The most resilient non-VC plan is a milestone-based funding stack, not a single substitute for venture capital. Use founder and customer money for the earliest learning, incubators and non-dilutive grants to reach proof of concept, debt or invoice finance only when repayment is visible, and patient technology finance for TRL-4-plus products nearing deployment. This approach limits dilution while matching each rupee to a specific technical or commercial risk.

Indian deep-tech companies face long development cycles, certification costs, laboratory or manufacturing capex and slow enterprise procurement. The right instrument therefore depends on what you can prove next—not simply on how much cash you want.

Start with the next fundable milestone

Write down the single milestone that would materially improve your financing position. Typical milestones are a proof of concept, working prototype, regulatory or safety certification, paid pilot, first production batch, or repeatable sales. Every funding application and customer conversation should show how the money reaches that milestone, how long it takes, and what evidence will exist afterward.

Keep three budgets separate: research and development, capital expenditure, and working capital. A grant that permits R&D may not pay for inventory; a term loan for equipment may not cover exploratory experiments; and invoice finance arrives only after an invoice is accepted. Mixing the budgets makes it difficult to select an instrument and can create an avoidable repayment gap.

Which route fits which stage?

Route Best fit What it can finance Principal trade-off
Bootstrapping, founder capital, family and friends Idea, laboratory experiments and runway extension Small experiments, incorporation, early hires and customer discovery Slower scaling and concentrated personal risk
Paid pilots, purchase-order advances and strategic partnerships Hardware, industrial, climate, defence and enterprise products with identifiable buyers Development work, prototypes, tooling or an initial batch tied to a contract Long procurement cycles and customer-concentration risk
Incubators and accelerators Teams needing laboratories, mentors, validation and grant access Facilities, technical support, introductions and applications to public schemes Competitive selection; support quality varies
Startup India Seed Fund Scheme (SISFS) DPIIT-recognized startups from proof of concept through commercialization Grant and debt or convertible support routed through approved incubators Restricted use, milestone reporting and incubator selection

TReDS and invoice finance MSME suppliers with accepted invoices from eligible buyers Working capital after delivery or invoice acceptance Dependent on buyer eligibility, acceptance and discount cost
RDI Fund and Technology Development Board (TDB) finance TRL-4-plus or strategic and sunrise-sector technologies approaching deployment Structured finance or refinancing for commercialization Later-stage diligence and call-specific terms; it is not a grant
Corporate challenges, sponsored pilots and licensing Technology aligned with a corporate or public mission Cash, facilities, validation, licensing or co-development Strategic constraints and possible IP or exclusivity negotiations

Bootstrap the first evidence, not the whole company

Bootstrapping means growing with little or no venture capital or outside investment. Founder savings, carefully limited family-and-friend contributions and early consulting revenue can fund the first experiment while you retain ownership and avoid an investor decision process. Startup India lists bootstrapping, family and friends, crowdfunding, incubators, banks and NBFCs, government loan schemes, grants and TReDS among the available routes.

Set a written personal-risk limit before taking money from relatives or pledging personal assets. Use a separate company account, document whether a contribution is a loan or equity, and agree on repayment or ownership terms in writing. A small, time-boxed experiment is safer than using personal funds to cover an open-ended product program.

Bootstrapping is most useful when it buys a discrete piece of evidence: a validated assay, a design iteration, a patentability opinion, a safety test or a customer discovery sprint. Once the next experiment requires expensive equipment, certification or a production run, combine founder money with grants, an incubator or customer funding rather than extending personal exposure indefinitely.

Make customers part of the financing plan

For deep-tech products, the first credible buyer can be a better source of capital than a general-purpose lender. Ask for a paid pilot, a development contract, a milestone advance, a purchase-order advance, licensing revenue or co-development funding. Tie each payment to a deliverable such as a prototype, test report, installation or production lot.

How to structure a paid pilot

  1. Define the operational problem and the measurable acceptance test.
  2. List the engineering, certification and installation work required before that test.
  3. Split the price into an advance, a milestone payment and a final acceptance payment.
  4. Specify who owns foreground IP, data, tooling and improvements.
  5. State what happens if the test is delayed by site access, procurement or a third-party component.

Customer finance validates demand while reducing dilution, but it can create concentration risk. Avoid allowing one customer to dictate a bespoke architecture that cannot be reused. Keep a standard product boundary, charge separately for customization and maintain enough runway to survive a delayed purchase order.

Use incubators as infrastructure and grant gateways

Deep-tech incubators and university-linked technology business incubators can provide laboratories, prototyping equipment, mentors, testing access and introductions that would otherwise consume scarce cash. They are also the route into several public programs. Selection is competitive, and a prestigious name does not guarantee hands-on engineering, procurement help or commercialization support.

Questions to ask an incubator

  • Which laboratories, instruments and fabrication facilities are available, and what is the booking or usage charge?
  • Does the incubator submit applications for SISFS, NIDHI or other programs, or only provide a letter of support?
  • Who owns equipment, data and IP created using the facility?
  • What reporting, equity, fee or exclusivity obligations apply?
  • Can it introduce pilot customers, contract manufacturers, regulatory advisers and follow-on finance?

Choose an incubator that can shorten your next milestone. Apply to one or two strong fits rather than treating every incubator or grant as interchangeable.

SISFS: public seed support through incubators

The Startup India Seed Fund Scheme (SISFS) is designed for DPIIT-recognized startups moving from proof of concept toward market entry, commercialization or scaling. Its announced outlay is ₹945 crore. Official scheme material describes grant support and debt or convertible instruments delivered through selected incubators; the current myScheme listing states that up to ₹50 lakh is available for market entry, commercialization or scaling through debt-linked instruments.

The amount is not an automatic award to every applicant, and the exact instrument, tranche and permitted expense depend on the incubator and the approved milestones. Prepare a technical plan, a budget divided between R&D, capex and working capital, an IP position, customer evidence and a realistic schedule for reporting.

What SISFS money should accomplish

  • Convert a laboratory result into a reproducible prototype.
  • Complete a defined validation, certification or field test.
  • Build a small, measurable production or deployment run.
  • Generate evidence for customer contracts or a later structured-finance application.

DPIIT’s Annual Report 2024-25 records 231 incubator applications selected and 2,622 startups selected under SISFS as of 31 December 2024. Those are cumulative program figures, not a promise of approval for a new applicant.

BIRAC BIG for biotechnology proof of concept

For eligible biotechnology innovators, BIRAC states: “BIG provides early-stage funding support of INR 50 Lakhs as grant-in-aid for a period of 18 months to translate their innovative ideas into Proof of Concept.” The program is aimed at early-stage proof of concept, not open-ended basic research. Its scope, eligible applicant categories, calls and milestone or reimbursement mechanics must be checked on the live BIRAC scheme page.

Build a BIG-ready application

  • Describe the biological mechanism and the experiment that can falsify your hypothesis.
  • Define measurable technical milestones for the 18-month period.
  • Separate consumables, personnel, equipment access and regulatory work.
  • Explain biosafety, ethics, quality and containment requirements where relevant.
  • Show the route from proof of concept to a partner, clinical or industrial validation step.

Do not present a commercial launch budget as a proof-of-concept request. If the work has already passed technical validation, a commercialization or customer-finance route may fit better than an early-stage biotech grant.

NIDHI-SSP and incubator-mediated support

NIDHI-SSP is accessed through Department of Science and Technology-listed incubators or TBIs. The Department’s 2025 information lists maximum financial support of ₹1,000 lakh to an incubator, released in phases. That figure is support to the incubator ecosystem, not a guaranteed ₹1,000-lakh cheque to each startup.

Ask the selected incubator how it allocates funds, what stage and sector it prioritizes, which costs are eligible, and what reporting or commercial terms apply. Your proposal should connect the requested amount to a technical milestone and explain why the incubator’s facilities or network are necessary.

Debt: preserve equity only when repayment is visible

Bank and NBFC loans, credit-guarantee programs such as CGTMSE, MUDRA loans and Stand-Up India can fund equipment, inventory or operations without giving away shares. The price of that ownership preservation is mandatory repayment with interest. Startup India describes debt as a route that requires repayment and notes the role of banks, NBFCs and government loan schemes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a repayment-capacity test

  1. List contracted revenue, signed purchase orders and realistically collectible receivables by month.
  2. Subtract payroll, suppliers, tax, maintenance, certification and other unavoidable cash costs.
  3. Model a delayed customer payment and a failed technical milestone.
  4. Check that the remaining cash can cover scheduled principal and interest without a new fundraising event.
  5. Identify collateral, personal guarantees, covenants and the consequence of default before signing.

Do not borrow long-term against an unvalidated product simply because a lender offers a headline limit. A loan can be appropriate for a machine that supports contracted production; it is dangerous when used to finance uncertain research with no repayment source.

TReDS and invoice finance for delivered work

Trade Receivables Discounting System (TReDS) and other invoice-finance arrangements convert accepted receivables into working capital. They are relevant to MSME suppliers that have delivered to an eligible buyer and whose invoice has been accepted. The financier discounts the invoice, and the buyer pays through the platform or agreed process.

Confirm the buyer’s eligibility, invoice-acceptance workflow, payment date, discount cost, recourse terms and treatment of disputed invoices. TReDS does not solve a pre-revenue prototype budget: it becomes useful after you have performed the work or delivered the goods and need cash before the buyer’s normal payment date.

RDI Fund and TDB finance for technology nearing deployment

The Research, Development and Innovation (RDI) framework is intended to mobilize private-sector investment in research, development and innovation. The Prime Minister’s Office says, “The RDI Scheme aims to provide long-term financing or refinancing with long tenors at low or nil interest rates to spur private sector investment in RDI.” ANRF describes fund managers such as alternative investment funds, development-finance institutions and NBFCs as part of the mechanism.

TDB’s RDI-related government call targets TRL-4-plus commercialization and describes structured financing, not a grant. This makes it more relevant after technical de-risking, when a company can show a validated technology, deployment plan, market need and a credible path to repayment or return. Monitor current calls, participating fund managers, sector definitions and instrument terms because these change by program and date.

Evidence expected at TRL-4-plus

  • Test data that demonstrates the technology outside a purely theoretical model.
  • A manufacturing, deployment or scale-up plan with supplier and quality dependencies.
  • Customer, offtake, licensing or public-procurement evidence.
  • Clear ownership and freedom to operate for the relevant IP.
  • A financial model showing use of funds, downside cases and the proposed repayment or refinancing structure.

Corporate challenges, licensing and co-development

Corporate challenge programs and public missions can replace part of a cash requirement when your technology solves a defined problem. A sponsor may provide a prize, a paid feasibility study, test facilities, data, a development contract or a licensing advance. These routes can be especially useful in industrial, climate, defence and infrastructure markets where the sponsor controls the test environment.

A practical 12-to-18-month funding sequence

  1. Define the milestone. State the technical and commercial evidence that will exist at the end of the period.
  2. Build the use-of-funds plan. Separate R&D, capex and working capital, and attach a month-by-month cash need.
  3. Set the risk budget. Decide how much founder or family capital can be responsibly exposed and document the terms.
  4. Secure customer evidence. Seek a paid pilot, development contract, advance, purchase order or letter that specifies acceptance criteria.
  5. Obtain DPIIT recognition where relevant. Check whether the company and its age, sector and status meet the current requirement for the scheme you are considering.
  6. Map an incubator or TBI. Select one with the facilities, technical mentors and public-program access required for the milestone.
  7. Apply selectively. Submit to one or two best-fit non-dilutive programs, tailoring milestones and eligible costs to each scheme.
  8. Add debt only after evidence. Use contracted revenue, accepted receivables, guarantees or productive assets to support a repayment case.
  9. Prepare for commercialization finance. Once the technology is TRL-4-plus, monitor RDI and TDB calls and participating fund managers.
  10. Recheck live rules. Confirm the current deadline, portal, eligibility, geography, company-age rule, instrument, tranche and reporting requirement immediately before applying or signing.

Application and cash-management checklist

  • One-page milestone statement with baseline, target, test method and acceptance evidence.
  • 18-month cash-flow forecast with a delayed-payment and failed-milestone scenario.
  • Cap table, incorporation documents, DPIIT recognition and MSME registration where applicable.
  • IP ownership, invention assignments, patent status and freedom-to-operate issues.
  • Technical risk register covering suppliers, laboratory access, certification, biosafety and manufacturing yield.
  • Customer letters, pilot scope, purchase orders or partner commitments that can be independently verified.
  • Budget mapped line by line to the scheme’s permitted expenses and reporting format.
  • Plan for taxes, statutory filings, audit evidence and grant or loan disbursement timing.

Common mistakes and how to correct them

Applying to every grant

Problem: Applications consume engineering time and produce incompatible milestones. Correction: Choose programs whose stage, sector, eligible spending and incubator route match the next milestone.

Calling a grant “free money”

Problem: The team budgets for unrestricted growth and later discovers purpose restrictions or reporting obligations. Correction: Treat a grant as a controlled project budget and maintain evidence for every eligible expense.

Using debt before revenue

Problem: Repayment starts while the technology is still uncertain. Correction: Wait for contracted revenue, accepted receivables, an asset that generates cash or another documented repayment source.

Accepting a customer pilot without boundaries

Problem: Unpaid customization absorbs the runway and creates IP disputes. Correction: Price the pilot, define acceptance tests, separate custom work and negotiate IP and data rights in advance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Confusing incubator support with a startup award

Problem: A headline incubator allocation is treated as a guaranteed company cheque. Correction: Ask the incubator how funds are allocated, in which tranches, for which costs and with what obligations.

Stage-specific playbooks

Idea to proof of concept

Use a tightly capped founder budget, laboratory access through an incubator or university, and a grant that explicitly permits the proposed experiments. Seek customer interviews and a paid feasibility study, but do not borrow against unproven demand.

Proof of concept to prototype

Combine an incubator, SISFS or a sector-specific grant with a customer development contract. Make certification, reproducibility and manufacturability explicit milestones. Preserve enough cash for an iteration after the first test fails.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Prototype to first deployment

Prioritize a paid pilot, purchase-order advance or strategic co-development agreement. Use equipment debt only when the deployment contract supports repayment. Consider TReDS after accepted invoices, not before delivery.

Deployment to repeatable commercialization

Build a production and working-capital model, diversify customers, and examine structured RDI or TDB finance for TRL-4-plus technology. At this stage, diligence will focus on unit economics, quality systems, IP, supply chain and contracted demand rather than the novelty of the idea alone.

Bottom line for founders

Replace the search for one “VC alternative” with a sequence: bootstrap a bounded experiment, obtain customer money wherever a buyer can define value, use an incubator and a well-matched non-dilutive program to de-risk technology, finance accepted receivables or productive assets with debt, and approach RDI or TDB-style capital only when the technology is ready for deployment. This preserves equity without pretending that grants are unrestricted or that debt can carry an unvalidated business.
