Sometimes—but “changing” a Social Security retirement decision can mean two very different actions. If you are still within the withdrawal window, you may be able to cancel the original retirement application, repay benefits and related amounts, and apply again later. If you have reached full retirement age but are younger than 70, you may instead suspend future retirement payments and earn delayed retirement credits. Suspension does not erase the original claim.
The correct route depends on your first month of entitlement, age, benefit type, family benefits, Medicare status and the amounts already paid. Ask the Social Security Administration (SSA) to verify the dates and consequences for your record before filing anything.

Withdrawal and suspension are not the same
SSA uses separate rules for undoing a retirement claim and pausing payments. Confusing them can create an unexpected repayment bill or stop benefits for family members.
| Question | Withdrawal | Voluntary suspension |
|---|---|---|
| What changes? | If approved, SSA treats the application as though it was never filed. | Future retirement payments stop temporarily; the original claim remains. |
| When available? | Generally within 12 months of the first month of entitlement. | After full retirement age and before age 70. |
| Repayment? | Repayment of benefits and potentially related amounts is required. | No repayment of past retirement benefits is specified as a condition. |
| Future benefit? | You must file a new claim later; the eventual amount depends on that claim. | Delayed retirement credits can increase the future retirement payment. |
| Family effects? | Other entitlements can be affected, and consent may be required. | Benefits paid on your record generally stop during the suspension. |
| How to request? | Written request, generally Form SSA-521. | Ask SSA to suspend payments; the request may be oral or written. |
This article addresses U.S. Social Security retirement claims. Survivor, spousal, disability and other benefit transitions can have different eligibility rules.

Can you withdraw a retirement claim after payments begin?
Possibly. SSA says you may be able to withdraw a retirement claim if fewer than 12 months have passed since you were first entitled to benefits. Withdrawal is not an informal cancellation: SSA must approve a written request, and you generally must repay what the claim generated.
The deadline is tied to entitlement, not simply the day a check arrived
The governing regulation, 20 CFR § 404.640, describes a request within 12 months of the first month of entitlement. An SSA public cancellation page describes the period as “up to 12 months after your benefit approval.” Those descriptions use different date anchors. Do not calculate your deadline from the date of a check, notice or online application alone. Ask SSA to identify your controlling first month of entitlement and the last day for a valid request.
Withdrawal is generally a one-time option
SSA guidance generally permits withdrawal only once. If approved, the application is treated as though it had never been filed. You would need to submit a new application when you decide to claim again, and a later application might not cover the same retroactive period.

What you must repay when withdrawing
Repayment can be much larger than the retirement checks deposited in your account. SSA says the accounting may include amounts paid to you and your family because of the application, plus sums withheld or paid for other purposes.
- Retirement benefits you received.
- Benefits paid to eligible family members on your record.
- Medicare premiums withheld from your checks.
- Federal or state tax withholding associated with the payments.
- Garnishments taken from the benefits.
- In some cases, Medicare Part A-covered medical expenses incurred during the period.
SSA must calculate the amount for your record. Do not assume that returning your net deposits settles the obligation; withholding and Medicare items can require a separate reconciliation.

Other people may have to consent
The regulation requires written consent from a person whose entitlement would become erroneous because of the withdrawal. That can include a spouse, child or other family beneficiary whose payment was based on your application. SSA’s Form SSA-521 asks for the relevant information and signatures. Ask SSA which affected beneficiaries must consent before you submit the request.
Withdrawal can forfeit rights attached to the original claim
Form SSA-521 warns that withdrawing forfeits rights connected with that application, including appeal rights. A later claim is a new filing, so its effective and retroactive dates may differ. Consider this consequence before treating withdrawal as a simple way to “reset” a decision.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsHow to request withdrawal
- Confirm that withdrawal is legally available. Contact SSA and ask for your first month of entitlement, the applicable 12-month deadline and whether another withdrawal has already been approved.
- Request the repayment calculation. Ask for benefits paid to you and family members, Medicare premiums, tax and garnishment amounts, and any Part A expenses SSA says must be repaid.
- Identify affected beneficiaries. Find out whose entitlement would be made incorrect and what written consent SSA requires.
- Complete Form SSA-521. The form is SSA’s “Request for Withdrawal of Application.” The edition identified in the official material is July 2023. Follow the current filing instructions SSA gives you.
- Submit the written request and supporting consents. Keep copies, delivery proof and the date submitted. A request is not an approved withdrawal until SSA processes it.
- Wait for SSA’s decision and payment instructions. Do not assume the original claim has disappeared or stop making Medicare arrangements while the request is pending.
- Apply again when ready. If the withdrawal is approved, file a new retirement application later. Ask how the new filing date affects your benefit and any family claims.
When can you suspend Social Security payments?
If you have reached full retirement age but are not yet 70, you can ask SSA to suspend your retirement benefit payments. Suspension is prospective: it pauses future checks rather than cancelling the application or requiring repayment of checks already received.
How suspension starts and ends
Suspension begins no earlier than the month after you make the request. You can ask SSA to resume payments later, or payments automatically resume when you reach age 70. The period between the stop and restart is the period for which delayed retirement credits may apply.
How much can suspension increase a future benefit?
SSA’s benefit-management guidance describes an increase of up to 8% per year, plus inflation, for pausing after full retirement age. That is a general description, not a personalized quote. Your result depends on your full-retirement-age rules, the exact months suspended and your earnings and claiming record. Ask SSA for the projected amount before deciding.

Effects on family benefits and Medicare
Benefits paid on your record generally stop
During a voluntary suspension, family members who receive benefits on your earnings record generally cannot be paid for the same period. A divorced spouse can continue receiving a divorced-spouse benefit under the stated exception. Suspension also means you cannot keep receiving a benefit based on another person’s record during the suspension period.

Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Part B premiums must be paid directly
If you have Medicare Part B and your premium was being deducted from Social Security, suspension removes that withholding mechanism. You must pay Part B premiums directly. SSA warns that unpaid premiums can jeopardize Part B coverage, so arrange payment before the first suspended month and monitor billing.
Suspension is not available before full retirement age
A person who is below full retirement age cannot use voluntary suspension as a general way to wait for a larger retirement check. In that situation, the withdrawal rules, a different benefit strategy or a benefit-type application may be relevant instead. SSA must determine which options apply.
What if you want to change benefit types?
Switching from one kind of Social Security benefit to another is a separate issue. SSA says a person may submit a new application to switch benefits—for example, from survivor benefits to their own retirement benefit. That is not the same as withdrawing or suspending a retirement claim.
Eligibility, filing dates, reductions and coordination rules vary by the benefits involved. The official guidance does not establish one calculation for every transition. Ask SSA to compare the available applications on your record and explain whether one benefit continues while another is pending.

A practical decision process
Step 1: Write down the facts SSA will use
- Your date of birth and full retirement age.
- The first month of retirement entitlement.
- The date and amount of every payment received.
- Any retroactive months included in the award.
- Family members receiving benefits on your record.
- Medicare Part A and Part B status, including premiums withheld.
- Taxes or garnishments withheld from benefits.
- Whether you receive another person’s Social Security benefit.
Step 2: Define the objective
If your objective is to erase the original filing and claim later, ask about withdrawal. If your objective is to stop checks temporarily after full retirement age while preserving the claim and earning delayed credits, ask about suspension. If your objective is to move from survivor, spousal or another benefit to your own retirement benefit, ask about a new application.
Step 3: Get the consequences in writing
Request confirmation of the deadline, repayment total, required consents, family effects, Medicare payment method and the expected restart or reapplication rules. Keep the response with your tax and Medicare records.
Step 4: Do not act on an assumed deadline
The difference between “12 months after approval” and “12 months after the first month of entitlement” can matter. SSA’s records control your case. A representative can also explain how a withdrawal affects a spouse, child or other beneficiary before you sign.
Common mistakes to avoid
- Calling suspension a withdrawal. Suspension does not erase the application and is limited to people at full retirement age and under 70.
- Counting only your own checks. Withdrawal repayment can include family benefits and specified Medicare, tax and garnishment amounts.
- Ignoring Medicare Part B. During suspension, arrange direct premium payments or coverage can be at risk.
- Assuming a later claim preserves every earlier month. Withdrawal can forfeit rights connected with the original application, and a new application may not cover the same retroactive period.
- Stopping a payment before SSA confirms the action. Continue following current instructions until SSA processes the request and tells you what happens next.
- Using a generic calculator as a final answer. Delayed-credit increases and repayment totals depend on your individual record; SSA must provide the controlling figures.
What the official rules establish
SSA’s March 13, 2024 FAQ states that a person may be able to withdraw a retirement claim when fewer than 12 months have passed since first entitlement. SSA’s retirement planner states that someone at full retirement age but under 70 can ask to suspend payments. The controlling withdrawal regulation is 20 CFR § 404.640, and Form SSA-521 (July 2023 edition identified in the official materials) is the withdrawal request form.
Those rules establish the available mechanisms, not a guaranteed result for every household. Your entitlement month, age, affected beneficiaries, Medicare history and payment record determine what SSA will approve and what you must repay or arrange.
