Best Nonpartisan Databases for Tracking Lobbying, Campaign Donations, and PAC Spending

There is no single complete, nonpartisan database for political money and lobbying. For federal campaign donations, PAC receipts and spending, independent expenditures, and electioneering communications, start with the Federal Election Commission (FEC). For federal lobbying registrations and reports, use LDA.gov and the Senate Office of Public Records. Use FollowTheMoney for state campaign-finance comparisons and OpenSecrets for readable discovery, then verify important figures in the underlying FEC or lobbying filings.

Why you need more than one database

Campaign finance and lobbying are disclosed under different laws and through different filing systems. The FEC covers federal election activity: candidates, political parties, political action committees (PACs), contributions, disbursements, independent expenditures and electioneering communications. Federal lobbying disclosures are filed under the Lobbying Disclosure Act (LDA) and made available through congressional systems. State campaign-finance and lobbying rules vary by jurisdiction.

As an Amazon Associate I earn from qualifying purchases.

That separation means a search that finds no record in one system does not prove that no political activity occurred. An organization may appear in federal campaign filings, federal lobbying reports, a state database, several systems or none of them, depending on the activity, filing threshold and jurisdiction.

  • Federal campaign money: FEC data is the primary source.
  • Federal lobbying: LDA.gov and the Senate Office of Public Records (OPR) are the primary filing repositories.
  • State campaign finance: FollowTheMoney provides research-oriented comparisons, but state agencies remain the authority for definitions and late filings.
  • Fast exploration: OpenSecrets offers profiles and trend context, but its classifications and totals should be checked against primary filings for a consequential decision.

Start by deciding whether you need a legal filing total or an analytical estimate. A filing total follows the categories and periods used by the agency. An analytical estimate may group related entities or normalize names. Both can be useful, but they answer different questions and should never be presented as interchangeable.

Resource Best for Strengths Limits and verification
Federal Election Commission (FEC) Federal candidates, parties, PACs, contributions, disbursements, independent expenditures and electioneering communications Primary federal source; searchable records, election-cycle tables, bulk downloads and an OpenFEC API The interface and data model take more learning. Newly filed summaries can take up to 48 hours to appear.
LDA.gov and Senate Office of Public Records Federal lobbying registrations, quarterly activity reports and lobbying contributions Primary congressional lobbying filings, query tools and a REST API Covers LDA disclosures, not every advocacy contact or state lobbying system.
FollowTheMoney (National Institute on Money in Politics) Comparing state campaign-finance activity Research-oriented state coverage and disclosure-practice comparisons Definitions, fields and update timing differ by state; inspect the state source for exact interpretation.
OpenSecrets Quick discovery, organization profiles, trends and cross-topic exploration Readable nonprofit aggregation of campaign-finance and lobbying information It is a secondary layer. Confirm important numbers in FEC or LDA records and understand its name, industry and category methodology.

FEC: the authoritative source for federal campaign money

The FEC describes its statistics page as providing “data tables that summarize campaign financial activity by election cycle, filer type, and coverage period.” Its browse tools let you move from a high-level total to a committee, report and transaction.

What the FEC contains

  • Candidate committee receipts and disbursements.
  • National and state party committee activity.
  • PAC receipts, transfers, contributions and spending.
  • Itemized and unitemized transactions, where reported.
  • Independent expenditures and electioneering communications.
  • Election-cycle summary tables, downloadable files and API access.

Use the FEC when the question is “Who gave money to this federal candidate or PAC?”, “How much did this committee spend?” or “Which groups reported independent expenditures in this race?” It is not a replacement for state election databases or a complete record of political advocacy.

The categories matter. Receipts measure money coming into a committee; disbursements measure money going out. A transfer between committees can appear as a receipt for one filer and a disbursement for another, so adding both sides can double-count the same movement of money. Independent expenditures and electioneering communications are reported separately from a committee’s ordinary operating disbursements and should be analyzed on their own terms.

How to research a federal committee

  1. Define the cycle and filer. Select the election cycle, candidate or committee, and whether you need receipts, disbursements, cash on hand, independent expenditures or communications.
  2. Identify the committee ID. Names can be similar or change over time. Save the FEC committee identifier before exporting results.
  3. Choose the report period. A cycle total and a single quarterly or monthly report answer different questions. Record the coverage dates shown with the result.
  4. Drill into transactions. Review contributor name, date, amount, memo text, employer or occupation fields when available, and whether the transaction is a transfer, refund or other adjustment.
  5. Save the reproducible details. Keep the committee ID, cycle, report type, filters, retrieval date and downloaded file or API query.

Fresh filings are not necessarily visible immediately. The FEC notes that newly filed summaries can take up to 48 hours to appear, so a result retrieved today may change as reports are processed or amended.

For a large project, the FEC’s bulk files and OpenFEC API can be more reliable than repeatedly copying figures from a webpage. Use the same cycle and report-type filters in every query, preserve the returned committee identifier, and distinguish a summary endpoint from transaction-level data. A high-level table is convenient for totals; the underlying report and transaction records are better for checking a disputed amount.

Recent federal totals, with their proper scope

The following figures are approximately reported by the FEC for the 2023–2024 election cycle and describe receipts or reported independent expenditures for that cycle, not all political activity in every jurisdiction:

Filer or activity Approximate amount
Presidential-candidate receipts $2.0 billion
Congressional-candidate receipts $3.8 billion
Political-party receipts $2.7 billion
PAC receipts $15.7 billion
Independent expenditures reported $4.4 billion

The FEC published these 2023–2024 cycle figures in 2025. They are useful for scale, but they should not be compared with a state total or a lobbying-income total as if the categories measured the same thing.

LDA.gov and the Senate OPR: federal lobbying disclosures

LDA.gov is the main search point for Lobbying Disclosure Act filings. The congressional API documentation states: “Section 209 of HLOGA requires the Clerk of the House of Representatives and the Secretary of the Senate to make all documents filed under the LDA, as amended, available to the public over the Internet.”

What to search

  • Registrant: the lobbying firm or organization filing the disclosure.
  • Client: the company, association, nonprofit or other entity whose interests are represented.
  • Lobbyist: an individual listed on a filing.
  • Issue area: the policy categories selected on the report.
  • Report year and period: the dates that determine which quarter or half-year you are examining.

Search both registrant and client names. A company may hire several firms, while one firm may file for many clients. Name variations, mergers and subsidiaries can otherwise hide relevant reports. Search an organization’s formal legal name as well as a familiar abbreviation, and review the registration to confirm that two similarly named entities are not being combined.

Understand the forms before reading totals

  • LD-1: lobbying registrations, including the registrant, client and general issue information.
  • LD-2: quarterly lobbying activity reports. These report lobbying income or expenditures by client, issue and covered offices or agencies under the filing rules.
  • LD-203: semiannual reports of certain political contributions and related payments by lobbyists and organizations.

An LD-2 amount is not a campaign donation. An LD-203 contribution report is not a complete measure of a client’s lobbying budget. Keep the form type attached to every number you quote. Issue codes and covered offices provide useful context, but they do not turn an LD-2 into a complete inventory of every meeting, message or public-affairs expense.

A reliable federal lobbying workflow

  1. Search the client and likely registrant names for the target year.
  2. Open the registration to confirm the relationship and effective dates.
  3. Read each quarterly LD-2 report, noting reported income or expenditures, issue codes and covered government entities.
  4. Review LD-203 filings separately when the question concerns lobbying-related contributions.
  5. Check amendments and termination filings; an amended report can change an earlier total.
  6. Record the report year, quarter or half-year, filer, client and retrieval date.

If several registrants represent the same client, add reports only after checking that the periods do not overlap and that one filing is not an amendment of another. A termination filing ends a registration but does not erase earlier reports. Conversely, a missing quarter may reflect a different reporting status or a filing that has not yet been posted, not necessarily an absence of advocacy.

LDA filings disclose activity required under that statute. They do not establish that no other advocacy, public-relations work or state lobbying occurred when no filing appears.

FollowTheMoney for state campaign-finance comparisons

FollowTheMoney, operated by the National Institute on Money in Politics, is useful when the question spans governors, state legislators, ballot measures or multiple states. It helps researchers compare patterns and disclosure practices that are difficult to examine one state at a time.

State comparisons require more caution than a federal-cycle table. States differ in:

  • Which candidates, committees and ballot committees must file.
  • Contribution limits, reporting thresholds and definitions of transfers.
  • Whether electronic filings, searchable records and compiled databases are available.
  • Which government branches and offices are covered.
  • How quickly late, amended or scanned filings are posted.

Use FollowTheMoney to identify a pattern or build a cross-state starting point, then inspect the relevant state election authority for the governing definition, filing and any late or amended report. Do not assume that a field called “contribution,” “independent expenditure” or “party money” means the same thing in every state.

For a defensible comparison, make a state-by-state worksheet listing the office, election year, committee type, transaction category, coverage period and last-update date. Note whether the state’s system includes scanned filings, electronically filed data or a compiled database. If one state reports a category that another state does not publish, label the comparison as incomplete rather than filling the gap with an estimate.

FollowTheMoney is focused on state campaign-finance comparisons. It should not be treated as a universal state lobbying directory. State lobbying systems have their own definitions, branches covered and publication practices, and no single current completeness or update-latency table establishes that every state system is equally searchable.

OpenSecrets as a discovery and context layer

OpenSecrets is often the easiest place to begin when you do not yet know which committee, industry classification or lobbying client to investigate. Its profiles and trend pages connect campaign-finance and lobbying topics in a readable way.

That convenience comes from aggregation and classification. Names may be normalized, organizations grouped by industry and records combined into analytical categories. Those choices are useful for exploration but can produce totals that do not match an agency’s raw filing view.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A defensible workflow is to use an OpenSecrets profile to find candidate committees, organizations, years and likely filings; then confirm the central dollar amount, date and transaction type in the FEC record or the corresponding LDA filing. Cite the primary filing when the number supports a story, compliance decision or accusation. If an OpenSecrets trend combines several entities, list the entities and categories it uses rather than implying that the displayed total is a single committee’s filing total.

Answering common research questions

“Who funds this federal candidate or PAC?”

Search the candidate or committee in the FEC system, save the committee ID, select the election cycle and inspect itemized receipts. Separate individual contributions, PAC transfers, party transfers, refunds and other receipts. For a donor’s overall political activity, search the donor’s name separately; one contribution record does not represent all giving by affiliated entities or people with similar names.

“How much did this company spend lobbying?”

Search the company’s name as an LDA client, identify every registrant and review each quarterly LD-2 report. Add the reported amounts only after confirming that the periods, clients and amendments are distinct. Treat the result as LDA-disclosed lobbying income or expenditures, not as a complete measure of advocacy spending.

“What did a PAC spend independently of candidates?”

Use the FEC independent-expenditure and electioneering-communications data, not only the PAC’s general disbursement total. Check whether the communication supported or opposed a candidate, the date, amount, payee and reporting committee, and preserve the relevant filing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“Is there one nonpartisan database for everything?”

No. The FEC and LDA systems are separate federal disclosure programs, and state systems vary. A combined answer requires a defined scope, searches in the appropriate primary systems and documentation of what was excluded.

“Why does an aggregator’s number differ from the agency total?”

An aggregator may normalize names, group subsidiaries or classify organizations by industry, while an agency displays the categories and amendments in individual filings. Compare the same cycle, report period and transaction type, then inspect the underlying filing before deciding that one figure is erroneous.

“Can I use a current-cycle total in a trend?”

Only if the coverage periods are aligned. A partial current cycle can rise as reports arrive, and a newly filed summary may take up to 48 hours to appear in FEC displays. Label the period and retrieval date so readers can distinguish a live total from a completed cycle.

How to make results reproducible

Before searching, write down five boundaries: federal or state; election cycle or calendar year; candidate, committee, client or registrant; receipts, disbursements, independent expenditures or lobbying income; and the filing period. Then keep an audit note containing:

Free tools Windows power users keep installed

One-click scans. No signup required.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Database and exact search terms.
  • Committee ID, registrant or client name.
  • Cycle, report year, quarter or half-year.
  • Geography and office type.
  • Filters, exclusions and whether amended filings were included.
  • Retrieval date and the file, report or API result used.

Record the retrieval date because totals change as reports arrive. If you compare databases, explain that one may show receipts while another shows lobbying income, and that one may be a normalized aggregation while another is a filing-level total.

For a citation, retain the report page or downloaded file along with the query parameters. A committee name alone is not enough to reproduce a result when names change, multiple committees share similar names or an amended report supersedes an earlier filing.

Common mistakes and how to avoid them

Confusing campaign contributions with lobbying spending

A contribution to a candidate or PAC is not the same category as an LD-2 lobbying amount. Label each figure by database, form and period.

Treating a missing record as proof of no activity

Check filing deadlines, processing delays, amendments, state coverage and statutory thresholds. The FEC can take up to 48 hours to display newly filed summaries, and LDA data covers only activity subject to the LDA.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Adding unlike periods

Do not combine a two-year election-cycle total with one quarter of lobbying activity or compare a current partial cycle with a completed cycle. Align periods before calculating trends.

Ignoring organizations with similar names

Confirm committee IDs, registrant-client relationships, addresses or filing identifiers where available. Parent companies, subsidiaries, trade associations and political committees may file separately.

Quoting an aggregator without checking its method

Use an aggregator for orientation, then open the FEC or LDA filing for the amount that matters. Explain any industry grouping or name normalization that affects interpretation.

Assuming federal coverage answers a state question

A federal candidate filing does not show every state or local contribution, and an LDA filing does not replace a state lobbying register. Identify the government level and office before selecting a database.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A practical source-selection checklist

  • Choose FEC for federal candidate, party and PAC money or independent expenditures.
  • Choose LDA.gov or Senate OPR for federal lobbying registrations, LD-2 activity and LD-203 reports.
  • Choose FollowTheMoney to compare state campaign-finance patterns, then verify with the state authority.
  • Choose OpenSecrets to discover organizations and trends quickly, then verify consequential figures in primary filings.
  • Write down the cycle, period, geography, report type, filters and retrieval date.
  • State what the database does not cover instead of implying that an absent record proves no activity.

Bottom line

Use the FEC for federal campaign-finance facts, LDA.gov and the Senate OPR for federal lobbying filings, FollowTheMoney for state comparisons and OpenSecrets for readable discovery. The strongest answer usually combines an aggregator’s usability with a primary filing’s authority, while clearly labeling the jurisdiction, period, form and limitations.

Frequently Asked Questions

What is the best nonpartisan database for federal campaign donations?

Use the Federal Election Commission. It provides primary records for candidate, party and PAC receipts and disbursements, plus independent expenditures and electioneering communications. Save the committee ID, election cycle and report period with any result.

Where can I look up a company’s federal lobbying spending?

Search LDA.gov or the Senate Office of Public Records by client and registrant. Review the company’s LD-1 registration and each quarterly LD-2 report, and check amendments and termination filings. The result reflects LDA-disclosed lobbying income or expenditures, not every form of advocacy spending.

Are OpenSecrets numbers official government totals?

OpenSecrets is a nonprofit aggregation and discovery layer, not the federal filing agency. Its classifications and name normalization can produce totals that differ from raw filings, so verify an important figure in the corresponding FEC or LDA record.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can FollowTheMoney compare every state’s campaign-finance data exactly?

It supports research-oriented comparisons, but states differ in definitions, covered offices, filing thresholds, electronic access and update timing. Use it to identify patterns, then inspect the relevant state authority for the governing definition and any late or amended filing.

How quickly does new FEC data appear?

The FEC notes that newly filed summaries can take up to 48 hours to appear. Current-cycle totals can also change as reports are processed or amended, so record the retrieval date and coverage period.

Does a missing lobbying filing prove that an organization did no lobbying?

No. LDA.gov covers disclosures required under the Lobbying Disclosure Act. Advocacy, public-relations work or state lobbying may fall outside that system, and a filing may be delayed, amended or associated with a different registrant name.

The Bottom Line

For reliable tracking, match the question to the system: FEC for federal campaign money, LDA.gov and Senate OPR for federal lobbying, FollowTheMoney for state comparisons, and OpenSecrets for discovery. Verify consequential figures in primary filings and label every result by jurisdiction, period, form and limitations.
