Can You Receive Social Security and Supplemental Security Income at the Same Time?

Yes. You can receive Social Security retirement, disability, or survivors benefits and Supplemental Security Income (SSI) during the same month if you independently qualify for both programs. However, Social Security usually counts as unearned income under SSI rules, so it commonly reduces the SSI payment. Receiving both does not normally mean getting the full SSI amount on top of your entire Social Security benefit.

Why both benefits can be paid together

Social Security and SSI are separate federal programs with different eligibility tests and funding. Social Security retirement, survivors, and disability insurance benefits are primarily financed by employment taxes. Eligibility is generally tied to a worker’s earnings record or to a qualifying family relationship. The Social Security Administration (SSA) says it pays benefits to eligible workers and their families based on the worker’s earnings.

SSI is a needs-based program financed from general tax revenue. It is intended for people with little income and limited resources who are at least 65, blind, or disabled. Because the programs serve different purposes, a person can satisfy both sets of rules at once.

SSA said in a January 2025 blog post that about 2.5 million adults and children were receiving SSI and Social Security at the same time. That is a dated SSA figure for 2025, not a 2026 enrollment count. The same post explains that people meeting SSI income and resource requirements may also qualify for Social Security disability, retirement, or survivors benefits.

How Social Security and SSI differ

Feature Social Security SSI
Basic purpose Insurance benefits based mainly on a worker’s record or an eligible family relationship Income support for people who meet age, blindness, or disability rules and have limited income and resources
Typical eligibility routes Retirement, disability, or survivors benefits; the applicable work credits, age, disability, or family relationship rules depend on the benefit Age 65 or older, blindness, or disability, plus financial eligibility
Funding Primarily employment taxes General federal tax revenue
Financial test Benefit amount is generally tied to the earnings record; SSI-style resource limits do not ordinarily determine insured status Income and countable-resource limits apply, with exclusions
Can the programs overlap? Yes. A person can receive both, but Social Security is generally counted when SSI is calculated.

Who may qualify for both programs?

Retirement benefit plus SSI

A person aged 62 or older may qualify for a Social Security retirement benefit if the person has enough work credits. If that retirement check is small and the person also meets SSI’s age, income, resource, and living-arrangement rules, SSI may provide a partial supplement.

Starting retirement benefits does not automatically establish SSI eligibility. SSA examines the amount of the retirement benefit, other income, countable resources, and the person’s household circumstances separately.

Disability benefit plus SSI

Some disabled workers qualify for Social Security Disability Insurance (SSDI) because they have a qualifying disability and sufficient work credits. A worker with a limited earnings record, a low SSDI amount, or a period before insured status is established may also meet SSI’s financial rules. Children and adults can receive SSI, and children can have additional household or parental eligibility factors.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

SSDI and SSI use different financial structures even though both can involve disability. An SSDI award does not guarantee SSI, and an SSI award does not replace the work-credit requirement for SSDI.

Survivors benefit plus SSI

A surviving spouse, child, or another eligible family member may receive a Social Security survivors benefit based on a deceased worker’s record. If the survivors payment is not enough to eliminate financial eligibility for SSI, both benefits may be payable. Household composition and, for a child, parental deeming rules can affect the SSI determination.

How Social Security changes your SSI payment

SSA generally classifies Social Security payments as unearned income for SSI. The payment is therefore included in the SSI income calculation, subject to applicable exclusions. The result is often a lower SSI check, but Social Security income does not automatically disqualify every recipient.

There is no single universal dollar-for-dollar rule that can determine every person’s payment from the Social Security check alone. SSA also considers other countable income, exclusions, resources, living arrangements, and any state supplement. The practical relationship is:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • SSA identifies the applicable federal SSI rate.
  • It applies the SSI income exclusions and determines countable income.
  • Social Security is ordinarily included in that countable-income calculation as unearned income.
  • The resulting federal SSI amount may be reduced, and living arrangements or a state supplement may change the final payment.

Because the calculation is individualized, an online estimate that simply subtracts the entire Social Security check from the SSI rate can be wrong.

2026 SSI rates and resource limits

For 2026, SSA lists a maximum federal SSI rate of $994 per month for an individual and $1,491 per month for a couple. These are maximum federal rates under the stated conditions, not guaranteed payments. Countable income can reduce the federal amount, and a state supplement or a different living arrangement can change the total.

2026 federal SSI figure Amount What it means
Individual maximum federal rate $994 per month Ceiling before applicable countable income and other adjustments; not necessarily the amount paid
Couple maximum federal rate $1,491 per month Maximum federal rate for an eligible couple under the applicable rules
Individual countable-resource limit $2,000 Standard limit; excluded resources do not count
Couple countable-resource limit $3,000 Standard limit; excluded resources do not count

Resources are not identical to all property a person owns. SSA identifies exclusions that can include the home where the person lives and generally one vehicle per household. Other exclusions and special rules may apply, so selling or transferring property merely to reach a perceived limit can create new problems.

Applying for both benefits

A separate application is required for Social Security and SSI. Applying for one program does not automatically file a claim for the other.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Identify the Social Security benefit. Determine whether the claim is for retirement, disability, or survivors benefits and whether the relevant age, disability, family-relationship, and work-credit requirements are met.
  2. File the Social Security claim. Keep the application confirmation and every notice SSA sends.
  3. File the SSI claim separately. Report all income, assets, household members, living arrangements, and disability or blindness information requested by SSA.
  4. Provide records promptly. SSA may request bank statements, benefit letters, lease or household information, medical evidence, or proof of family relationships.
  5. Review the determination. Check the benefit type, onset or entitlement date, income counted, resources counted, and living arrangement used in the calculation.

SSA’s 2026 Program Operations Manual System describes SSI as a program of last resort. When SSA gives written notice of potential eligibility for specified other benefits, including Title II Social Security benefits, a claimant or recipient generally must take appropriate steps to apply within 30 days of receiving that notice. That is not a blanket 30-day deadline for every SSI applicant or every situation. The instruction has conditions and good-cause exceptions, including illness or a prior denial when circumstances have not changed. Follow the exact notice and contact SSA if the deadline cannot be met.

What happens when benefits are retroactive?

Social Security and SSI decisions can cover past months. If retroactive SSI and Social Security benefits cover the same months, SSA may apply a windfall offset. The offset prevents duplicate payment for overlapping periods, but the amount depends on the months involved, the timing of each award, and the benefits actually paid.

Do not estimate a retroactive award by adding the two published rates. Wait for SSA’s written computation, compare the months listed, and ask for an explanation if the figures do not match the notices.

Living arrangements and state supplements matter

Two people with the same Social Security benefit can receive different SSI amounts because SSI considers where and with whom a person lives and whether someone else provides food or shelter under the applicable rules. A state may also add a supplement to the federal SSI payment, and state supplements vary.

Report a move, a change in household members, a change in rent or shelter costs, and changes in who pays for food or utilities. Delayed reporting can produce an overpayment that SSA later seeks to recover.

Medicare, Medicaid, and dual cash benefits

SSI and health coverage are related but not identical. SSA says Medicaid is linked to SSI in most states, although some states require a separate Medicaid process. Social Security entitlement is associated with Medicare, and a person may have both Medicare and Medicaid. State procedures differ, so receiving both cash programs does not by itself guarantee a specific Medicare or Medicaid result.

Read the health-coverage notices separately from the cash-benefit notices. Confirm whether enrollment is automatic in your state or whether an application is required.

Examples of how concurrent benefits can look

Low retirement benefit

An older adult with enough work credits may receive a small retirement check. If the person has no other countable income and stays within the applicable resource limit, SSI may provide a partial amount rather than the full federal rate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

SSDI and SSI during a low-income period

A disabled worker may qualify for SSDI but have a benefit amount low enough that SSI eligibility remains possible. The SSDI payment is counted as unearned income, and the SSI amount is determined after the applicable exclusions and household rules.

Survivors benefits for a child

A child receiving a survivors benefit may also be considered for SSI if the disability and financial requirements are met. The child’s household and parental income and resources can affect the result, so the child’s Social Security check cannot be evaluated in isolation.

Checks to make before relying on an estimate

  • Which Social Security benefit is involved: retirement, SSDI, or survivors?
  • What is the gross monthly Social Security amount, and are there deductions?
  • What other income does the person or household receive?
  • Which resources are countable, and which exclusions apply?
  • Who lives in the household, and who pays for shelter, food, and utilities?
  • Is a state SSI supplement available?
  • Are Medicare or Medicaid applications or renewals handled separately in the state?
  • Has SSA issued a written notice requiring an application for another benefit?

Common mistakes to avoid

  • Assuming one application covers both programs: submit the separate claim required for each benefit.
  • Expecting the full SSI rate in addition to Social Security: Social Security generally counts as SSI income.
  • Using the resource limit as a total-property rule: exclusions mean some assets do not count.
  • Applying a simple dollar-for-dollar subtraction: exclusions, living arrangements, and state supplements change the calculation.
  • Ignoring notices: an SSA notice about potential eligibility for another benefit can carry a specific response requirement.
  • Assuming health coverage is automatic everywhere: Medicaid procedures vary by state, and Medicare and Medicaid eligibility are separate determinations.

The safest way to establish the actual concurrent payment is to provide SSA with complete income, resource, household, and living-arrangement information and review the written determination. Federal rates and rules can change, and a state’s supplement or Medicaid process may differ from the federal baseline.
