The best employee management software depends on whether you need payroll, HR records, scheduling, performance management, or international worker support. Compare seven leading options, pricing models, and hidden-cost issues.

The best employee management software depends on what you are trying to manage—and what you want the bill to include. A payroll-led system such as Gusto is not equivalent to a scheduling platform such as Deputy or Homebase. BambooHR is stronger for employee records and performance, while Deel is built for organizations working across countries.

For most small and midsize employers, the sensible shortlist is BambooHR for broad HR management, Gusto for U.S. payroll, Homebase for hourly teams, Zoho People for a budget HRIS, and Deel HR for international workers. The cheapest advertised price is not always the lowest total cost: payroll, benefits, time tracking, IT management, EOR services, and extra locations may all be priced separately.

BambooHR is a strong choice when “employee management” means maintaining a reliable central record of the workforce rather than merely running payroll or publishing shifts. Its Core plan includes employee records, custom reporting, workflows and approvals, dashboards, hiring, and onboarding.

BambooHR says volume discounts are automatically applied as headcount rises, and month-to-month and longer-term arrangements are available.

Best fit: A growing company that wants employee information, onboarding, approvals, performance, and compensation in one HR platform.

Watch the total: The advertised per-employee price does not tell you the cost for a team of 25 or fewer. Payroll, benefits, and other capabilities may require additional products or bundled pricing.

2. Gusto: best for payroll-focused small businesses

Gusto is primarily a payroll system with HR features around it. That makes it particularly practical for a U.S. small business that needs payroll calculations, tax filings, benefits, PTO, and employee administration without assembling several separate services.

Its Simple plan includes single-state payroll, unlimited payroll runs, tax filings and payments, basic PTO policies, and holiday pay. Plus adds multi-state payroll, next-day pay, and time tracking. Gusto says it files federal, state, and local payroll tax forms, including W-2 and 1099 forms, subject to the plan and applicable requirements.

Public pricing

  • Simple: $49 per month plus $6 per person per month.
  • Plus: $80 per month plus $12 per person per month.
  • Contractor Only: $35 per month plus $6 per contractor per month, for businesses without W-2 employees.

Optional charges include Time & Attendance Plus at $6 per person per month after the trial, Performance at $3 per person per month, HR Resources at $50 per month plus $5 per person, and Priority Support at $30 per month plus $3 per person on Simple and Plus. Existing-broker health-plan integration costs $6 per eligible employee per month. Workers’ compensation starts at $14 per month.

For example, 10 employees on Simple would have a listed base payroll charge of $109 per month before optional products, workers’ compensation, benefits, or other costs.

Best fit: A U.S. employer that wants payroll and tax compliance to be the center of its employee-management system.

Watch the total: Advanced performance management, HR advisory resources, time tracking, and some support options are add-ons or higher-tier features. The outdated $19-per-month base-price claim should not be used; Gusto’s current public Simple pricing is $49 plus $6 per person.

3. Rippling: best for HR automation and HR/IT integration

Rippling is designed to make employee data trigger actions across multiple systems. For example, a new-hire workflow can connect HR records with payroll, benefits, application access, devices, and other operational tasks. Its available modules include U.S. and global payroll, benefits administration, time and attendance, learning, recruiting, scheduling, headcount planning, surveys, PEO services, employee chat, and device and application management.

Its time-and-attendance product supports mobile, web, or physical-device clock-ins; job costing; payroll-linked approved hours; overtime and break alerts; scheduling; custom reports; and workflows for missed clock-outs and unapproved time cards.

Best fit: A company that wants one employee event—such as hiring, transferring, or terminating a worker—to update several HR, payroll, and IT processes automatically.

Watch the total: Rippling does not have one reliable all-in-one public price. The core Rippling Platform is required, and payroll, benefits, expenses, device management, time tracking, and other modules may be added separately. Most products are billed per employee per month, while some can include a monthly base fee. A quote based only on an HRIS starting price can understate the cost of the complete setup.

4. Zoho People: best budget-oriented HRIS

Zoho People is a lower-cost HR information system for businesses that need structured employee administration without immediately buying a full payroll or enterprise suite. Its Free edition includes onboarding and offboarding, employee database management, document management, time-off management, HR reports, and the Zia AI bot.

The Professional edition adds attendance management, timesheets, and roster management. Premium adds performance management, compensation management, employee engagement, and advanced HR analytics. Enterprise adds an HR help desk, learning management system, and sandbox.

The main editions are Free, Essential HR, Professional, Premium, and Enterprise. The current pricing page shows a minimum of five users for listed plans and says annual billing saves more than 20%; it does not expose one universal U.S.-dollar price for every tier. Zoho says licenses apply only to active users, so a deactivated user’s license can be used for someone else.

Best fit: A small or midsize organization that wants configurable HR workflows, particularly one already using other Zoho products.

Watch the total: Zoho People is not automatically a complete U.S. payroll replacement. Zoho Payroll or another integration may be required, depending on the employer’s location and setup. The often-repeated $1.50-per-employee figure is not a safe universal current price because edition, region, billing term, minimum users, and pricing presentation affect the bill.

5. Homebase: best for hourly, retail, and restaurant teams

Homebase is built around the realities of hourly work: shifts, time clocks, availability, labor costs, team communication, and multiple operating locations. It is often a better match for a restaurant, shop, salon, or similar business than a corporate HRIS focused on annual reviews and salary bands.

Public pricing

  • Basic: $0 per location per month for one location and up to 10 employees.
  • Essentials: $30 per location per month, or $24 when paid annually.
  • Plus: $70 per location per month, or $56 when paid annually.
  • All-in-One: $120 per location per month, or $96 when paid annually.

Higher plans add progressively more scheduling, time tracking, team communication, AI-powered scheduling, PTO controls, departments and permissions, onboarding, labor-cost management, and HR compliance. Payroll is available as an add-on, and Homebase displays a separate payroll-oriented pricing structure with a base fee and per-employee charge.

Best fit: An hourly employer that needs schedules, time punches, shift coverage, and labor-cost visibility organized by location.

Watch the total: The free plan is limited to one location and 10 employees. Paid plans may be unlimited by employee count but still charge per location, and payroll is not necessarily included in the scheduling-plan price. A business with four locations should multiply the relevant location fee by four before comparing Homebase with per-employee software.

6. Deputy: best for advanced scheduling and time management

Deputy focuses more narrowly—and more deeply—on scheduling and workforce time management. Lite includes basic scheduling, timesheets, time clocking, labor-law compliance, shift swaps, leave and availability management, reporting, messaging, payroll and HR integrations, and self-serve onboarding.

Core adds advanced scheduling, timesheet auto-approval, biometric time clocks, advanced labor-law compliance, micro-scheduling, auto-scheduling, demand forecasting, and labor optimization. Employees can clock in through tablet, mobile, web, or watch applications. Depending on the plan, geofencing, biometrics, custom timesheet fields, and shift feedback are also available.

Pricing and billing details

  • Lite: $5 per user per month.
  • Core: $6.50 per user per month.
  • Pro: Contact sales.

Deputy’s billing is important for employers with changing headcount. Adding a user during the month triggers the full monthly per-user charge. Archiving a user during the month still incurs the full monthly charge, and unarchiving a former user also triggers the full monthly charge for that month. Annual plans are billed upfront; Deputy says they generally cannot be downgraded during the term and are not refundable upon cancellation.

Best fit: A multi-location or shift-based business with variable demand, complex schedules, or strict break and overtime requirements.

7. Deel HR: best for international employees and contractors

Deel HR supports distributed teams that may include direct employees, contractors, Employer of Record workers, and entity hires across more than 150 countries. Core HR includes worker profiles, time off, workflows, compliance insights, and people analytics. Other Deel products cover payroll, performance, compensation, workforce planning, learning, engagement surveys, and recruiting.

Employees and managers can use Deel through the web, mobile app, Slack, or Microsoft Teams for tasks such as requesting and approving time off.

Public HR pricing

  • Core HR: starts at $5 per employee per month.
  • Recruit: $14 per employee per month.
  • Develop: $22 per employee per month.
  • Full HR solution: $56 per employee per month.

Best fit: A company employing people in several countries or managing a mix of contractors, local employees, and EOR workers.

Watch the total: The $5 Core HR price is not the cost of employing someone through an EOR, running global payroll, or paying contractors. Those services have separate pricing and create different tax, compliance, and employment obligations. Deel is no longer only an EOR provider, but EOR remains one of its major offerings.

How to compare employee management software

  1. Separate HRIS from payroll. Employee records, onboarding, approvals, and performance reviews do not necessarily include wage calculations, tax filings, benefits, or workers’ compensation.
  2. Identify the billing unit. Gusto, BambooHR, Deel, and most Rippling modules are primarily employee-based. Homebase is location-based. Deputy is user-based and has unusual mid-month billing rules.
  3. Price the actual package. Add payroll, time tracking, performance, benefits administration, device management, support, implementation, and extra locations—not just the headline starting price.
  4. Test hourly-workforce controls. Confirm tablet, mobile, web, or physical clock-ins; geofencing; biometrics; break rules; overtime alerts; shift swaps; job costing; and payroll synchronization.
  5. Check international capabilities carefully. “Global HR” may mean storing worker records, while local payroll, tax filing, benefits, contractor payments, and EOR employment are separate services.
  6. Ask how headcount changes are billed. Gusto says it charges only for active employees. BambooHR uses a flat price for organizations with 25 or fewer employees. Deputy charges a full month for users added, archived, or unarchived during the month.
  7. Plan the migration. Ask whether the vendor imports historical payroll, tax filings, employee documents, PTO balances, performance records, and terminated-worker history.
  8. Clarify compliance responsibility. Software can automate forms, reminders, and policies, but the employer remains responsible for accurate worker data and correct tax, wage, break, leave, and employment settings.
