Yes. A temporary mortgage buydown can reduce the payment shown in the first one to three years without reducing the payment you are legally required to make over the life of the loan. The lower amount is funded by a separate subsidy account. When that account is exhausted, your payment rises to the permanent note-rate amount. Fannie Mae requires lenders to qualify borrowers at the note rate, not at the temporarily reduced payment. The practical test is simple: could your household afford the full contractual payment today, without relying on a future raise, a refinance or a home sale?
What a temporary buydown changes—and what it does not
A temporary buydown changes the payment schedule for a defined period. It does not permanently lower the mortgage interest rate, principal balance or contractual payment stated in the promissory note.

A lump sum is deposited into a buydown account. Each month, money from that account covers part of the scheduled payment so the borrower pays less out of pocket. The funds can come from the borrower, lender, employer, seller or another interested party, subject to the loan program’s rules. Once the agreed subsidy is used, the borrower pays the full amount calculated at the note rate.

How the payment schedule works
A 3-2-1 buydown
In a common 3-2-1 structure, the temporary payment is calculated at a rate three percentage points below the note rate in year one, two points below in year two and one point below in year three. From year four onward, the borrower pays at the full note rate. The note itself does not permanently carry those lower rates.
| Period | Temporary calculation | What happens next |
|---|---|---|
| Year 1 | Note rate minus 3 percentage points | Subsidy account covers the difference |
| Year 2 | Note rate minus 2 percentage points | Borrower’s payment increases |
| Year 3 | Note rate minus 1 percentage point | Borrower’s payment increases again |
| Year 4 and later | Full note-rate payment | No temporary subsidy remains |
A 2-1 buydown
A 2-1 plan follows the same idea over two years: the first year’s payment is calculated two percentage points below the note rate, the second year’s payment is one point below, and the full note-rate payment begins in year three. Your signed agreement controls the exact dates and amounts, so compare that schedule with the payment figures in your closing documents.
Why the account matters
The subsidy is not a promise that someone will make your payment indefinitely. It is a finite pool of money released according to a schedule. If the account does not contain enough money, the agreement cannot excuse you from the note payment. The written documents should explain who funds the account, how much is deposited, how releases are calculated and what happens to any balance if the loan is paid off early.

Why a buydown can create an affordability illusion
The first payment is the number most visible in an advertisement or conversation with a seller. That number can make a higher-priced home fit a buyer’s initial monthly budget even though the lasting payment is materially higher. A household that plans around the temporary amount may face payment shock when the subsidy steps down or ends.
The underwriting result is a useful warning. Under Fannie Mae guidance, the lender generally qualifies the borrower using the note rate and does not give credit for the temporarily reduced payment. A buyer who qualifies only because of the buydown is not demonstrating that the household can sustain the loan; the lender’s calculation is already based on the permanent obligation.
The safest affordability test is therefore the payment that begins after the final subsidy year. Treat a future raise, bonus, inheritance or refinance as uncertain. If the full payment would strain current dependable income, the lower opening payment is relief, not proof that the home is affordable.

Program limits and funding rules
Fannie Mae’s temporary-bydown parameters
Fannie Mae’s current guidance generally limits a temporary buydown to three years, limits the rate reduction to three percentage points and limits the annual increase in the borrower’s portion to one percentage point. These are Fannie Mae requirements; other conventional, government or portfolio programs may use different rules. Confirm the requirements for the specific loan before treating an offer as available.

When a seller or another interested party funds the subsidy, Fannie Mae’s interested-party contribution limits apply. The contribution must be documented and used in a way permitted by the loan program. A seller’s willingness to pay for a buydown is not the same as an unlimited credit, and the maximum allowed amount can depend on the transaction and occupancy details.
Ask for the complete written buydown agreement. It should identify the funding source, the deposit, the yearly payment schedule and the treatment of unused funds. Do not rely on a verbal statement that the seller will “cover the difference.”

Which documents reveal the real obligation?
Review the note, the loan estimate, the closing disclosure and the separate buydown agreement together. The note and mortgage instruments should state the permanent payment terms. The closing disclosure should show the transaction’s credited amounts and prepaid items, while the agreement explains how the subsidy is released.
Consumer Financial Protection Bureau Regulation Z commentary distinguishes between a third-party buydown outside the credit contract and a buydown reflected in the credit contract. If the consumer is legally bound to the note rate from the outset and the seller’s subsidy sits outside the credit contract, disclosures follow that legal obligation. If the credit contract itself reflects the buydown, the applicable terms can affect disclosure treatment. Because the distinction depends on the documents and legal structure, compare the figures in your own paperwork rather than relying on a marketed monthly payment.

- Write down the permanent payment. Use the principal-and-interest amount due at the note rate after the subsidy ends. Keep the temporary figures on a separate line so they cannot be mistaken for the lasting obligation.
- Map every step-up date. For a 3-2-1 plan, record the year-one, year-two, year-three and year-four amounts. For a 2-1 plan, record the first two reduced years and the full payment beginning in year three.
- Test current dependable income. Calculate whether the full payment fits after taxes, insurance, utilities, maintenance, debt payments, childcare, transportation and regular savings. Use income you can document and expect to continue, not a hoped-for promotion.
- Stress-test the transition. Set aside the monthly difference between the temporary payment and the next scheduled payment. If your budget cannot handle that exercise now, the step-up is a warning sign.
- Identify the funding source. Determine whether the subsidy is funded by you, the lender, the seller, an employer or another party. Confirm that the source and amount comply with the applicable contribution rules.
- Read the early-payoff clause. Ask what happens to unused funds if you refinance, sell, pay off the mortgage or otherwise end the loan before the subsidy period expires. The answer is agreement-specific.
- Compare alternatives using transaction-specific numbers. A seller credit might instead support a permanent rate reduction, a lower purchase price or another allowed closing cost. There is no universal formula that makes one choice best; compare the actual long-term payment, cash required and total cost for your loan.
Long-term trade-offs to examine
A temporary buydown can improve cash flow during a move, a period of higher expenses or the first year of homeownership. The trade-off is that the payment relief ends while the loan balance and note-rate obligation remain. Freddie Mac has cautioned that buyers may exchange a lower initial payment for a higher total loan cost over the mortgage’s life.

The subsidy itself also has an opportunity cost. Seller funds used for a buydown cannot necessarily be used for every other purpose, and contribution limits can restrict the amount. A lower opening payment may be valuable, but it does not automatically beat a lower sale price or a permanent rate reduction. Make that comparison with the exact interest rate, loan amount, term, closing costs and expected time in the home.
How common are temporary buydowns?
Temporary buydowns became more visible in a period of elevated mortgage rates, but the available figures are not a current market-wide measure. Freddie Mac reported that 2.8% of its funded purchase, 30-year fixed-rate, conforming, owner-occupied mortgages used temporary buydowns in June 2023. The share peaked at 7.6% in December 2022. Those statistics describe Freddie Mac’s specified loan sample and should not be read as the prevalence among all mortgages or all regions.
Common failure modes and how to avoid them
- Budgeting to the teaser payment: Build your household budget around the full note-rate payment, then treat the subsidy as temporary cash-flow relief.
- Assuming qualification equals comfort: Underwriting approval is a credit decision, not a guarantee that the payment leaves room for repairs, emergencies and savings.
- Counting on a refinance: A future refinance depends on rates, property value, credit, income and lender approval. None is guaranteed when the buydown ends.
- Ignoring contribution limits: A seller-funded plan must fit the applicable interested-party contribution rules and be documented before closing.
- Overlooking unavailable funds: The agreement should not excuse note payments if the subsidy account is short. Know who bears that risk.
- Missing the early-payoff treatment: Selling or refinancing early can leave an unused balance whose disposition is governed by the agreement, not by advertising language.
- Confusing disclosure figures: Reconcile the payment in the advertisement with the note, loan estimate, closing disclosure and buydown schedule.
When a temporary buydown may fit
A buydown can be reasonable when the full future payment is already affordable, the subsidy is transparently funded and the buyer values near-term cash-flow relief. It may also be useful when a seller wants to offer a concession within program limits and the buyer expects to remain financially stable through the step-up years.
It is a poor fit when the home works only at the reduced payment, when the buyer has no reserves for the higher payment, or when the plan depends on an uncommitted refinance or income increase. In those cases, a less expensive home or a transaction structure that lowers the permanent obligation addresses the underlying affordability problem more directly.
Quick Recap
Questions to ask before accepting a buydown
- What is the note rate and the exact permanent payment?
- What amount is due in each subsidy year, and on what date does each step-up occur?
- Who deposits the subsidy, and does the contribution comply with the applicable loan-program limits?
- What happens if the subsidy account is unavailable or insufficient?
- What happens to unused funds if the mortgage is paid off early?
- Do the note, loan estimate, closing disclosure and buydown agreement show consistent figures?
- Would the same funds produce a better result as a permanent rate reduction, lower price or another permitted credit?
