The right Florida Keys home is the one whose total risk and ownership obligations you can verify—not simply the one with the lowest asking price. Compare a condo, townhouse and detached house by legal ownership, flood exposure, elevation, insurability, permits, maintenance control and association finances. Monroe County says, “All of Monroe County is located in a floodplain.” That countywide designation makes parcel-level investigation essential: the actual flood zone, base-flood elevation, prior water intrusion, drainage, construction permits and insurance terms can differ substantially from one address to the next.
Before making an offer, obtain address-specific flood, wind and property-insurance quotes; inspect permits and below-elevation enclosures; and, for any association property, review governing documents, reserves, inspections, assessments and master insurance. The comparison below is a due-diligence framework, not a market-price or premium estimate.

What you are really comparing
A condo, townhouse and single-family home can look similar from the street while creating very different financial obligations. The label “townhouse” is especially unreliable: a unit may be condominium property, fee-simple real estate governed by a homeowners’ association, or another arrangement. Title documents, declarations, covenants and the recorded plat—not the marketing description—determine who owns and maintains the roof, exterior walls, lot, drainage, utilities and common areas.

| Decision axis | Condo | Townhouse | Single-family home |
|---|---|---|---|
| Insurance responsibility | Usually an owner’s HO-6 policy for the unit’s interior property, personal property, liability and loss of use, plus an association master policy for exterior structure and common areas. Confirm the policy boundaries. Flood coverage is generally separate. | Depends on the legal form and association documents. Establish who insures and maintains the structure, roof, exterior, lot and common elements, then quote flood coverage separately. | The owner normally arranges dwelling, liability and contents coverage and commonly coordinates separate flood insurance. Verify property-specific wind and flood terms. |
| Association exposure | Review budgets, financial statements, reserves, assessments, inspection material and master insurance. Low dues or a low price can conceal future building costs. | Determine whether the association is a condominium or homeowners’ association and what the recorded documents assign to it. There is no universal townhouse rule. | Often fewer shared obligations, but the owner carries more direct building and site maintenance. Check for any HOA or deed restrictions rather than assuming none. |
| Flood and elevation review | Check the building and unit location, flood map, elevation, prior flooding and the association’s flood arrangements. HO-6 coverage generally excludes flood. | Check the lot and building flood zone, elevation, drainage, shared structures and access. Countywide floodplain status makes the individual parcel decisive. | Check the structure, equipment, enclosures, elevation, flood map, water-intrusion history and permits. |
| Maintenance control | Less direct exterior control; association decisions and finances affect repairs and timing. | Responsibilities vary. Read who handles the roof, exterior, drainage, landscaping, roads and common facilities. | More control over repair decisions, but also responsibility for arranging and paying for them. |
| Budget items to compare | Mortgage, taxes, HO-6, wind, flood, dues, assessments, interior maintenance and possible building projects. | Mortgage, taxes, the applicable property and flood policies, dues, assessments, owner-maintained components and shared repairs. | Mortgage, taxes, dwelling, wind and flood policies, maintenance, reserves for major repairs and any HOA charges. |
Do not treat a monthly dues figure as a complete ownership-cost number. A building with modest dues but inadequate reserves can produce a large assessment; a detached home with no association can require the owner to fund the entire roof, seawall, drainage system or elevation-related repair.

Flood risk and elevation come first
Monroe County’s guidance states that every part of the county is in a floodplain. That does not mean every parcel has the same probability of flooding, insurance rating or prior damage. FEMA flood maps, the parcel’s elevation and construction, nearby drainage, flood history and protective measures must be checked together.
What to verify for any address
- Look up the current FEMA Flood Insurance Rate Map designation and ask the county for the applicable flood zone and base-flood elevation.
- Ask the seller and agent about prior flooding, water intrusion, storm-surge damage, drainage complaints and insurance claims. A seller may not know the complete history, especially when the property is in a Special Flood Hazard Area.
- Identify the lowest floor, utilities, air-conditioning equipment, electrical panels, water heaters, garages and storage areas relative to the base-flood elevation.
- Inspect any enclosed area below the base-flood elevation. Finished space may be unpermitted, restricted to limited uses or subject to enforcement.
- Ask whether roads, docks, shared drives, parking structures or other access facilities flood even when the living area does not.
Monroe County describes base-flood elevations in the county as ranging from 6 to 17 feet above Mean Sea Level (MSL). That range is county guidance, not an elevation for your parcel. Obtain the property-specific elevation information and have an inspector or qualified professional reconcile it with the structure and improvements.
Why elevation changes the budget
Elevation affects flood risk, the availability and price of coverage, the treatment of equipment and the cost of future work. A low enclosure, unprotected mechanical equipment or an access route that floods can create expenses that do not appear in the listing price. If an addition or enclosure was built without the required permits, you may inherit correction, removal or enforcement risk after closing.
Insurance: separate the policies and the gaps
Ordinary homeowners coverage does not cover flood damage, according to Monroe County. The Florida Office of Insurance Regulation (OIR) likewise explains that flood insurance is usually separate. This applies to condo owners: an HO-6 policy generally does not cover flood, and an association master policy does not automatically cover every interior improvement, owner liability or personal possession.
Condo insurance and the master policy
OIR describes HO-6 policies as generally covering “building property, personal property, personal liability and loss of use.” In practice, the unit policy is often “walls-in” coverage, while the association’s master policy generally covers the exterior structure and common areas. The declaration and both policies control the boundary. Confirm whether unit-owner responsibility includes drywall, flooring, cabinets, fixtures, appliances, windows, plumbing lines, doors or betterments installed by a prior owner.

Request the association’s master-policy declarations, deductibles, exclusions, limits, claims history and renewal information. Ask how a wind or water loss is allocated between the association and individual owners, and whether a large master-policy deductible can be assessed to owners. Do not assume that a master policy covers your contents, temporary housing, personal liability or flood damage.
Townhouse insurance depends on the legal form
A townhouse may have a condominium regime in which the association insures much of the structure, or it may be fee-simple property where the owner insures the dwelling and an HOA maintains only shared facilities. Read the recorded declaration and insurance provisions to identify responsibility for the roof, exterior walls, foundation, party walls, fences, landscaping, drainage, private roads and utilities. Obtain written confirmation from the association and an insurance professional before relying on a quoted premium.
Detached-home coverage
For a single-family home, the owner normally arranges the dwelling policy, liability coverage and contents coverage. A separate flood policy may be needed, and wind terms, deductibles and exclusions can materially change the annual cost. Verify whether detached structures, seawalls, docks, screen enclosures, generators and below-grade or low enclosures are covered, excluded or subject to special limits.
Wind mitigation documentation
Florida OIR says residential insurers must offer discounts for features that protect against hurricane-force winds. The discount amount cannot be promised without the actual carrier quote. Request the current Uniform Mitigation Verification Inspection Form and confirm that an authorized inspector completed it. OIR identifies an updated form effective April 1, 2026; it remains valid for up to five years when there are no material changes or inaccuracies. Ask the insurer how each documented feature affects the quote, deductibles and eligibility rather than applying a generic percentage.
Flood premium figures that are not quotes
Monroe County says residential National Flood Insurance Program plans in unincorporated Monroe County can receive discounts of up to 25 percent through its Community Rating System. That is not a promised discount for a particular address or policy. OIR gives a broad NFIP illustration of typically around $700 a year in high-risk areas; it is not a Florida Keys premium estimate. A carrier will price the exact address, building characteristics, coverage limits, deductible and policy form.

What to review before buying a condo
Condo ownership transfers part of the building responsibility to an association, but it also makes you financially dependent on that association’s reserves, insurance and decisions. Request the following before your inspection or financing deadlines expire.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Governing and financial documents
- Declaration, bylaws, rules, amendments, budget and recent financial statements.
- Current and proposed assessments, special-assessment notices, payment plans and delinquency information.
- Reserve-study material, schedules for roofs, concrete, balconies, elevators, plumbing, electrical systems, painting and other major components.
- Master-policy declarations, deductibles, exclusions, limits, claims and renewal status.
- Board and membership meeting minutes showing recurring leaks, structural concerns, insurance cancellations, disputes or deferred maintenance.
- Management contracts, maintenance contracts and litigation disclosures that could affect dues or assessments.
Inspection and reserve regimes
Florida condominium inspection and reserve requirements can depend on the building’s height, age, location, governing regime and other facts. Search results for Florida Statutes Chapter 718 and section 553.899 contain conflicting deadline snippets; do not rely on a single date copied from a listing, resale package or summary. Ask the association for completed milestone-inspection and reserve-study material that applies to the building, confirm which requirements are operative, and have qualified Florida counsel or the relevant official source verify timing and applicability.
Questions for the association
- What major projects are planned, estimated or deferred?
- How much cash and reserve funding is available for those projects?
- Has the association experienced a nonrenewal, sharp premium increase or large wind or flood deductible?
- Which components are the unit owner’s responsibility after a covered or uninsured loss?
- Are any enclosures, alterations or unit improvements missing permits or association approval?
A favorable dues number is meaningful only after you understand what it funds, what it excludes and what the building may need next.
How to evaluate a townhouse correctly
Start with title and recorded documents, not the floor plan. Determine whether you are buying a condominium interest, a fee-simple lot with an HOA, or another ownership form. Then map each responsibility to a named party.
| Item | Questions to answer in writing |
|---|---|
| Roof and exterior | Who inspects, repairs, replaces and insures them? Is the owner charged directly or through an assessment? |
| Party walls and structure | Does the association or owner handle structural components, shared walls and water intrusion? |
| Lot and drainage | Who maintains grading, swales, stormwater facilities, landscaping and fences? |
| Roads and access | Who owns and repairs private roads, bridges, gates, docks and parking areas that may flood? |
| Insurance | Is the required policy an HO-6, a dwelling policy or another form? What does the master policy cover, and where are the deductibles allocated? |
| Assessments and restrictions | How are shared costs allocated? Are there rental, storm-shutter, exterior-change or resilience requirements? |
Two neighboring townhouse communities can therefore have different maintenance budgets, insurance needs and assessment risks. Use the documents and a property-specific insurance quote to compare them.

What to inspect in a single-family home
A detached house gives you more control over repairs and improvements, but it also puts the full building and site risk on your balance sheet. In addition to a standard structural and systems inspection, focus on:
- Elevation certificates or other reliable elevation information and the relationship between the lowest floor, equipment and base-flood elevation.
- Roof age, hurricane connections, shutters or impact protection, openings and the documentation needed for wind mitigation credits.
- Seawalls, docks, pools, screen enclosures, generators, sheds and other structures that may have separate permit or insurance treatment.
- Past water intrusion, mold remediation, storm damage, drainage paths and the condition of electrical and mechanical equipment.
- Permit history for additions, conversions, enclosures, electrical work, plumbing and structural changes.
- Any HOA, deed restriction, road-maintenance agreement or shared drainage obligation that survives closing.
Ask the county for the property’s permit history and compare every visible improvement with the records. Monroe County’s permitting guidance also directs buyers to consider how much of the applicable substantial-improvement threshold has already been used. A buyer who adds work later may face elevation, floodproofing or other requirements if previous improvements have consumed much of that threshold.

- Collect the exact property identifiers. Obtain the street address, parcel or folio information, legal description, unit number and association name. A general neighborhood quote is not a substitute for an address-specific review.
- Check flood maps and ask about history. Review the FEMA map and county information for the flood zone and base-flood elevation. Ask the seller and agent about flooding, drainage, claims and water intrusion, then verify what you can through permits, inspection reports and insurance records.
- Order insurance quotes before setting your offer ceiling. Ask a licensed agent to quote the exact dwelling or HO-6 coverage, wind terms and separate flood options, with realistic deductibles, intended use and contents limits. Request the association’s master-policy information for an association property.
- Inspect permits and improvements. Request Monroe County permit history. Match additions, enclosed areas, raised equipment, electrical work and structural changes to the records. Ask how much of the substantial-improvement threshold has been used and whether any below-base-flood enclosure is permitted and legally usable.
- Review association health when applicable. Obtain declarations, budgets, financial statements, reserves, assessments, meeting minutes, inspection material, reserve studies and master insurance. Confirm the building’s age, height, legal form, completed studies and current statutory obligations.
- Verify mitigation records. Request the current wind-mitigation form, confirm the inspector’s authorization and check that the form remains valid. Have the carrier apply documented features to the actual quote.
- Build a total-cost worksheet. Enter mortgage principal and interest, property taxes, dwelling or HO-6 coverage, wind, flood, dues, assessments, routine maintenance, near-term repairs and any permit or elevation remediation. Keep one-time costs separate from recurring annual costs.
- Make contingencies match the risks. Preserve time to review insurance availability, flood and elevation information, permits, association records and inspection results. If a material document is missing, treat the uncertainty as a decision issue rather than assuming the best case.
How to compare the total ownership burden
Use a worksheet that separates predictable bills from low-frequency, high-impact expenses. For each property, record the amount, frequency, responsible party and evidence supporting the figure.
| Cost or exposure | Condo | Townhouse | Single-family home |
|---|---|---|---|
| Mortgage and taxes | Address-specific lender and tax figures | Address-specific lender and tax figures | Address-specific lender and tax figures |
| Property insurance | HO-6 quote plus association master-policy effects | HO-6 or dwelling-policy quote, depending on legal form | Dwelling-policy quote |
| Wind | Unit and association terms; apply verified mitigation documentation | Policy and association allocation; apply verified mitigation documentation | Owner’s policy and verified mitigation documentation |
| Flood | Separate flood quote for the unit/building arrangement | Separate quote based on the legal form and structure | Separate flood quote for the structure and contents |
| Association dues | Budgeted dues plus potential assessments | Depends on the declaration and services | Usually none, but verify HOA or deed restrictions |
| Major repairs | Shared through dues or assessments; interior items may remain owner responsibility | Allocation depends on documents | Owner funds the building and site directly |
| Permit or elevation remediation | May affect the unit, building or association | May affect the unit, shared structure or lot | Owner generally bears the direct cost |
Mark each line as verified, quoted, estimated or unknown. An unknown recurring obligation—such as an unresolved master-policy deductible or an unpermitted enclosure—should be treated as a risk requiring documentation, not silently assigned a zero value.

Common mistakes and how to avoid them
Choosing by asking price or dues alone
A lower price can reflect flood exposure, deferred maintenance, weak reserves or insurance difficulty. Compare the documented annual and one-time obligations before deciding that one property is cheaper.

Assuming the flood zone tells the whole story
A map designation does not establish the property’s flood history, elevation, drainage performance or premium. Review all of those items for the specific parcel.
Assuming ordinary insurance covers flood
It generally does not. Obtain a separate flood quote and read exclusions, deductibles, limits and treatment of contents, improvements and enclosures.
Assuming a master policy covers everything inside a condo
The association’s policy generally concerns exterior structure and common areas. Confirm the walls-in boundary, owner improvements, liability, contents, loss of use and deductibles under the declaration and policies.

Which ownership form fits which buyer?
A condo may fit when
- You value less direct exterior maintenance and accept dependence on association decisions.
- You are prepared to analyze reserves, assessments, master insurance and shared deductibles.
- The unit’s interior obligations and separate flood coverage are clear in writing.
A townhouse may fit when
- You want a middle ground but are willing to investigate the exact legal form.
- The documents clearly allocate roof, exterior, drainage, access and insurance responsibilities.
- The association’s services and assessment history justify the dues.
A single-family home may fit when
- You want more control over repairs, improvements and timing.
- You can maintain adequate reserves for the entire structure and site.
- You have verified elevation, permits, wind features, flood coverage and any HOA obligations.
The most defensible choice is the property whose risks, responsibilities and insurance terms are documented well enough for you to price them. In the Florida Keys, that means treating every address as its own underwriting and due-diligence case.
