Bridge debt and factoring are useful only when an award, invoice or purchase commitment gives the lender a defined repayment source.
These programs preserve ownership, but they are competitive and purpose-bound. Eligibility, geography, mission fit, reporting and payment timing matter as much as the headline award. The guide below separates money for feasibility, development, commercialization and cash-flow gaps so you can build a realistic financing plan.

How to choose among non-dilutive options
Non-dilutive funding does not require selling shares. A grant normally does not take equity or intellectual-property ownership, while a tax credit reduces the cost of eligible work after or as you incur it. A contract produces revenue in exchange for an accepted product, service or milestone. Debt leaves ownership intact but must be repaid and may require collateral or a receivable.

- Who can apply? Check country, incorporation, ownership, employee-count and research-institution rules.
- What problem is funded? Mission-specific agencies require a close match to a published topic; broader programs still expect a defined technical risk.
- Which stage is covered? Separate feasibility, prototype development, pilot and scale-up work packages.
- How much arrives, and when? A large award paid in milestones may not cover payroll before the first reimbursement.
- What are the ownership and repayment terms? Confirm equity, IP, data-rights, matching-fund and repayment provisions.
- What administrative load is created? Budget controls, technical reports, audits, partner subawards and cost records can consume founder time.
- Does it improve the next financing step? A result that supports procurement, a paid pilot or commercial revenue is more valuable than an isolated feasibility study.
| Route | Best fit | Typical stage | Capital character | Main qualification |
|---|---|---|---|---|
| U.S. SBIR/STTR | U.S. small businesses with an agency-matched R&D problem | Proof of concept through federal commercialization | Competitive, non-dilutive award; no equity or IP ownership taken | Small-business and topic eligibility; STTR requires a nonprofit research partner |
| NSF SBIR/STTR | Platform technologies that cross sectors or do not fit one mission | High-risk R&D and technology validation | Non-dilutive R&D support | STTR requires a subaward to a nonprofit research institution |
| EIC pathway | Eligible European or associated-country deep-tech companies | Breakthrough research to prototype readiness and scale-up | Staged grants and, for some instruments, blended finance | Current EIC Work Programme controls eligibility, budget and cut-offs |
| R&D tax incentive | Companies already spending on qualifying experimentation | Any stage with eligible technical work | Tax deduction and/or credit linked to eligible expenditure | Claims require contemporaneous technical and cost evidence |
| Contract or paid pilot | Teams with a validated use case and a customer or agency buyer | Prototype acceptance, deployment and scale-up | Non-dilutive revenue | Procurement, acceptance, data-rights and payment terms govern cash flow |
| Bridge debt or factoring | Companies waiting for an awarded contract or collectible invoice | Between award, delivery and payment | Repayable financing or discounted receivables | Requires a credible repayment source and adds financial risk |
U.S. SBIR and STTR: the core equity-free route
America’s Seed Fund, the federal SBIR/STTR system, is the most established U.S. route for financing deep-tech R&D without giving up ownership. SBIR.gov states that the government takes 0% equity or IP ownership and describes the program as giving founders freedom to run their business according to their vision. The federal government invests about $4 billion each year and funds roughly 4,000 companies annually, according to the program’s 2026 page content.
Phase I: prove that the idea can work
Phase I supports proof-of-concept work. SBIR.gov lists awards of $50,000 to $275,000 for six to 12 months. Your proposal should isolate the highest-risk technical question, define measurable success criteria and show why the result could become a commercial product. Treat the range as an agency- and solicitation-dependent guide, not a guaranteed award.
Phase II: build and validate the technology
Phase II is the technology-development stage. The published range is $750,000 to $1.8 million for 24 months. A credible Phase II plan connects engineering tasks to the Phase I evidence, includes verification testing and identifies a customer, mission user or procurement path. Payment is tied to the awarding agency’s terms and milestones, so model payroll and supplier cash needs between installments.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsPhase III: turn technical success into revenue
Phase III moves a result into commercial markets or the federal contracting marketplace. It is not simply another research grant: the company must meet a buyer’s technical and procurement requirements. Start customer discovery during Phase I and II so that a Phase III opportunity, paid pilot or commercial sale is ready when the prototype is accepted.
SBIR versus STTR
Use SBIR when the startup can perform the work within the small business. STTR is designed for projects that need a formal research-institution relationship; the nonprofit partner performs a defined portion of the effort under the program’s subaward rules. Confirm the agency’s current allocation, work-share and intellectual-property requirements before budgeting the partnership.
Agency fit determines your odds
Department of Energy
The Department of Energy limits SBIR/STTR eligibility to for-profit U.S. small businesses that meet Small Business Administration requirements. Projects must have commercialization potential and respond to a DOE mission area. DOE uses phased feasibility, development and commercialization funding; its 2026 materials identify approximately $147 million in FY25 Phase II opportunities and say the program is extended through FY2031.

DOE opportunities change frequently. The FY26 Genesis Mission Phase I release cited four topic areas and approximately 40 anticipated awards, while the broader opportunity schedule was still being updated. Read the live topic language, not an old summary, and map every objective in your statement of work to the current topic.
NASA
NASA’s SBIR/STTR program is part of America’s Seed Fund and serves companies with fewer than 500 employees. In 2026 NASA began using a Broad Agency Announcement that releases subtopics through multiple appendices. Monitor the live schedule and appendices because relying on one assumed annual deadline can leave a technically suitable project outside the active cycle.
DARPA
DARPA reports that SBIR funding represents 3.2% of its research, development, test and evaluation budget and STTR 0.45%. Its program page gives a typical SBIR example of $250,000 over approximately six months. That figure describes DARPA context, not a universal SBIR award. DARPA topics generally expect an ambitious technical leap and a credible path to a defense use case.
NSF SBIR/STTR for cross-sector platform technologies
The National Science Foundation is often the better fit when your technology is not naturally owned by one agency mission. Its 2026 solicitation says NSF funds across nearly all technology areas and market sectors, including high-risk platform technologies and software-enabled hardware. The program evaluates how support can reduce technical, business-model, customer and intellectual-property risks.
NSF says companies can receive up to $2 million for R&D and anticipates a Phase I standard grant of up to $305,000. These are program limits and expectations, not automatic awards. Build a budget around the specific solicitation and explain the commercial market beyond the technical novelty.
NSF SBIR/STTR funds R&D rather than purchasing your product or service. An STTR proposal must issue a subaward to a nonprofit research institution, so define responsibilities, facilities, data ownership and the partner’s payment schedule before submission.

Europe’s staged EIC deep-tech ladder
The European Innovation Council offers a progression that mirrors how deep-tech risk falls over time:
EIC Pathfinder
Pathfinder supports breakthrough research at the earliest stage. Use it when the central question is scientific or technological feasibility and the work still needs substantial laboratory investigation.
EIC Transition
Transition is intended for moving validated results from the laboratory toward a prototype, application and credible exploitation plan. The proposal should show how the technical result becomes a product concept rather than repeating basic research.
EIC Pre-Accelerator
Pre-Accelerator addresses technology and investment readiness. It can help a team establish a business case, strengthen intellectual-property positioning and prepare for larger commercialization finance.
EIC Accelerator
Accelerator targets commercialization and scale-up, using grant-only or blended-finance structures depending on the current work programme and evaluation. The 2026 cut-off dates listed by the European Commission are 7 January, 4 March, 6 May, 8 July, 2 September and 4 November. Verify the current EIC Work Programme for eligibility, budget, country association and the exact instrument before committing to a deadline.
R&D tax credits: recover qualifying spend
A tax incentive is different from an upfront grant. It generally improves cash recovery for eligible engineering, experimentation, testing and related costs after those costs are incurred or reported. Build it into your runway model as a reimbursement or tax reduction, not as cash that arrives when a project is approved.

Canada’s SR&ED framework
The Canada Revenue Agency says the Scientific Research and Experimental Development program (SR&ED) provides an income deduction and an investment tax credit. A claim must connect eligible work to eligible expenditures; a broad description such as “product development” is not enough.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →A CRA policy revision dated 7 October 2026 describes a 35% enhanced rate for eligible Canadian public corporations and a $6 million maximum expenditure limit in specified cases. The same policy material says capital expenditures for depreciable property acquired after 15 December 2024 can qualify. These rates, limits and asset rules are specific to the stated Canadian cases; do not apply them to a private company or another country without checking the applicable rule.
Build evidence while you build the prototype
- Keep dated technical notebooks or digital experiment logs showing the hypothesis, uncertainty, work performed and result.
- Separate eligible engineering and testing payroll from sales, routine maintenance and general administration.
- Retain supplier invoices, subcontractor scopes, prototype bills of materials and test data.
- Allocate shared staff and facilities with a repeatable method that can be explained to the tax authority.
- Reconcile the tax claim with grant-funded costs so the same expenditure is not reported inconsistently under two programs.
Government contracts and paid pilots create non-dilutive revenue
Once a prototype meets acceptance criteria, a contract or paid pilot can be stronger than another grant: it supplies customer evidence, revenue and a route to repeat orders. SBIR.gov identifies Phase III as the point where a product enters commercial markets or the federal contracting marketplace.
Compare opportunities by procurement authority, technical acceptance tests, milestone and invoice timing, intellectual-property and data-rights clauses, security requirements and the ability to sell the same product to non-government customers. A contract with a long acceptance cycle may require more working capital than a smaller pilot paid on delivery.
Bridge loans, factoring and crowdfunding for timing gaps
DARPA’s small-business financing guide lists secured bank loans, bridge financing against an awarded government contract, receivables factoring and crowdfunding. These tools solve a timing problem: payroll or manufacturing is due before an award installment or customer invoice is paid.

Bridge financing against an award
A lender will normally review the executed award, counterparty, payment schedule, termination rights and enforceability. Borrow only against a documented award and model repayment if a milestone slips by several months. The award itself does not remove performance risk.

Receivables factoring
Factoring advances cash against an invoice and charges a discount. Check whether the customer permits assignment, whether the factor has recourse if the customer pays late, and how concentration limits affect a startup with one dominant buyer.
Secured loans
Traditional loans may require equipment, intellectual property or founder guarantees as collateral. Compare the interest rate, covenants, repayment start date and consequences of a delayed technical milestone with the value of preserving equity.
Crowdfunding
Crowdfunding can diversify early cash sources, but a campaign creates delivery, disclosure and customer-support obligations. It is not a substitute for technical eligibility or a validated production plan.

Technical and business assistance that stretches an award
NIH’s notice of 20 April 2026 says SBIR/STTR recipients may request up to $6,500 per Phase I project and $50,000 per Phase II project for discretionary technical and business assistance. Permitted uses include product sales, technical problem solving, commercialization and intellectual-property support. Requesting this help can fund a specialist task without diverting the core R&D budget.
FAST describes proposal-development assistance and, in some cases, grants or loans for Phase 0 proposal costs and bridge gaps. Availability varies by participating organization and cycle. Treat these resources as complements to a core award, not as dependable standalone capital for every startup.
A practical funding sequence
- Define the next technical proof. Write one sentence describing the uncertainty to remove, the experiment that removes it and the measurable result.
- Map the proof to a program. Search current SBIR/STTR agency topics, NSF’s broad technology areas, the relevant EIC stage or your country’s R&D definition. Reject programs whose mission or geography does not fit before spending time on a proposal.
- Split the roadmap into work packages. Label each package feasibility, prototype, pilot or scale-up. This prevents using a commercialization instrument to pay for basic research or a grant to cover routine production.
- Build a delayed-cash runway. Model the application period, award notice, contracting, first allowable cost, reimbursement and final payment. Include payroll, fabrication lead times and supplier deposits.
- Prepare the commercial proof in parallel. Interview target users, obtain letters that describe a real problem, identify acceptance tests and line up a paid pilot or procurement route.
- File tax claims systematically. Capture technical uncertainty and eligible costs as the work happens. Do not wait until year-end when engineers may no longer remember why an experiment was necessary.
- Use debt only with a defined repayment source. Secure bridge financing against an executed award, receivable or purchase commitment, and run downside cases for delayed acceptance, cancellation and customer concentration.
- Recheck live rules before submission. Confirm the current deadline, budget, geographic rule, employee threshold, security restriction, partner requirement and permitted-cost policy.
Controls that prevent funding problems
- Separate accounts and cost codes: Track each award, tax claim and customer contract so costs can be reconciled without double counting.
- Time and technical records: Link staff hours to tasks, experiments, deliverables and test results.
- Subcontractor diligence: Use written scopes, ownership terms, deliverable acceptance and invoice support for every external researcher or manufacturer.
- IP and data review: Check publication, background-IP, government-use and customer data-rights clauses before signing.
- Milestone governance: Assign an owner, evidence standard and contingency for each technical and payment milestone.
- Security and export checks: Review controlled technology, procurement-security and cross-border data obligations before choosing a partner or market.
The best mix usually preserves equity during the highest-risk experiments, uses tax recovery to replenish cash already spent, and reserves contracts and carefully sized debt for the period when a buyer or award provides a visible path to repayment. The right answer for a particular startup depends on its incorporation country, agency fit, technical stage, documentation quality and tolerance for delayed cash.
