Neither budget nor full-service airlines are always cheaper after fees. A budget fare usually wins for a light packer taking a simple nonstop trip who does not need a chosen seat or flexible ticket. A full-service fare can cost less overall when you need checked bags, seat selection, changes, a convenient airport or fewer connections. Compare the same itinerary and traveler requirements at the final payment screen—not the initial fare shown in search results.
What “after fees” actually means
The fare displayed in an airline search generally includes government taxes, government-imposed fees and mandatory carrier surcharges. Optional services are separate selections. The U.S. Department of Transportation (DOT) requires the total ticket price to be more prominent than the breakdown of charges. It also says optional services may be added only after the consumer agrees to pay for them.

That distinction matters because two tickets with similar advertised fares may have very different totals once you add a carry-on, checked bag, seat assignment, priority boarding, flexibility or airport transportation. Fee amounts vary by airline, fare family, route, travel date, loyalty status and payment method, so there is no universal “budget-airline fee” or “full-service fee.”

Many low-cost fares separate services that some travelers consider basic. A fare may cover transportation and a personal item while charging separately for an overhead carry-on, checked luggage, an assigned seat, priority boarding or ticket changes. A full-service fare may bundle some of those items into its base price, although inclusions differ by airline and fare type.

When comparing, ask what you will actually use. A traveler with one small personal item may never trigger an optional charge. A family that needs seats together and has two checked bags can add several fees to each direction of the trip. A traveler who may need to change dates should price the change and cancellation rules, not just the original ticket.
What the available U.S. data shows
The BTS fare benchmark excludes optional services
The Bureau of Transportation Statistics reported a 2025 annual average domestic itinerary fare of $387, a 1.8% decrease from the 2024 inflation-adjusted average. BTS defines total ticket value as the amount charged when the ticket is purchased, including carrier charges required to board and outside taxes and fees. It excludes optional services such as baggage, seat upgrades and assigned-seat selection.
That $387 figure is therefore a benchmark for the ticket itself, not an all-in budget for a particular traveler. Your own total can be higher after optional services, and comparing a ticket with included bags to one that charges for bags will not be an apples-to-apples use of the BTS average.

Checked-bag travelers often pay more when bags are unbundled
The U.S. Government Accountability Office’s review (GAO-17-756) found that passengers paying at least one checked-bag fee paid more in total on average than passengers whose fares included checked baggage. The review also documented the spread of ancillary charges: the 11 airlines it examined had introduced preferred-seat fees, and many had added carry-on, checked-bag, priority-boarding and change or cancellation fees.
Across the airlines in that review, reported revenue from checked-bag and change/cancellation fees rose from $6.3 billion in 2010 to $7.1 billion in 2016, measured in constant 2016 dollars. Those figures describe industry revenue, not what any specific itinerary will cost today, but they show why optional services can materially change the fare comparison.
The six cost categories to compare
| Category | Questions to answer for each fare |
|---|---|
| Luggage | Is a personal item included? Is an overhead carry-on included? How many checked bags are included, and what are the size and weight limits? Is the price lower when paid in advance than at the airport? |
| Seats | Is a seat assigned automatically, randomly or only at check-in? Is a standard seat included? What does a preferred seat cost, and can children or other members of your party sit together? |
| Flexibility | What are the change, cancellation and refund rules? If the ticket becomes a credit, what restrictions and expiration date apply? |
| Airport and schedule | Is the flight nonstop or connecting? Does it use a primary or secondary airport? What additional time and ground-transport cost will the airport require? |
| Onboard and support | Are meals, drinks, Wi‑Fi, boarding priority or customer-support channels included, or priced separately? |
| Trip risk | Will uncertain plans, a tight connection, children, medical equipment or a large amount of luggage make a flexible or more inclusive fare more valuable? |
How to calculate the true total price
Use one consistent worksheet for every airline. The goal is not to find the lowest first-screen number; it is to price the same transportation and services.

- Fix the itinerary. Use the same origin, destination, dates, flight times, passenger count and payment method. Do not compare a convenient nonstop with a connection unless you deliberately value the schedule difference.
- Record the base ticket total. Include all passengers and the taxes and mandatory carrier charges shown by the seller.
- Add luggage. Enter the exact number of personal items, overhead carry-ons and checked bags. Apply the published size and weight limits. Price the bags for every traveler and every flight segment where charges apply.
- Add seats. Select the type of seat you would realistically buy. For a family, price seats together rather than assuming the airline will place everyone nearby.
- Price flexibility. If your plans could change, include the fare’s change, cancellation, refund or credit restrictions. A cheaper nonrefundable ticket is not cheaper if you later have to buy a replacement.
- Add airport access. Estimate rail, bus, taxi, parking, tolls and the extra time required for a distant or secondary airport. Include overnight lodging if an inconvenient schedule makes it necessary.
- Check included services. Note whether the fare includes meals, drinks, Wi‑Fi, priority boarding or support you would otherwise purchase.
- Advance to the final review screen. Verify that the total payable amount includes every selected service and that no optional item was added unintentionally. Compare that final total across itineraries.
DOT rules require airlines and ticket agents to disclose first- and second-checked-bag, carry-on, change and cancellation fees upfront and to show the relevant policies before purchase. Use the linked baggage and optional-service policies for the specific itinerary rather than relying on a general fee chart.

Personal item versus carry-on
A personal item normally fits under the seat; an overhead carry-on is a separate category when the fare distinguishes between them. Measure and weigh your bag against the airline’s current limits before deciding that a “free bag” is included. A bag that must be checked at the gate can cost more than one paid for during booking.
Checked-bag pricing and weight
Count checked bags in both directions and include any connection segments that impose a separate charge. Confirm the maximum weight and dimensions. Consumer Reports advises keeping bags below 50 pounds and considering a portable luggage scale to avoid an overweight charge at the airport. A scale cannot guarantee a particular dollar saving, but it helps you make the bag-size decision before you reach the check-in counter.

Prepaying versus paying at the airport
Airlines can use different prices depending on when a bag is purchased. Check the booking flow and the airline’s itinerary-specific baggage policy for the prepayment and airport amounts. If the difference is not shown clearly, treat the higher possible airport price as the conservative number in your comparison.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Seats and family seating
Seat policies can turn a nominally cheap fare into an expensive one. Some fares assign a seat without charge, some provide a random assignment, and some require payment to select any seat in advance. Standard and preferred seats can have different prices. For children or a group, add the cost of selecting seats together to every fare instead of assuming that free assignments will meet your needs.
When comparing a bundled fare with an unbundled fare, include only the seat service you would actually purchase. If you are comfortable accepting an assignment at check-in, leave that optional cost out of both totals. If sitting together is essential, price the required assignments consistently.

Flexibility, refunds and the value of certainty
Ticket rules are part of the price. Check whether a cancellation produces a cash refund, a credit or no value; whether a credit has an expiration date; and whether a change fee, fare difference or both apply. The least expensive fare for a fixed vacation may not be the least expensive choice for a work trip, an event with uncertain timing or any journey where missing the flight would force you to buy a new ticket.
Do not compare a flexible full-service fare with a restricted budget fare solely by looking at the initial difference. Instead, decide how likely a change is and add the expected cost of that risk to the restricted ticket. You do not need to predict an exact probability to see the decision: if a change would be financially painful, a higher fare with clearer flexibility may be the safer total-cost choice.
Airport, connections and the cost of time
A lower fare can use a more distant airport or require a connection. Add ground transportation, parking, tolls and the value of additional travel time. A connection also introduces missed-connection risk and may require food or an overnight stay if the schedule is poor. A nonstop from a primary airport can be cheaper in practice when the alternative’s transfer and time costs are included.
Compare like with like first: same airports, nonstop versus nonstop and similar departure times. Then make a deliberate trade-off if you would accept a secondary airport or connection for a lower all-in total.
Which airline type fits which traveler?
| Traveler situation | Likely lower-cost choice after fees | Why |
|---|---|---|
| Short trip with one compliant personal item | Budget fare may be cheaper | Few or no optional services are needed, so the lower base fare can remain an advantage. |
| Traveler checking one or more bags | Either; compare final totals | Bag charges can erase the budget fare advantage, and GAO found higher average totals for passengers paying at least one checked-bag fee. |
| Family that needs seats together | Either; price assigned seats for everyone | Seat-selection charges can materially change the result. |
| Plans may change | Fare with useful flexibility | Change, cancellation and credit restrictions can make a restricted ticket costly when plans move. |
| Traveler facing a distant airport or connection | Itinerary with lower total travel cost | Ground transfers, extra time and connection risk belong in the comparison. |
| Traveler who values onboard or support inclusions | Fare that includes the services you would buy | Meals, drinks, Wi‑Fi, priority boarding and support are costs when purchased separately. |
Common comparison mistakes
- Comparing search-page headlines. The displayed fare is not the final total when you need optional services.
- Using a generic fee list. Charges vary by route, date, fare family, loyalty status and payment method; use the policy for your itinerary.
- Forgetting the return flight. Bag and seat costs can apply in both directions.
- Ignoring airport costs. A lower fare can be offset by transfers, parking, tolls or an overnight stay.
- Assuming a free seat means seats together. Group seating may require paid assignments.
- Overlooking weight limits. An overweight bag can create an airport charge even when the bag itself was prepaid.
- Equating a credit with a refund. A restricted credit may expire or require a fare difference.
- Comparing different products. Match nonstop service, airports, baggage, seats and flexibility before deciding which fare is cheaper.
A practical decision rule
Choose the budget fare when its final total remains lower after adding only the services you genuinely need, and when its airport, schedule and restrictions are acceptable. Choose the full-service option when its included bags, seats, flexibility or more convenient itinerary cost less than buying those elements separately—or when the reduced risk and time make the difference worthwhile.
Write down the final payable total for each option, the services included in that number and any conditions that could create a later charge. That record prevents a low advertised fare from being mistaken for a low trip cost.
