Yes—but a lender does not have to agree. You can ask for fewer or no discount points, request lower or waived lender fees, or trade points for lender credits until you sign the mortgage documents. The lender may reject the request, so compare written alternatives before closing rather than assuming a quoted rate is fixed.
What “mortgage points” actually mean
The word points is used for more than one kind of mortgage charge. Identify the charge before negotiating it, because a fee that is expressed as a percentage may not reduce your interest rate.

Discount points buy a lower interest rate
A discount point is generally 1% of the mortgage amount. Points tied to the interest rate let you pay more at closing in exchange for a lower rate. The rate reduction is not standardized: it varies by lender, loan type, market conditions and the pricing of the particular loan. One point at one lender may produce a different rate reduction than one point at another lender.

Other percentage-based charges may also be called points
Some lender or loan charges are quoted as a percentage of the loan but do not purchase a lower rate. Origination, underwriting or other lender fees can appear in point form. Request an itemized explanation of what every point pays for and whether it changes the interest rate.
Lender credits work in the opposite direction
A lender credit reduces some of your upfront closing costs in exchange for accepting a higher interest rate. The larger the credit, the higher the rate is generally likely to be. A credit is therefore a pricing tradeoff, not free money. Ask which closing-cost line items the credit will cover and compare the long-term cost of the higher rate.
Which mortgage costs are most negotiable?
Your strongest negotiating leverage is usually over charges controlled by the lender. Third-party providers and government authorities have less flexibility, and some amounts cannot be removed at all.

| Charge category | Typical negotiating room | What to ask |
|---|---|---|
| Lender origination, underwriting or processing fees | Often the most negotiable | Ask why each fee is charged, whether two fees overlap, and whether one can be reduced or waived. |
| Discount points | Negotiable as part of the rate offer | Request the same loan with zero points, the quoted points and any available lender credit. |
| Appraisal, credit-report, tax-service and flood-certification fees | Usually harder to change | Ask who provides the service and whether an approved lower-cost provider is permitted. |
| Government taxes, city or county stamps and recording fees | Generally not negotiable | Verify that the amount and jurisdiction are correct; do not expect the lender to waive a government charge. |
When a lender says a fee is “standard,” ask whether it is required by law, imposed by a third party or simply part of that lender’s pricing. The answer tells you where a request to reduce the charge is realistic.
How to negotiate before you commit
Use written, side-by-side loan scenarios. A lower rate with points is not automatically cheaper than a higher rate with no points, and two lenders can use different combinations of rates, points and credits.
- Collect comparable Loan Estimates. Keep the loan amount, loan type, term and other assumptions the same when comparing lenders. Differences in assumptions can make one quote look cheaper even when it is not.
- Ask for three versions from each lender. Request the same loan with zero discount points, the points originally quoted and lender credits if available. Have the lender state the interest rate, point or credit amount, estimated cash to close and monthly principal-and-interest payment for every version.
- Separate lender, third-party and government charges. Ask the loan officer to identify who receives each fee. Request a justification for every lender-controlled charge, including separate underwriting and processing fees.
- Ask what each point changes. Use the wording, “What rate reduction does each point buy on this exact loan?” Confirm that the answer is an actual rate change rather than a percentage fee with no pricing benefit.
- Use competing offers precisely. Ask whether the lender can match a competing offer with the same rate and the same number of points or credits. Comparing a points-heavy quote with a no-points quote can produce a misleading result.
- Put the agreement in writing. Request an updated Loan Estimate or other written pricing confirmation before you rely on a waiver, credit or revised point amount.
A concise script for the loan officer
You can say: “Please show me this loan with zero discount points, the points you quoted and the maximum lender credit available. For each option, list the rate, monthly payment, points or credits, lender fees, estimated cash to close and total cost over the periods we discussed. Which fees are yours, which are third-party charges and which are government fees? Can you reduce or waive any lender-controlled fee, and can you match this competing offer on the same terms?”

How to decide whether paying points is worthwhile
Paying points makes sense only when the interest savings during the time you actually keep the loan exceed the upfront cost. Ask the lender to calculate the result for a short, long and most-likely holding period, including the possibility that you refinance.

One free scan finds every outdated or missing driver and matches the right update for your exact hardware.Free scan · exact hardware matchCalculate a simple break-even point
Start with the extra amount paid for points. Divide it by the monthly principal-and-interest savings from the lower rate. The result is the approximate number of months needed to recover the upfront cost. For example, if points cost $3,000 and reduce the payment by $100 per month, the simple break-even period is 30 months. This calculation does not predict how long you will own the home; it only gives you a comparison point.
Use the lender’s actual figures for your loan. Keep the loan amount, term, rate assumptions, taxes, insurance and other quoted costs consistent. If you sell or refinance before the break-even period, the lower rate may not recover the points you paid. If you keep the loan materially longer, the accumulated payment savings may outweigh the upfront charge, assuming the rate and balance remain as modeled.

Use the same assumptions for every offer
Compare at least these scenarios:
| Scenario | Upfront pricing | Information to obtain | Question it answers |
|---|---|---|---|
| Zero-point loan | No discount-point charge | Rate, payment, lender fees and cash to close | What does the loan cost without buying down the rate? |
| Quoted-point loan | The points offered by the lender | Exact point cost, rate reduction, payment and cash to close | How much does the rate reduction cost and save? |
| Lender-credit loan | Credit toward eligible closing costs | Credit amount, higher rate, payment and cash to close | How much cash can be preserved now, and what does the higher rate cost? |
CFPB guidance says borrowers who are unsure how long they will keep the home or when they might refinance may prefer to compare options without paying points or taking lender credits. That is not a universal rule; it is a reason to stress-test the alternatives against realistic holding periods instead of choosing from the advertised rate alone.
The official illustration is not a market quote
The Consumer Financial Protection Bureau’s example uses a $180,000, 30-year fixed-rate loan at 5.0% with zero points. In that illustration, 0.375 points changes the rate by 0.125 percentage points and changes the payment by $14 per month. The example is a teaching illustration reviewed in 2023, not a current offer or a promise of the reduction you will receive.

CFPB also illustrates that a $1,000 lender credit on a $100,000 loan may be described as negative one point. The label does not remove the need to check the rate and the eligible costs the credit covers.

Where to verify points and credits in your disclosures
Match the negotiated terms to the official documents rather than relying on an email or verbal quote.
- Loan Estimate: Discount points appear on page 2, Section A. Review the amount alongside the interest rate and estimated cash to close.
- Closing Disclosure: Check the final amount in the same area and confirm that it matches the pricing you accepted.
- Lender credits: They appear as a negative amount in Section J. Confirm the credit amount and which charges it offsets.
Ask about any charge or credit you cannot reconcile with the rate quote. A change that appears shortly before closing should be explained and reflected in the disclosure you are asked to sign.
When you can negotiate—and when the leverage ends
CFPB states, “You can always negotiate the terms of the mortgage loan up until you sign on the dotted line.” That means you can raise points, rate and fee questions during the application and closing process, including after receiving a Loan Estimate. It does not mean the lender or seller must accept your proposal. A lender can refuse to waive a fee, decline to match another offer or withdraw a pricing option under its applicable lock and underwriting rules.
Raise the issue early enough to obtain revised documents and to compare alternatives. Waiting until the signing appointment may leave little practical time to re-underwrite the loan or obtain another offer, even though the ability to ask remains until you sign.
Common mistakes that make negotiation less effective
- Assuming one point always buys a fixed rate reduction. The reduction varies, so demand the actual rate before and after the charge.
- Treating every percentage fee as a discount point. Ask what service the fee pays for and whether it lowers the rate.
- Comparing different loan structures. A 15-year and 30-year loan, or different loan types, cannot be judged by rate alone.
- Ignoring cash-to-close. A lower rate may require substantially more money upfront; a credit may preserve cash but increase the payment.
- Focusing only on the monthly payment. Include the point cost, lender fees, credits and the total cost over the period you expect to keep the loan.
- Expecting third-party or government charges to disappear. Concentrate your negotiation on lender-controlled fees and verify the rest for accuracy.
- Accepting a verbal promise. Require the final terms in the Loan Estimate, Closing Disclosure or another written lender document.
A practical decision checklist
Before choosing an option, make sure you can answer each question without guessing:
- What is the exact dollar cost of the discount points?
- What interest rate does each point buy on this loan?
- Which quoted charges are lender fees, third-party costs or government fees?
- Can any lender origination, underwriting or processing fee be reduced or waived?
- What is the zero-point rate and cash to close?
- What lender credit is available, what higher rate accompanies it and what costs will it cover?
- What are the monthly payment and total cost at the time you might sell or refinance?
- Do the Loan Estimate and Closing Disclosure show the negotiated points and credits in the correct sections?
If the alternatives remain difficult to evaluate, CFPB suggests reviewing them with a HUD-certified housing counselor. A counselor can help you understand the tradeoffs without deciding which lender’s pricing you must accept.
