Yes. A home’s market value can decline while you make every mortgage payment on time. Your payment schedule changes the amount you owe; local housing conditions, the property’s condition and buyer demand determine what the home could sell for. If the debt becomes larger than the property’s current value, you have negative equity (often called being “underwater”). That can affect your ability to refinance or sell, but it does not by itself mean you are delinquent, in foreclosure or certain to default.
Why payments and home value move independently
A mortgage payment is a transaction between you and the lender. Part of it may cover interest, and part may reduce principal under a standard amortizing schedule. The home’s market value is determined separately by what comparable properties are selling for, local supply and demand, the property’s condition and the terms buyers can obtain. Paying the lender does not insure the property against depreciation.

The Federal Reserve summarizes the risk in its consumer guide: “If housing prices fall, your home may not be worth as much as you owe on the mortgage.” A decline in value can therefore reduce your equity even when your account is current and your balance is slowly falling.
How to calculate equity and identify negative equity
Use this simplified relationship:
Equity = current property value − outstanding mortgage debt.

“Outstanding mortgage debt” is best measured with a current payoff statement, not just the principal figure displayed on a monthly statement. A payoff can include accrued interest and other contractually permitted charges. “Current property value” is an estimate until a buyer actually agrees to a price; an appraiser, an automated estimate and a signed purchase contract can produce different numbers.
| Illustrative point in time | Estimated value | Mortgage balance | Equity before selling costs |
|---|---|---|---|
| Initial, hypothetical example | $300,000 | $285,000 | $15,000 |
| Later, after payments and a price decline | $270,000 | $280,000 | −$10,000 |
This arithmetic is hypothetical, not a forecast or a typical outcome. In the second row, the owner owes $10,000 more than the estimated value before considering commissions, taxes, repairs, attorney fees or other costs of a sale. The property could be worth more or less than either estimate, and the eventual sale price is the amount a willing buyer actually pays.
What happens inside a mortgage payment
Standard amortization
Most fixed-payment amortizing loans apply each scheduled payment first to interest due and then to principal. Early payments commonly contain a larger interest share, so the balance may decline slowly at first. The exact allocation depends on the note, interest rate, payment date and any extra principal you send. Never assume that the full payment reduces debt.

Negative amortization
Some loan structures permit a payment that is less than the interest accruing for the period. The unpaid interest is added to the principal balance, so the amount owed rises even if the home’s price does not change. The Federal Reserve describes it this way: “Even if home prices stay the same, if you have a loan that includes negative amortization (when your monthly payment is less than the interest you owe, the unpaid interest is added to the amount you owe), you may owe more on your mortgage than you originally borrowed.”
Negative amortization is a separate risk from falling prices. A normally amortizing loan can create negative equity solely because the property falls in value; a negatively amortizing loan can erode equity through a growing balance even in a flat market. Review the promissory note and payment-change notices to see whether your loan allows this feature.
Negative equity is not the same as missed payments
Negative equity is a comparison between debt and value, not a statement about payment behavior. A borrower can be current on every installment and still owe more than the home is worth. Conversely, a borrower can have substantial equity and still become delinquent after an income loss. Delinquency, default and foreclosure involve payment performance and the lender’s legal process; they are not automatic consequences of an underwater estimate.

Being underwater can nevertheless increase financial pressure. Selling may not produce enough cash to pay the mortgage payoff and transaction expenses. Refinancing may be unavailable because the lender evaluates the requested loan against the home’s current appraised value. The possible outcome depends on the lender, the loan program, local law, sale costs and any arrangement negotiated with the lender; there is no universal rule that an underwater owner cannot sell.

Refinancing
A refinance lender normally orders or accepts a valuation and calculates a loan-to-value ratio (the requested balance divided by the appraised value). If the value falls while the balance remains high, the ratio rises. That can place the application outside a program’s limits, increase pricing or require additional cash or mortgage insurance. A lower estimate does not prove that every lender will decline you; guidelines and available programs differ.
Selling the property
At closing, the mortgage payoff and selling expenses are paid from the sale proceeds. If the net proceeds are short, you may need to bring funds to closing or obtain lender approval for a short sale or another arrangement. The lender, other lienholders and applicable state procedures determine what is possible. Ask for a written payoff and obtain a realistic estimate of commissions, transfer taxes, repairs, prorated taxes and other costs before deciding on a listing price.

Cash-out borrowing
Cash-out refinancing or a home-equity loan converts part of your equity into debt. It can leave less protection against a future price decline and less money available to clear the mortgage if you later sell. A valuation that already leaves little equity deserves especially conservative borrowing assumptions.
Staying in the home
If you can afford the payment and do not need to move or refinance, a temporary decline may have no immediate transaction consequence. Market value matters when you sell, refinance, transfer ownership or use the property as collateral. Continue to monitor the loan balance and the home’s condition rather than treating an online estimate as a realized loss.

Use the right kind of value estimate
Different numbers answer different questions:
- Informal or automated estimate: a quick indication based on available data. It may miss renovations, defects, unusual features or very recent neighborhood changes.
- Comparative-market analysis: an agent’s opinion using recent nearby sales and listings. It is useful for pricing strategy but is not a lender’s appraisal.
- Lender appraisal or other approved valuation: a valuation used in underwriting under the lender’s rules. It can determine whether a refinance or other loan meets a program’s requirements.
- Actual sale price: the amount a buyer agrees to pay under specific marketing, financing and inspection conditions. It is the only figure that establishes what your property sold for.
None of these estimates guarantees the result of a future sale. Compare several recent, genuinely similar properties and document material upgrades or defects. A tax assessment is designed for taxation and is not necessarily a current market value.

A practical way to measure your position
- Request a payoff statement. Ask the servicer for the good-through date, daily interest, fees and instructions for obtaining an updated payoff. Keep the statement with your loan records.
- Collect more than one value indication. Review recent comparable sales, a qualified professional’s market analysis and any lender valuation already available. Label each number by its source and date.
- Calculate equity and loan-to-value. Subtract the payoff from each value estimate. Divide the payoff by the value to see how sensitive a refinance application could be. Also estimate net sale proceeds after realistic selling costs.
- Read the loan terms. Confirm whether the loan amortizes normally, whether payments can change, and whether negative amortization, prepayment charges or an adjustable rate could change the balance or payment.
- Match the analysis to your goal. A homeowner planning to stay may focus on affordability and maintenance. Someone who must move should focus on net proceeds and lender options. Someone seeking a refinance should ask prospective lenders which valuation and loan-to-value limits apply to the specific program.
- Get qualified help for a shortfall. Contact the servicer early if a sale would not cover the payoff. A housing counselor, real-estate attorney or other qualified professional can explain options for your location and circumstances; do not assume that an arrangement available in one state or loan program applies elsewhere.
What to do when an appraisal appears deficient
Federal interagency guidance issued in 2024 describes reconsideration-of-value processes that institutions may incorporate when a valuation contains material errors, missing information or unsupported assumptions. If you believe the report is deficient, ask the lender for its reconsideration procedure and provide specific, factual information: incorrect square footage, omitted comparable sales, a misidentified property feature or documented renovations. The process is a chance to correct information, not a promise that the value will increase. The lender may agree with the original opinion.
What historical default research does—and does not—show
A 2010 Federal Reserve Board of Governors study examined borrowers in Arizona, California, Florida and Nevada who bought homes in 2006 with non-prime mortgages and 100-percent financing. In that narrowly defined cohort, the median borrower did not strategically default until equity reached approximately negative 62 percent of the home’s value. The paper also reported that about 80 percent of defaults in the sample were associated with income shocks combined with negative equity, and about 80 percent of the selected cohort had defaulted by the end of the observation period in September 2009.
Those figures describe a specific period, product mix, financing structure and four-state sample. They are not a current national default rate, a trigger point for today’s borrowers or a prediction of what any individual will do. The cited material does not establish a current nationwide share of homeowners with negative equity. Income, payment affordability, savings, employment, local prices and the borrower’s options all matter.
Questions to answer before acting
- Is the number you are using a payoff balance, an appraisal, an automated estimate or a signed sale price?
- How much would commissions, taxes, repairs and other costs reduce the cash available at closing?
- Does the loan balance amortize, remain level for a period, or have a negative-amortization feature?
- Are you evaluating a refinance under a specific lender’s current rules, or assuming that one lender’s result applies everywhere?
- If a valuation is challenged, can you identify verifiable factual errors rather than simply disagreeing with the conclusion?
Answering those questions separates a temporary paper decline from a transaction shortfall and helps you choose an appropriate next step without confusing market value with payment status.
