The most direct geographic counterweight is VXUS, which Vanguard’s current product data lists as 98.88% foreign holdings. For investors who want to stay primarily in U.S. stocks, VTV adds a large-cap value tilt, SCHD applies a dividend-and-quality screen, and IJR adds U.S. small-cap exposure. VTI is a useful broad-market core, but it remains market-cap weighted; its 2025 fact sheet reports 14.6% in technology, so adding it alone may not materially reduce an existing mega-cap technology concentration.
The right choice depends on which concentration you are trying to reduce: country, growth style, company size or dependence on a few very large stocks. Compare each ETF with your current holdings before buying, because different funds can still own many of the same mega-cap companies.

Why a broad stock fund can still leave you concentrated in technology
Most total-market and large-cap indexes weight companies by market value. When a handful of giant technology and technology-adjacent companies become unusually valuable, their index weights rise automatically. Buying another market-cap-weighted U.S. fund therefore adds diversification across more holdings, but it does not necessarily remove the dominant companies already driving your portfolio.
VTI illustrates the distinction. Vanguard’s 2025 fact sheet reports a 14.6% technology allocation. That is broad exposure to the U.S. market, not a technology-sector fund, yet the market-cap method still gives technology a substantial position. If your existing account already has a large allocation to mega-cap technology, VTI may spread exposure across more companies without changing the underlying concentration as much as you expect.

To reduce concentration, use a different diversification lever:
- Geography: own companies outside the United States with VXUS.
- Investment style: emphasize value-oriented companies with VTV.
- Dividend and quality screens: use SCHD’s methodology.
- Company size: add smaller U.S. companies with IJR.
These are not interchangeable. A foreign fund can lag U.S. stocks, a value fund can lag growth, a dividend strategy can develop sector tilts, and small caps can be more volatile. Diversification reduces reliance on one return driver; it does not guarantee a higher return or a smoother ride every year.
Comparison of the leading low-cost candidates
| ETF | Primary role | Published cost or exposure evidence | Market segment or method | Technology weight and top-10 concentration | Main trade-offs |
|---|---|---|---|---|---|
| VXUS | Broad non-U.S. diversification | 98.88% foreign holdings in Vanguard’s current product data; 0.05% expense ratio on Vanguard’s 2026 ETF list | Stocks outside the United States | Not stated in the figures cited here; check current holdings | Currency, country and foreign-market risk; may lag U.S. stocks |
| VTV | U.S. large-cap value | Vanguard describes it as low-cost value exposure; an exact ratio is not stated in the figures cited here | Large U.S. companies selected for value characteristics | Not stated in the figures cited here; check current holdings | Value can underperform growth and the fund still owns some technology |
| SCHD | U.S. dividend, quality and large-value exposure | 0.060% total expense ratio on Schwab Asset Management’s 2026 product page | Dividend-focused index methodology with quality and value characteristics | Not stated in the figures cited here; methodology and sector weights can change | Not a complete-market fund; dividend and sector tilts can change |
| IJR | U.S. small-cap diversification | 0.06% expense ratio on iShares’ 2026 product page | Seeks to track the S&P SmallCap 600 | Not stated in the figures cited here; check current holdings | Higher volatility and smaller-company risk |
| VTI | Broad U.S. stock-market core | Vanguard’s 2025 fact sheet reports 14.6% technology exposure; an exact expense ratio is not stated in the figures cited here | Market-cap-weighted U.S. market | Technology: 14.6%; top-10 concentration not stated in the cited fact sheet | Market-cap weighting preserves large-company concentration |
An expense ratio is deducted from fund assets, so a lower number helps over long periods when two funds provide comparable exposure. Cost alone is not a diversification strategy: a 0.05% foreign fund and a 0.06% small-cap fund solve different portfolio problems and carry different risks.
How each ETF can reduce a different kind of concentration
VXUS: the clearest geographic diversifier
VXUS is the most direct choice when your portfolio is overwhelmingly invested in U.S. stocks. Vanguard’s current product data reports that 98.88% of its holdings are foreign, and Vanguard’s 2026 ETF list reports a 0.05% expense ratio. That high foreign share means its return drivers are substantially different from a U.S.-only portfolio.
International diversification introduces risks that a domestic fund does not. Currency movements can raise or lower the dollar value of foreign holdings. Countries have different political, regulatory and accounting environments, and foreign markets can trail the United States for long stretches. Those risks are the cost of reducing dependence on one country, not evidence that the fund has failed.

Before buying, check whether your existing international fund already provides the same exposure. Also review the account’s tax treatment: foreign holdings can create foreign-tax considerations in taxable accounts, and the practical result depends on the fund structure and your jurisdiction.
VTV: a large-cap value counterweight
VTV shifts the U.S. allocation toward companies priced more cheaply relative to measures such as earnings or book value. This is a style diversification tool: it offsets a portfolio dominated by fast-growing, high-valuation companies without requiring you to leave the U.S. market.

Value is not a permanent hedge. Value stocks can underperform growth stocks for years, especially when investors pay a premium for strong expected growth. VTV also remains a U.S. large-cap fund and still owns some technology, so it should not be treated as a technology-free portfolio.
Use VTV when your objective is to reduce a growth-style bias, not when your objective is maximum international exposure or smaller-company exposure. Confirm the current sector breakdown and largest holdings before trading because index classifications and company weights change.
SCHD: dividend and quality screens with a value tilt
SCHD combines a dividend orientation with quality and large-value characteristics. Schwab Asset Management lists a 0.060% total expense ratio on its 2026 product page. The strategy can reduce reliance on companies whose valuations are driven primarily by expected growth, while emphasizing firms with established dividend records and other screening criteria.

A dividend label does not make SCHD a neutral slice of the market. Its methodology can create sector concentrations, and those tilts can change as companies enter or leave the index. A company can also pay a dividend and still be exposed to the same economic forces as other holdings in your account. Check the fund’s current constituents and compare them with your individual stocks and other ETFs.
IJR: diversification by company size
IJR seeks to track an index of U.S. small-cap stocks, specifically the S&P SmallCap 600, and iShares reports a 0.06% expense ratio on its 2026 product page. Smaller companies add an exposure that a portfolio concentrated in mega-cap technology lacks: their revenues, financing needs and competitive positions can respond differently to economic conditions.
Small-cap diversification is not a low-volatility solution. Smaller companies can have less diversified businesses, weaker access to financing and greater sensitivity to recessions or interest rates. Prices can move sharply, and the fund may lag large-cap stocks for extended periods. Treat IJR as a size allocation, not as a guaranteed return enhancer.
VTI: useful core, limited concentration cure
VTI can serve as a broad U.S. core, but its market-cap weighting is the key limitation for this specific problem. The cited Vanguard fact sheet reports 14.6% technology exposure, and the largest companies receive the largest weights. If the rest of your portfolio is already dominated by the same mega-cap names, adding VTI can increase the number of holdings while leaving the main concentration intact.
VTI makes more sense when you need a simple U.S. market foundation and your existing technology exposure is modest. It is less effective as the only change when the goal is specifically to reduce mega-cap technology risk.

A step-by-step way to choose a combination
- Inventory every stock exposure. List individual shares, workplace-plan funds, sector ETFs and target-date funds. Record each position’s market value and the fund’s current top holdings and sector weights.
- Measure the concentration you actually have. Separate technology-sector exposure from exposure to a few very large companies. A fund may classify a company outside technology while still moving with the same mega-cap growth trade.
- Pick the diversification lever. Choose VXUS for a country shift, VTV for a value shift, SCHD for dividend-and-quality screening, or IJR for a size shift. VTI is the broad U.S. core option, not a dedicated concentration reducer.
- Check overlap before placing an order. Compare the proposed ETF’s largest holdings with your individual stocks and existing funds. If the same names appear repeatedly, the number of tickers in your account may overstate the number of independent exposures.
- Review costs beyond the expense ratio. Look at the bid-ask spread, trading volume, commissions and any account-level transaction fees. A tiny expense-ratio difference can be outweighed by an avoidable trading cost, especially on a small or infrequent order.
- Choose the account location deliberately. In a taxable account, consider the consequences of selling appreciated technology holdings, dividend distributions and foreign-tax treatment. In a retirement account, the immediate tax consequences differ, but fund expenses, allocation and withdrawal rules still matter.
- Set a review rule. Recheck holdings, sector weights, expense ratios and overlap at a stated interval or when your circumstances change. Rebalancing based on a rule is preferable to reacting to headlines after a sharp market move.
Which ETF fits common portfolio situations?
| If your main problem is… | Most direct candidate | Why | What to verify first |
|---|---|---|---|
| Nearly all stock exposure is U.S.-based | VXUS | Its reported 98.88% foreign holdings change the geographic source of returns | Currency exposure, country mix and existing international holdings |
| A portfolio dominated by high-growth U.S. companies | VTV | Large-cap value changes the style emphasis while remaining U.S.-focused | Current sector mix and overlap with your largest stocks |
| You want a dividend and quality screen | SCHD | Its methodology combines dividend selection with quality and value characteristics | Current index rules, sector tilts and distribution tax treatment |
| You own almost no smaller companies | IJR | It targets the S&P SmallCap 600 and adds a size exposure absent from mega-cap-heavy portfolios | Volatility tolerance and the fund’s current small-cap holdings |
| You need a simple U.S. core and are not already tech-heavy | VTI | It covers the broad U.S. market | Its 14.6% reported technology allocation and overlap with existing funds |
These are decision categories, not personalized allocation instructions. The appropriate mix depends on your time horizon, risk capacity, tax bracket, account type, income needs and existing holdings. The available evidence does not establish a universal percentage for any ETF.
How to compare funds beyond the headline fee
Technology-sector weight
Sector labels are a starting point, not a complete risk measure. Review the fund’s current technology percentage, affiliated communication-services holdings and the business sensitivity of its largest companies. Only VTI’s 14.6% technology figure is established in the cited materials; the other candidates’ current sector weights should be checked on their issuer pages before purchase.
Top-10 concentration and overlap
A fund can hold hundreds of stocks while its top ten account for a large share of assets. Compare those top holdings with your existing ETFs and individual shares. Several apparently different funds may still hold the same mega-cap names, so calculate exposure across the whole portfolio rather than evaluating each ticker in isolation.
Geography and currency
VXUS changes the country mix most dramatically, but foreign exposure brings currency and country risk. A U.S. investor should distinguish between a fund’s legal domicile, the companies’ headquarters and the markets where those companies earn revenue.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesMarket-cap segment and methodology
VTV and SCHD are not identical value funds: one emphasizes value characteristics, while the other uses a dividend-centered methodology with quality and value elements. IJR is a small-cap index fund, and VTI is market-cap weighted across the U.S. market. Read the index methodology and current prospectus rather than inferring a fund’s behavior from its name.

Volatility and liquidity
Small-cap and foreign funds can fluctuate for reasons unrelated to U.S. mega-cap technology. Before trading, check the typical bid-ask spread and trading volume at the time and venue you use. Use limit orders when appropriate and avoid assuming that a low expense ratio means a low-cost transaction.
Costs, taxes and implementation pitfalls
- Expense ratios can change. The published figures are dated: VXUS is listed at 0.05% on Vanguard’s 2026 ETF list, SCHD at 0.060% on Schwab’s 2026 product page and IJR at 0.06% on iShares’ 2026 product page. Verify the current prospectus before trading.
- Taxable sales can trigger gains. Reducing a concentrated position may create a taxable capital gain. Consider whether gradual rebalancing, new contributions or tax-advantaged accounts can achieve the desired change with less tax friction.
- Distributions matter. Dividend-oriented strategies can distribute income even when the fund’s price is falling. The after-tax result depends on your jurisdiction and account type.
- Foreign funds add tax complexity. International holdings can involve foreign withholding and reporting considerations. Confirm the treatment with a qualified tax professional for your circumstances.
- Factor cycles are real. Value, dividend and small-cap strategies can trail a technology-led market for a long time. Underperformance alone does not mean the diversification thesis is broken.
- Do not rebalance from headlines. A sharp rally or sell-off can make a portfolio look concentrated temporarily. Use a written review and rebalancing rule instead of chasing the latest winning sector.
A practical monitoring checklist
At each review, capture the following information from the latest issuer documents:
- Current expense ratio and any fee waiver or change notice.
- Technology-sector percentage and the classification system used.
- Top ten holdings and their combined portfolio weight.
- Country and regional weights, especially for VXUS.
- Market-cap distribution and index methodology.
- Trading spread, volume and any account transaction fee.
- Overlap with your individual stocks and other ETFs.
- Distribution history and the tax location of the holding.
Issuer holdings and sector weights change. Review the latest prospectus and fund data before a transaction rather than relying on a historical snapshot.
Bottom line for a tech-heavy investor
Start by identifying the source of concentration. VXUS is the strongest geographic counterweight; VTV addresses a U.S. growth-versus-value imbalance; SCHD adds dividend and quality screens; and IJR adds smaller-company exposure. VTI remains a sensible broad U.S. core, but its 14.6% technology allocation and market-cap weighting mean it should not be assumed to solve an existing mega-cap technology concentration by itself. Compare overlap, taxes, trading costs and risk tolerance before selecting one or combining several.
