Possibly. Continuing to work or receiving Social Security, a pension, or other retirement income does not automatically disqualify you from every senior property-tax freeze. In many programs, however, wages and retirement benefits are included in the income test. Your result depends on the state, county, or city where the home is located, the program’s definition of income, the income year it uses, and whether the benefit freezes assessed value, limits the tax bill, or reimburses part of the tax.
Do not rely on a general age-based rule or another state’s income limit. The agency that administers the program for your property—such as a state tax department, county assessor, city revenue department, or trustee—must apply the local rules to your household.

Working does not automatically disqualify you, but wages may count
Senior tax programs generally ask whether household income is below a published ceiling rather than whether every applicant has stopped working. That means a person can sometimes qualify while employed, provided the wages and other counted income remain within the program’s limit.

A program may count gross income, adjusted income, taxable income, or a specially defined household-income figure. It may also combine the income of a spouse, civil-union partner, co-owner, or other household members. The correct question is not simply “Do I work?” but “How does this program calculate income for every person it includes?”
Retirement income can be part of the eligibility calculation
Retirement status is not a universal exemption from an income test. Depending on the program, the calculation may include Social Security, pension payments, retirement-account distributions, annuities, wages, interest, dividends, or other listed sources.
Montgomery County’s rules list Social Security, retirement benefits, and pension benefits, along with salary and wages. Philadelphia asks applicants for pension and retirement-income statements as examples of supporting documentation. These requirements make clear that retirement income should be reported unless the administering office specifically says a source is excluded.

Some programs treat different portions of a benefit differently, and some use a year that is not the current calendar year. Ask which income year applies, whether amounts are measured before or after deductions, and whether irregular withdrawals or tax-exempt income must be reported.
There is no nationwide senior property-tax freeze
“Freeze” is a label used for several different benefits. State and local governments set their own age thresholds, ownership and residency rules, income caps, filing procedures, and definitions of the benefit. A limit published for one jurisdiction cannot be used to predict eligibility in another.
The following official programs illustrate the differences. Their figures belong only to the named jurisdiction, program, and year.

What “freeze” means in practice
An assessed-value freeze
Illinois freezes the home’s equalized assessed value, not necessarily the final tax bill. The Illinois Department of Revenue explains that the tax bill may still increase if tax rates rise or if improvements increase the property’s value. A value freeze can therefore reduce the effect of an assessment increase while leaving you exposed to changes in local rates, new construction, special assessments, or other parts of the bill.
A tax-bill freeze
Philadelphia describes a program that limits increases in the eligible applicant’s real-estate tax bill. Montgomery County, Tennessee, describes freezing the local tax amount at the qualifying-year amount. These designs focus on the amount due rather than solely on the assessor’s valuation, but they still operate under local conditions and may have exceptions.
A reimbursement
New Jersey’s Senior Freeze is a reimbursement program. It uses eligibility and base-year rules to determine a payment rather than simply locking the assessment or bill forever. A reimbursement can have separate filing dates, income years, and funding conditions.

Before applying, identify exactly what is being held constant: assessed value, tax liability, or a reimbursement amount. That distinction affects how you estimate future bills and whether rate increases can still reach you.
Eligibility factors to check before you apply
Age or qualifying disability
Programs commonly set a minimum age, often measured on a specific date in the program year. New Jersey’s cited 2025 page generally requires age 65 by December 31, 2025, unless the applicant meets its listed disability condition. Other jurisdictions may use a different birthday, a separate disability standard, or age categories.

Household members and income year
Find out whose income belongs in the calculation. New Jersey combines the incomes of married or civil-union partners living in the same home for its cited ceilings. Montgomery County refers to combined annual income of all property owners. A program may use household members, owners, or another defined group.
Also confirm the relevant year. A 2025 limit may be based on 2025 income, a prior tax year, or a base-year formula. Never substitute the latest pay statement for the year the form requests without asking the agency.
Property and filing requirements
Some benefits apply only to a qualifying homestead and may exclude rental, vacation, commercial, or partially used property. Annual renewal can be mandatory even when your circumstances have not changed. Illinois, for example, requires an annual PTAX-340 filing for its assessment-freeze exemption.
Documents to gather
Prepare records for every owner or household member included by the program. Common requirements shown by the official examples include:
- Proof of age, such as a government-issued identification document.
- Proof of ownership and principal residence, such as a deed, tax bill, or other records requested by the administering office.
- Social Security benefit statements.
- Pension, annuity, and retirement-income statements.
- Recent pay stubs and W-2 forms for current employment.
- Federal or state tax returns and records of interest, dividends, or other income when requested.
- Evidence of disability when applying under a disability provision.
Keep copies of the submitted form and supporting records. If income changed during the year, explain the change in the manner the agency permits rather than leaving a discrepancy for a reviewer to resolve.
How to determine your likely eligibility
- Identify the administering office. Start with the state tax department, county assessor or trustee, or city revenue department for the property’s exact address. A neighboring county can have a different program or no program.
- Read the current eligibility page and application. Check the age date, ownership and occupancy period, household definition, income year, income ceiling, and whether the benefit is a value freeze, bill freeze, or reimbursement.
- List every potentially counted income source. Include wages, Social Security, pensions, retirement distributions, annuities, interest, dividends, and any other source named in the rules. Do not remove a source because it is not subject to federal income tax unless the program says to do so.
- Calculate income using the program’s method. Follow its instructions about gross versus net amounts, exclusions, deductions, spouses, co-owners, and household members. A personal estimate using federal taxable income can be wrong.
- Collect proof for the requested year. Match documents to the form’s instructions and retain evidence of ownership, age, occupancy, and income.
- Submit by the current deadline and track renewal. Deadlines can change by year, and some offices require annual filing. Montgomery County’s published page has displayed conflicting application-window dates, so confirm the current window directly with the trustee instead of relying on an old date.
- Ask for a written explanation if denied. Request the reason, the income figure used, the appeal or correction process, and the deadline for challenging the decision.
Common mistakes that cause avoidable problems
- Assuming “senior” means automatic approval. Age is only one condition; income, ownership, occupancy, and filing rules also matter.
- Leaving out work or retirement income. Pay stubs, W-2s, pension statements, and retirement records are specifically requested in some programs.
- Using a neighboring jurisdiction’s limit. The $63,470 Montgomery County ceiling, Philadelphia’s $33,500/$41,500 limits, Illinois’s $75,000 ceiling, and New Jersey’s $168,268/$172,475 ceilings are not interchangeable.
- Confusing assessed value with the bill. A value freeze may not prevent a higher bill when tax rates increase or improvements add value.
- Using the wrong income year. A current statement may not answer a form that asks for a prior year or a specified base year.
- Missing renewal. An approval in one year may not continue automatically, particularly where annual forms are required.
- Ignoring changes in title or occupancy. Selling, moving, adding an owner, or converting part of the property can change eligibility.
Questions to ask the tax office
- Does this program count wages, Social Security, pensions, retirement-account withdrawals, annuities, interest, and dividends?
- Whose income is combined: the applicant, spouse, all owners, or all household members?
- Which income year and calculation method apply to this filing?
- Does the benefit freeze assessed value, cap the tax bill, or reimburse a calculated amount?
- Can tax rates, special assessments, or improvements still increase what I owe?
- What documents prove age, ownership, occupancy, and income?
- Is annual renewal required, and what is the current filing deadline?
- What is the appeal process if the application is denied or an income figure is disputed?
Bottom line for people who are still working or retired
You may qualify while working, and you may qualify while receiving retirement income, but neither wages nor retirement benefits should be assumed to be excluded. The decisive test is the program serving your property and its written income definition. Verify the current rules, calculate every required source for the correct year, and confirm whether the benefit protects your assessment, your bill, or a reimbursement amount before you rely on it for your budget.
