Can You Choose an LPG Distributor or Switch Gas Agencies in India? Rules and Steps Explained

Yes, but the process depends on what you are changing. India’s LPG customers can usually choose another distributor serving their area when they stay with the same oil-marketing company (OMC). Moving from one OMC to another, or moving house, follows different rules and may require vouchers, proof of address, and the return or transport of your cylinder and regulator.

First identify which change you need

“Changing my gas agency” can mean three different things. Identifying the right case prevents you from returning equipment unnecessarily or asking for the wrong voucher.

Situation What changes Typical route
Same OMC, another distributor in the same market Distributor only Online portability request through the registered OMC account or app
Switching between OMCs Company, distributor and connection records Return the old company’s cylinder and regulator, obtain transfer/refund documents, then reconnect with the new OMC
Moving home Service address Address update, transfer vouchers or termination and reconnection, depending on the destination

The available destination list is limited to distributors that serve your address or the relevant service cluster. You cannot select any agency in the country merely because it has a preferred name or rating.

Can you choose a different distributor within the same OMC?

Yes. Same-OMC portability is designed for a registered domestic customer who wants another distributor serving the same market. A 24 June 2019 release from the Ministry of Petroleum and Natural Gas says the customer can choose a destination distributor online from the registered login without intervention from the parent distributor. The nationwide portability option was launched in 2013. Ministry of Petroleum and Natural Gas portability release

The destination choices shown by the OMC are the practical boundary: the distributor must cover your exact address or cluster. At launch, the system also displayed star ratings for refill-delivery performance. Treat any rating shown in the live portal as one comparison factor, not proof that every future delivery will meet a particular time.

How to request same-OMC portability

  1. Open the registered OMC channel. Sign in to the consumer portal or mobile app linked to your LPG consumer number. HP Gas says its portability request can be made through the consumer portal or the HPPAY app with a user login and OTP validation. Current screens can change, so use the portability or distributor-change option actually displayed after sign-in. HPCL LPG systemic improvements
  2. Check the destination list. Confirm that each candidate distributor serves your complete address. Compare any displayed delivery-performance rating, coverage and the service features that matter to your household.
  3. Select a destination and submit. Submit the request from the registered account. The 2019 ministry description says the parent distributor does not need to intervene. In that described process, the destination distributor delivers the Transfer Subscription Voucher (TSV).
  4. Complete OTP or message checks. Keep the registered phone active. The OMC may send an OTP, confirmation or request-specific instruction.
  5. Track the request in the same channel. Save the request number and messages. Do not assume that an online submission means the transfer is already complete.

A 2021 ministry release described a three-day customer withdrawal or contact window and automatic transfer when a same-company request was not withdrawn. That is a description of the scheme at that date, not a universal current completion-time guarantee. 2021 ministry release on digital LPG services

What happens when you switch from one OMC to another?

An inter-OMC change is not the same as selecting a new distributor in an app. The government’s national launch instructions said cylinders and pressure regulators were not interchangeable between companies. Under that described procedure, you return the old company’s cylinder and regulator to its distributor, receive the applicable refund or transfer documents, and approach the selected new OMC’s distributor for reconnection. 2013 all-India LPG portability launch instructions

  1. Contact the current distributor or follow the current OMC’s inter-OMC instructions.
  2. Return the cylinder and pressure regulator as instructed and obtain the termination, refund or transfer paperwork.
  3. Take those documents and the identity, address and KYC records requested by the new OMC’s distributor.
  4. Complete the new OMC’s reconnection formalities and pay any amount that the current process displays.
  5. Do not connect equipment from one company to another unless the receiving OMC expressly confirms that it is accepted.

The 2013 launch release stated that no portability transfer fee or additional security deposit would be charged. It also described the new OMC reconnection as using the same security-deposit amount as before. Because those are dated launch instructions, confirm today’s equipment handoff, deposit and displayed charges with both OMCs before surrendering anything.

If you are moving house, use the address-transfer route

A move can be simpler than an inter-OMC switch, but the paperwork depends on the distance and whether the new address remains in the current distributor’s area. The OMC’s own instructions control.

New address still within the current distributor’s service area

IndianOil’s Indane FAQ says to inform the distributor of the new address and provide supporting residence proof so the records can be updated. Ask the distributor which proof is accepted for your address and retain the acknowledgement. IndianOil Indane FAQs

Moving elsewhere in the same town

IndianOil describes a voucher-based transfer. Take the original Subscription Voucher (SV) to the current distributor and obtain a Transfer Termination Voucher (TTV). Then give the new distributor your residence proof, TTV and Domestic Gas Consumer Card (DGCC) booklet. The new distributor issues a Transfer Subscription Voucher (TSV) and a new consumer number. Under that same-town instruction, the cylinder and regulator do not need to be surrendered.

Moving within the city or certain adjoining areas

HPCL describes an e-Customer Transfer Advice (e-CTA) for an eligible local move. The existing distributor issues the e-CTA and an authorization code valid for three months. You take the Subscription Voucher and code to the new distributor. The customer carries the equipment rather than surrendering it. Confirm that the destination falls within the area covered by the current HP Gas rule before relying on this route. HP Gas FAQs

Moving outside the town

IndianOil says to surrender the cylinder and regulator, receive a termination voucher and obtain a refund of the security deposit. Use the termination document when resuming service at the new location.

HPCL similarly describes surrendering the equipment, receiving a Termination Voucher (TV) and obtaining a deposit refund. It says the TV is valid for one year and that the DGCC should be retained and endorsed at the new location. These are company-specific instructions; ask the destination distributor whether it accepts the document and which current identity and address records are required.

Vouchers and documents are not interchangeable

The document name tells you which process you are in. Do not ask for a generic “transfer paper” without explaining whether you are changing distributor, changing OMC or moving out of town.

Ownership transfer or regularization is a separate matter. For example, Bharatgas publishes a unified form requiring transferor and transferee declarations, KYC and other documents. That form should not be treated as the normal portability request. Bharatgas transfer and regularization form

Costs, timing and what is actually guaranteed

The 2013 portability launch material said there would be no portability transfer fee or additional security deposit. That statement concerns the portability scheme described at launch; it does not guarantee that every present-day transaction, unrelated service or replacement item is free. Check the amount shown by the OMC and ask which charge it covers before paying.

The 2021 ministry account recorded 55,759 portability requests successfully completed in May 2021. That is a dated activity count, not a current monthly volume, success rate or completion-time promise.

No single current checklist or all-OMC service-level agreement applies to every scenario. The exact requirements can change with the OMC, destination, address proof and transfer type. Request a written or on-screen checklist from the existing or destination distributor and keep copies of every voucher, receipt and message.

How to choose between available distributors

  • Coverage: Verify that the distributor serves the complete delivery address, not merely the same locality.
  • Delivery record: If the OMC displays a star rating or refill-performance measure, use it as one data point and note the date shown.
  • Process fit: Confirm whether the request is same-OMC portability, an inter-OMC switch or a household move.
  • Equipment handling: Establish in advance whether you carry the cylinder and regulator or surrender them.
  • Documents: Ask for the exact voucher or advice—TSV, TTV, e-CTA or TV—and any validity period.
  • Digital traceability: Prefer a portal or app that gives a request number, OTP confirmation and status messages.

Common mistakes and how to avoid them

Assuming every agency is selectable

The portal normally limits choices to distributors serving the relevant area or cluster. If your preferred agency is absent, verify the address and service area rather than trying to force a manual transfer.

Treating an inter-OMC switch as an app-only change

The cited government instructions require physical equipment return and document handoff for the inter-OMC case. Start with both OMCs before cancelling the old connection.

Taking equipment to the wrong destination

Some local moves require you to carry the cylinder and regulator; out-of-town procedures described by IndianOil and HP Gas require surrender. Obtain the destination-specific instruction first.

Using the wrong voucher

SV, TTV, TSV, e-CTA and TV refer to different steps. Write down the current address, destination address and OMC before asking the distributor to identify the document.

Relying on an old completion estimate

The three-day withdrawal and automatic-transfer description belongs to the 2021 ministry release. Use the live status channel for your request instead of treating three days as a guaranteed service level.

A simple decision path

Start by asking whether the OMC printed on your consumer record will remain the same. If yes, and the new distributor serves the same market, use the registered portal or app and select from the displayed list. If the OMC will change, stop the online portability attempt and ask the old and new distributors about equipment return, refund paperwork and reconnection. If only your address changes, give both the old and new locations and ask which geographic category applies: current service area, same town, adjoining city or outside town.

That classification determines whether the cylinder and regulator remain with you. IndianOil’s same-town procedure and HPCL’s eligible local-move procedure describe carrying the equipment. The IndianOil and HP Gas out-of-town procedures describe surrendering it and issuing a termination document. Do not infer the rule from distance alone when the OMC has a more specific boundary.

What to confirm before handing over equipment

  • Which OMC owns or records the cylinder and regulator.
  • Whether the destination distributor has accepted your address and is ready to receive the transfer.
  • The exact voucher name and, for HP Gas local moves, the three-month authorization-code validity.
  • Whether a deposit refund is due and how it will be recorded.
  • Whether your DGCC booklet, Subscription Voucher, KYC and residence proof must be presented in original or copied form.
  • A receipt or acknowledgement listing the equipment returned, the documents issued and any amount paid.

Keep the consumer number, registered mobile number and all messages until the destination distributor confirms activation. A request number or OTP proves that a request was submitted; it is not by itself proof that the connection has been transferred.

What portability does not require

The administrative change itself does not establish a need to buy a new cylinder, regulator, hose, stove or leak detector. Retain or return existing equipment only as directed by the OMC for your specific transfer. For any equipment or connection-safety question, follow the distributor’s current instructions rather than purchasing a replacement as a condition of portability.

A practical checklist before you submit

  1. Write down your OMC, consumer number, registered mobile number and current distributor.
  2. Classify the request: same-OMC distributor change, inter-OMC switch, same-area address update, local move or out-of-town move.
  3. Check the destination distributor list in the registered portal or app.
  4. Gather residence proof, Subscription Voucher, DGCC booklet, identity/KYC records and any other documents the current OMC requests.
  5. Ask whether the cylinder and regulator travel with you or must be surrendered.
  6. Record the voucher or advice name, validity period, request number and any displayed charge.
  7. Keep receipts and confirmation messages until the new distributor has accepted the transfer and your consumer number is active.

For a same-OMC request, the online portability channel is usually the cleanest starting point. For an OMC change or a move outside the current service area, contact the existing distributor and the destination distributor before handing over equipment, because the correct voucher and refund procedure depend on the route.

Frequently Asked Questions

Can I choose any LPG agency in India?

No. Same-OMC portability normally shows only distributors serving your address or the relevant service cluster. A distributor’s star rating, where displayed, is a comparison point, but coverage comes first.

Can I change an Indane connection to HP Gas online?

Do not assume an inter-OMC switch is an app-only change. The national launch instructions described returning the old company’s cylinder and regulator, obtaining transfer or refund documents, and then reconnecting through the new OMC. Confirm the current procedure with both companies.

Do I need the old distributor’s permission for same-OMC portability?

The Ministry of Petroleum and Natural Gas described customers selecting a destination distributor from their registered login without intervention from the parent distributor. The destination distributor issued the TSV in that described process. Keep your phone available for OTPs and messages.

What is the three-day rule for LPG portability?

A 2021 ministry release described a three-day customer withdrawal or contact window and automatic transfer if a same-company request was not withdrawn. It is a dated scheme description, not a universal current completion guarantee.

Can I keep my cylinder when moving to another city?

It depends on the OMC and destination. IndianOil’s same-town and HP Gas local-transfer instructions describe carrying the equipment, while IndianOil and HP Gas out-of-town instructions describe surrendering the cylinder and regulator and issuing termination documents.

What is a TSV, TTV, e-CTA or TV?

A TSV is a Transfer Subscription Voucher. IndianOil’s same-town route uses a TTV before the new distributor issues a TSV. HP Gas describes an e-Customer Transfer Advice and three-month authorization code for eligible local moves, and a Termination Voucher for an out-of-town move.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Will I pay a portability transfer fee?

The 2013 launch release said no portability transfer fee or additional security deposit would be charged, and described the same earlier deposit for reconnection. This dated statement does not settle every current or unrelated charge, so check the amount and its description in the live OMC channel.

Is changing the consumer name the same as changing the distributor?

No. Ownership transfer or regularization is separate. Bharatgas’s unified form, for example, asks for transferor and transferee declarations, KYC and other documents. Use that type of form only when ownership or regularization is the issue.

The Bottom Line

You can usually choose another LPG distributor when it serves your address, but the route matters. Use online same-OMC portability for a distributor change, follow equipment-return and reconnection instructions for an inter-OMC switch, and use the correct address-transfer voucher when moving. Confirm the current checklist, charges, equipment instructions and document validity with the relevant OMC before surrendering anything.
