Bond ETF Alternatives: CDs, Treasury Bills, and Money Market Funds Compared

If you need an alternative to a bond ETF, the right choice depends on when you need the money, whether you can tolerate a changing market price, and what kind of protection you require. Treasury bills are short-term U.S. government securities with specified maturities. CDs are bank time deposits that may have FDIC insurance. Money market mutual funds provide daily fund liquidity but are investments, not insured deposits. A bond ETF is a continuously priced fund share whose value can rise or fall with its portfolio and the market.

None of these choices is automatically best or risk-free. Use the comparison below to match the product’s structure, access rules, rate behavior, taxes, and costs to your objective. The discussion is U.S.-focused; rates, auction dates, fund holdings, expenses, and account terms change, so confirm current documents before investing.

At a glance: what you own and what can happen to your money

The most important distinction is legal structure. An ETF share represents an interest in a portfolio; a Treasury bill is an individual government security; a CD is a bank deposit contract; and a money market mutual fund share is an interest in a portfolio of short-term instruments. Those differences determine insurance, liquidity, price movement, and how your return is set.

Option What you own Protection or backing Access and term How return behaves Price and loss risk Tax and cost notes
Bond ETF A tradeable share in a bond portfolio No FDIC insurance; portfolio and market risks apply Trades during market hours; generally no maturity date Distributions and market price vary with portfolio income, rates, credit and demand NAV and market price fluctuate; market price can differ from NAV Expense ratio reduces fund assets; tax treatment depends on distributions and your situation
Treasury bill An individual U.S. Treasury security maturing in one year or less U.S. government backing, not FDIC insurance 4-, 6-, 8-, 13-, 17-, 26- or 52-week terms listed by Treasury; can be sold early Discount or par purchase price is set at auction; face value is paid at maturity Holding to maturity avoids selling-price uncertainty; an early sale is at market price Interest is federally taxable and exempt from state and local tax; $100 minimum, in $100 increments
Bank CD A time deposit governed by the bank’s disclosure May be FDIC-insured at an insured bank within the applicable limit Fixed term; withdrawal and renewal rules are issuer-specific Rate is set by the contract and usually does not reset during the term Deposit value is not marked to market, but early access can trigger a penalty or other contract restriction FDIC limit is $250,000 per depositor, per insured bank, per ownership category; read the current disclosure
Money market mutual fund A mutual-fund share holding liquid, short-term debt, cash and cash equivalents No FDIC insurance; investors can lose money Generally redeemable on business days under the fund’s terms; no fixed maturity for your share Dividends generally reflect short-term interest rates and change over time Many retail and government funds seek a $1.00 NAV; institutional prime and tax-exempt funds use floating NAVs Expenses reduce returns; a stable $1 target is not a guarantee

For background on ETF structure, NAV and market pricing, see the SEC’s Investor.gov ETF explanation. The table’s insurance distinction is crucial: Treasury backing, FDIC deposit insurance, and an investment fund’s assets are different forms of protection.

How a bond ETF differs from the alternatives

A bond ETF pools investor money and buys a portfolio selected to meet its objective. One fund might hold short-term Treasury securities; another might hold longer-maturity corporate bonds, municipal bonds, or lower-credit-quality debt. Duration, credit exposure, currency, liquidity and fees therefore vary substantially between ETFs. The share trades on an exchange, so its market price can be above or below the portfolio’s NAV, especially when markets are stressed.

An ETF normally keeps replacing maturing bonds rather than returning a fixed face value to you on one date. Even if every bond in the portfolio pays as promised, changes in prevailing rates can move the value of the existing holdings. A bond ETF can be useful for diversified, ongoing bond exposure, but it is not the same claim as buying one Treasury bill or CD and holding it to maturity.

Treasury bills: a defined short-term government maturity

Structure and available maturities

Treasury bills have maturities of one year or less. Treasury lists regular terms of 4, 6, 8, 13, 17, 26 and 52 weeks. Bills are sold electronically at a discount or at par. At maturity, Treasury pays the face value; the difference between your purchase price and that face value is the interest. The auction fixes the rate for that issue, and the interest is paid at maturity rather than as periodic coupons. Details and current terms are on TreasuryDirect’s Treasury bills page.

Minimums, auctions and where to buy

Treasury lists a $100 minimum purchase, with additional purchases in $100 increments. Regular terms through 26 weeks are auctioned weekly; 52-week bills are auctioned every four weeks. The actual schedule can change, so use Treasury’s official auction calendar for upcoming dates. You can buy through TreasuryDirect or through a bank or broker. TreasuryDirect’s purchase process requires an account, identity and banking information, and a choice of auction term and amount.

  1. Open or sign in to a TreasuryDirect account, or use a bank or brokerage account that offers new-issue Treasury purchases.
  2. Select the bill term and amount, review the auction date and settlement information, and submit a noncompetitive bid if you want the auction yield without specifying a rate.
  3. After the auction, confirm the amount charged and the maturity date. The bill remains in the account until maturity unless you transfer or sell it.
  4. At maturity, receive the face value. Decide in advance whether the proceeds should be reinvested or moved to your bank account.

Liquidity and early-sale risk

You can hold a bill to maturity or sell it earlier. An early sale occurs at the market price available through your bank or broker, so the proceeds can be higher or lower than your purchase price. That is a possible price risk, not a guaranteed loss. A bill that matures just before a known spending date can reduce the need to sell in an unfavorable market, while a bill held in a brokerage account may be easier to trade than one subject to an account transfer process.

Taxes and government backing

Treasury says bill interest is subject to federal income tax and exempt from state and local income tax. Treasury securities have U.S. government backing, which is distinct from FDIC deposit insurance. A Treasury bill is not an FDIC-insured deposit, and the tax treatment described here should not be applied automatically to distributions from a bond ETF or money market fund.

Certificates of deposit: a bank contract with a stated term

FDIC coverage and its limits

A qualifying CD is a time deposit at a bank. The FDIC lists CDs among covered deposit products at insured banks. The standard maximum is $250,000 per depositor, per insured bank, for each ownership category. Deposits in the same ownership category at the same bank are combined when calculating coverage; opening several accounts at one bank does not create a separate $250,000 limit for each account. Verify that the institution is FDIC-insured and review how your ownership category and other deposits affect the calculation. See the FDIC guide to insured deposits.

Fixed term, access restrictions and issuer terms

The CD disclosure controls the term, interest rate, minimum deposit, automatic-renewal procedure, grace period and consequences of an early withdrawal. Those terms are not uniform across banks. An early withdrawal may reduce interest or impose a penalty, and some contracts restrict access until maturity. Before depositing money, identify the exact maturity date and what happens if you need the principal sooner.

The information available here does not establish a current APY, minimum, renewal policy or penalty for any particular CD. Compare the current bank disclosure rather than relying on an advertised headline rate. A bank CD and a brokered CD can have different purchase, sale and call features; do not assume mechanics from one type apply to the other.

When a CD’s structure is useful

A CD can fit a known future date when you are willing to leave the money deposited for the full term and want a contractually specified rate. A ladder of different maturity dates can spread reinvestment dates, but each rung still follows its own bank terms and FDIC aggregation rules. If you may need the money at any time, the withdrawal provision matters as much as the stated rate.

Money market mutual funds: liquid investments, not insured deposits

What the fund holds and how it pays

The SEC describes money market funds as mutual funds that invest in liquid, short-term debt securities, cash and cash equivalents. Their dividends generally reflect short-term interest rates and change over time; investors often reinvest the dividends. The portfolio may include government securities, high-quality corporate or bank debt, or municipal securities, depending on the fund category. Prime funds primarily hold taxable short-term corporate and bank debt, while tax-exempt funds generally invest in municipal securities. Read the prospectus for the actual holdings and concentration limits.

Shares are generally redeemed on business days at the fund’s NAV under the fund’s terms and applicable liquidity measures. This can provide convenient access inside a brokerage or retirement account, but it is not the same as an on-demand bank deposit.

Stable NAV and floating NAV categories

Most retail and government money market funds seek to maintain a stable $1.00 NAV. Institutional prime and institutional tax-exempt funds must use a floating NAV. A stable target is not a guarantee: the SEC states that if a stable-NAV fund’s value deviates by more than half a cent from $1.00, the fund must reprice shares. Investors can lose money.

Fund expenses reduce the return credited to you. When short-term yields are very low, fees can exceed investment income. Compare the gross portfolio yield, expense ratio, fee waivers and the fund’s current prospectus rather than treating the name money market as a promise of principal stability. The SEC’s Nov. 4, 2024 bulletin explains these mechanics in Money Market Funds: Investor Bulletin.

Do not confuse a money market fund with a money market deposit account

A money market deposit account, or MMDA, is a bank deposit product. It may be FDIC-insured within the applicable limits. A money market mutual fund is an investment company share and is not FDIC-insured. Similar names do not make the products interchangeable. Check whether the account is labeled as a deposit account at an insured bank or as a mutual fund in a brokerage or fund account.

How to choose by the need the money must meet

You have a specific spending date

Match the maturity to the date when the cash is needed. A Treasury bill that matures shortly before the payment date provides a defined face-value date, subject to Treasury’s credit and operational terms. A CD can also provide a stated maturity, but early access may be costly. A bond ETF or money market fund has no maturity that guarantees a particular value on your spending date, so you would be relying on the market price or NAV then available.

You need flexible, frequent access

A money market mutual fund or a short-duration bond ETF can be sold or redeemed on business days, but both can fluctuate and neither has FDIC coverage. A bank MMDA may offer deposit insurance within limits, while its rate can reset as the bank changes terms. A Treasury bill can be sold before maturity, but the sale price is determined by the market. A CD is the least flexible when its contract imposes an early-withdrawal penalty.

You want a rate that stays fixed

A CD’s rate generally remains the contract rate for its term. A Treasury bill’s return is fixed by its auction price if held to maturity. Money market fund dividends reset with short-term rates, and bond ETF distributions and market prices respond to the portfolio and market conditions. A fixed rate removes one type of uncertainty but creates reinvestment risk when the term ends and new rates are different.

You want diversified bond exposure

A bond ETF is the only option in this comparison that automatically provides a portfolio of bonds in one trade. Compare each fund’s duration, credit quality, maturity distribution, yield methodology, tracking objective, bid-ask spread and expense ratio. A Treasury bill, CD or money market fund may be more appropriate for a cash reserve, but none substitutes for every objective a diversified bond portfolio may serve.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Rate changes, price movement and reinvestment

When market rates rise, prices of existing fixed-rate bonds generally fall, which can reduce a bond ETF’s NAV and market price. The effect tends to be larger for portfolios with longer duration. A Treasury bill held to maturity pays its face value, so interim price changes matter mainly if you sell early. A CD’s contractual rate normally does not change during its term, although its opportunity cost can change when new rates move. Money market funds reinvest in short-term instruments and therefore tend to pass changing short-term rates through to dividends over time.

These patterns create different risks. A fixed-term product can lock in a rate that later looks unattractive; a floating-rate fund can pay less when short-term rates decline; and a bond ETF can experience both changing income and market-price volatility. No option guarantees that your return will beat inflation or that a future purchase will cost the same.

Fees, spreads and account details to check

  • Bond ETF: review the expense ratio, bid-ask spread, trading commission if any, premium or discount to NAV, duration and credit exposure.
  • Treasury bill: check any bank or broker transaction charge, the bid-and-ask spread on a secondary-market sale, settlement timing and whether the account supports automatic reinvestment.
  • CD: read the minimum deposit, early-withdrawal formula, renewal notice, grace period, call feature if stated, and FDIC-insurance status.
  • Money market mutual fund: compare the expense ratio, fee waivers, redemption cut-off time, settlement rules, liquidity fees or other terms described in the prospectus, and whether the NAV is stable or floating.
  • MMDA: confirm the bank’s FDIC status, combined deposit balances, withdrawal limits and the account’s variable-rate disclosure.

Tax questions to resolve before buying

Treasury bill interest receives the specific federal and state-local treatment described above. CD interest is generally reported as bank interest under applicable tax rules. Fund distributions from a bond ETF or money market fund can include different income categories depending on the holdings and distributions; a tax-exempt money market fund may have municipal-income characteristics, but the fund’s documents and your tax circumstances control. Do not infer a fund’s tax treatment from its name alone, and consult current tax guidance for your filing situation.

Common mistakes and how to avoid them

  1. Calling every money market product insured. Confirm whether you are buying a bank MMDA or a money market mutual fund.
  2. Assuming a bond ETF has a maturity date. Check whether the fund continuously rolls holdings rather than promising a single repayment date.
  3. Treating a stable $1 NAV as a guarantee. Stable-NAV funds can reprice and investors can lose money.
  4. Ignoring FDIC aggregation. Add deposits in the same ownership category at the same bank when checking the $250,000 limit.
  5. Using a Treasury bill’s maturity value as its sale value. The face value applies at maturity; an earlier sale is priced by the market.
  6. Comparing an undated yield ranking. Rates change, and current comparable yields were not established here. Use the issuing Treasury auction result, bank disclosure or fund prospectus dated for your decision.
  7. Overlooking access timing. A business-day fund redemption, Treasury settlement and CD withdrawal are different processes. Match the process to your cash deadline.

A practical decision sequence

  1. Write down the earliest date the money could be needed and whether the date is flexible.
  2. Decide whether a temporary market-price loss would cause a problem before that date.
  3. Identify the protection you require: FDIC deposit insurance, U.S. government security backing, or acceptance of investment-fund risk.
  4. Choose fixed maturity, fixed contract rate or a rate that resets with short-term markets.
  5. Compare all-in costs, taxes, minimums, settlement and withdrawal rules using current documents.
  6. Recheck the account or security immediately before purchase, especially the maturity date, renewal instruction, insurance status and prospectus version.

Bottom line

Treasury bills are a straightforward choice when a short, defined maturity and federal-government security are the priority, with state and local tax exemption on the interest. A qualifying bank CD can provide a fixed term and potential FDIC coverage, but the bank’s withdrawal and renewal rules matter. A money market mutual fund offers business-day liquidity and a yield that generally follows short-term rates, yet it is not an insured deposit and can lose value. A bond ETF remains the broadest and most flexible bond-exposure vehicle here, but its price, NAV, duration and credit risks make it unsuitable to treat as a cash-equivalent by default.
