, missing forms, and additional tax.
Comparison of the three transactions
| Transaction | What happened | Can it generally be recharacterized or corrected? | Main tax/reporting issue |
|---|---|---|---|
| Roth conversion | Traditional IRA or eligible-plan funds moved into a Roth IRA | Post-2017 conversions cannot be recharacterized as traditional IRA transactions | Taxable amount is generally income in the conversion year, excluding basis; Form 8606 may apply |
| Regular IRA contribution | Annual contribution made directly to a traditional or Roth IRA | Certain contributions may be recharacterized by a timely trustee-to-trustee transfer with allocable income or loss | Contribution-year eligibility, timing, transfer mechanics, and reporting |
| Excess contribution | Contribution above the applicable limit or otherwise impermissible | Separate correction rules may permit a timely withdrawal of the contribution and associated earnings | Potential 6% excise tax and deadline-dependent reporting; not a conversion reversal |
Why a modern conversion cannot be reversed
The federal rule changed for tax years beginning after December 31, 2017. The change removed the former ability to wait, observe investment performance, and then recharacterize a conversion if the account value fell or the taxpayer decided the conversion was undesirable.
Consequently, none of the following facts by themselves creates a right to reverse a post-2017 conversion:
- The Roth account lost value after the conversion.
- Your income was higher or lower than expected.
- The conversion generated a larger tax bill than you planned for.
- You changed your mind about Roth versus traditional IRA treatment.
- You discovered the transaction after the account value changed.
- You believe the conversion was a mistake but have no documented custodian processing error.
The IRS materials cited here do not establish a universal corrective remedy for an individual’s alleged error. A distribution, transfer, amendment, or other action can have different consequences depending on age, basis, account history, the tax year, and how the transaction was reported. Do not assume that removing the money from the Roth IRA makes the original income inclusion disappear.
How a Roth conversion is taxed and reported
Income inclusion
The taxable portion of a conversion is generally included in gross income for the year of the conversion. Amounts that represent basis are not included in income. The precise taxable amount depends on the taxpayer’s IRA records and basis calculations; it is not determined solely by the Roth account’s value on the day someone later wants to undo the transaction.
Because this is a year-specific tax event, keep the conversion confirmation, the amount transferred, the date, the source account, and records supporting any basis. A later decline in value does not retroactively change the amount that was converted for reporting purposes.

Form 8606
Form 8606 instructions cover reporting for conversions and certain recharacterized regular contributions. The instructions can require an explanatory statement in specified situations. Use the instructions for the tax year being filed; do not substitute a later year’s form for an earlier transaction without checking the applicable version.
For a 2025 tax-year return, start with the 2025 Form 8606 instructions and the other forms identified there. If the conversion occurred in a different year, use that year’s instructions and preserve the records that support the amount reported.
What you can still do if you regret the conversion
Confirm that the event was actually a conversion
Ask the custodian for the transaction type and the originating account. A direct contribution accidentally sent to the wrong IRA may be eligible for recharacterization; a completed conversion generally is not. Written confirmation is more reliable than an account nickname or a verbal description.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesCorrect a reporting mistake without relabeling the transaction
If the conversion amount, date, basis, or form information was reported incorrectly, focus on correcting the tax reporting. That may involve obtaining a corrected custodian statement or filing the form required for the relevant year. Correcting an inaccurate report is different from claiming that a valid conversion never occurred.
Ask about a custodian processing error promptly
If your instructions were for a regular contribution but the custodian processed a conversion, or if money went to the wrong account, contact the custodian immediately and preserve the original instructions, confirmations, and correspondence. A custodian may have internal procedures for an operational error, but the IRS rule against recharacterizing post-2017 conversions still applies unless the facts establish that a conversion did not actually occur.
Evaluate the tax consequences before taking a distribution
Taking money out of the Roth IRA is a distribution, not a recharacterization. Whether tax or penalty consequences apply depends on the taxpayer’s age, the type of Roth dollars, the timing, and other facts. Do not withdraw funds solely on the assumption that the original conversion income will be erased.

Get individualized advice when the facts are complicated
A qualified tax professional can review the transaction records, IRA basis, age, tax return, and custodian reporting. Professional review is particularly important when the conversion spans multiple accounts, includes nondeductible basis, involves an employer plan rollover, or has already been reported on a filed return. The available sources establish the no-recharacterization rule and the separate contribution-correction rules; they do not provide one universal fix for every claimed mistake.
How to recharacterize a regular IRA contribution
This procedure applies only when the money was a qualifying regular contribution, not when it was a conversion.
- Identify the contribution year and IRA type. Confirm whether the deposit was a regular annual contribution and whether it went to a traditional or Roth IRA.
- Check eligibility and timing. Review the current Publication 590-A rules for the contribution year and the applicable deadline. A recharacterization must be completed under the IRS timing rules.
- Request a trustee-to-trustee transfer. Tell the receiving and sending custodians that you are recharacterizing the regular contribution. The transfer generally includes the contribution and its allocable net income or loss, calculated under the custodian’s procedure.
- Obtain written confirmation. Keep the request, calculation, transfer date, and custodian statements. Verify that the records identify a recharacterized contribution rather than a conversion or distribution.
- Report it on the correct return. Follow the Form 8606 instructions and any explanatory-statement requirement for the tax year. The IRS instructions describe reporting examples for recharacterized regular contributions.
A successful contribution recharacterization changes the treatment of that contribution under the applicable rules. It does not create a mechanism for moving a post-2017 Roth conversion back to a traditional IRA.
How excess-contribution corrections differ
If the problem is an excess contribution, use the correction rules for excess contributions rather than the rules for conversions. Publication 590-A describes a possible timely withdrawal route that includes the excess amount and associated earnings or loss. The deadline, earnings calculation, and excise-tax result depend on the contribution year and the taxpayer’s actions.
An uncorrected excess contribution can trigger a 6% excise tax. A withdrawal made under the excess-contribution rules is not evidence that a Roth conversion was reversed, and it should not be reported as one. Confirm the correction method and forms for the relevant year before moving money.

Example 1: A 2024 conversion fell in value
You converted $40,000 from a traditional IRA to a Roth IRA in 2024. The amount required for inclusion in 2024 income is determined under the conversion and basis rules. If the Roth account later falls to $30,000, the loss does not make the conversion eligible for recharacterization.

Example 2: A 2025 direct contribution went to the wrong IRA type
You made a regular 2025 contribution directly to a Roth IRA but later determine that a traditional IRA contribution would have been appropriate and permissible. This is a contribution question. You can ask the custodians whether a timely recharacterization, including allocable income or loss, is available under the current IRS rules.
Example 3: A contribution exceeded the limit
You contributed more than the applicable annual limit. This is an excess-contribution issue. Review the withdrawal-and-earnings correction method and the 6% excise-tax rules; do not describe the correction as reversing a conversion.
Example 4: The custodian used the wrong transaction code
You instructed the custodian to make a regular contribution, but the confirmation identifies a conversion. Gather the instruction, confirmation, account statements, and tax forms and ask the custodian to investigate. Whether the record can be corrected depends on what actually happened and how the transaction was processed; the no-recharacterization rule does not itself decide an operational-error dispute.
A practical checklist before you file or move money
- Write down the transaction date, tax year, amount, originating account, destination account, and transaction label used by the custodian.
- Separate regular contributions, conversions, rollovers, distributions, and excess contributions in your records.
- Locate the Form 1099-R, Form 5498, account statements, transfer confirmations, and prior-year basis information.
- Determine whether any amount represents basis before estimating taxable income.
- Use the Form 8606 instructions for the year of the transaction, including any required explanatory statement.
- For a suspected regular-contribution error, ask about a trustee-to-trustee recharacterization and the applicable deadline.
- For an excess contribution, review the separate withdrawal, earnings, excise-tax, and deadline rules.
- Do not withdraw or transfer funds merely to imitate a conversion reversal.
- Obtain qualified tax advice when records conflict, a return has already been filed, or the transaction involved multiple IRA or employer-plan accounts.
What the IRS sources actually establish
The IRS materials provide a clear boundary: post-2017 conversions cannot be recharacterized, while certain regular contributions can still be recharacterized under separate timing and transfer rules. They also distinguish excess-contribution corrections from both categories and explain that conversion reporting may require Form 8606.
Those rules answer whether a modern conversion can be relabeled as a traditional IRA transaction: it cannot. They do not guarantee a tax-free remedy for every processing error or personal change of mind. For an individual case, the correct next step is to classify the transaction accurately, preserve the records, apply the tax-year forms, and obtain advice based on the facts.
