The best performance management software depends on what you are actually trying to improve: formal employee reviews, manager coaching, engagement measurement, goal tracking, or the HR system itself. The cheapest-looking plan may not be the lowest-cost option once minimum contracts, implementation, add-ons, integrations, and employee-count rules are included.
For most buyers, 15Five is the clearest value for manager coaching and continuous check-ins, Lattice is a strong all-around choice for structured reviews and goals, and BambooHR makes the most sense when performance tools need to sit inside an SMB-focused HRIS. Larger organizations with complex reporting structures should look at Betterworks, while Culture Amp is better suited to companies that want engagement surveys and performance data in one system.

| Culture Amp | Engagement-led performance programs | No simple universal public price on the reviewed pages | Best value depends on using its survey and analytics capabilities |

1. 15Five: best for manager coaching and continuous check-ins
15Five is a good fit when the performance process is meant to happen throughout the year rather than only during an annual review. Its Perform plan includes weekly check-ins, 1:1s, OKRs and goals, performance reviews, 360-degree feedback, talent matrices, career paths, calibrations, and recognition.

Its current annual-billing prices are:

- Perform: $11 per user per month
- Total Platform: $16 per user per month
To create a review cycle, an administrator goes to Reviews > Add review cycle, chooses a manual or automatic cycle, selects review types such as Self, Manager, Peer, and Upward, then configures participants, questions, objectives, ratings, and kickoff emails.
There are two financial details worth checking before signing. First, invited or created users automatically become billable when they participate in a review cycle, and their billing status remains locked while they are active in that cycle. Second, excluding somebody as a review participant does not necessarily stop that person from writing a peer, upward, or manager review about another participant.
Choose 15Five if: managers need a repeatable coaching rhythm and the company wants a clearly published price. It is less compelling if you only need occasional review forms and already have communication and goal-tracking tools.
2. Lattice: best all-around platform for reviews and goals
Lattice combines performance reviews with cascading goals and OKRs, 1:1s, weekly updates, feedback, PIPs, calibration, succession planning, and analytics. It is a strong option for a mid-market company that wants employee conversations and formal review administration in one platform.
The current pricing page displays Foundations at $13 per seat per month, plus add-ons including Engagement at $4, Grow at $4, Compensation at $6, Performance at $10, and Goals & OKRs at $8 per seat per month. It also states that contracts are billed annually, the minimum annual agreement is $4,000, and there are no additional implementation or change-management costs for its performance-management software. However, the same page has an FAQ with conflicting figures for Performance and Goals & OKRs. Treat the displayed numbers as a starting point, not a final quote.
Lattice’s exact review workflow is:
- Go to Admin > Performance > Reviews.
- Select Create review cycle > Org Chart review.
- Set reviewees, directions, templates, timing, deliverables, calibration, weighted scores, and sharing rules.
- Launch the applicable stages: optional Peer selection, required Reviews, optional Scores, and required Share.
For project-based feedback, use Create review cycle > Project-based review. You can add a project lead and participants, but project-based reviews do not have a peer-selection phase. If there is no project lead, only self and peer reviews can be used.
A common implementation mistake is creating an org-chart cycle before correcting the HRIS data. Lattice locks reviewers when the cycle is created, so an incorrect manager relationship can assign the wrong reviewer. Also, a submitted review is not automatically visible to the employee. The manager or administrator must finalize and share the review packet.
Choose Lattice if: you want polished reviews, goals, feedback, and manager tools. Confirm the full quote, minimum commitment, add-ons, and data-correction process before comparing it with lower-priced products.

3. Betterworks: best for complex enterprise structures
Betterworks is designed for larger organizations that need goals, feedback, conversations, 1:1s, reviews, calibration, skills intelligence, and HRIS integrations. Its Enterprise offering is aimed at complex, global organizations, and Betterworks says the platform is most valuable for companies with more than 500 employees.
The current plans page displays Performance at $8 per user per month, with a promotional $1 price for the first contract year, and Performance + Talent Intelligence at $9 per user per month, with a promotional $2 price. The promotion requires a three-year agreement and is listed as expiring August 31, 2026. Enterprise pricing is custom.
The promotional rate should not be used as the estimated long-term cost. Betterworks says implementation is an additional one-time charge, and its quote varies based on active-user population, products, organizational complexity, integrations, deployment requirements, and support level.
Choose Betterworks if: the organization needs enterprise calibration, skills data, flexible performance evidence, and synchronization with complex HRIS structures. A small business may pay for capabilities and implementation services it will not use.

Culture Amp is a logical choice when employee engagement surveys are as important as performance reviews. Its platform connects performance reviews with engagement surveys, performance-management diagnostics, feedback, goals, development plans, and people analytics.
Culture Amp does not publish a simple universal per-user price on the current product and support pages reviewed. Treat third-party “starting at” figures as estimates unless Culture Amp confirms them in writing. The cost is easier to justify when the company would otherwise buy separate survey, engagement, and performance products.
One distinctive workflow is the Performance Culture Quadrant. An administrator goes to Surveys > Template Library > Performance Culture Diagnostic (Full) or (Pulse), then checks under Survey Design > Reporting Factors that Workplace Engagement is the default Index Factor and Performance Confidence is marked as a Key Factor.
There are two important limitations. Culture Amp says performance ratings are used by its compensation-planning integrations; a ratingless process will not work as intended with those integrations. It also allows email content to be customized, while Slack and Microsoft Teams notifications use default messaging.

Choose Culture Amp if: leadership needs to diagnose whether employees have the support, clarity, and confidence to perform—not merely record a rating.
5. BambooHR: best for SMBs that need an HRIS bundle
BambooHR puts performance management inside a broader HR platform. Its Performance Management offering includes 360-degree review cycles, 1:1s, goals, scheduling, reminders, reporting, mobile access, and performance reports. The Pro plan also includes employee community, recognition, and rewards.
BambooHR’s U.S. pricing page currently lists Pro at $17 per employee per month. Businesses with 25 or fewer employees are told that pricing starts at $250 per month as a flat monthly rate.
This is not necessarily the cheapest way to buy review software. It can, however, be economical if the company also needs employee records, HR reporting, and other HRIS functions. Compare the total bundle with the price of your existing HRIS plus a separate performance platform.

Avoid buying it solely for reviews if your existing HRIS already covers employee records and integrations.
6. PerformYard: best for configurable review mechanics
PerformYard emphasizes flexible review forms and cycles rather than a single prescribed performance philosophy. It supports annual, quarterly, anniversary, and 30/60/90-day reviews, along with sign-offs, upward and peer feedback, goals, reporting, and HRIS integrations.
Its listed performance-management price is $5–$10 per person per month, billed annually. PerformYard AI adds $1–$3 per person per month. Separate modules include Employee Engagement at $1–$3, Meetings at $2–$4, and Surveys at $2–$4 per person per month. Minimum pricing applies.
PerformYard says onboarding, training, a dedicated success manager, support, and HRIS integrations are included in the performance-management pricing. That can make the total cost easier to predict than a low base price with separate implementation fees.

Choose PerformYard if: your process needs different cadences, custom forms, approval steps, and sign-offs. It may be less attractive if you want a broad engagement, learning, and compensation suite in one product.
7. Leapsome: best for a modular people-enablement suite
Leapsome combines reviews, goals and OKRs, feedback, competencies, development, engagement, learning, and compensation-related functionality. Its modular structure can work well for a company that wants to expand over time rather than buy every feature immediately.
Leapsome does not present a simple universal public price on the reviewed comparison page. Ask for a quote that separates required modules, implementation, integrations, support, and minimum employee counts. A modular price is only good value if unused features are not bundled into the contract.
Choose Leapsome if: you want to connect performance reviews with development, competencies, learning, and engagement. Compare its module-by-module quote with a focused product such as PerformYard or 15Five.

1. Decide whether you need an HRIS or a performance layer
Performance software generally does not replace payroll, benefits, employee records, or a core HCM system. Products such as Lattice, PerformYard, and Betterworks typically complement an HRIS through integrations. If you already use Workday or SAP SuccessFactors, evaluate the native talent and performance modules before adding another system.
2. Price the full contract, not the headline seat rate
Request these figures in writing:
- Annual subscription total and whether billing is per employee, seat, active user, or invited user
- Minimum annual commitment
- Implementation and data-migration fees
- Required modules and optional add-ons
- HRIS integration, API, support, and training charges
- Price changes at renewal
- Early-termination and user-reduction rules
For example, a $10-per-user plan for 200 employees appears to cost $24,000 per year. A $4,000 annual minimum can make a smaller deployment disproportionately expensive, while an implementation fee can make a low promotional rate misleading.
3. Test the real workflow before signing
Ask the vendor to demonstrate your process using your data structure:
- Import employees and reporting lines.
- Create a review cycle with self, manager, peer, and upward feedback.
- Change a manager relationship before launch.
- Run calibration and weighted scoring.
- Finalize and share a review packet.
- Export the results and remove or suspend a user.
This exposes problems that a feature checklist will miss, especially incorrect org-chart assignments, hidden billing rules, permissions, and export limitations.

4. Set a policy for ratings, anonymity, and AI
“Anonymous” feedback may not be anonymous to administrators. In Lattice, administrators can see all review deliverables, and managers may see reviewer identities depending on the selected settings. Document who can see names, comments, scores, and audit history before the first cycle.
Ratings also require a deliberate policy. A ratingless process does not automatically remove bias, while ratings can support calibration and make promotion or compensation decisions easier to explain. AI-generated summaries or draft reviews should be treated as assistance, not objective judgment. Managers still need to verify the evidence, context, permissions, and wording.
What performance management software should cost
There is no universal $5–$10-per-employee rule. Current public prices range from 15Five’s $4 Engage plan to Lattice’s displayed $13 Foundations price, while enterprise products may require custom quotes and separate implementation. The right comparison is the annual cost per employee who actually benefits from the system.
| Cost question | Why it matters |
|---|---|
| Is the price per employee or per seat? | Inactive, invited, or contractor accounts may still affect the bill. |
| Is there a minimum annual spend? | Small teams may pay for more capacity than they use. |
| Are implementation services included? | Betterworks lists implementation as an additional one-time cost; PerformYard says it is included in its performance pricing. |
| Are engagement, goals, compensation, or learning separate? | Add-ons can change which product is actually cheapest. |
| What happens at renewal? | A first-year promotion may require a longer agreement or rise to standard pricing. |
FAQ
What is the best performance management software for a small business?
BambooHR is a strong option when you also need an HRIS, employee records, and HR reporting. For performance tools alone, compare 15Five and PerformYard. Check minimums carefully: BambooHR lists a $250 monthly starting rate for companies with 25 or fewer employees, while PerformYard says minimum pricing applies.

Which performance management software has the clearest public pricing?
15Five currently provides the clearest published prices: $4 per user per month for Engage, $11 for Perform, and $16 for Total Platform when billed annually. PerformYard also publishes a range of $5–$10 per person per month. Prices and terms remain subject to change.
Is performance management software a replacement for an HRIS?
Usually not. Lattice, PerformYard, and Betterworks commonly work alongside an HRIS through integrations. An HRIS handles core employee records and may also cover payroll or benefits, while performance software focuses on reviews, goals, feedback, coaching, and calibration.
Is anonymous employee feedback truly anonymous?
Not necessarily. In Lattice, administrators retain visibility into review-cycle deliverables, and managers may see reviewer names depending on configuration. Confirm the exact visibility settings with the vendor and include them in your employee communication.
The Bottom Line
15Five is the best value-oriented choice for weekly check-ins and manager coaching. Lattice is the strongest general-purpose option for structured reviews, goals, feedback, and manager workflows, but its current pricing page needs clarification. Betterworks fits complex enterprises, Culture Amp fits engagement-led programs, BambooHR fits SMBs buying an HRIS bundle, and PerformYard fits teams that need highly configurable review cycles.
