Billions May Have Been Compromised in the National Public Data Breach: Here’s What You Should Do

The National Public Data breach involved a large dataset, but “2.9 billion people” is inaccurate. Here are the concrete steps to protect your credit, taxes and accounts.

The National Public Data breach was not a breach of a government database. National Public Data (NPD), the legal entity Jerico Pictures, Inc., was a private data broker and background-check company. Information reportedly connected to its systems included names, email addresses, phone numbers, Social Security numbers and mailing addresses.

The often-repeated claim that “2.9 billion people” were affected is misleading. That figure referred to records or rows, not unique individuals. The dataset reportedly contained duplicates, outdated information and records belonging to deceased people. Researchers identified approximately 272 million unique Social Security numbers in the larger dataset, but that is an independent estimate—not an official count of victims from NPD.

You do not need to wait for a personalized notice before taking sensible precautions. Start with credit freezes, then check your reports, protect your tax account and watch for scams that use familiar personal details.

What is known about the National Public Data breach?

NPD said a third-party bad actor attempted to access its systems in late December 2023. The company also said potential leaks occurred in April 2024 and summer 2024. The information potentially involved names, email addresses, phone numbers, Social Security numbers and mailing addresses.

Several numbers associated with the incident describe different things:

These figures cannot be treated as interchangeable. A Have I Been Pwned result concerns an email address in that service’s dataset; it does not tell you whether your Social Security number was exposed. Likewise, the researcher estimate of Social Security numbers is not an official NPD determination that every listed person was affected.

What you should do now

1. Freeze your credit with all three bureaus

A credit freeze is free, does not affect your credit score and remains in place until you lift or remove it. It restricts access to your credit report when a business is considering a new account. You must request freezes separately from Equifax, Experian and TransUnion.

  1. Use Equifax’s Personal Credit Report Services page.
  2. Use Experian Help.
  3. Use TransUnion’s Credit Help page.

Save each bureau’s login details, confirmation information and any PIN or security code. A freeze can make legitimate applications less convenient, but you can temporarily lift it when applying for a credit card, loan, apartment or other service. If you do not know which bureau a lender will check, temporarily lift all three.

2. Add a one-year fraud alert if you want an additional warning

A fraud alert is free and lasts one year. It asks businesses to verify your identity before opening new credit. Unlike a freeze, it does not restrict access to your credit report.

You only need to contact one nationwide bureau. That bureau must notify the other two. Use the official Equifax, Experian or TransUnion help pages above rather than responding to an unsolicited message about the breach.

3. Review your credit reports at AnnualCreditReport.com

Go directly to AnnualCreditReport.com, the federally authorized site. The FTC says consumers can check their reports online weekly for free.

Look for:

  • Credit cards, personal loans or other accounts you did not open
  • Unfamiliar hard inquiries
  • Collection accounts you do not recognize
  • Incorrect addresses or employers
  • Changes that could indicate someone is using your identity

If you find an unfamiliar account, contact the company’s fraud department, ask it to close or freeze the account, dispute the item with the credit bureau and report the identity theft at IdentityTheft.gov. The FTC’s recovery steps are available at IdentityTheft.gov/Steps.

4. Request an IRS Identity Protection PIN

An IRS Identity Protection PIN, or IP PIN, helps prevent someone else from filing a federal tax return using your Social Security number or ITIN. You can request one proactively; confirmed tax fraud is not required.

  1. Sign in to your IRS Individual Online Account.
  2. Open the Profile page.
  3. Select the IP PIN option and follow the identity-verification instructions.

The six-digit PIN is valid for one calendar year. People who opt in online must retrieve a new PIN from their IRS account each year. The IRS generally makes the new PIN available from mid-January through mid-November. Once you opt in, you cannot opt out.

Keep the PIN private. The IRS will not call, email, text or send a social-media message asking you to provide it. A missing or incorrect IP PIN can cause an electronically filed return to be rejected or delay a paper return.

5. Check telecom and utility records

Not every fraudulent account appears on an Equifax, Experian or TransUnion report. A thief may use your information to open a wireless, cable, internet or utility account. Request your free NCTUE Data Report from the National Consumer Telecom & Utilities Exchange at NCTUE.com.

Review the report for unfamiliar service accounts and request a security freeze if appropriate.

6. Prepare for targeted phishing

Names, phone numbers, addresses and email addresses can make scam messages look convincing. Be skeptical of texts and emails claiming to offer breach compensation, credit monitoring, account recovery, delivery updates or government assistance.

  • Do not click links in unsolicited messages.
  • Open your bank, credit-card or government account through its official app or by typing a known web address manually.
  • Never provide an IP PIN, password, one-time code or full Social Security number in response to an unexpected message or call.
  • Change passwords reused on multiple sites.
  • Use a unique password for each important account and enable multifactor authentication.

A message mentioning National Public Data is not automatically legitimate. The breach does not prove that a particular password was exposed, and a password-reset email can itself be a phishing attempt.

7. Use monitoring as a supplement, not a substitute

If an affected organization offers free credit monitoring or identity-theft insurance, it can be worth accepting. Monitoring may alert you when activity appears on a credit report, and insurance may provide certain recovery services.

Neither service prevents a thief from applying for credit. A monitoring subscription also does not replace a freeze. If your priority is stopping new-credit applications, place the freezes first.

What not to assume

  • “Three billion Americans had their data stolen.” No. The widely cited figure counted records or rows, including duplicates and outdated data, not people.
  • “Everyone’s Social Security number was leaked.” That has not been established. Researchers found approximately 272 million unique SSNs in the dataset they analyzed, but that is not an official count and does not mean every American was included.
  • “Have I Been Pwned confirms whether my SSN was exposed.” No. Its NPD entry concerns email addresses. A match or non-match does not establish the status of your SSN.
  • “I must file an IRS identity-theft form because of the breach.” Not necessarily. The IRS says non-tax-related data breaches generally do not need to be reported to the IRS. Form 14039 is for specified tax-related identity-theft situations.

FAQ

Was National Public Data a government agency?

No. National Public Data was a private data broker and background-check company. Its legal entity was Jerico Pictures, Inc.

Does the 2.9 billion figure mean 2.9 billion people were affected?

Should I freeze my credit even if I have not received a breach notice?

A freeze is a reasonable precaution when sensitive information may be exposed. It is free and must be placed separately with Equifax, Experian and TransUnion.

Does checking Have I Been Pwned show whether my Social Security number was leaked?

No. Have I Been Pwned’s NPD listing concerns email addresses. It cannot confirm whether a Social Security number was included.

The Bottom Line

The most useful response is practical rather than alarmist: freeze all three credit reports, add a fraud alert if desired, inspect your reports and NCTUE file, request an IRS IP PIN, secure reused passwords and treat unexpected breach-related messages as potential phishing. The 2.9 billion headline describes records—not billions of confirmed victims—and no single lookup proves whether every category of your information was exposed.
