For most Czech technology companies, Bengaluru is Karnataka’s strongest starting point. Its Electronic City, large information-technology and electronics ecosystem, global research-and-development (R&D) concentration, aerospace capability and broad investment-support network are difficult to match. For manufacturing, the answer depends on the product: Devanahalli for aerospace and defence, Belagavi for precision engineering, Hubballi-Dharwad for integrated durable-goods and Industry 4.0 projects, Mysuru for focused electronics and engineering support, and Mangaluru when port access and coastal supply chains are decisive.

There is no published Karnataka incentive or established industrial cluster specifically reserved for Czech companies. The practical choice is therefore a sector-and-logistics decision, followed by project-level validation of land, utilities, labour, tax, customs, export controls, environmental permissions and available incentives.

Quick comparison of Karnataka’s main locations

Location Best fit for a Czech company Documented strengths Important qualification
Bengaluru Software, industrial automation, engineering design, electronics R&D, aerospace systems, global capability centres and supplier-development teams Electronic City has more than 200 IT, IT-enabled-services and electronics-system-design-and-manufacturing companies. Karnataka reports more than 400 multinational corporations with global R&D centres and more than 500 global capability centres. Validate land cost, congestion, utility capacity and the availability and retention of the exact specialists you need.
Devanahalli
(Bengaluru region)
Aerospace and defence manufacturing, aircraft systems and high-value engineering The KIADB Aerospace SEZ is identified by the Government of India as a major aerospace and defence manufacturing centre. Bengaluru also hosts the largest Airbus and Boeing R&D centres outside their home locations, according to Invest Karnataka. It is a Bengaluru-area manufacturing node rather than a substitute for the city’s wider talent and partner network.
Belagavi Precision engineering, machining, aerospace components, metalworking and assembly Invest Karnataka describes the Belagavi Aerospace Cluster as India’s first private precision-engineering SEZ and an aerospace manufacturing and assembly location. Official material does not provide a like-for-like cost or workforce comparison with Bengaluru; conduct local diligence.
Hubballi-Dharwad Durable goods, electronics assembly, industrial IoT, automotive suppliers and north Karnataka distribution The Dharwad industrial-area project covers more than 6,000 acres and is positioned for road and rail freight on the Bengaluru–Mumbai Industrial Corridor. The area also has a durable-goods cluster, an electronics cluster and an Industry 4.0-focused entrepreneurship centre. The ecosystem is developing. Check supplier density, international freight routes and senior technical hiring depth.
Mysuru Focused electronics manufacturing, engineering services, product support, testing and a secondary R&D centre STPI-Bengaluru has a Mysuru sub-centre; Karnataka’s 2025–30 policy identifies an electronics-manufacturing cluster; planned aerospace MRO activity includes Mysuru. Official sources support a smaller, specialised ecosystem, not Bengaluru-scale cluster density.
Mangaluru Port-linked production, chemicals and plastics, imported-input manufacturing, export-heavy operations and coastal technology work New Mangaluru Port is described by Invest India as Karnataka’s major port and India’s ninth-largest. Mangaluru International Airport handles passenger and cargo traffic, and the city has an operational IT/business SEZ. Balance port advantages against the depth of specialised suppliers and talent for your particular product.

How to choose the right city

1. Start with the operating model, not the city name

A Czech software, robotics or engineering-design company usually values specialised people, university and R&D links, customer access and collaboration with existing technology firms. Those requirements point first to Bengaluru. A plant making machined aerospace parts has a different optimisation problem: certification-ready suppliers, machining and metalworking skills, industrial land and reliable freight. Belagavi may fit better. A business importing polymers or components and exporting finished goods may obtain more value from Mangaluru’s port than from a larger inland talent market.

Separate the location of intellectual work from the location of physical production. A Czech group can place product management, software and systems engineering in Bengaluru, a specialised plant in Belagavi or Devanahalli, and a port-intensive export operation in Mangaluru. Karnataka’s cities are close enough for a multi-site model, but the model should be designed around actual material flows and hiring needs rather than assumed proximity.

2. Rank talent and partners by skill specificity

Bengaluru has the deepest documented R&D and capability-centre base. The Karnataka Industrial Areas Development Board (KIADB) reports more than 400 multinational companies with global R&D centres and more than 500 global capability centres across the state. STPI describes Electronic City as a major cluster with more than 200 IT, IT-enabled-services and ESDM companies. These figures indicate ecosystem scale, not a guarantee that a particular semiconductor, functional-safety, aerospace-certification or Czech-language skill will be available.

In other cities, a narrower cluster can be an advantage when your requirements are specific. Belagavi’s precision-engineering concentration may reduce supplier-development work for an aerospace-machining project. Hubballi-Dharwad’s Industry 4.0 and industrial-IoT orientation can suit a plant that needs controls and connected-equipment integrators. Before selecting a site, ask prospective suppliers for current capacity, certifications, lead times, tooling capability and export experience.

3. Map every inbound and outbound shipment

List the origin of imported machinery, electronics, metals, polymers and spare parts; the destination of finished products; shipment frequency; container or air-freight requirements; and the acceptable transit-time range. Mangaluru has the clearest port advantage. Dharwad’s planned industrial area is positioned for road and rail freight on the Bengaluru–Mumbai Industrial Corridor. Bengaluru, Mysuru, Belagavi and Hubballi have airports, but an airport’s existence does not establish a particular cargo route, customs capability or schedule. Obtain a route and cost study for the actual commodity before treating airport access as a logistics solution.

4. Treat land, utilities and approvals as a separate workstream

Karnataka offers a single-window mechanism. The 2025–30 industrial policy says each investor can receive a Karnataka Udyog Mitra nodal officer. That can simplify coordination, but it does not remove project-specific obligations. Confirm title or lease terms, zoning, power quality and redundancy, water source, wastewater treatment, hazardous-material permissions, fire approvals, building permits, labour requirements and environmental clearances. A location that looks ideal on a map may fail when utility augmentation or an environmental consent adds months to the schedule.

Bengaluru: the default for technology and R&D

Why the ecosystem is unusually deep

STPI-Bengaluru’s current description places its facility in Electronic City, a major Bengaluru IT cluster with more than 200 IT, IT-enabled-services and ESDM companies. KIADB lists IT, ESDM, biotechnology, R&D and engineering design among Karnataka’s leading sectors and reports the state’s 400-plus multinational R&D centres and 500-plus global capability centres. For a Czech company building software, embedded systems, industrial automation, digital twins, engineering tools or a regional support function, that density creates more potential employees, contractors, technology partners and experienced managers than any other Karnataka location documented here.

Aerospace and advanced engineering

Bengaluru is also relevant when the Czech parent supplies aerospace, defence or complex industrial systems. Invest Karnataka states that the city is home to the largest Airbus and Boeing research and technology development centres outside their home locations. That does not mean every aerospace supplier belongs in the urban core, but it signals access to design, certification, testing and systems-engineering capabilities. Devanahalli, north of the city, provides the manufacturing complement through the KIADB Aerospace SEZ, which the Government of India identifies as a major aerospace and defence manufacturing centre.

When Bengaluru is the right first site

  • You need a sizeable software, data, controls, embedded-electronics or engineering team.
  • Your customers or partners expect regular access to Bengaluru’s technology and aerospace ecosystem.
  • You are establishing a global capability centre, R&D hub or supplier-development office before committing to a plant.
  • Your project benefits more from specialised hiring and partner choice than from the lowest possible industrial-land cost.

What to test before signing

Do not assume that the city’s ecosystem solves real-estate or operations issues. Compare urban offices, Electronic City and northern Bengaluru/Devanahalli sites for commute times, power-reliability requirements, data connectivity, expansion rights and proximity to suppliers. Model peak-hour travel for critical staff and visitors. For a factory, separately test industrial land availability, truck access and utility capacity; the advantages documented for Bengaluru are primarily ecosystem and talent advantages.

Devanahalli: Bengaluru-area aerospace manufacturing

Role in a Czech footprint

Devanahalli is best viewed as a manufacturing node in the Bengaluru region. The KIADB Aerospace SEZ gives aerospace and defence companies an industrial setting near the city’s engineering and research base. A Czech aircraft-component, avionics-hardware, defence-system or high-reliability supplier can use Devanahalli for production while recruiting programme management, design and software specialists from the wider Bengaluru market.

Questions for site diligence

  • Is the proposed product eligible for the SEZ structure and compatible with its customs and compliance procedures?
  • Can the site support the clean-room, special-process, testing and traceability requirements of the product?
  • How will controlled technology, export-control classification and customer audits be handled?
  • What is the actual road time for employees, suppliers and airport cargo at the hours your operation will run?

These are project questions, not conclusions that the SEZ automatically provides every approval or capability.

Belagavi: precision engineering and aerospace components

Cluster advantage

Invest Karnataka identifies the Belagavi Aerospace Cluster as India’s first private precision-engineering SEZ and describes it as an aerospace manufacturing and assembly location. That profile aligns with Czech strengths in machining, metalworking, tooling, industrial equipment and specialised component production. A company making structural parts, precision-machined components, assemblies or industrial sub-systems can investigate Belagavi without placing every operation in Bengaluru.

Best operating profile

  • Medium-volume, high-mix precision machining and assembly.
  • Aerospace or defence components requiring an established engineering and supplier environment.
  • Industrial equipment where metalworking and production engineering matter more than a very large software workforce.
  • A supplier plant that will exchange technical data with a Bengaluru engineering or customer team.

Evidence limits and diligence

The official material available for this comparison does not provide a like-for-like figure for Belagavi versus Bengaluru on wages, land, utilities, workforce size or international freight. Obtain those figures from site visits, industrial-estate authorities and competing suppliers. Confirm the availability of qualified machinists, metrology, special processes, heat treatment, nondestructive testing and aerospace-quality systems rather than inferring them from the cluster label.

Hubballi-Dharwad: integrated manufacturing and Industry 4.0

Industrial scale and freight position

The Government of India describes the Dharwad industrial-area project as covering more than 6,000 acres, located close to Hubballi-Dharwad and positioned for road and rail freight on the Bengaluru–Mumbai Industrial Corridor. That scale can matter to a Czech manufacturer planning a large plant, supplier park, warehouse or phased expansion. It also supports a north Karnataka distribution strategy, subject to confirmation of the specific rail siding, highway connection and freight service available to the chosen plot.

Sector signals

Invest Karnataka identifies the Hubballi Durable Goods Cluster as an integrated manufacturing park. Karnataka’s 2025–30 policy lists an electronics-manufacturing cluster in Hubballi-Dharwad. STPI’s Hubballi entrepreneurship centre focuses on Industry 4.0, the industrial internet of things, defence, aeronautics, industrial, agricultural, health, automotive and education applications. Together, these signals fit a Czech company combining equipment, connected controls, electronics assembly and production analytics.

Where the trade-off appears

The ecosystem is developing rather than Bengaluru-scale. Test the availability of senior plant managers, automation architects, embedded engineers and quality leaders; identify backup suppliers for critical parts; and obtain international-freight routings rather than relying only on domestic corridor access. Hubballi-Dharwad can be compelling when land, integrated manufacturing and regional distribution outweigh the need for the largest possible technology labour pool.

Mysuru: focused electronics and engineering support

Technology and manufacturing profile

STPI-Bengaluru’s jurisdiction includes a Mysuru sub-centre. Karnataka’s 2025–30 policy identifies an existing electronics-manufacturing cluster in Mysuru, making the city a candidate for electronics assembly, testing, product support and a smaller engineering operation. Mysuru is also included among Karnataka’s aerospace and defence hub locations, while Invest Karnataka lists planned maintenance, repair and overhaul (MRO) facilities in Bengaluru and Mysuru.

When a smaller ecosystem helps

Mysuru suits a Czech company that wants a defined electronics or engineering-support operation rather than a broad regional headquarters. It can also serve as a secondary site after a Bengaluru team has established product ownership, supplier specifications and hiring processes. A focused plant may value a manageable local labour market and planned operations, but those benefits must be verified for the exact skills and shift pattern required.

Checks before choosing Mysuru

  • Identify local electronics suppliers, contract manufacturers, test laboratories and repair partners.
  • Confirm the depth of experienced engineering and quality-management hiring for your product.
  • Validate the status, timing and scope of planned aerospace or MRO activity instead of treating plans as operating capacity.
  • Map airport, road and courier routes for prototypes, service parts and customer visits.

Mangaluru: the port-linked option

Why logistics can outweigh talent density

Invest India describes New Mangaluru Port as Karnataka’s major port and India’s ninth-largest. The industrial-policy gazette identifies Mangaluru International Airport as supporting passenger and cargo traffic. For a Czech company importing machinery or feedstock and exporting substantial volumes, the port can reduce inland handling and make a coastal supply chain practical. The exact benefit depends on vessel schedules, the commodity, container availability, customs treatment and the final customer destination.

Industrial and technology uses

Government material identifies Mangaluru SEZ as an operational IT and business zone. Karnataka’s 2025–30 policy identifies a Canara/Mangaluru plastics cluster. These facts support projects involving chemicals, plastics, maritime supply chains, imported-input production, export packaging or a coastal technology operation. They do not establish that every specialised chemical, polymer or software skill is locally available.

Port-versus-ecosystem decision

Choose Mangaluru when shipping economics and coastal access are central to the business model. Before committing, compare total landed cost through New Mangaluru Port with inland alternatives, including drayage, inventory buffers, port handling, customs brokerage and disruption scenarios. For a highly specialised engineering centre with little physical freight, Bengaluru’s talent and partner depth may still dominate.

A practical setup sequence for a Czech company

  1. Define the first operation. Specify whether it is a software/R&D centre, supplier-development office, assembly plant, export factory, warehouse or a combination. List headcount by skill, production volumes, shift pattern, imported inputs and target customers.
  2. Build a weighted location scorecard. Weight talent, supplier capability, freight, utility reliability, expansion land, customer access, compliance complexity and total landed cost according to the business model. Do not use a generic “best city” ranking.
  3. Create a two- or three-city shortlist. A typical technology shortlist is Bengaluru, Mysuru and Hubballi-Dharwad; an aerospace-manufacturing shortlist may be Devanahalli, Belagavi and Bengaluru; an export-heavy shortlist may include Mangaluru and one inland production site.
  4. Request plot- and building-level data. Obtain title or lease documentation, zoning, power availability and redundancy, water, effluent treatment, road access, fire systems, internet connectivity, expansion rights and construction timelines.
  5. Run supplier and labour validation. Interview potential suppliers and recruitment partners. Test actual availability of machinists, electronics technicians, automation engineers, quality specialists, plant managers and language skills. Ask for evidence of certifications and current capacity.
  6. Model logistics with real commodities. Use the dimensions, value, hazard classification, customs code and shipment frequency of your equipment and products. Compare port, airport, road and rail routes, including delays and inventory buffers.
  7. Use the single-window channel early. Engage Karnataka Udyog Mitra and request the nodal-officer process described in the 2025–30 policy. Obtain a written approvals matrix covering company registration, land, construction, labour, pollution control, fire, utilities, customs and any SEZ procedures.
  8. Validate Czech and Indian compliance. Obtain professional advice on bilateral tax, permanent-establishment risk, customs valuation, transfer pricing, export controls, controlled technology, data handling, employment law and repatriation of funds. The existence of a state incentive does not answer these questions.
  9. Stage the commitment. Start with a small engineering or supplier-development team if the market is untested, then add production after customer qualification and utility or workforce assumptions have been proven. A multi-site plan can separate Bengaluru R&D from manufacturing and port logistics.

Investment support and approvals

Karnataka’s single-window mechanism and the Karnataka Udyog Mitra nodal-officer provision in the 2025–30 policy are useful coordination tools. The Press Information Bureau reported 39 operational SEZs in Karnataka under the Cochin SEZ jurisdiction in 2026, but that state-level figure does not establish that a particular site is suitable for your activity or that an SEZ structure is financially preferable.

Ask for a project-specific schedule of incentives, eligibility thresholds, investment and employment commitments, application deadlines, disbursement conditions and clawback provisions. Confirm whether benefits apply to a new legal entity, an expansion, leased premises, imported machinery or a contract-manufacturing model. Obtain written advice on environmental category, hazardous substances, wastewater, emissions, construction, labour and fire approvals. Keep tax, customs and export-control analysis separate from state industrial incentives.

Common selection mistakes

  • Choosing Bengaluru by default for a factory. The city’s R&D depth does not prove that urban land, truck access or utilities fit a manufacturing schedule.
  • Choosing a port without checking the route. A port advantage is product-specific; compare actual service, handling and inland delivery data.
  • Counting planned projects as available capacity. Planned MRO, industrial or electronics facilities should be treated as future possibilities until operating dates and capabilities are confirmed.
  • Assuming a cluster supplies every process. Aerospace and precision-engineering projects often require special processes, metrology, testing and certified quality systems that must be audited supplier by supplier.
  • Using statewide numbers as city-level proof. Karnataka’s 400-plus R&D centres, 500-plus GCCs and 39 operational SEZs describe the state, not guaranteed capacity at an individual plot.
  • Leaving Czech-specific compliance until the end. Customs, controlled technology, tax residence, data transfer and export-control questions can change the preferred city and operating structure.

Decision guide by project type

If your first project is… Start with… Keep as an alternative Reason
Software, embedded systems or industrial automation R&D Bengaluru Mysuru for a focused secondary centre Largest documented technology, R&D and capability-centre ecosystem
Aerospace systems engineering and a nearby plant Bengaluru plus Devanahalli Belagavi Combines Bengaluru’s design base with an aerospace manufacturing SEZ
Precision-machined aerospace or industrial components Belagavi Devanahalli or Bengaluru Established precision-engineering and aerospace cluster
Durable goods, connected equipment or electronics assembly Hubballi-Dharwad Mysuru Integrated manufacturing, electronics and Industry 4.0 orientation
Export-heavy chemicals, plastics or imported-input production Mangaluru Hubballi-Dharwad or Bengaluru, depending on suppliers Port and airport access with a documented plastics and IT/business base
Product support, testing or a smaller electronics operation Mysuru Bengaluru Specialised electronics cluster with access to the wider state ecosystem

Bottom-line recommendation

Use Bengaluru as the default assessment for Czech technology, software, engineering R&D and aerospace-systems work. Evaluate Devanahalli when production belongs near Bengaluru’s aerospace base. Select Belagavi for a precision-engineering or aerospace-component plant, Hubballi-Dharwad for integrated durable-goods, electronics and Industry 4.0 manufacturing, Mysuru for focused electronics and support activity, and Mangaluru when port-linked trade is the dominant constraint. Make the final decision only after a plot-level technical, logistics, workforce, incentive and Czech-India compliance review.
