Yes. Refinancing can lower your scheduled mortgage payment by replacing your current loan with a new one that has a lower interest rate, a longer repayment term, or both. The lower payment is not automatically a lower-cost deal: closing costs, a longer payoff period, points, lender credits and loan risk can change the result.
Evaluate the new principal-and-interest payment separately from your full housing payment. Property taxes, homeowners insurance and other escrowed charges may remain unchanged or change independently. The useful question is not simply “Will the payment fall?” but “What will I pay upfront and over the time I expect to keep this loan?”

What refinancing changes
A refinance is a replacement loan, not a permanent discount on the existing mortgage. The new lender (or your current lender) pays off the old mortgage, and you receive a new note with its own interest rate, balance, term, payment schedule and closing costs.
For a fixed-rate mortgage, the scheduled principal-and-interest payment generally remains level during that loan. Early payments contain more interest; later payments apply more to principal. Refinancing resets that schedule according to the new balance, rate and term.

A lower rate
If the new loan has a lower rate and a similar remaining term, less of each scheduled payment goes to interest. That usually lowers the principal-and-interest payment and can reduce interest paid during the years you keep the loan.
A longer term
Spreading the balance over more years lowers the required payment even when the rate reduction is modest. However, you may make payments for longer and pay more total interest. A borrower who has already paid down a mortgage can reduce the monthly bill while extending the debt beyond the original payoff date.
Both changes together
A lower rate and longer term can produce the largest scheduled-payment reduction, but the longer term may be doing most of the work. Ask the lender to show how much of the reduction comes from the rate and how much comes from extending repayment.

Mortgage statements often combine principal and interest with escrow for property taxes and homeowners insurance. Some borrowers also pay mortgage insurance, homeowners-association dues or other charges separately. A refinance changes the new loan’s principal-and-interest calculation; it does not necessarily reduce taxes, insurance or association dues.

Compare equivalent figures on every offer. If one estimate shows principal and interest while another includes taxes and insurance, the apparent savings are misleading. Ask each lender for the projected principal-and-interest payment and the estimated total monthly payment, with every included item identified.
When a lower payment is financially worthwhile
Start with the period you realistically expect to keep the home and the new loan. A refinance can make sense when savings accumulate long enough to recover the upfront costs and the new loan’s total cost and risk fit your plan.
Calculate a quick break-even point
Freddie Mac’s screening method is:
Break-even months = total refinance costs ÷ monthly savings
For an illustration only, assume closing costs total $6,000 and the principal-and-interest payment falls by $250. The calculation is $6,000 ÷ $250 = 24 months. You would need to keep the loan for more than about 24 months before the scheduled savings exceed those costs. This is arithmetic for evaluating an offer, not a current market quote.

Use the calculation as a first screen, not a lifetime-cost analysis. It does not account for the opportunity cost of cash paid at closing, changes in taxes or insurance, prepayment effects, different amortization schedules, or the possibility that you move or refinance again. Freddie Mac cautions that the shortcut is not appropriate for cash-out refinances or refinances that shorten the loan term.
Compare break-even with your housing plans
If you expect to sell before the break-even month, the refinance normally cannot recover its costs through scheduled payment savings alone. If you expect to stay much longer, examine total interest and total loan cost rather than stopping at the break-even date.
Compare refinance offers on more than the rate
Request Loan Estimates from multiple lenders and place the offers side by side. A low advertised rate can require points, a larger cash contribution or a loan type with more risk.

| Comparison item | What to check | Why it matters |
|---|---|---|
| Interest rate and APR | Whether the rate is fixed or adjustable, the APR, and any rate-lock period | A lower note rate may come with higher upfront charges or future payment risk. |
| Principal-and-interest payment | The new scheduled payment and the balance used to calculate it | Confirms the actual loan-payment change rather than an estimate that includes different escrow items. |
| Cash due at closing | Points, lender fees, appraisal, title charges, prepaid items and credits | Upfront cash determines how quickly savings can recover costs. |
| New term | Years remaining on the current loan versus years on the refinance | A longer term can lower the payment but extend interest charges. |
| Interest and total cost | Interest paid during your expected time in the home and over the full term | Shows whether a smaller payment actually improves your financial position. |
| Risk | Fixed versus adjustable rate, payment caps, adjustment dates and worst-case payment information | A payment that can rise may not suit a borrower seeking certainty. |
| Future flexibility | Prepayment terms, ability to make extra principal payments and whether the lender offers a custom term | Flexibility can help you preserve a lower payment while paying off faster. |
Consumer Financial Protection Bureau guidance recommends comparing cash required at closing, monthly payment, interest paid during the expected time in the home, overall cost and risk. Do not assume you can refinance again later: income, credit, home value and market rates may change.

Choose the term deliberately
Keep a similar remaining term
Replacing a 25-years-remaining mortgage with a new term close to 25 years makes the payment comparison more meaningful. If the rate is lower, you may reduce both the payment and the interest cost without restarting a full 30-year schedule.
Use a shorter term
A 15-, 20- or custom shorter term can increase the required payment but accelerate principal repayment and may reduce total interest. CFPB notes that borrowers can ask whether a custom term, such as a term shorter than 30 years, is available. Compare the higher payment with your emergency savings, other debts and income stability before choosing it.
Extend the term for cash-flow relief
Extending repayment can be appropriate when the priority is immediate monthly affordability, but document the trade-off: the debt may last longer and total interest may rise. Consider making voluntary extra principal payments only if the loan permits them and your budget can support them; do not treat optional payments as guaranteed savings.
Understand points and lender credits
Discount points
Discount points are upfront charges paid to obtain a lower interest rate. They can improve the economics when you keep the loan long enough for the monthly savings to recover the point cost. Include points in total refinance costs when calculating break-even.

Lender credits
Lender credits reduce the amount you pay at closing in exchange for a higher interest rate. They may help when cash is limited or you expect to move soon, but the higher rate can produce larger payments and more interest over time.
Ask each lender to quote comparable combinations, such as zero points, points and credits. Compare the cash due, payment and cost over your expected holding period rather than choosing the option with the lowest rate or the smallest check at closing in isolation.
Step-by-step: evaluate and apply for a refinance
- Define the objective. Decide whether you need a lower payment, a lower total interest cost, a shorter payoff period, cash access or a more stable rate. A cash-out refinance has different costs and should not be judged with the simple break-even shortcut.
- Collect current loan facts. Record the outstanding principal, current rate, remaining term, monthly principal-and-interest payment, escrow amount, mortgage-insurance charge and any prepayment rules.
- Estimate your time in the home. Use a realistic range rather than assuming you will keep the property indefinitely.
- Request Loan Estimates. Apply with multiple lenders close together so you can compare rates, points, credits, fees, cash due and projected payments. Costs vary with the lender, credit score and location.
- Normalize the payment figures. Separate principal and interest from taxes, insurance, mortgage insurance and other escrowed items. Confirm whether the new loan changes escrow funding or only the loan payment.
- Run break-even and total-cost comparisons. Divide refinance costs by monthly savings for a quick screen, then calculate interest and total payments through your expected move date and through each loan’s full term.
- Check the term and risk. Confirm the payoff date, whether the rate is fixed or adjustable, how adjustments work and what the payment could be under the loan’s rules.
- Review the Closing Disclosure. Compare it with the Loan Estimate, verify credits and points, and question unexpected fees or a payment that differs from the quoted structure.
- Close only when the trade-off fits. Keep records of the final balance, rate, term, cash paid and first payment date so you can verify future statements.
Common reasons a refinance disappoints
- The payment falls only because the term restarts. A new 30-year schedule can lower the bill while increasing the years of interest payments.
- Closing costs erase the savings. A small monthly reduction may take many years to recover points and fees.
- Escrow is mistaken for loan savings. Taxes and insurance can change for reasons unrelated to the refinance.
- An adjustable rate is treated like a permanent discount. The initial payment may be lower, but later adjustments can raise it.
- A future refinance is assumed. A borrower may not qualify later if income, credit, home value or rates change.
- Cash-out is evaluated like a rate-and-term refinance. Borrowing additional money changes the balance, payment and total interest and requires a separate analysis.
- Quotes are compared on different assumptions. One offer may include points, a different term or different escrow estimates, making the rates and payments incomparable.
Tax treatment of refinance costs
Tax rules are fact-specific. The IRS generally requires refinance points to be deducted over the term of the new loan rather than all at once. A limited exception may apply to qualifying points connected with substantial improvements to a main home. Mortgage-interest deductibility can also depend on how borrowed funds are used and on other limitations.
Keep the Closing Disclosure and settlement records, and consult current IRS guidance or a qualified tax professional for your circumstances. Do not count a potential tax benefit in your refinance calculation unless you understand that it applies to you.
A practical decision checklist
- Is the quoted reduction in principal and interest, or does it include different taxes or insurance?
- What are the total costs, points, credits and cash required at closing?
- How many months until savings recover those costs?
- Will you likely keep the home and the new loan beyond that point?
- What is the new payoff date compared with your current mortgage?
- What interest and total cost will you incur during your expected time in the home?
- Is the rate fixed, and if not, how and when can the payment change?
- Would a custom or shorter term better match your goal than a new 30-year term?
- Could you still afford the loan if income, property value or market rates change?
For a particular refinance provision, a CFPB Regulation Z interpretation treats a payment reduction of 10% or more as “materially lower.” That is a regulatory threshold for that provision, not a general recommendation, expected savings figure or guarantee that refinancing is beneficial.
