Possibly. A HELOC lender decides whether it will accept a home in another state as collateral and whether it allows the money to fund seawall work on a separate Sarasota property. Neither a general federal lending rule nor one lender’s out-of-state mortgage offering establishes a universal yes or no. Get the lender’s answers in writing, and check local approvals and any available improvement-financing program for the Sarasota parcel.
What determines whether you can use the HELOC?
Collateral eligibility
The lender must be willing to originate a HELOC secured by property in the state where your home is located. Its policies may also depend on whether that home is your primary residence, a second home, or another type of property. Ask about occupancy requirements, appraisal, equity, lien priority, income, and credit criteria.

Permitted use of the proceeds
Even if the lender accepts the out-of-state home as collateral, it must allow the proposed use: improvements to a different property in Florida. Ask this explicitly rather than assuming that approval for a HELOC means the proceeds may be used for any project or property.

Federal ability-to-repay rules require creditors to make a reasonable, good-faith determination for covered transactions, while allowing them to develop their own underwriting standards. They do not decide whether a particular lender accepts out-of-state collateral or permits this use of HELOC proceeds. CFPB, Regulation Z § 1026.43

Why an out-of-state mortgage offer does not settle the HELOC question
Suncoast Credit Union describes an out-of-state mortgage product with conditions that include occupying the home for at least 14 days during the year, a one-unit dwelling suitable for year-round occupancy, and no investment homes. Those are criteria for that mortgage product—not proof that Suncoast offers a HELOC secured by such a home, or that it allows the proceeds to fund a Sarasota seawall. Check the Sarasota project before choosing financing
Seawall approval and financing eligibility can depend on the exact parcel, the work’s scope, and its design. Confirm which local jurisdiction has authority and what plans, contractor documents, permits, or other approvals it requires. Florida law provides a framework for locally authorized residential improvement-financing programs, subject to statutory conditions; it does not establish that this seawall project qualifies or that a suitable program is currently available. Questions to ask the lender and local authorities
Ask the HELOC lender
- Do you originate HELOCs secured by property in the state where my home is located?
- Must the home be my primary residence or second home, or meet a minimum occupancy period?
- May I use the proceeds for seawall work on a separately owned property in Sarasota, Florida?
- What appraisal, equity, lien-priority, income, and credit requirements apply?
- What are the rate index and margin, draw and repayment periods, fees, and payment under a higher-rate scenario?
Ask about the Sarasota parcel
- Which jurisdiction oversees the seawall work at this parcel?
- What plans, contractor documents, permits, or other approvals are required for the proposed scope and design?
- Is a local residential improvement-financing program available, and does this parcel and project qualify?
Compare the risks and terms before borrowing
Compare any financing options on collateral eligibility, permitted use, interest-rate structure, fees, draw and repayment terms, and the consequences of placing a lien on the out-of-state home. A HELOC secured by that home puts it at risk if you cannot meet your repayment obligations; consider the project and repayment plan together before proceeding.
