Yes. The Social Security Administration (SSA) provides free information and routine assistance through SSA.gov, its national phone service and local offices. People who need help with a claim or hearing may also qualify for free legal services through legal-aid programs or nonprofits. Private attorneys and other qualified representatives can charge fees, but SSA must authorize those fees before they can be collected.
The safest approach is to identify the task first, use SSA’s own services for routine matters, and compare any paid offer with what the agency already provides at no cost.

Free legal help for people who qualify
Legal-aid organizations and nonprofits sometimes help with Social Security claims, appeals or hearings at no charge. Eligibility and availability depend on the organization, your location and your circumstances. “Free” does not mean every applicant is accepted, and a local program may have an income, case-type or capacity limit.
Representation that may involve a fee
You may appoint an attorney or another qualified non-attorney representative, but representation is optional. A representative may seek payment even when the initial consultation or referral is free. No representative may charge or collect a fee unless SSA authorizes it first.
Start with SSA’s official services
SSA’s contact guidance says its website, www.ssa.gov, is the best way to get help. The site provides online services, explanations and frequently asked questions without a charge for access.

Match the source to the job
| What you need | Best first stop | Likely cost | Important limit |
|---|---|---|---|
| Program rules, forms or general questions | SSA.gov and SSA’s phone service | Free | Information is general and does not decide your individual eligibility. |
| Submitting an application or checking status | SSA online services, phone service or a local office | Free | A company offering to perform the same routine task may be charging for a service SSA already provides. |
| Understanding an appeal or hearing procedure | SSA instructions and the hearing or local office | Free for agency assistance | SSA staff can explain process, but they do not act as your personal lawyer. |
| Preparing legal arguments or presenting a difficult case | Legal aid, a nonprofit or a qualified representative | Free only if a program accepts you; otherwise a fee may apply | Availability, eligibility and fees vary by provider and location. |

How to locate free legal assistance
SSA’s representative guidance says local offices can provide lists of legal-referral services and nonprofits. Its hearing guidance also notes that some organizations offer free legal services to people who qualify. Use the following process rather than relying on an advertisement that merely claims to be “official.”
- Ask SSA for referrals. Contact a local office and request the available legal-referral or nonprofit lists for your area. If you have a hearing, ask the hearing office or local office what organizations may assist qualifying claimants.
- Check eligibility directly with each provider. Ask whether the organization handles your benefit type and stage of case, whether it has an income or other qualification rule, and whether it is currently accepting matters.
- Confirm the scope of help. A program might provide advice, help complete forms, prepare an appeal, or represent you at a hearing. Do not assume that a brief consultation includes ongoing representation.
- Use the USA.gov legal-aid information identified by SSA. The listing can help you look for programs in your area; confirm availability and cost with the provider itself.
- Keep written contact details and terms. Save the organization’s name, the person you spoke with, the services offered and any eligibility decision so you know who is handling your matter.
Representation is not required at an SSA hearing. You can proceed on your own, seek limited advice, or appoint a representative if that better fits your needs.

What to know before appointing a paid representative
SSA provides a process for appointing an attorney or qualified non-attorney representative, including the representative-appointment form commonly identified as Form SSA-1696. Appointment gives the person authority to act within the scope you authorize; it does not make the service free.

SSA must approve the fee
SSA’s claimant-representation guidance states: “A representative cannot charge or collect a fee from you unless we authorize it first.” A representative may submit a fee agreement or a fee petition, and those are separate approval processes. Direct-payment rules may apply in some cases, so read the agreement and SSA’s current instructions carefully.
The $9,200 figure is a cap under a specific rule
SSA’s fee overview states that, for favorable decisions issued on or after November 30, 2024, an approved fee agreement is capped at the lesser of 25% of past-due benefits or $9,200. That is a maximum for the fee-agreement process in the stated circumstances, not a typical fee and not a promise that representation is free. Fee limits and procedures can change; check SSA’s current representation and fee pages before relying on the amount.

| Fee petition | The representative asks SSA to approve a fee based on the work performed. | No single dollar limit is stated here; SSA must authorize the amount before collection. |
| Free legal-aid or nonprofit service | An organization accepts the matter without charging you under its program rules. | Qualification, location and capacity determine whether the service is available. |
Questions to ask before signing
- What exact tasks will you perform: advice, application help, appeal preparation, hearing representation or all of these?
- Is the service free under a legal-aid or nonprofit program, or is a fee being requested?
- Which fee process will be used, and will you give me a copy of the written agreement?
- What expenses, if any, are separate from the representative’s fee?
- How can I end the appointment or obtain my file?
Keep the signed agreement and every SSA notice. If the proposed arrangement is unclear, ask SSA how the appointment and fee-approval process works before authorizing representation.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Spot misleading advertising and scams
SSA warns that some companies charge for services available directly from the agency at no charge. A polished website, a government-looking seal or a claim that a company is “connected to Social Security” does not prove that it is part of the government.
Recommended Free Tools
Common warning signs
- You are asked to pay simply to obtain a government form, routine status information or an application that SSA provides free.
- An unexpected caller, text, email, letter or social-media message demands money or personal information immediately.
- The sender says your benefits will stop unless you pay, or claims to transfer you to a government employee while keeping you on an unverified line.
- The service does not clearly identify the legal entity, the work it will perform, the fee arrangement or how to contact it independently.
How to verify a request
- Stop the conversation and do not provide payment or sensitive information through the unexpected contact.
- Open SSA.gov yourself or use SSA’s known phone and local-office channels rather than links or numbers supplied by the sender.
- Ask SSA whether the claimed notice, request or representative appointment is genuine.
- Compare the proposed paid task with SSA’s online and phone services. Do not pay merely for access to a routine government service.
SSA’s misleading-advertising publication summarizes the problem this way: “These companies often offer Social Security services for a fee, even though the same services are available directly from us free of charge.”

A practical path for getting help
- Define the question. Decide whether you need general information, help completing an SSA task, or advocacy in a claim, appeal or hearing.
- Try the official online service. Search SSA.gov for the relevant benefit, form, status tool or appeal instruction.
- Use phone or office help if online access is a barrier. Ask about interpreter services or other communication assistance when you contact SSA.
- Request local referrals if the issue is legal or contested. Ask the local or hearing office for legal-aid and nonprofit lists.
- Check qualification and scope. Confirm what a free program covers and whether it can accept your case.
- Compare any private offer. Identify work that duplicates SSA’s free service, then read the written fee terms before appointing anyone.
- Verify every unexpected demand. Use only SSA’s official contact channels to confirm payment requests, notices or claimed representatives.
Limits you should keep in mind
Free SSA assistance does not guarantee eligibility, approval, a favorable appeal or a particular benefit amount. Agency staff can explain procedures and available services, but they do not provide individualized legal representation. Legal-aid and nonprofit programs may be free for qualifying applicants, yet no official source establishes that every reader will qualify or that a provider is available in every area.
Fee rules, dollar limits and contact details can change. Before signing an agreement or relying on the $9,200 cap, review SSA’s current representation information and keep a copy of the terms you accepted. This is general U.S. service-navigation information, not a determination of your eligibility or the merits of a claim.
